They change from place to place. But the thing to remember would be shovels, bags, limits, and locals. Shovels. Most places do not have shovels because when shovels are left out here, the shovels disappear. So bring your own shovel just to be on the safe side. Will you almost certainly have to load your own bags. And what that means is, you have to use that shovel to put the bags. Most bags are free. Some places will charge you although bit for them, 40 to 60 cents, but thats very unusual. When you fill the bag, take a look. This is what a bag looks like. But when you fill it, fill at third to a half full so that then you can fold the top over and tie it, and that will make a bag that you can lift, about 30 pounds. If you make it any bigger than that, its going to be hard to close and very difficult to lift. Once you make your bag what you do sue stag them up. Stagger stack them kind of like a brick wall. As we were about to go up to the fourth floor, a fight broke out between 30 in mates so we were unable to see those newly installed cameras. But right now the sheriff, lori smith, is talking to the media about exact what happened. Lets listen in briefly. Some inmates some deputies rushing in, then you see a much larger number later. Theyre proning people on the floor. Again, ive only seen the real smallformat video. Reporter could you say one more time how it happened . It looks to me, and i havent seen it in a big enough format but it looked like one inmate brushed up against another, and then the fight was on. You can see a lot of fistfighting going on. The inmates are spread throughout the pod. But thats where we installed the cameras. We dont have cameras in any of the other housing areas. They only went in last night. Its interesting that it happened here. Reporter how glad are you that you put those in yesterday after your costco run . Im really grad that we did. It will give us the opportunity to see what actually hand. Well be able to sea who was the aggressor, who was assaulted who was involved. We had a horrible incident involving one of our deputies, deputy smith, a couple months ago. He was assaulted. He was in dorm with a lot of gang members and he was jumped by probably 10 or 12 inmates and he had to kind of cover his head and he was down on the ground. So he cant identify who it was that assaulted him. Were trying to investigate. Were trying to determine who everyone was involved. I wish we had cameras then. Sheriff, that was report that there was pepper spray used. Reporter [inaudible] it looks like theres fights in many places. There were 30 inmates out in this maximum security area. It looks like theres many fights all around so i dont know exactly the count. There are reports of pepper spray used, hazmat crews and medical crews had to be called in to treat some of the inmates. Can you talk to us about the extent of the injuries if. We dont know the extent of the injuries right now. None are life threatening. I dont know the extent of the injuries. Medical is still there. What can you tell us about the video itself . Did it capture the initial breakout of the fight . It looks like where it started was kind of over in a corner, but it is captured on video. When i say i was seeing it on the ipad, there are six cameras on the one thing so im only seeing a small, small picture. So it is going to take a little bit more studying. I looked at it just once very quickly, but you will have an opportunity. Reporter im going to bring it back out live to you guys because were being told that video is going to be released. Theyve brought out in a pad for all of the media to see this site. Were going to be taking a look shortly. As far as we know this fight broke out around 3 00. There are 30 inmates involved. We dont know what prompted it or how it started but we know there was a massive amount of inmates that were in a common area on the fourth floor. Its the 4a pod, maximum security level there. When that fight broke out, deputies had to get involved. We understand there were some cuts and bruises, butt seems that no one was seriously injured although hazmat crews did have to go in, clean up the mess, and they did come back out within the last five minutes before the sheriff started talking with us here. As soon as we have more information we will bring it to you but the sheriff really is thankful that these cameras were just installed 24 hours ago, and theyve captured this incident playing out on that jail level. So we will be able to see what that. Hopefully we will bring it to you in our 6 00 hour. Cristina, you were inside the jail to do a story on those new cameras as were other Television Crews when that fight broke out and you guys were all inside. What was it like for you to be in there . Reporter you know, we were scheduled to be in there about 10 to 15 minutes prior, and our time slot got pushed back. Sod we been on time we would have seen that fight break out. We would have been right in the middle of it. It turns out that the sheriff had to postpone it just a couple of minutes and told us to way. As soon as we got into the lobby we were told, stop, you cant come any further, its a very dangerous situation. There was pepper spray everywhere, inmates were coughing. It was a very chaotic scene on the fourth floor while we were down at the lobby. So we were just hearing what information was being told to the sheriff as she was learning about it herself. Thankfully we were not in the middle of that but as the sheriff said these cameras did cap tiewrt, so we will be able to see what exactly happened once we get a good look at that footage. Right