Reporter the atf says they want to give 110,000 for anyone who can provide them information to catch whoever did this, if somebody did indeed do it. This is what you are looking at. A multistory apartment and retail unit that went up in flames. Federal agents with the atf returned to the site to help with this investigation. They brought in their mobile command units in the parking lot across the street. Atf investigators have been meeting with firefighters and police all day, this morning as well. I had a chance to speak briefly with one of the agents off camera. He said their National Response team always comes to help investigate whenever theres a fire like this. They have not yet had a chance to enter the building because theyre in the sure whether its safe enough to do. So earlier they set up a drone. Yesterday afternoon more than a dozen glass panels began shattering and falling off onto the ground below. Firefighters say that radiant heat from the fire singed the windows. Two days later they started cooling down, and thats what caused the windows to shatter. People who work in the Office Building at 180 grand had a chance to go into it briefly this morning to retrieve some of their work supplies and laptops. Dennis rogers gathered up some things from his office preparing to work from home for awhile. He doesnt know when his Office Building is going to open again. Its unfortunate. There are a lot of people displaced and out of work temporarily or further. We just dont know. I dont know what caused somebody, if they set a fire intentionally, what the purpose was. Certainly its an inconvenience to everybody around. Reporter friday morning when this fire was at its worst, hundreds of people were forced to evacuate. The atf has not determined the cause of this fire. They would also not say anything else beyond this, whether they think the fire, for example, is suspicious, but just about everybody else around here thinks its suspicious. Tom vacar, ktvu fox 2 news. Its one thing what happened at the scene. Its another to see whats happening in the surrounding area. The fire so hot that the windows were damaged, and now that theyve had a chance to cool have or shattering . Reporter yes, that happened, and the other thing, there are a lot of concrete structures. If you look up here you see this big parking garage. That very much has to be inspected now. The reason is very simple. Once you cook concrete at a very High Temperature for any period of time, it will affect the border. So they are going to have to make sure that is safe. And there are many other buildings that suffered the effects of radiant heat. We saw a couple of houses that had some serious radiant heat damage. This is a very big deal. And of course happening in the middle of an urban area like this, theres a lot more to go. The firefighters did a very good job. The ripple effects of what took place there, yeah. Tom vacar, thank you. Now to the fires burning in southern and Northern California. The wall fire has grown even more. 22 structure, have been destroyed or damaged. Thousands more are threatened. Search neighborhoods are under evacuation orders. Others are under evacuation warnings, meaning that residents have to be ready to get out at a moments notice. We just hope that god can help us with everything right now, especially with people not having trailers and stuff, people having to sleep in cars on the side of the road. That bothers me because i feel really bad. I feel like we should help them. Such an unfortunate situation there. There is an Evacuation Center set up for people, and two set up for animals. The bay area strike teams are helping cal fire battle the flames in butte county and down south. Crews from Alameda County, San Francisco, piedmont, albany, hayward, fremont, san mateo all left for the fire lines yesterday. Officers were also sent to be part of the incident management team. The National Guard is deploying several aircraft and a personnel to help on the fire lines up and down the state. The guard is sending fire helicopters to Northern California fires, and three helicopters and two c130 air tanker jets down to southern california. The National Guard men and  women will provide security and fire line support. As always we see a lot of bay area departments heading to the various fires. This is the time of year, rosemary, when we see fires just like this. Youre right, heather. Were just getting started. Temperatures today came down slightly. We are looking at near what we had yesterday in the way of that heat, although for some a little bit of relief this afternoon. And for most of the bay area improving weather as well. Giving you a view of the fog over San Francisco as we head into your evening hours, the low clouds will make a comeback. Here is another view towards San Francisco. You can see the marine layer in the distance. Temperatures at this hour, 57 in San Francisco. So a cool one outside your door. You go to the bayside and weve got 66 in oakland, upper 80s for walnut creek, and 90 in livermore. So still a very warm day out there but for most not nearly as hot as we were yesterday. Down by six degrees in livermore, down by four in concord. East bayshore down by seven. Mountain view down by seven as a well. Reporter the killing happened on august 6th of last year just before 10 00 at night. Police released this sketch and say a white 203 fourdoor Hyundai Sonata may be linked to the crime. Another vehicle, a dark colored audi a3 wagon, may also be involved. It