A fast moving fire damaged boats docked in the oakland estuary. Dark smoke and flames could be seen coming from a houseboat around noon. Fire crews and a small boat battled the flames. It took 30 minutes to get it under control. One boat was destroyed. The incident raised questions about the oakland Fire Departments main fire boat known as the sea wolf which is sitting idle off jack london square. Fire officials tell as you look of funding is preventing the department from maintaining and why ising that vessel during such incidents. Todays fire also comes after a pier caught fire in the estuary just over the weekend. Investigators are now looking into whether the two incidents are connected. In the south bay an elderly woman had to be rescued from a threealarm fire that destroyed two mobile homes and a barn. Investigators say it started in the barn just outside the property of the main of the mobilehome park. Flames then spread across grass and engulfed two near by mobile homes. Fire Officials Say crews managed to rescue an elderly woman from one of the homes that had caught fire. There is no word yet on the exact cause of that fire. About 200 students marked across San FranciscoState University in what they call a day of action. Among the protesters were four students who announced they had gone on a Hunger Strike beginning last night. They say they wont eat until the university fully funds the Schools College of ethnic studies. What i fear more than me dying or me hurting myself is that theres a future where my kid is not going to be able to learn about where he came from. The University Says the program is overbudget and will make up the shortfall for now. One city leading that fight, San Francisco. Ktvus mike mibach joins us now. 124 people die every day in this country from a drug everydose. More than half from heroin and painkillers. Health officials in San Francisco tell me heroin use is actually up a lot from five years ago, and its no longer contained to the downtown area. Were talking pacific hates, the sunset district, and the suburbs. Tonight addicts actually invite us into their world of black tar heroin as we tackle a number of angles in this story at 10 00. As one user told us, heroin, in his eyes, its like coffee for my soul. The worst thing about heroin is that its never enough. You know, its just this black, gluttonous hole of dissatisfaction. And in order to be in possession of that kind of dissatisfaction, you have to literally give up anything and everything you care about. Its a real ripoff. Many users we spoke to mention the availability of no lacks an to noloxan, or narcan. While other countries are seeing staggering numbers of deaths, we found out there were 62 reversals in 20 10. That number jumped to 599 last year, and those are just family, friends, and by standers who stepped in to save a life during an everydose. There are actually hundreds of more reversals reported by San Francisco fire. Just recently the Fire Department launched a new unit called ems6. We go out there on the streets with them. Their goal, searching for people who consistently cross the 911 system. This is handson outreach, working hard to get people into treatment. The San Francisco department of Public Health says that is key in its Harm Reduction approach to heroin and opioid use. People from all walks of life have run into issues with heroin use, absolutely. What we see on the street, were seeing more of the people that dont resources that are homeless, that dont have a place that they can use in private, but there are definitely people from all walks of life that are using heroin today. Frank and julie, one of the addict we spoke to says wants help but physically, he doesnt want to do it because it hurts so much. Physically in pain. Hes like, forget about it. Heroin is such a scary drug. Ive talked to heroin addicts. They say, i tried it once and it just grabbed ahold of me what. Did you get out of talking to these people . The same kind of thing . I did. I had a different look at the drug going into the story, and a completely different look now that i finished it and watched the complete version of the an hour ago. Very powerful. Its not just the individual down in the tender loin. Thats the misconception. Thats heroin. It is out there. One of the prime reasons is overprescription of opioids, according to the Health Department in San Francisco, because when that happens, and now the cdc is trying to clamp down on it, those folks who are addict, they go to the street looking for those same drugs. When they go to the street painkillers, thats where they can find themselves in trouble. In some cases they wind up doing heroin. It ruins life. These are individuals who were clean cut at some point, and the young man we highlight, 28, still on the city streets, hurts too much to get off of it. And he steals to pay for it. Thats his life, and thats where hes at. It you can see how it just rips apart families, destroys not only the addicts life but the familys life as well. Are there enough treatment programs in the city to help all the people . It takes a wave. It takes a mountain to really do. This thats one of the highlights or individuals we do high. She runs a nonprofit. Her goal is to really get as many people in these Treatment Centers and help. But the problem is julie, getting their hand and grabbing it, and bringing it in and saying, we can do this together. Thats the great part about San Franciscos new ems6, theyre doing just that. Its the facetoface encounter. Its not just seeing number on a page and going, hey, look how many people are on heroin this year. Youve got to go out there. Thats what theyre doing, boots on the ground, trying to pull these people in. Oftentimes you can offer the treatment but hat to be the addict who wants to get help. Thats the hard part sometimes. The Solar Impulse plane thats trying to fly around the world is right now more than 12 hours into its 16hour flight to phoenix. This is a live look at what is being called flight radar. We havent seen a whole lot of movement in the past 30 minutes. At the top of the hour Solar Impulse tweeted out that it is quote temporarily parked in the air because the plane is flying at the same speed at the front wind and is special beg pushed back. Flight radar says the plane is going about 11 knots, which is about 12 miles per hour. And that plane is completely powered by the sun. It took off this morning from moffit field before sunrise. Investigators say the fire started in a barn just before 2 00 this afternoon on north capital avenue and mckey road in east san jose. Then the flames spread to some mobile homes nearby.