now theres a hearing going on to see if three jail deputies will stand trial for the killing. Now health is on the way. Why a fire station reopening may be just temporary though. And next, this is the end of a highspeed crash where a car flew off a freeway into the east bay, right into a yoga studio. Why the paramedics who responded first were lucky they werent seriously injured in that crash. And im tracking that rain as we head into your bay area friday. A speeding car flew off a freeway late last night and landed up side down inside a yoga studio. It happened in walnut creek where 24 and 680 come together. The car just missed an ambulance before it crashed, and the two paramedics inside that ambulance ended up helping out with the rescue. Reporter the mangled bmw wound up on its roof inside this yoga studio in walnut creek. The car flew off a nearby freeway and plowed into the building on boulevard circle. Firefighters worked to free the 23yearold man who was behind the wheel, and the 21yearold woman who was in the passenger seat. This incredible crash happened just before midnight as the car was transitioning from highway 24 to southbound 680. And when this car flew off of the freeway and barreled down the hill, it came within a few feet of hitting an ambulance that just so happened to be parked right here in this lot. The paramedics inside were waiting for their next call, and it came right to them. We hopped out. We put floodlights on the building. The passenger was talking, so we were able to communicate with her. We just tried to keep them calm and tell them to stay calm, were going get them out. Reporter once the man and the woman were freed from the wreckage they were rushed to the hospital with serious injuries. He says hes thank tfl out of control car didnt slam into their ambulance. What are you thinking when this car flies by you . That im going to die probably. It was really quick. I was glad to be alive once they went by me. The studio was badly damaged in this crash, and this particular portion of the business may not reopen for several more weeks. But employees are just glad there wasnt a class going on at the time. Investigators dont believe the driver was under the influence, but its possible he was the same man who led sheriffs deputies on a pursuit earlier in the night. Ktvus john sasaki joins us. There is now finally help on the way. Reporter an old fair station will soon reopen but this is only a temporary fix. In the bustling bay area, it doesnt get much more peaceful than bethel island. Its very quaint. Everybody is very friendly. Reporter but getting away from it all has its companies. What have you found with regard to Fire Insurance . Its a lot higher than southern california. Its about double. Fire insurance is especially expensive in this area because of recent cutbacks to the Fire Protection district. Rates have tripled, even quadrupled. Where before there were eight fire stations covering 110,000 People Living in 250 square miles, now there are just three. It endangers lives and endangers homes, property, everything. Reporter but help is on the way. This fire station which closed last spring is reopening soon. Comparable to west county, lets say el cerrito, about 35,000 with three fire stations. Reporter the closures have slowed response times but not as much as you might think because now fire engines no longer respond to certain calls for help. We only use auto aid resources now for fires and calls that take technical rescue. If all three engines are unavailable across the district and a fourth medical emergency comes, we dont have another engine to respond to that. So mount tam, as that moisture comes in, or the santa cruz mountains, it will create even more rain than the models can forecast. Strong rain as we head forward. We are looking for flood advisories, probably small stream flood advisories sunday. Power outages because the winds are going to get going. Gusts up to 50 miles per hour. Thats what it looks like. Thats textbook el nino. Just the lowlatitude fetch. I know you see the big spinner there. Thats the parent low. But the storm is coming in below that. Thats just that moisture plume. Ive got showers now in castroville, and in the marina area we are going to see more showers as we head into the evening hours. A series of storms. The first one gets here, we had a little one today, a little one tomorrow. Not really a store. Friday is a storm, and i think sunday is a storm, then more next week. So here we go. This one will have wind, it will have rain, and we could see these are just rough estimates, but by friday at 4 00 we could be up to a quarter inch or over. Even when the thieves are caught on camera, Law Enforcement is slow to reaccident. Henry lee asks, what does it take to get justice . Plus, a bay area man is lucky he looked where he was walking. Like many viewers who had been victimized, we immediately filed a Police Report online after our breakin, but now nearly two months later were still waiting for a break in this case. Take a good look at this video. It shows two men getting out of a distinctive burgundy monte carlo and walking up to a car belonging to ktvu. Just minutes earlier the news crew had parked to grab some lunch. One man casually lacks into the back, looking for valuables, even as cars pass by, they try to break open a back window. They then get back into the monte carlo, drive away, only to come right back and park on the other side. One of the men breaks into the front window to grab a briefcase which along with its contents is worth about 5,000. The car quickly leaves. Its a