would bring closure. It would give us some comfort knowing that the person is off the streets and cant hurt another human being and take another life like they took my sons life. We originally had known that just one car was involved. But this is truly a revelation, the fact that this other car is involved. So theyre hoping that somebody out there, maybe it will perhaps jar their memory if they were in the area that night to try to remember and give them a call about what they may have seen. All right, Tara Moriarty live in San Francisco, thank you. Today Alameda County prosecutors said they intend to refile charges against former Oakland Police officer ryan walterhouse. Authorities say he paid a sex worker 200 and later warned her about undercover sex stings. Last month there was a motion to disclose the name of the pimp. As a result the prosecution dropped two counts but today prosecutors are asking to refile those same counts. Walterhouses attorney, who is also a ktvu analyst, said the case is political. And now later the d. A. Decides to refile the two felony counts against my client. If he were not a police officer, this wouldnt be happening. So he is being treated very unfairly. Besides the felony counts, walterhouse has also been charged with a misdemeanor count of engaging in prostitution. The suspect in this case was not jasmine abuslin. The oakland mayor and police chief appeared in court today. Cameras were not allowed at the hearing where the federal judge took city officials to task for an internal investigation that was, quote, severely mishandled. Jasmine abuslin said officers sexually exploited her when she was an underage sex worker. An investigator filed a report saying abuslin was treated more as a suspect than a victim. Rosemary and i were just talking about this. That is the threat of wildfires. Here we have, folks, yet another fire. This is a grass fire right here in our backyard east of san jose. This is a large vegetation fire in the hills, as you can see here in these live pictures. Over the past 10 minutes weve been watching this, and weve seen this plume of smoke get bigger and bigger. Were working to find out more about to exact location, although we do understand that its it is near a road. From these pictures it does not appear as though there are any homes or structures in the area. That, of course, is the good news. But again a lot of people im monitoring twitter and seeing a lot of people in the san jose area responding to this and saying, whats going on . They can see all of the smoke. Again, we are working to find out the exact location, and we will be posting updates on our social media as well. But the headline right now, a large grass fire east of san jose. A landmark policy will be considered tomorrow in oakland that would extent levels of protection to illegal immigrants. Council member Rebecca Kaplan joins me in studio to talk about ending police and i. C. E. Collaboration. Investigators on the scene of an Early Morning shooting. What were learning. There is a move underway for the Oakland Police department to cut ties with the u. S. Immigration and Customs Enforcement agency, or i. C. E. , and that includes any joint operations to combat drug and human trafficking. Council member Rebecca Kaplan is sponsoring that legislation. Thank you for being here. So this essential would end all collaboration between opd and i. C. E. With we would be rescinding the current agreement. Lets start in the beginning. Why was this agreement reached . The agreement was reached under the previous president when people had much less concern about misconduct by i. C. E. And in the current environment where they have been told, go after anyone, based on their immigration status, even if they havent committed a crime, that is part of why now people are saying we cant be in this collaboration any more. So why would opd what sort of operations work with i. C. E. On . Because oakland is a sanctuary city. Oakland doesnt enforce immigration laws. The type of operations that would be appropriate is if somebody who happened to be an undocumented immigrant then committed some other crime unrelated to their immigration. So if somebody commits a robbery, an assault, then it is valid to go after them regardless. But the reason we need to end this relationship now is because now i. C. E. Is going after even people who havent committed crimes. You said there is a concern about information sharing. Exactly. In this collaboration theres a lot of fear that even people who committed no crime, but whose information may be in data, that it would be shared with i. C. E. So this goes beyond the physical officer joining alongside an i. C. E. Agent to go out and conduct some sort of operation. This isnt about immigration enforcement. This is they sometimes Work Together on drug trafficking, human trafficking. What do you say to critics who say that opd and ice need to Work Together on those big operations . We asked the department for records of examples of successful collaborations like that, and they didnt have any. So we havent seen it bearing fruit in terms of successfully going after serious crime. Now, of course, anyone, no matter their immigration status, can still be arrested and prosecuted if they then commit crimes. We just dont want people in our community afraid to report crimes and afraid to come forward out of fear of beg targeted for their immigration status. Do other departments in the bay area have such agreements, and if they do, have any of them