Atf said it cannot determine the cause of last months fire that destroyed an Apartment Building that was under construction in oakland. Its not the first time the agency is come to that conclusion. Henry lee joins us from the newsroom with why this is so challenging to find out how these fires get started. Reporter first, the ghost ship fire and now this a carbon apartment complex. The atf said it has no idea despite intense investigations. Agents with the atf announce the cause of this july 7 fire at 23rd is undetermined. Officials say there is hope. And a statement they said, while the investigation is reached a point where an undetermined finding is appropriate investigators continue to consider any new evidence or information provided by witnesses or community members. Fire experts say its not unusual for investigators not to come up with the cause. Ani building that burns, evidence is destroyed by the fire itself and the longer the fire burns, more evidence is destroyed. Reporter the National Response team went through the building with experts, engineers, chemists and dogs. It gets to the point where its very difficult for the investigators, no matter how talented they are or how educated they are. Reporter they are listed the cause of the ghost ship warehouse, the alameda da said it will not affect their Involuntary Manslaughter case against these two men for allegedly creating unsafe conditions leading to the fire. Experts say not finding a cause can be frustrating. You would like to go in and come to a conclusion, as to what happened, the reality of life is sometimes you cannot just do that. Reporter the waverley Housing Development was the fourth to go up in flames. The atf was able to determine arson was to blame and one of the emeryville fires. Sam singer is a spokesperson for the owner of the alta waverly complex. We cant speculate, it is suspicious. We are hopeful the atf will make a determination in the future about what the cause was. Words are heating up. The president was asked about the north korean threat to fire missiles near guam. I feel they will be safe. They will be very safe end of anything happens to guam there will be big trouble and north korea. Earlier the president posted on twitter that military solutions are fully in place, locked and loaded should north korea act unwisely. Lauren blanchford tells us despite the bluster there are reports of diplomacy going on behind the scenes. Reporter is pyongyang says the United States is a lump they can be to jelly the Trump Administration has been engaging in diplomacy with the north koreans. We will be successful or we will be successful in a different way. Reporter a diplomat from both countries have discussed relations and heightened fears of military confrontation. As north korea threatens the u. S. Territory of guam Officials Say armed forces are ready to fight if given the order. Reporter some in washington and criticize the president stuff comments, saying the rhetoric could escalate the situation. Also, how to handle a threat from Chinese State media sing the communist nation would stop the u. S. If it were to strike north korea first. It seems that the chinese are telegraphing to north korea that they should not initiate a military conflict. Reporter as congress is on recess, President Trump is keeping criticism on Mitch Mcconnell over the failure to repeal and replace obamacare. As mcconnell says the president has excessive expectations. Analyst wonder if the public to is a smart move. The president by attacking Mitch Mcconnell is causing other senators to rally around behind him. Reporter despite the tension in the pacific, the uss it will continue preparing for annual military exercises with the south koreans, that will last more than a week and involve thousands of troops. Lauren blanchard fox news. For more on this, i enjoyed by our analyst brian sobel. What do you make of president Donald Trumps words, . It appears to be a Good Cop Bad Cop theme, tillerson talks about the diplomatic side. Trump speaks to kim jong un and similar terms about the fiery rhetoric and all of that stuff that we are hearing between these two leaders. We will have to see where this goes. I have said to all kinds of people in the last few weeks, this is one of the most dangerous situations that we have been in in a country in decades. So many people are watching and are very concerned. This has dominated the president 17 day work vacation. Has been tweeting often about north korea. I want to bring up the tweet that Lauren Blanchard had in her tweet in which the president said the u. S. Military is locked and loaded, the isolated country would truly regret if they did anything to guam or any other american territory, if they in fact did follow through on some of these threatened attacks. What do you make of that, especially the locked and loaded term . When you say we are locked and loaded, that means we are ready to go. I think he conveyed exactly what he wanted to convey. For viewers, we have to remember there is a lot of diplomatic effort going on behind the scenes by the United States, by china and other countries. I have the war of words, hopefully the diplomatic side will kick in and the problem is you get to a certain point and someone has to do something otherwise there is a loss of faith, thats what makes this dangerous. These strong words in this strong