They said the hatch backs are designed for the international market. In the meantime ford is scrapping plans to build a new small car factory in mexico. Mr. Trump has previously criticized that plan. President elect donald trump has taken on four companies. Boeing and other companies have been in the spotlight. Tom vacar has a look on howdonald trump tweeting can impact things. The dean of school of business says overwhelmingly the majority of cruzs are made in ohio. Gm in fact only imports two percent of what it manufactures in mexico in terms of the chevy cruz. Reporter ford frequently targeted by trump said it wont build a 1. 6 billion car plant in mexico. A plant that would with its lower cost structure would have sold virtually everything it built outside of the u. S. It is a business decision. We have seen decreasing demand in north america for small cars. Reporter instead ford will spray spend 3 4 of the billion dollars for self driving cars in the usa. Why did ford announce this today. Bush and laura bush will be there and jimmy carter will attend. Unfortunately the raiders do not know who the starting quarterback will be. It wont be derrick carr. The raiders practiced for the first time this week preparing for saturdays game in houston. Joe fonzi is here now. It is a shame because they may go with a rookie that never started. It would be unprecedented. We are talking about a team firing a coach and looking for a coach. Lets talk a team in the playoffs. Thats positive. On saturday the raiders will be doing something the franchise has not done since 2002, they could also be doing something that has never happened in nfl history. The raiders knew going into sundays regular Season Finale they would be playing without their injured pro bowl quarterback. They had no way of knowing their backup matt mcgoin would get hurt and they would have to rely on connor cook. The raiders are not saying hot starter will be for the opener in houston but fit is cook he would be the first rookie to make his first start in a playoff game. Cooks teammates dont sound worried. He kind of has this calm sense about him like i dont know if you saw it but he got out there in denver and getting ready to call the play and he has got his hands in his hand warmer and just like calling the plays with that swaggard so i feel confident. I think he plays with confidence. Even the first drive he went in. I was happy for him and it was good to see. The identity of the raider quarterback has dominated the story line ever since derrick carr got hurt on christmas eve. Before the team boarded buses for a rain protected facility for a walkthrough the players took a moment to remember how far this team has come in the last three years. People dont understand how hard it is to win 12 games in this league or let alone make it to the postseason. You know people can say what they want to say. The only people that matter are the people in the building and obviously our fans but as long as we believe in each other and the fans believe in us, the sky is the limit. Just because things have not gone our way, we cant let this determine how we are going to go forward. This is what we waited for. This is what we wanted and we have it. We just need to take on that opportunity and to take on this game with everything we got. Probably the most important thing for the raiders and the fans a young team going to the playoffs since 2002, the Houston Texans have an uncertain situation at quarterback, the raiders should go in the game upbeat with every expectation that they can win. If you dont do that, why show up . Yes. Such a shame. They had the best season they had since 2002 and then right at the end your mv p quarterback gets injured. So what do they do assuming it is connor cook play within yourself and dont try to win the game and game plan around him . The point was made that those three really effective running backs will have to have a good run game going so it is not all on the shoulders of the quarterback with the passing game. Dont forget they have amari cooper and michael crabtree. Get the ball in the vicinity and establish a running game and then houston has had all kinds of problems on offense. So if your defense plays a good game, keeps them in the ball game, who goes in the game and says we dont have a chance to win. It is what it is. We got connor cook now. Absolutely. The only thing that changes is the quarterback. Yes. Thats a big thing. I wont diminish that. A big thing. Joe, thank you about. We will find out on saturday. People trying to sell their home. They clean it and stage it and they make it look nice for buyers, the problem in one east bay city, it is attracting burglars. I have been in real estate for 38 years and never had this happened. The suspects are cutting the lockboxes and feeding the vaults and removing the keys and accessing the home. It appears that they are stealing mostly Electronics Like tv and stereo equipment. Appliances and things like home decor. Everything in this house had been removed by the stagers but the burglars made their self at home. The Police Department took the cigarette