This. Number two, it is also a message to the people of las vegas, the Voting Community there that theyre sure i couldnt say about bringing this team there. And what comes next is they have to approve through get the governors approval and the legislature in the state of nevada to approve this, then the taxpayers, of course, have to vote fort. So theres plenty of steps to go but theyre putting this thing on a fast track. And the reason for that is the nfl owners meet in january, and they would vote, conceivably to approve this. And they have to have, again, i repeat, 75 of the owners approval to do this unless, and i see you looking at me, ken, unless mark davis is prepared for a long legal fight, as his dad d. Well, his dad moved the team to l. A. And he didnt have the owners voting to do that, did he . Exactly right. But the point of the matter is, is he willing to do that . Al davis had to take on the entire nfl, spent a lot of money in court to fight that out andy did up and pull it. Its one of those things where this is a much Different League right now than it was back in the early 80s when al davis did that. I dont think it is going to quite move that quickly. But it is important to remember that this is one step. There are plenty of large hurdles. And if they dont get that 750 million, which that hotel tax would provide, the big mogul, the casino owner billionaire who says he is going to put in a huge chunk, he said right off the top from the betgo im not moving any further on this if the taxpayers do not contribute. Theres a large faction of taxpayers saying, wait a minute, state of nevada, weve got one of the lowest rated School Systems in the country. That money would be much bert served unthat regard. So there are some negatives, too, down there. Theyre optimistic, but it doesnt mean everybody is on board with it down in nevada. Do you see any reason why the nfl owners wouldnt approve this deal . Well, it has been long talked about that they dont want a professional Football Team in las vegas, which is obviously a hub for gambling, and if you go to any locker room in the nfl, big giant letters, gambling prohibited, anything to do with gambling and football is strictly prohibited. They dont like to be connected in it because it obviously affects the integrity of the game if they think theyre that close to a mecca for gambling. So there is word, though, that maybe theyre softening is on that a little bit because there are new owners in the nfl who recognize how great it is to have this billion dollar stadium and las vegas is a city where people are flying in and out of all the time. Really quickly, the last thing, there was concern about whether or not the community would be enough to support an nfl team there. People argue about that but realistically you have to consider that the raider fans would probably love to travel down to las vegas and also its a city that is transient. There are people flying in and out of there all the time. And fur a fan of the new england patriots, would you not fly into las vegas to see your team play the raiders invegas . So theyre counting on that aspect, too. It is an interesting scenario, and las vegas is clearly an extremely unique city for an nfl team to move to. But for people to panic and say, theyre on the verge of moving, i dont think were there yet and i dont think were that close, because a stadium takes at least two or three years to build in itself. Mark, thank you. A little bit more on this. Now that the tourism board has recommended the tax increase the Nevada Legislature will have to weigh in. That will require the governor to call a special session to consider the agreement since the Nevada Legislature only meets every two years. Stadium backers are also pushing for a vote as soon as next month so they can ask the nfl owners to consider the move before the meeting in january. Also, threequarters of the nfl ownership would have to volt to approve the move from oakland to las vegas. Turning now to the race for president , Hillary Clinton returned to the campaign trail today after taking a few days off. She is recovering from pneumonia. Clinton attended a rally in North Carolina where she spoke about her medical leave. She has kept a low profile since last sunday when she abruptly stumbled into an suv. She had been diagnosed with pneumonia the friday before but did not make that public. Today she said a few days of rest did her some good but it wasnt easy to stay at home. Im not great at taking it easy even under ordinary circumstances, but with just two months to go until election day . Sitting at home was pretty much the last place i wanted to be. Her campaign released a statement yesterday with details about her diagnosis. It said she is being treated with antibiotics and there were no other signs of Heart Disease or any other health problems. Well, the dustup over clintons help has apparently inspired donald trump to make his medical records public. He handed them over to dr. Oz isnt something you would expect from a president ial candidate, especially this late in the race. Ktvus ted rowlands talked to dr. Oz today about how it came about. Well julie, dr. Oz said he invited both candidates a month ago. He said that trump came and said that they would do it. He also said that the Trump Campaign did not set any parameters for their interview. I invited both candidates to come on the show arguing that health had become a big part of this campaign cycle, both their personal health and the nations health. Secretary clinton is still considering our invitation. Mr. Trump confirmed last week, never asked any requests about the questions i was going to ask, didnt put any limitations, then he