sense is something we have not seen. He blamed his predecessors for this predicament and he is said its about time someone stands up for the country and response to this rogue nation. Does he have a point . He does, it is much as we for years through the democrat and republican administrations have been kicking the can down the road on the issue of north korea trying to gain a nuclear weapon. We knew for years that they were getting Component Parts from places like iran anothers. They were also getting Technical Knowledge and we did nothing. Now, we are very worried about where we are in this thing and it is fair to say that both republicans and democrats at various times did nothing and we are now in a very precarious situation. The fact that the president is responding to kim jong un in a way which he says is understandable, hes trying to make his point President Donald Trump is. Does it give credibility to the north Korean Leader . Sure, when you say to someone that is economically as a country, not even in the same realm of the country you are dealing with or militarily or on any basis and you give him equal power, to your point that is a problem. Here is the one outlying factor and that is that this guy notes now possess Nuclear Weapons and it puts them in a group of nations that is small compared to the number of nations in the world and it makes him a legitimate person at the table. Thank you so much. The north korean issue is something we will continue to follow here on ktvu. Outside lands festival is underway and the traffic is on display in San Francisco. We are staying on top of that byron napa county where at least 100 acres have burned. Cal fire said the fire is only 10 contained. We have seen a lot of airpower, multiple helicopters and a big tc 10 dc10. There is flame retardant around the area and it grew from 30 acres. No word on any injuries at this time. Lets switch gears and bring in rosemary orozco, when you look at the fire lets talk about the conditions. Its a warm day out there, it could be worse. I see temperatures ranging from 80 degrees in and around napa to 90 degrees closer to our area. The winds are onshore at 20 Miles Per Hour and they could pick up. We know that weather plays a direct factor in how hot and fast this fire burns. We are definitely in good weather for this time of year, it could be hotter and breezier for those out there. The temperatures will continue to cool down. The onshore breeze brings a muted 80 the humidity out. While it is dry and hot, we are in the midst of fire season. Temperatures and the wind are working for the firefighters. Looking at the numbers, its 81 degrees in napa and closer to the bay its cool in San Francisco 62 degrees, 70 in hayward, 80s in livermore and the low 90s in concorde. Temperatures warmer today by a few degrees in most area. We will see a switch for the weekend as temperatures come down. Monday looks like it could be one of the coolest days. I will show you that in the next half an hour. Right now, the onshore breeze is near the fire and 15 in and around fairfield. Its not too strong. During the evening the low clouds will move back across the bay. Tomorrow morning we will wake up with cloudy skies over the east bay and likely over the north bay and the south bay as well. Mostly sunny for the afternoon away from the coastline, mostly cloudy at the coast. 57 degrees to start the morning in San Francisco, 60 concorde and for the afternoon it will be 90 in antioch, 70 in oakland, 66 San Francisco. Continuing with this microclimate and relatively mild temperatures temperatures will cool for the next several days and we will look at the extended forecast coming up. Thank you. Its been a rough week on wall street but a bit of a rebound to tell you about. The economy keeps chugging along. The numbers released today the fed was expecting 2 , inflation continues to be low. What does that mean to us . Lets find out. Lets do a little bit of oneto one. Tell us about the Consumer Price index. The Consumer Price index is put out by the bureau of labor statistics and it measures an artificial bag of groceries which as transportation, medical and food, there are about 100 items in there. I was looking this morning and hot dogs are in there and there up by 6 point 6. 5 . How does that affect the fed . 1. 7 is low and we benefit at the grocery store. The federal government wants to get lending rates towards normalization which is 3 , they are lending money to the banks at 1. 25 . For them to raise that, inflation has to go up and jobs have to increase. This inflation thing since 2008 has been low, for the consumers its been help for the consumers. They manage the monetary system, if the economy heats up they have to make it more expensive and if its not doing well they have to make money cheaper which they did in 2008. They can only do it for so long because you want normal rates. Interest rates are going up then . They are planning to look at it on a monthly basis. They have a Balance Sheet where they have 4 trillion in liabilities, they funded that to help stimulate the economy and now they have to reduce that. Because the cpi report came in so low at 1. 