Point of contention for 1i68 Rights Groups that say its Civil Rights Group that its unconstitutional but the president s argument is its necessary to protect the country. The Supreme Court allowing a patient ban from six majority countries drawing protest around the country. The white house calling the decision a victory for national security. President trump responding with a tweet saying, grateful the 90 decision from the u. S. Supreme court. We must keep america safe. In an off camera beefing at the white house, sean spicer answering questions about how the department of justice will roll the ban out. Were pleased with what the Supreme Court has done. Once we have a better idea of its full impact, well have a better analysis. Reporter the court went on to say the ban has an exception, it cant be forced against nationals who have a credible claim with a bona fide relationship with a person or entity in the United States. Still, the bulk of the ban is approved. A huge victory for the white house. Theres no other way of looking at this. You see this opinion here allowing the ban to go forward against most of those as a blueprint for a decision later this area. Reporter last week the president said the ban would go in effect 72 hours after the courts approved it. The Supreme Court will hear arguments on the ban when it reconvenes in october. Several lower courts including the ninth circuit in San Francisco blocked the ban on travel for six muslim majority countries. The circuit said earlier in month is violated u. S. Immigration law discriminating against people based on their nation nality. The judge said the order failed to show how industry from people by those countries how it would hurt our interest. We asked travelers at the airport their opinions. Thats not what the u. S. Stands for. I think its a tragedy for the country and immigrants that come into this country. If we can put up Security Systems and Different Things in our homes to protect our homes, why cant our president put something up to protect our country . Today, decisions will allow people on the list of affected countries who have jobs in the United States or foreign students enrolled at colleges and universities to be admitted. Joining me now to talk about the decision is professor levine. How are you . Lets talk about President Trump, how big a win is this for him . A little. Its not a grand slam. Lets say its a single. The reason why is because while the Supreme Court is going to review the order the legalitity of the order, it looks like six justices are taking a view that the court has the role to play. What the president wanted was to have the courts have no roll whatsoever, thats number one. Two, while the headline is the executive order is back into effect, the reality is, for those six countries really, its not going to affect the vast majority of people who have applied under the visa programs because the court carved out an exception if those people had a bona fide relationship to somebody in the United States or i understand institution in the United States i understand institution in the United States. Anyone applying for a visa in those countries has a connection. Thats a big gray area there. How do you describe or what delineates a bona fide relationship legally . Its about seven hours old. Theyre working on that. Theyll be working on it. Again, as a practical matter, the way the court tried to delineate if is you have to show some connection. It would have it be a family member. One of the plaintiffs in a hawaii case wants to bring his memorial from syria. Thats a bow a his motherinlaw from syria. The university of hawaii may have admitted students from those countries. That will qualify. The university of washington wants to bring in a speak for from one of those countries. No problem. It seems the vast majority has a connection or they wouldnt have got a visa of the refugee side is a bigger bite. The reason for that is its probably less likely that refugees from from syria or wherever it may be would already have a connection to somebody in the United States. They might have a relative this chicago or detroit or something, but they might not. How about the lower courts . Do they have any power between now and when the Supreme Court hears the argument and renders the decision in october . Well, basically, no. The only power that might come up is lets suppose that somebody applied for a visa and was turned down and they want to challenge that decision and they say, wait a minute, we fit within this bona fide relationship. So those cases might go along. Its going to be one by one. Its not going to be a large scale order as they have been to this point. Justice kennedy thrown out, maybe ill return at the age of 80. Today he said, im going to stick around a while. How would that change this whole thing . In october well, if Justice Kennedy had retired, maybe there would have been a new justice and perhaps that justice would vote the other way. Its speculation on top of speculation. I assume Justice Kennedy wants to stick around longer. He didnt say anything today. He joked with his law clerks over the weekend making it pretty clear hes going to stick around for a while. David, thanks for coming. We appreciate your insight. Christina. We have more information on the Senate Version of the healthcare law as Republican Leaders continue to push far vote this week. Today, the nonpartisan