Reporter it doesnt involve the car. But they will not say whether it was before or after. But that apparently several witnesses have told them about three suspicious looking people. And that they went out and scanned the area and came up with this Surveillance Video from a nearby convenience store. Theyre not saying they are suspects, just persons of interest that they want to talk to them. I understand that there were shots reported being heard about 45 minutes prior to the body being discovered. But authorities couldnt find where the gunfire was coming from . Reporter yes, thats right. You know, this is a vast area, and they did hear a report that did get reports of shots fired. Not sure where it came from, so you know they are running that all down. But right now they want to release this Surveillance Video and be able to speak to these people, persons of interest. Thank you, rob. A tragedy today at a construction site in the south bay. A man in his 20s killed by the excavator just south of san jose happening at a construction site on bruce way and almadon road at 11 15 this morning. The bucket on the excavator apparently hit that employee in the head and killed him. Sky fox 2 flew over the scene as investigators were in the early stages of gathering evidence as they say that worker was pronounced dead there at the scene. The excavator was moving their position. I dont know where that victim was or why it was there or not, but the bucket would strike the victim pronounced deceased at the scene. The Sheriffs Office are all talking to witnesses. The construction site will be shut down until they say it is okay to continue work again. The search for a missing sales force employee who may have drowned at an East Bay Lake is now on hold. As they have been looking for the 31yearold since friday at Lake Del Valle in alameda county. Thats when he and several others were heading back to the Team Building workshop on a light aluminum boat that began to sink. The group swam to shore. But crews needed a break and they resumed the search as soon as tomorrow. The boat was only designed to hold six people. The former San Francisco Police Officer at the center of an embezzlement scandal that ktvu first uncovered months ago was arraigned today on felony charges. 34yearold Michael Evans pleaded not guilty to charges of embezzlement and grand theft. This is video of evans still with the department. He resigned shortly after the embezzling allegations surfaced. Accused of stealing 15,000 while treasurer for the lbgt Officers Group that called the pride alliance. That Group Discovered the missing money early last year and it wasnt until ktvu started asking questions that the criminal case was launched. Evans eventually paid the money back, recently extradited from texas where he has been living to face those charges here. Tonight were learning more about allegations of wrong doing from family members of inmates and in Sonoma County as they were beaten and tortured by deputies over a fivehour period for trying to stop the beating of another inmate. Some of their family members spoke out today. Reading letters written by the inmates, describing the alleged abuse. Cristina rendon has more. Im still in real bad pain. I havent received medical attention. I was scared. Of them that day. And i still am. Reporter lori banks fought back tears reading a letter written by her son, daniel, describing how he was beaten in the hands of Sonoma County deputies wearing ski masks no badges. That her son laid on the cell bed to show submission, but was still attacked. He just said mom, that i knew they were coming. And that they were going down the line and everyone just kept saying they are coming down the line. And he was scared for his life. He had no idea how bad the beatings were. It gets much bigger than that. Reporter the Attorney Says that 20 other inmates claimed they were tortured by deputies and supervisors the same day back in may over a period of five hours. These are rival gang members, all who wrote to us independently, asking us to help. And it is consistent, room to room to room, hour after hour. Reporter they say that her brother was beaten too, but he has yet to be named in that lawsuit. Hes not a killer or an animal. He does not even treat animals like they treat him. The Sonoma County sheriff have described all allegations of torture, saying that the deputies were responding to a riot, but he has yet to release video that reportedly captured the beatings. If he wants to call them liars, then show me that video and i will be very happy to withdraw this lawsuit and walk away. He says that they have reason to believe that there are several hundred videos at the jail documenting similar events, but no officer has ever been disciplined for excessive force. He is calling for an independent monitor review allegations of wrong doing. Banks says she tried to reach out to jail employees before, but was silenced. They told me to please be quiet. And that i could jeopardize my next visit. The Attorney Says that there are talks about possibly turning this in to a class action lawsuit. In santa rosa, Cristina Rendon ktvu fox 2 news. A spokeswoman for the Sonoma County council who is handling the lawsuit says they cannot comment on pending litigations, but says, the sheriff is strongly committed to operating