pulled out this document. I did not know i was going to get it before the show. We had very limited conversations because they hadnt asked much of us. I was gratified to see the document when i obtained it and read through it, which i did on the show. So you didnt have a look at these before the show. Nope. Hadnt seen them. Had you had the opportunity to sort of review them at length, would you have asked him anything different . Those skeptical of trumps plans say his tax cuts would only benefit the rich and deregulation of industries, including the financial sector, would lead to the same sort of economic crash experienced during the final months of the george w. Bush administration. Governor brown today signed a bill crafted in response to the balcony collapse last year that killed six students. The new law which takes effect next year provides more oversight of building contractors. It requires any contractor convicted of a crime related to their work to report that information to the state. In some cases contractors are also required to turn over information about settlements related to claims of construction defects. The builder of the Apartment Building where that tragedy took place had paid out millions of dollars to settle such claims on other projects. It is official. A million Samsung Galaxy note 7 phones are being recalled. Regulators issued the recall because of the phones batteries. Safety officials also have taken the unusual step of warning Airline Passengers not to turn on or charge the phone during flights or put them in checked bags. Right now were counting four surfers out. Its kind of ive been talking to them about it. Some people knew about the video, some people did not. But the people who have been who did see the video have been talking about it, but obviously its not preventing them from going out. Right now with me i have maya, and she was out here yesterday. She has a lot of friends that surf out here as well, and you heard about this first thing yesterday, right . Yeah, i heard about it yesterday afternoon, right when all the surfers were out. I heard about it from my friend who actually was out that day. Reporter according to all your friends, it makes you think, but theyre still sunk, correct . They all joke about it, less surfers out, it will be less crowded, but they all know there are sharks out there. You never really expect to see them. Reporter such a vivid reminder of whats out there. Its their home, right . Its not going to stop them from surfing. Reporter thank you so much. Yeah, bill, we surfed out here quite a few times, and you always ask yourself, especially if youre out here alone, i know you have, what happens if a shark were to pop up, and that happened yesterday with that striking video with that shark coming up, possibly for a feed. The most amazing thing, theyre out there, and that camera picked it up. There might be more this year because the sea life, the el nino has pushed more sea life north. A lot of humpback whales. The thing thats stunning, right now, and you know this and maya knows this, this is when the surf is at its best. This is when the most people get in the water. It correlates with the pupping of the seals. Thats when the whites come in. Its not unusual to see sharks this time of year but whats ironic is this is right when it starts getting good. The ocean beach is at its best between now and january 15th, right . Reporter yeah, and what was actually really neat to see in that video, the shark was just out there doing its own thing and the surfers were not too far away doing their own thing. So we always report on the attacks, but its actually nice. The shark just wants to be out there and do what a shark does. Yeah, markey, i was out there a couple of weeks in the same spot and a week before that a guy had seen a white shark, same thing, about that far off shore. Weve seen splashes like that many times. And you usually dont see what it is because you just see the splash. But there you go. It is kind of often. Thats a big shark. How big do you think it is . Reporter i saw estimates around seven to eight feet. They called at great white juvenile shark. But still, it gives you an idea just how powerful they could be. Dont they come in and kind of hunt for slower things . They love this kind of this time of year but they just sit there offshore and wait for the seals to go out for their first swim. Please, can we move forward . Reporter the goal is to eliminate potential police bias as well as to clear the backlog on 10 deadly officer involved shootings dating back as far as 2014. Part of this process is increasing transparency, and the whole point is to ensure that the community can have more trust in these investigations and their outcomes. Reporter according to the civil grand jury report hat taken the San FranciscoDistrict Attorneys Office an average of 611 days to make a charging decision when it comes to fatal officer involved shootings. Compare that to Alameda County where over the past two years its taken less than half that time, and San Mateo County where its never longer than 10 weeks. Thats largely due to the insufficient resources that we have to conduct these investigations. Reporter d. A. s office is not providing any timetable on when the cases might be closed. The lead agency doing the investigation is also going to do the charging. How is that separate and independent . I see a conflict with that. Her attorneys lashed out at the richmond Police Department for facilitating that trip across the country. The attorneys even questioned whether the action by the Richmond Police amounts to witness tampering or obstruction of justice. Crime reporter henry lee spoke to