He is in the news room with more on that arrest. This new case is notable in two respects. Oakland cops turned him in and arrested him. These charges come following sex eks employ takes. Ryan walterhouse has been charged with a sex act with a prostitute and warning her about police stings. No Police Officer came forward and initially reported this misconduct. Police say the alleged crimes occurred both on and off duty and the case has nothing to do with this woman. A woman formerly known as celeste guap. Shes had sexual relations with officers in oak listened and across the bay area she claims. I want to make it clear there is no evidence in this case to suggest this is conduct involving celeste guap. Prosecutors say even after that case broke up, ryan took her to a different woman this month and paid her for for her service. He allegedly told her in a phone call about police stings. The District Attorney aid the officer wrote, you out, dont be right now. And ill let you know when to. It is incredibly disturbing in light of what happened this summer any officer could think that it was at all accept tbl to engage in this type of behavior. If youre heading southbound, your best bet is to get on highway 92 and get ove280 to get around it. If youre going northbound, youre really in a worse spot. Youre going to have to get on highway 84 down by redwood city to get around this mess, because as you can see, both directions of highway 101, which are very busy any time of day, but right now during the afternoon commute, its just grid lock on highway 101. There is no way you are going to get through that area for at least the next half hour or see so. We are going to have to wait and see how long it is going to take to clear this area. She left here to go serve the country. She was so excited. I was proud of my baby. Reporter five months later they never expected her to come home like this. Thursday a white car carrying her body bringing her back to pittsburgh. They informed me that my daughter had passed away. I dont understand why because my baby was healthy when she left here. She told me she wasnt feeling so good, she had a l flu. She went to medics and they said she was fine. She said no. Her family was told it was cardiac arrest. According to the strars and stripes, the military newspaper, her death is still being investigated. She was my best friend. We did everything together. And now im not going to see her anymore. And it hurts. It hurts so bad. Reporter today, military members carried her casket to the waiting car. Shes one of mine. Its like carrying my little sister. Reporter even though they never met this 57yearold vet had to be here. It was my honor to bring her home and to bring her home the right way. On monday a stafr there was involved staffer was involved in the restraining of a teenager. The question is did that lead to her death. Portiamanning and another staff were involved in the restraining. After that the teen said she didnt feeling well and went to the hospital. Today a friend contacts us and tells a different story. During the restraint the teen repeatedly quoting manning. Manning and the second staff er helping with the restraint called a supervisor but not got no answer. The women drove 24e78 sefs to the hospital but tells us manning was de brooifd care because she didnt have workers comp documents. We never turn a patient away for care that comes to ourp emergency room. Adding ability to pay is not a factor in receiving care. Its unknown what happened next, but manning passed away several hours later. We are investigating investigating the circumstances that occurred at up lift on monday and any possible outcomes that may have happened from that. Reporter the Police Department is investigating but have not classified manning as a victim in this case. The Santa Clara Medical Examiners Office said it could take six months to determine the cause and manner of death. The department of social services has made 22 visits to up lift resulting in 22 citations. There is an overall concern for lack of supervision and the facility failed to meet the requirements for responsibility for providing care and supervision. Up lift management declined our request for an on air interview and sent a statement that says this is a tragic incident but we are not aware of any information that the unfortunate death of ms. Manning was the result of the involvement with our youth. The statement goes on to say up lift is sad of the loss of a colleague and friend. Up lift has another facility in davis, but it does not care for children. In this case, the truck has enough pressure that the hose can shoot from the frontage road on to the vehicle. You can see all of that red, the northbound direction is just brock d up. There is no way to go. Southbound you can see just to the top of your screen. That is also shut down. And then look at old county road, that is red. You can imagine el camino also parallels 101, the rest of the free way is going to be backed up as well.