a jail safe for all inmates and staff. A new commission will be looking in to the death of an inmate in Santa Clara County. The county board of supervisors approved the creation of the Blue Ribbon Commission to look in to county jail. There the commission will have top 25 members, including sheriff lori smith, District Attorney jeff rosen and the heads of the countys probation and public defenders offices. The plan calls for the rest of the commission to be announced on october 20. The Blue Ribbon Commission comes after the death of the 31 yearold Michael James tyree allegedly beaten by the correctional deputies in august. Three former guards are facing murder charges in connection with his death. Equal pay for equal work. California now has what is being called the strongest equal pay law in the country to help close the wage gap between men and women. Governor brown signed that just an hour ago with a pretty symbolic location at the National History park. The fair pay act is a revamped action of the state law that they would say was outdated. They say that he had no motive to kill his sister and that dna evidence from the unknown male was found on her underwear that raises more doubt that they believe that a killer is still out there. Since the brother was 12 at that time they charged him as a juvenile and there was no jury in this trial. Judge thomas smith says he spent hours considering this case, but ultimately struggled to believe the boys story about an intruder. And now the boy could remain locked up until his 23rd birthday, but sentences isnt scheduled until next month. All right, well need to wait and see what happens next month. Eric, thank you. Their correctional delegation says that they will make sure that the federal government would help that it is a change from three years ago when South Carolina, they opposed giving billions of dollars. And officials warn that it could be several weeks before the conditions will get back to normal. The governor jerry brown has been signing a legislation making the test program a permanent edition for muni. That they are now equipped with their front facing video cameras as they would take pictures of the license plates, blocking the red painted dedicated lanes for those muni buss and taxis. If youre caught on camera that the ticket will be sent to you by mail and that this program is a Pilot Program since 2008. That they say they are helping to reduce their transit delays as they agree. The santa clara board of county supervisors are trying to figure out what to do about their ambulance service. The 5yearold arrangement with mural metro is expiring with some problems from the very beginning. In fact at one point they would declare bankruptcy. Some people who live in rural parts of Santa Clara County would complain of the long wages. But they met today expecting to on the part ambulance contract for other companies to bid. Theyve been working without a contract since july. Now, the nurses are on strike as they would call on the county to invest more in patient care. Keba arnold is here to tell us what sparked this twoday strike. Keba . Reporter well ken, those nurses work at the Regional Medical center and clinics all throughout the county. After negotiating for some 15 months, today they marched, demanding the county address what they would call serious patient care confirms. With plenty of signs to go around, those nurses gathered first thing this morning in martinez, marching from that Regional Medical center. And to the county Administration Building on pine street. For and that is where the board of supervisors were meeting. They would use their megaphones and drums to chant their demands. The california nurse association, and the National Nurses united, they represent almost a thousand county registered nurses. Nurse practioners, in order to cut back on the number of the experienced nurses that are leaving to work in private hospitals. According to cna there is a 30 wage gap for county rns compared to the nearby private hospitals. And more than 100 nurse haves left the county just in the last year. We are wasting money on educating new nurses who once receives training go off to other hospitals that are paying more and have better benefits. So in defense we become the Training Ground for the bay area hospitals. While todays supervisors listened to about ten nurses as they talked and described their working conditions. After that there were closed door sessions, with one supervisor saying that he believes they are getting close to a competitive offer. The county board of supervisors authorize 3. 