rescinded such agreements . Its our understanding that others are looking at rescinding them, and those policies often prohibit this type of collaboration. If opd said they cant point to any such operations that theyve had, what is the departments stance on this . Would they like to see this agreement stay in place . Well, im not sure what they will say about it. What we do know in our community is that we are very concerned about racial profiling. We are very concerned that the Community Feels safe to come forward. And if people worry about i. C. E. Coming after them, then they might not report, even if theyre assaulted. So we really want to build a community that respects all people, and that is why it is important to not be working with this agency that, under the current administration, has been used to target people. And so rebecca what happens next with this legislation . So it will be heard tomorrow at 6 00 p. M. At the oakland Public Safety committee. And what happens after that . And if it passes the Public Safety committee then the following week it will come to the full council for a vote. And you feel like you have the support of the full council . I feel like there is strong support but i dont like to prejudge how my colleagues will vote. I am certainly advocating and looking forward to having their support. San francisco investigators are looking for the gunman who shot and killed a man in the Mission District this morning. Christien kafton has more on the homicide and how vandal apparently targeted investigators once they arrived on scene. Reporter San Francisco police are looking into the citys latest homicide. I have had a chance to look at Surveillance Video of the incident that unfolded here in front of a bar. It started at this bench in front of the bar with a group of men who were drinking here. Two other men approached them. There was some type of altercation, then two more men joined that altercation. One of the men was then put up against the wall near that atm, and that is where the fatal shot was fired. Now, at this point San Francisco police are not confirming that account. They released a short statement saying officers responded after reports of shots fired at 2 30 this morning. Officers came on the scene and found one male victim who had died from gunshot wounds. No word at this time on any arrest or suspect information. No information about the victim either. For several Hours Mission was shut down between 23rd and 24th. Keep in mind this is a very major thoroughfare with muni and bart stops right here in the area. While were looking for details about the homicide, were also following up on a sink that was thrown through a police car window. The police car was towed away. Investigators are looking for an explanation for that. At this time does it not appear to be tied to the homicide. Police are looking for anyone who has any information about vert these incidents. Christien kafton, ktvu fox 2 news. Well, two men are under arrest for the shooting death of a teenager in san jose last week. Erik james carter and Giovanni Ortiz were arrested on friday at a modesto motel. They are accused of shooting a 17yearold boy on july 5th while he was in a car. The boy died a few hours later at the hospital. Both suspects have now been booked into jail on murder charges. New information now in a shooting last week in oakland that injured a policy worker delivering mail at the time. The United States postal inspector tells us the person who was shot in the hip has been released from the hospital. Investigators say they dont know whether she was targeted or caught in the crossfire. The Inspection Service is offering adds 50,000 reward for information leading to the arrest of those responsible. Well, on capitol hill republicans are working to chip away at healthcare reform. This comes as the president and his son are dragged back into another controversy relating to russia. You can see all that smoke pluming into the sky. The fire started around the top of the hour and quickly grew in size. We had live pictures moments ago from skyfox. We are told that the fire is now on metcalfe and san felipe roads. Taking a look on google maps you can see there are a couple of homes, some seemingly abandoned, but others seem to be residential there. So definitely some concern for the homes in that area. Still working to get information on how bad this fire is, obviously what the cause is, but again this fire is burning now in the hills east of san jose. We have a reporter on the way. Of course, skyfox is also en route. We have pictures there as well. So we are continuing to monitor the situation there. Once we have more information we will bring it to you live. Well, a big rig fire is slowing things down on interstate 680 in fremont due to lane closures, but those lanes should reopen by 6 00 tonight. The big rig was carrying frozen cheese and caught fire on the offramp. All five right lanes were shut down for the cleanup with just one far left lane open. In the north bay almost 300,000 gallons of water will have to be drained after a Security Breach at a water tank in novato. It belongs to the north marin Water District. Investigators say on friday someone cut a chainlink fence and a lock on the lid of the task. Joining us now via skype is drew mcentire, the manager of the Water District. First lets talk about the initial discovery of this breach. Well, we received an alarm at about 6 00 on friday afternoon that came in on our instrumentation system. We have