We are Getting Started in a few minutes, Cirque Du Soleil will be opening up the parade. There are dancers and singers, we looking at some of the floats that you will see on the ra preyed route. This is year of the rooster, you see this beautiful display here. You are going to see tons of colored floats. The come tombs are incredible. One float is an interactive route. You can use your smart phone fo change the colors on the float. To change the colors on the float. We are seeing two to 300 volunteers here, they are needed to make the parade possible. Rose, who is important in San Francisco chinese politics, passed away last year, so its a little different but there are tons of people. Its going to be Getting Started in a couple of minutes, its going up Market Street and then the main parade is on kearney. We are having live coverage on 6 00 on ktvu. There are 100 groups being represented mere. 19 floats, its a huge deal and it seem like everyone is geared up for it. The people that come every year say that they absolutely love it. This is what is looked like in oakland this afternoon. The sun was out. We will head over to mark for a look at the conditions tonight for the parade. The weather is looking great. We are all just smiling today. Lots of sunshine in the bay area. We have been dealing with a lot of storms over the past few weeks. There is a storm but its heading north of us. Lets show you the satellite, mostly sunny skies across a good porng of Northern California including the bay area, all day long. Mostly clear skies for tonight. Lets check the current numbers out there, some 60s to report in santa rosa and san jose. San francisco in the upper 50s. This is our live camera looking towards the city, nothing but clear skies, no threat of rain, its going to be mild out there for the next few hours. If you are heading out to the parade, we expect mostly clear skies, temperatures at 54 degrees, by 8 00, temperatures are about 50. No umbrellas needed for the parade. We have great news for tomorrow as well. I have the full forecast in a few minutes. For the first time, managers at oroville dam started to use the oroville spillway. They are released water down the channel. The flow should bring the lake down to safe levels in two days, the department of Water Resources said they are confident that there will be no flooding. It could cost 200 million to make repairs. Caltrans has reopened one lane in each direction between Scotts Valley and the Santa Clara County line. The north bound lanes were shut down until this morning as well. Part of the hillside along highway 35 gave way yesterday. The california Highway Patrol said the closure of the road will be long term. Geologists need to figure out how to fix the road. Highway 37 is submerged in water. Caltrans is using machines to pump out the water. Due to recent storms, this section has been closed three times in the past five weeks. Its a major connector for marin and sonoma counties. A portion of roads knee strawberry also remains closed because of the water. Berkeley police are investigating something inside of an apartment complex. A website is saying that its two dead bodies, the victims were found in the 1300 block of haskell street. A hazmat team was also there to look for a possible cause of death, last month a man and a woman were found dead in an apartment on deacon streets. Their cause of death was Carbon Monoxide poisoning. No word on whether or not thats the cause of death here. Investigators were contacted by a woman that went to a Kaiser Permanente medical office and she claimed during her visit she was sexually assaulted. The investigation led to Efrain Castanon who was arrested. The mayor of san jose gave the state of the city address today. He honored everyday employees and citizens that helped make the city great. In San Francisco, a sure sign that baseball is around the corner. Giants fans came to the park to meet with the players, temperature selfies and buy giants gear. The teams trophies and Championship Rings were on display. But for some fans, the bitter sting of last years season has not gone away. I am heart broken about the playoff loss but looking looking forward to a great season. Tuesday the giants are hosting the arizona diamond backs. San franciscos annual chinese new years parade is about to get underway, a major highlight is the floats. Sal shows us how they are all made. Reporter we are inside of the warehouse where they built the floats for the parade. This year its been more challenging because its been raining in the days before the parade. The rain has been a beast. Its been a challenge. We are used to a bit of rain this year, it always happens. The blessing is that our landlord fixed our roof so its not raining inside. Its always exciting, its great after months and months of hard work to see these things taking shape. Reporter the workers use power tools, glue, paint and more to build the floats. From the wheels on up, the floats can be as tall as 14 feet. The biggest float is the one for southwest airlines. This is just mixed media insanity. We have foam carvings covered in glitter. We have six boxes of mylar, we have paintings. We have our welder that made this spinning turntable. Reporter the building process began in november and ramped up last month. The chinese new years parade is one of the largest celebrations of chinese new years outside of asia. Technology is beginning to play a role in the float. It is the bay area. We have a float that is, i would say, 75 built. Then the tech people do their stuff. Reporter when the parade arrives, you would think this crew could relax. We walk with the parade. We are usually in all black, with our floats, making sure that everything is okay. A few years ago, a child threw up on one of the floats, we were here to help. Reporter on this year of the rooster, parade float builders say they are on schedule to have everything complete by the parade. Look at the details and the color of the floats. Thats incredible. Ktvu will be broadcasting the parade right after this news cast. I have seen the parade for the