7 million to hire replacement nurses for the strike. And nurses say that money instead should go towards addressing the serious patient care issues. Nurses have brought up to the countys attention. The nurses are back out there in front of the Regional Medical Center Tomorrow and that it will be day two of this twoday strike. A number of graduates in the csu system have hit an alltime high. Officials say that the cal state system, they would graduate 105,000 students in the last academic year. Thats up 2 from the previous year. Csu says that the initiative created to help boost their Graduation Rate haves helped. That they would eventually get a degree at 54 . Firefighters put out the small vegetation fire in east oakland today, which started just before noon today. What youre looking at right now is some cell phone video that shows the flames and smoke, switching to another look of the fire as you can see it rising from the rooftop camera. It took them about 30 minutes to put that fire out in their oakland fire department, continuing to investigate the fire. First they lost their home in the valley fire. Now they are losing Something Else as a part of their recovery process. That they survived that fire and now being taken out. Its been three and a half weeks since they ripped through the county, leveling entire neighborhoods. As ktvu john sasaki reports that some argue that the tree cutting is overzealous. Reporter in this small devastated intersprings community not far from middletown, crews are cutting down, removing trees damaged bit valley fire. Every tree marked with an x is at least being considered for removal as this man lost his house and now expects to lose all his trees. We cannot rebuild until those trees are gone. That is because youre worried . They will fall. Reporter but up the road, not everyone is happy. I think that the company that is cutting them that they are just letting them just do whatever you think that needs to be cut. Reporter dan nielsen says that they are taking advantage of that bad situation. And they are just cutting what they can while they can. Reporter the trees were cut down without his knowledge. That they just want to take this time to cut everything back as far as they can because they dont want to deal with them. Reporter there is an online petition to slow down the process. Many would go to the lake county board of supervisors meeting to complain about that situation. Theres a lot of people upset about it as they would just come from the board of supervisors meeting in lake port and that they are aware of the concerns that people have. Reporter the resident that lost this home wants all the trees taken down, because if they stay up and then come down in the storm they could block this creek, causes the other disaster. It will be damage at the bridges. Youll lose our bridges. And that they will wash out their homes that are still standing. The tree is like a rock star. Reporter they are having many trees removed for a simple reason. Those trees were destroying the fire taken down as a precaution to keep them from falling on people and their properties. Reporter they are taking out the trees because of the damaged trees that they could easily knock down power lines. But they tell me that their crews are focused on trees that are hazardous now or have the potential to become near hazardous on the future, contacting them whenever possible. While the water situation in the north coast city of fort bragg is so bad that they would order them to use their disposable plates as a way to save water as they would declare the stage three water emergency last week. We were talking about that race between the heat and the rain and here before the rain and that they will be real, a real concern and bigger concern that it has ever been as they would be here with that big northeast wind to relax a little bit. The fog along the coast, which is not a great falllike scene here. But it will be coastal fog. Dont often see it at this time of the year, not a lot because they usually switch direction, which is why they are often so high, but the winds are being more spring like in late spring or early summer and the fog apparent too. It is just devastating whats happening out there in two feet of rain in 24 hours, flooding beyond that they will be digging out for a long time. That this moisture plume here coming from their tropical storm. The kinds of things you would expect for el nino, more subtropical moisture taps. This will hit us. But when the season gets off a little further along, that you would get in to the winter months. The jet stream will come down, that they will drop here and that jet stream and that they would move it along with it the kind of hope that they would do and that it is the atmosphere and that they have that storm presence pretty much with good rain and they would supercharge those extra tropical storms, that it will be half an inch of rain and three inches of rain, instead of that oneday storm and stuff like that. Thats the hope as they would point out that you would start putting on the binoculars for the middle of november. When you would expect to start to see things happen. But november is about when it would go. But right now they will go well to the north with the Hurricane Storm off the Hawaiian Island chain. Well talk about that tonight at 6 00. Now in just the past half hour we received images from the sheriff of people that investigators there want to talk to about this homicide case. Deputies describe the three as persons of interest in the death of steve carter. His body was found on the trail near fairfax last night. Now youre looking at the Surveillance Video as they show a man at a convenience store. He is at the counter there. The other video shows a woman also at the store. Deputies are looking right now for a third person, but that person was not caught on video as the videos were taken before the shooting, but were told that they match the description of people that witnesses say they were in that area around the time that carter was killed.