people on call monitoring our system 24 7. It indicated there was an intrusion alarm in our Wild Horse Valley task. So our staff immediately went up to the site. We arrived within minutes of receiving the alarm. We did find out that some locks had been broken, including a lock at the access hatch which is on top of the task. And immediately at that. In time we went ahead and isolated the task in an abundance of caution to protect our Public Health supply. We then called the California Division of Drinking Water and worked with them on coming one a strategy to start draining the task. We also did some testing in our system for bacteria residuals and sediment and it came in clear. I do want to stress that our number one goal is to protect the Public Health of our customers. And so from our perspective, the right thing to do was to not bring the task back into service but go ahead and drain it and then fill it after cleaning. It is interesting that you say that the tests have come back clear. We have recently seen something similar to this happening in San Francisco. They, too, tested the water and decided to the to drain the task. Is really draining the task the only way . I know youre doing this out of an abundance of caution, but is that the only way . Its the only way you can make sure you can answer to your customers and say theres without a doubt no chance of contamination of the water. The tests that we do are indication tests. It obviously cant cover any particular constituent that might have been put in the task. Again, while the tests all indicated clear, we wanted to make sure that we met and fulfilled our number one obligation, and that is to eliminate any question at all. Thats why we isolate it and drain it. Whats the process, and where do you put all that water . All of our tasks do have drain lines. We did a slow drain. It goes down through some ravines up in the hits. As you can imagine the hillside is pretty dry right now so its getting absorbed along the hillside before it heads down and goes to any of the major tributaries. Hopefully it will soak up some of the dry ground and prevent some fires like weve been seeing across Northern California and a southern california. I know that Something Like this happened several years ago, i believe back in 20 14. Security measures, im told, were strengthened then. Whats the Water District going to do now to prevent this from happening again. So you are correct, we did have in this 2014. And as a result we increased our security measures at all of our task sites. I think that has allowed us to have a very Quick Response on this particular incident. But it does require to us go back again and revisit our security measures and see what else we can do to further strengthen those. I would like to also put out the message that this is an act of vandalism. Were trying to ask any of our customers that saw anything unusual to report that information to the Water District or the Marin County Sheriffs Department for which we filed a report on. Aussie there the flames are continuing to grow. The location of the fire, we are told, is at metcalfe and san felipe roads. Heather and i were looking at google maps to see if the area was residential. We saw few homes. Not a lot of details on how bad that fire is but were still working to find that information. We certainly are. We have skyfox overhead. There are some pictures that are now coming into the ktvu newsroom of at least one car in the area that has now been consumed by the flames. There we go with some of the aerial firefighting tools there as cal fire really jumps on this fire and tackles it from the air. So there is a road there obviously, and we are seeing at least one car. I am looking now and can see it completely burned as skyfox takes a closer look you can actually see some of the firefighters and such there on the scene. This really ran quickly. There is that car that i was mentioning. You can just see how those flames consumed that car there. We have been watching this for the last hour, and we have seen it just grow the plume of smoke has grown. A lot of people in the san jose area tweeting us and telling us that they can see it from various parts of the city. Not getting an update on the size but as skyfox pulls out you can see how large this fire is and how many acres have been consumed. We do know that cal fire is there as well as san jose fire. We are working to find out more information about how this is going, what the plan is. Obviously theyre going to need to set up some containment areas, but as you take a look at these pictures, theres a drop of fire retardant there, you can see that it does appear as though it is open space. Rosemary, we were talking earlier about to firefighting conditions. It is a warm day. A lot of wind as well . The wind doesnt look too bad although i was noticing when we had that closeup shot of the trees, they were rustling around out there. Relative humidity about 30 . So it could be worse. But still very dry. The winds, from what kai tell, looked to be 10 to 15 Miles Per Hour which, as we know, if the winds are gusting quite strong, it fans the flames, it throws embers, it just spreads the fire that much faster. But with that said, once you get within those hills, sometimes its really hard to tell just how quickly the winds are funneling through that area. So again, hot, dry, from what i can tell, the winds not too bad. But it could be a different story right there in those canyon areas. Thanks so much rosemary.