7 we give the Federal Reserve bank a 50 chance to raise the rates in december. It might not happen. Lets talk about the stock market, a lot has been going on during the Trump Administration and not a lot has affected the stock market. Lets talk about north korea. It took its toll. It really did. It affects people emotionally because the thought of war and both parties being combative leads one to worry. This is not our first rodeo. If we go back to the cuban missile crisis in the 60s, we were on the verge of a nuclear war with russia. If you go back to president kennedy being assassinated, the market tanked and when nixon it tanked. It quickly comes back and if you charted out those events show the market comes back higher a month or two later. Stay the course. I think you have to. Thank you. Researchers at cornell found Autonomous Cars can be easily fooled. The study shows minor changes to roadway signs like what you just suck and throw off the self driving cars. What does this mean . Peter young is a professor at san jose state. These experiments were really simple and they show the systems can in fact make mistakes. Theres a lot of programming that goes into these cars and there is a lot of variables that affect what we are doing with these cars. I still see autonomous self driving cars, a year and a half down the line for safe driving on the streets. What do you make of this study and how easily the cars were fooled . If we look at the technology, you have to understand the computational power still needs to be increased inside the car, to factor in the myriad of elements that are affecting how its driving and how fast it goes etc. can few a sign can fool the human eye, Autonomous Cars are somewhat doing that. That is how they are fooled. We will see advances in artificial intelligence, it will make decisions on the fly. There is still a way to go. When the makers of these cars see the results of this study, what do you think their reaction is and what will their next steps be . They are on a continuous push to advance technology. They cant discount these studies. A couple of the studies that have been referenced in articles today for example are not peerreviewed and people say if its not peerreviewed its not good. The issue is that its been corroborated with other scientists and people like apple and google and tesla are all taking a second look at these studies and trying to figure out how they can improve the visualization of the car and the appropriate actions to take, based on the stop signs that you just showed. That is where we are at at the moment and this is a project that has a long way to go. It does show there is need for improvement. When you think about these cars that may mistake roadway signs and that could cause chaos. There is another issue that was not brought up and that is that you and i were told to settle down in the back of the car because whoever was driving we were playing with our friends bouncing up and down and those internal functions, the jostling of children affect how the car is driven. I think there are a number of factors outside and inside as well. Peter young, thank you. Geologists warn against a fairly unexpected event in california. Volcano our options eruptions. Tions. You may not think of it, geologists say california has eight threatening volcanoes and deserves monitoring. This comes before next weeks first and 10 im joined by jonathan miller. Its good to have you. Im happy to be here. The Cascade Range is rich with volcanoes and i bet mount shasta is on your list. What are some of the other mountains that we should keep an eye on . As you mentioned mount shasta is definitely one of them. Its part of the cascade chain that extends from southern British Columbia through northern california. California including farther south. We know what happened with Mount Saint Helens in 1980, could we see Something Like that in our lifetime in california . Absolutely, we could see that. Mount shasta has erupted and the latest evidence shows it was in the last couple of hundred years. Theres been activity in the long valley within the last 100 years. We could see some elective interruptive activity. Mount shasta has similarity to Mount Saint Helens. There are landslide deposits and volcanic mudflows. It could erupt explosively expect how much could they give us before they blow . The nice thing about volcanoes is that they tend to give you more warning. There is a lot of volcanic earthquakes that are associated with it that would lead up to the eruptive event and there well monitored. We could detect the motion of the ground quite precisely when a volcano becomes active. There will be earthquake activity and we would have fair warning if interruption was imminent. Should we be worried . I dont think we should be worried. We should just be vigilant and maintain our alertness and monitor them. I would not be fearful or worried that interruption is a minute. That is good news. Thank you for your insight. Its fascinating. Our world is changing before us. Lets send it to rosemary to find out about our weekend forecast. There hasnt been a lot of changes temperatures come down just a bit. We remain in the pleasant pattern, elise pleasant inland. Its cool on the bay and along the coast. Pacifica and Half Moon Bay in the low to mid 60s. Looking at your extended forecast in the bay area always in view temperatures remain on the mild side and we are looking at much change through the weekend. As we get back to work on monday temperatures fall off and we see mid60s at the coast low 70s around the bay.