butt and they used the restroom. I have been in real estate for 38 years and never had this happen at all. When we list home it is in our care and custody and we take it seriously. Every neighborhood nears Neighborhood Watch programs and people need to know each other and keep alert. Now Livermore Police have evidence in some of these cases including the cigarette butts and hope to make arrests soon before anymore houses are hit. Track that rain on the afternoon commute. The main event is right now into the Early Morning hours. Before the morning commute. It is in the next 6 to 8 hours we should see the heaviest rain falling right now. We have seen strong wind gusts over the last 24 hours. Some of the Higher Elevations have seen gusts like Mount Hamilton up to 42 Miles Per Hour and the oak land hills unsubstantiated over 48 Miles Per Hour. Some tropical moisture and when you see that, that is a good sign. Coming from here, it is not as potent and what we experienced last night with the light sprinkle but this stuff is good and knocked that cold air to the north. You can see it budging up here. See that. That is knocking the cool air out and warming up slowly. Rainfall will be more aggressive. Rainfall accumulations in the next few days, certainly by the weekend could amount to five inches. Problems on the roadway. Pooled up water in the bay shore freeway, look for heavy rain really to continue for the next hour as it moves out towards san jose. This on 580 and on 92 and on 280, you know the drill, it is a lot of cars moving around and thats heavy rain. The oranges and yellows are wipers on full. We do well. We can drain water well but when we get rainfall rates like the yellow and orange of a quarter of an inch to a half inch, it is tough to keep the roads from starting to pool up. Thats a pretty shot, isnt it . I am not sure what camera that is. Thats sfo. I have never seen that angle. Thats a great shot. Either have i. That new control tower is not. Yes. Here is what we got. The forecast model for the evening. 8 00, heavy rain continuing on and off. Midnight you see this consolidateds and more heavy rain. Good stuff and slips south and at two a. M. No love lost between these two teams. Reporter yeah, julie, thats the under statement. The sharks and kings do not like each other. A lot of history. These games are tightly contested and physical and emotional and a guy that knows about that is the radio analyst and 18 year veteran brad hennagan joining us. Why is this rivalry so visceral . You look at the last four playoffs against the la kings, they are 22 and two playoff series sharks were up 20 and the shark won and they they went on to the stanley cup finals. The rivalry starts in the playoffs and the regular season is contested because it is a Pacific Division rival. We saw a lot of points in los angeles. Lets talk about the sharks early season success. Brett burke has stepped it to another level. What is the difference. Reporter 21 points plus 13. The biggest difference that he is taking care of his defensive zone and doing things offensively leading in goals and points with 35 points. 15 of those goals. This guy cannot only do it with a flick of the wrist but the physical presence. Any truth he will shave the beard . I dont know. Thornton and him will have beards flowing. We know about the superstars and along comes kevin labank and he has made an impact. 7 goals and five league changing goals. Two tying and three go ahead goals. He has a knack of getting himself in scoring position. He thinks about the game so well he gets in the scoring position and cash in and him and logan venture are a bright spot. We will have more at 6 00. Heather seating next to you. Julie is on vacation. And i appreciate the correction. The first snow pack of the season. A crucial importance to all of us. A heavy rain falling and our chief meteorologist bill martin says we are in the middle of that heavy rain. In fact we could see another inch before it lets up tomorrow morning. Rain of course means snow in the sierra and by this weekend they could have five feet of new snow in some parts. The first snow pack survey. Each year they are a critical gauge of the states water supply. There is half of normal measurement. We found out what this means. Reporter for 30 years, frank gerke makes the track offer of highway 50. Kneedeep in phillip. Making the first snow survey of 2017. With fresh powder and cold temperatures and freezing the instrument. Call it 48. Reporter the measurement setting a worrisome tone for california following five years of historic drought. Tuesday revealing 6inches of water snow equivalent in el dorado. 