Budget Office released its analysis of the bill. The cvo said the bill as return would leave 22 million more americans uninsured compared to obamacare. Thats 1 million less than the bill that passed the house last month. It would reduce the federal deficit by 321 billion mostly savings from medicaid. Moments ago the white house said, the finding quote must not be trusted blind ly. More to join me is the executive director of california pan network, sarah, thank you for being here. Were you shock at all hearing this report and so Many Americans would be uninsured . Not shoblged but shocked but disheartend especially for california. We know a mar jo jurorty of individuals will be californian who is lose coverage. Well see middle class americans, lou class americans lose their benefits, can you talk about that. The score said that low income individuals and Older Americans will be most impacted by this bill. Part of the reason is because of deep cuts to the Medicaid Program as you mentioned. These are low income individuals but also people, pregnant women for example. People who have disabilities. Senors. And now under the expansion population, low income adults. So those deep cuts number one we wont feel them for a couple of years which means it will be harder for us to analyzed what that impact will be in california, but the other important point is those cuts are deeper. The growth rate for medicaid or for the cost that we will see in the Medicaid Program are going to be a lot slower. In other words, california will receive less money over time. We really rely on the federal government in a partnership to be able to provide that healthcare coverage. Right. And on the other spectrum. Some people may say eventually it will save money to the federal budget or it will lower our premiums in the future. What do you say to that . The savings come at a cost, when is a cost to consumers n. This new healthcare bill the senate has proposed, individuals over time will likely see some of their premiums go down, but that will be because Insurance Companies will be they will be required or they wont have to pay that same higher cost of share. So right now, health Insurance Companies have to pay for for your healthcare which is a good thing. They also have to provide a certain level of coverage. Over time under this particular bill, individual would say have to pay more. They will see their out of pocket costs go up. Even though their premiums go down, their deductibles and outofpocket cost will go up, but theyll be paying for less coverage. We know republicans have had a hard time convincing members of their own party to move forward with this bill do you think the cvo report you heard the president say, dont think this as the endall be all, will this have an impact on whether we get a vote this week . I think the republicans pushing back on the leadership so say no this will have great impacts it give the them more of an argument to push that argument and hold that line. For those individual who is are really pushing this bill, i dont think that it really makes that much of a difference and theyll find different ways to make their argument. But for those republicans who are holding the line, it could provide great arguments. We appreciate your insight. Thank you for joining us. Frank. I dont wear one all the time but my goodness, you should. Yes, you should. A lot of people get caught in the trap theyre on the boat, having fun and thinking about the fun than their personal safety. We recommend as well as coast guard recommends that all Children Wear life jackets at all times and then the adult should probably wear life jackets as well. What happens when you find youre in a situation like this, like this family over the weekend . Is it a good idea to go after your loved one . I cant imagine a parent see their child go in the water and want to rescue them is it a good idea to rescue someone . Its up to the individual that sees it happen. Obviously our first thing is to prevent it from happening to begin with and make sure youre wearing the life jacket. If youre going in after your child, you should put on a life jacket as well. Take the extra few seconds to do that. Part of the problems is that that this years past. When we havent had a lot of rain and snow as weve had, the water is not moving as quickly. So people i think are probably used to that. Now with the runoff, theres a lot of water moving through there. There are snares. The water is cooler than it usually is this time of year and that presents more danger for people who go in the water. Since we have you on the phone, lets talk about water safety at homeful if you have a pool in your backyard. I grew up in one. I was one of the montgomeries popular kids most popular kids. What can you tell parents about pool safety. Pool safety is one of those things we get drownings, particularly this time of year. The biggest thing is to make sure you are super vising your children as closely as you k. Pay attention to whats going on. You may be will will it at the pool. But we see time and time again people find their child or somebody else is in trouble in the water and one of the comments we get is, it didnt look like they were drowning. Drowning doesnt look like what people think it does. Look for signs of distress and take appropriate action if you see that. Robert marshall can contra costa fire district. We appreciate your time.