past 15 years, i have never seen the weather this beautiful. Today was the reason why i moved for San Francisco. Weather like this. We are lucking out for the weather. For the people organizing the parade, there is so much coordination. They have been asking me, mark, what is the weather going to be like. Fortunately, its mild out there. Lots of 60s showing up. Santa rosa, 67. San francisco, 60. Antioch, 64, san jose, 65. A beautiful saturday across the bay area. There is a storm on the satellite but all of the flrg is being pushed to the north. As a result we are looked in this dry and mild weather pattern. There are reports that russia is considering turning Edward Snoweden over to President Donald Trump as a gift. Snowden has been living in ex tile in russia since 2013. There are new questions tonight about National Security advisor Michael Flynn over reports he discussed sanctions with russia before President Donald Trump was sworn into office. Reporter if National Security advisor Michael Flynn discussed russian sengses with the Russian Ambassador before sanctions with the russia ambassador before he was sworn in, it could be a violation of the logan act. If true, the conversation would have been considered a breach in diplomatic protocol. National security advisor Michael Flynn denied that the conversations did not took place and Vice President mike pence defended him. The conversations were not related to new United States sanctions against russia or the the removal of diplomats. A program showed that 400 arrests were made during the 2014 school year. That would have been 40 , actually zero arrests were made and a correction is being made to the website. There were two shootings today. One happened near wall knit street. Walnut street. Officers found a man dead. The second incident was two blocks away and a man was found shot and was taken to the hospital. No word on suspects or a motive. Police responded to a report of a stolen car near south main street. A witness told the police that they saw a man from inside the car get out and run towards the complex with two guns, then officers heard a gunshot and found a body in a parking lot. There was a chase and the suspect was taken into custody. The name of the suspect and the victim have not been released. Firefighters are bringing new technology to the fight. Reporter on a bright morning, San Francisco firefighters made their way to the 26th floor of 525 market. Victims coughed, alarms chimed and firefighters got to work. But this is not a real fire. The this is the Fire Departments annual drill, a chance to get real experience in a real highrise. Firefighters say the difference between fighting a traditional house fire and a highrise fire is more than just a matter of scale. You get up there and you do not what you have seen. One floor has small offices. The other is opened with desks. Firefighter are employing new technology. It speeds their decisions making processes. Reporter they are armed with tab lets and they get information just by opening an app. They have a basic layout of the floor. San franciscos chinese new years parade gets underway, the event is the largest celebration of asian culture in north america. There is a long history of Chinese People in the United States. Some of the history can be painful. Until 1950 there were laws on the books that were discriminatory to Chinese Americans. For many chinese american families, the story begins on angel island. Reporter between 1910 and 1940 many Chinese Americans kiem to the United States. I came in the summer of 1940, 10 years old, by mice. Myself. It took about 30 days. Reporter joe took time to tell us his angel island story. My grandfather wanted a better life for myself and my brother. We waited until we could get questioned. They called this place a prison, there are laws that are no longer on our books any more because they were unjust, when we look back at that time, its with regret. Reporter regret for a story that is rarely told. This place was built to enforce exclusion rules. Reporter the chinese exclusion acts were meant to keep out chinese laborers. It became so restrictive that there were only a few categories of people that were allowed to immigrate. Reporter when the earthquakes destroyed the island, the chinese found ways to break in. People started to cling to close groups. They created false families. Reporter hop came in at 10 years old with papers saying he was eight years old. The papers and the documents said who my parent and my cousins were. I had to memorize all of the names to prove to the immigration officers who i claimed to be. Reporter but you were not that person . No. Reporter how much was true. It was all made up. Reporter 50 of chinese immigrants failed entry exams. They had detailed questions, highway many windows were in your bedroom. Reporter johns record showed 20 pages of single spaced questions. I answered one of the questions wrong so they investigated. Reporter his grandfather got him a lawyer and was able to get in. But his father failed a physical exam and was not able to stay. That was life. Reporter he only saw his father once more, years later while serving in the United States military during the korean war. The heart ache of his story can be herd time and time again in poems that can be found on the walls here. This poem starts here and goes down seven characters and four lines, it says 1,000 sorrows and a hate 10,000 fold stirs between my brows. Reporter those poems are why this building has never been torn down, a living history. My father was sent back to china. Reporter but today there is a plaque with hops name, his family and others. When they look at those beds, they see the place where their mothers and grandmothers stayed. Reporter as a boy it was a time he tried to forget but now he has gathered all of the information he can for the generations to come. Its his american story. I wanted my family to see what i went through and what the system was back then. So that they can see for themselves, this is my beginning, our beginning here. In this family. In this country.