the attorneys about some of the serious allegations being leveled at law enforcement. Reporter attorneys for Jasmine Abuslin said Richmond Police put the 19yearold woman on a plane to florida. There, two strangers picked her up and never said a word. They refused her repeated request to call her father. She sended up finding a rehab worker who was trying to prevent her from leaving, and that led to 17 days in jail and a plea deal to battery. Her attorneys say there was no need for her to go to rehab on the other side of the country. She didnt voluntarily go to florida. Rather, she was told that she needed to go to florida because she had dabbled in drugs and this would be like a vacation and she needed to go urgently. Reporter Richmond Police and the contra costa d. A. s office said they help secure funds to send abuslin to florida but all these agencies would not say why she was sent there or how often victims are sent out of state. They cant pay money to a california facility . I dont believe that. You ask that person what theyve been smoking. Reporter in a text message to me abuslin said this Richmond Police sergeant, matt stonebreaker, drove her to sfo for her flight to ft. Lauderdale. The sergeant isnt commenting. Sergeant stonebreaker sent her to the richmond family justice center, and they engineered very quickly in a hurry up fashion this deal of sending this girl by herself 3,000 miles away to someplace that shes never heard of before. They did that. Why did they do that . You know, you have to answer that question. Was it obstruction of justice . That has to be answered. Was it tampering with the witness . That is a question that remains open. Reporter abuslin said shes ready to testify and help other victims. Im so impressed that she is trying to turn this into an opportunity to provide healing to other people who may be suffering sexual abuse or other traumas. Late today the Contra Costa CountyDistrict Attorneys Office released a statement. The office says it is continuing to investigate any additional allegations made against Police Officers and sheriffs deputies there. District attorney Mark Peterson said, our office will always investigate any alleged Sexual Assault or Human Trafficking crimes that occur within our county, and were committed to holding anyone who committed such crimes accountable for their actions. A jury found two men guilty of murder in the death of a wellknown oakland dog walker. The prosecutor said the victim, 66yearold judy salamon, had taken cell phone video of two men committing a crime in her maxwell park neighborhood in 2013. She followed them in her car and they shot and killed her after they spotted her. Stephon lee and mario floyd were found guilty of murder with a special circumstance of robbery. Well, it was clear that ms. Salamon was focused on protecting the community, and in this particular case protecting the community is why these two men basically took her life, because whatever they were doing, and i dont know, in their minds it was worth murdering her. Lee, who fired the shots, and floyd face life in prison without the possibility of parole when they are sentenced in the fall. New information from that brutal Home Invasion and beating of an 88yearold woman in san jose. Tips from neighbors and evidence at the scene led to an arrest. Today Santa Clara County sheriffs deputies announced 19 yearold Zachary Quinn is behind bars and faces charges in the case. Ktvu south bay reporter jesse gary is live for an emergency county meeting. Reporter today relatives of the woman known to the public as miss flo stepped in front of the cameras to thank investigators for the quick arrest of a. 19yearold Zachary Quinn of san jose is being held in connection with the brutal beating of the 88 yearold woman during a Home Invasion and robbery. This is the most deplorable act i have ever witnessed in my entire life. Reporter detectives say sometime between sunday night and early monday morning quinn broke into miss flos home. He and possibly a second person ransacked the home, savagely beat the Elderly Church going woman and robbed her of jewelry and her car. Concerned neighbors noticed her volvo down the block abandoned and did a welfare check. They found her beaten and bleeding. It could be my grandmother, it could be yours. It could be your mother. Please, if you have any Additional Information call, text. Please dont let this go away, because the person is apprehended. Reporter deputies say they had quinn under surveillance for 24 hours but evidence at the scene and Surveillance Video helped them make the arrest Late Wednesday night. This was such a heinous and brutal attack it reached to the very core of this department. They were relentless in their pursuit of justice for our victim. Reporter Court Documents show quinn was arrested in february for vehicle theft and then selling the stolen property, and also for being involved in a hitandrun accident. He served 43 dance in the Santa Clara County jail before being released in may. Quinn was on probation for three years at the time of the crime against miss flo who is now fighting for her life inside a hospital icu. People deserve to be safe in their home. People deserve to be able to go to sleep. Reporter miss flo initially told deputies that there were two attackers, and right now it is unclear if quinn was the only person involved, and that is why they are staying on the case. A. Times reports the home was purchased by robby in 1989 and is still in his name. President obama announced today the creation of the First National marine monument in the atlantic ocean. The area is about the size of connecticut and it is about 150 miles off the coast of cape cod.