53 of the average for this time of year. While that seems gloomy, we had bear ground about a week ago. There was a few patches of snow and most of the snow came down in the last couple of days. Promising conditions considering snow pack provides 30 to californias water supply. I think it is a very encouraging start to the winter and certainly why had other winters with a bare field. Hindsight with optimism. The results important because they guide officials how to manage the water supply. Frank gerke is joining me on the phone. We heard you there and vicki sounding optimistic especially heading to the wettest months historically. Thats correct and i think that the prognosis for a significant series of winter storms occurring over the next week is what gives us that optimism and the reservoir a littles coming through with a few of the major reservoirs being some percent in well above average for this time of year. That sets the stage for what is a typical california winter. We have a wet fall and this is a significant in terms of runoff next spring when the snow pack melts. It is important to remind people that snow pack is just one part of the water supply snapshot. You mentioned the reservoir levels. There are electronic monitors. What are they showing you right now . We are starting to see they were ourself offline this morning. But we are starting to see a pickup in water content and i expect that to carry to tonight as another event comes through that looks at least im down in sacramento now and it is starting to rain again and you know the winds picked up. So it feels like we got another event coming through over the next 8 to 12 hours. And according to the Weather Service forecast we are looking at an Atmospheric River situation coming up this coming weekend. Not a bad start from what you saw today. When you go back to take this next survey, what measurement would make you happy . Well, of course something well above average obviously would be very encouraging. But even beyond that, even if we dont make that which is possible, just a series where we have the possibility open that High Pressure system doesnt set up at the oregon coast and diverts the storms away from california, if we have a good normal precipitation pattern that would offer us some opportunities for recovery. Lets just hope that pattern that we are seeing today and the rest of the week kind of continues for the rest of the month and as well as for february. Frank, thanks so much for your time. Youre welcome. The Drought Monitor shows exceptional drought last year. We will get to that but i want to toss things over to frank and our chief meteorologist bill martin. I thought the snow pack level would be higher especially with the reservoirs being higher. We have had a lot of snow. It is down in october we had a ton. It is down because it rained. That is what he was saying there was bare ground. And thats why the reservoirs are full. Orville and folsom and shasta relies on rainfall. Everything we need to know about california and rainfall we are having a good year and we will continue to have that. He did mention the Atmospheric River and we have seen snow in the lower elevations perform i dont care what anybody says about the drought. It is never over. Lets hope we get a lot of rain and the drought in california, it wont be called that but we need water. We are getting it. Yes. The yellow and reds represent significant rainfall coming down. Did you notice it . Yes. I had wipers on and you worry about the puddles and you have to be careful about hydroplaning. Thats right. The winter storm warnings will stay in effect in the mountains. The main event, the rain event is the rain moving through the bay area over the next 7 hours. Then we will see a break and it will like up over the weekend. By the end of the weekend it wont be hard to see five feet. When people talk about the drought. This winter has been good. We have gotten a lot of rain and some snow in the sierra and a lot more this week, maybe 5 foot, what does that mean . You want the aquifers to fill. Everything that is happening is good. The reason i say the drought is never over because we are dry summer and wet weather. Mediterranean climate and agriculturally based state and we have all of the water needs from raisins and pistachios. We should act like we dont have water because we really dont. That is good advice because it is easy to forget about the importance of water. You leave the water on brushing your teeth. Thats the drill, dont let anybody tell you the drought is over. It is always an issue. I had mentioned a match california bit u. S. Drought monitor. It shows the exceptional drought. The dark red area. Compare that to a map put together a few days ago after christmas or two days afterwards and you can see the dark red area has shrunk substantially in size. There is large area that indicates no drought. 18 of the state has no drought including parts of the bay area. Officials want the survey for a one hundred old tunnel to yosemite. Tara moriarty explains why it wont affect customers. Reporter under the harry tracy plant in san bruno. Nothing but the sound of gushing water. This is where the 80 million gallons of water is coming in. From the near by Crystal Springs reservoir. We normally filter about 40 million gallons of water per day and here during the shut down of the mountains for the 60 day shut down we are tweeting twice that amount. 