scene thats repeated 70 times a day across San Francisco. Ktvu viewers say theyre fed up with the crime problem that seems to have affected nearly everyone in the in the some way. Darlene gutierrez had two backpacks stolen from under her car seat. You have to pay for a broken window and whatever sells stolen, and you dont get anything back for it. Reporter so ktvu decided to follow our own burglary case to the system to see how difficult it can be for the average person to get justice. Our crew filed a Police Report online the day of the burglary. A weak later we still hadnt heard anything so we returned to the scene of the crime and tracked down this Surveillance Video and handed it over to police. The video is extremely helpful. Its a High Definition video. We were able to extract the plate from the video. We are working on identifying the suspects and locating the car as we speak. Thats right. We have the car, the plate, and the picture of the. But nearly seven weeks later, no arrests. So we ask, what was taking so long . There is a process to doing all the identification to make sure we get the right people. We pressed them as to whether police had gotten warrants. I dont want to get into the specifics on this case although we do have leads that we are following up on. Reporter ktvu has been trying to find out why the car burglary problem has reached epidemic proportions. Several months ago the d. A. Told us there are cracks throughout the system. Theyre still not getting any time. Theyre going straight to probation and reoffending. The reality is we have a problem that has increased tremendously in the last year, and there has not been a Significant Police action. Reporter over the last four years the number of car burglaries quadrupled to nearly 26,000 breakins last year alone. The d. A. s office says they took action on 80 of the cases they were given, but that number is still only 1. 5 of all the car burglaries that occurred. But theres another problem. Before cases even get to a courtroom, sometimes police can only pro that a suspect has stolen property, which is just a misdemeanor if the value of the property is less than 950. The mere possession of stolen property doesnt necessarily mean they committed the burglary. Reporter but the chief says many of these thieves are getting off with light sentences. If we can put them in jail and have them there for awhile it sends a clear message to the rest of them that were not horsing around. Reporter but in the case of our news crew burglar tree, contents are worth thousands, which means these guys are on the hook for two felonies if they ever get caught. Were following the investigation. Just like thousands of victims across San Francisco, we want to know what does it take to get justice. Theyre getting away with it. Reporter well, after four long days of testimony a judge has decided theres sufficient evidence to move forward. That means that the three guards at the jail will go to trial on murder and assault charges. Prosecutors contend they beat an inmate named juan villa and killed an inmate named michael tyree. The medical Examination Office says that it was homicide. The judge decided they do have enough evidence to proceed. The judge made the Proper Holding in our view and found sufficient evidence for the case to go forward. We will come back and they will be formally arraigned on the charges of murder and assaulting juan villa. Im happy theyre held over. Now its the start of a long road. This case will take a long timetown fold. When it does, well have a lot more evidence. This is bank al prosecutors area where they put on their evidence, and thats the end of it. This is new video just in from inside the Santa Clara County main jail. It shows a fight that broke out just this afternoon. This comes less than 24 hours after the sheriff herself bought the cameras that captured it all. Im frank somerville. Im julie haener. Sheriff laurie smith was just about to show us those new cameras which she bought with her own credit card when the fight broke out. Cristina, you were locked down inside the jail when all this happened. Reporter yeah, julie, we were taking a look at those new cameras. We had not even gone up to the elevator on the fourth floor when everything happened. We didnt even get a chance. As we were entering the lobby thats when word came down that a massive fight had broken out on that maximum security floor. We know there were 30 inmates on that floor. Now taking a look, it appears that one inmate went after another. One may have brushed up against another and started a fight, then other inmates joined in on that. So initial reports were that there were 30 inmates involved in the fight. Now deputies are telling us it appears at least 10 or more inmates were involved in this fight. More people started jumping in, in this fistfight, and as that happened, deputies were called in from other parts of the jail to help stop this. Pepper spray was used. They started leasing and coughing. Some people were hurt. But no one was seriously injured, according to the sheriff herself. They wanted to release this video because as you guys said this camera, or these cameras, were just installed less than 24 hours ago. They wanted to show the public how good of quality it was and show how well they worked. These were store bought cameras from costco. The sheriff herself purchased them. From what we can tell, it appears this week in defense news brawl that broke out appeared to be big enough to where they had to lockdown the entire jail, because we were not allowed outside once we were inside the lobby.