85 is from yosemite but not for the nix two months. Thats because crews will survey and fix the mountain tunnel, a 19 mile artery out of the reservoir that is at risk of collapsing. We will conduct an assessment to see if we need a new tunnel or periodic shut downs to do repairs and upgrades. This is the reservoir in Yosemite National park. The portion of the tunnel where crews are making repairs and doing inspections. Right now all of the water has been drained and is not flowing up to this point. Typically it would flow all the way to the bay area where it serves households. We got plenty of water in the reservoirs and customers wont in this a difference. The San Francisco Public Utilities commission has made upgrades to filters like these and those at Treatment Plants in Half Moon Bay where 150 million gallons of water. Our Distribution System appears to be fine. Will be pump ped out daily to compensate for the loss of the reservoir. These are like glorified giant filters. The inspection is critical as a collapse could take 270 days and cost more than 100 milliondollars to fix. To replace it entirely would cost 620 milliondollars. The pipeline normally closes for maintenance for one month a year but the last time it closed for two months was in 1980. Also for a thorough inspection and things went smoothly. Tara moriarty, ktvu fox 2 news. Were tracking the rain showers. Rainfall so far has been anywhere from two inches in the Santa Cruz Mountains to less than a quarter of an inch in san jose. Between now and tomorrow morning we will pick up a half inch of rain so the numbers i show you are continuing to change. We have wind gusts up to 42 Miles Per Hour up on Mount Hamilton and 39 up on tamapius. A breezy afternoon at times. Here is the system. Significant and hitting us in terms of the heaviest rainfall. The anomaly of the low snow levels and the light showers last night but the real rain, the warmer air and the moisture is moving in now. The snow levels are low but they will come up. You will watch them go from 2,000 feet up around out of grass valley and working their way to colfax and then by the time we get to tomorrow morning. The snow levels above 5000 feet. But here is the rain. It is hammering. It is significant rainfall showing up here. Look fremont area. 7. 85inches of rain by fremont and rainfall rate by oakland and why do i say rainfall rates . When you do get over a half inch, that is obviously an inch an hour, in some cases, an inch would be double that but half inch an hour, it cant drain off quick much. So much concrete around here that we get real problems with standing water. You are seeing it. Be ready. The heaviest rain right now midnight tonight. You see it start to consolidate and it gets powerful at two a. M. And this could rule in another half inch of rain for many locations between right now and tomorrow morning. Now tomorrow mornings commute which i know what you are thinking about. Heavy rain at four a. M. It slides through by 7 or 8 00 a. M. Heaviest rain should be over by the time you hit the roads tomorrow. That is a good thing. Tomorrow afternoon, heaviest rains should be over as well. And as we go through the next five days for rainfall, not a lot happens thursday and friday or wednesday for that matter but when you get to saturday and watch what goes on sunday, saturday night and sunday, thats a big deal, four inches in santa rosa and five day totals. San jose, they are saying six inches of rain in five days. Often an inch a day. This is a significant rainfall. This is a significant especially for san jose. We will watch that for you. That could get you five feet of snow in the mountains. Five inches here. At least in the old days we would go an inch of rain to a foot of snow. That is not in this particular case. There is the fiveday forecast so you get your rain tomorrow morning. The main event scattered showers tomorrow and no big deal and saturday and sunday is a big deal. We will be talking more about that. Bill, thank you. It is a goto cab company for people in wheelchairs but that could be changing. The owner says why he may have to reduce the service. Not easy for people in wheelchairs to get a taxi in San Francisco and now it could get more difficult. Rob roth tells us why a cab company is considering to discontinue the practice. Catching a cabin San Francisco can be tough enough but for those in wheelchairs it can be especially challenging. Just ask fiona she has cerebral palsy. When a wheelchair user requests a cab, they are either isnt any in the immediate vicinity or if there is, they have to wait quite a while. But the problem could get worse. The luxer cab company is one of the go to places for people to call for rides but they may have to reduce that. We are evaluating the program. We might just abandon it and let it go which we dont want to do. Luxer provides 1200 rides a month to those in wheelchairs with these ramps. Luxer has 11 of them. The cost to operate them is five times as much as a sedan. The ride company has put a strain on tacky Cab Companies and finding harder to find drivers and Ride Sharing Companies dont have large fleets. The Disability Advocates are concerned. So it is scary. This is not just oh, now you get another ride some other way. This means people may be stuck and stranded.
