Paris climate accord. President trump announcing the u. S. Will join syria and nicaragua and refuse to be part of the paris climate agreement. Already World Leaders are responding with both anger and criticism. Welcome to the four on two. Im heather holmes. Im frank mallicoat. Those leaders also reject President Trumps claims that a climate deal can be renegotiated. The president said the decision was all about the u. S. Economy and jobs, that he was elected to represent pittsburgh, not paris. Joel waldman has more of the president s speech and reaction from washington to california. Reporter on the campaign trail President Trump promised to put america first, and today he said hes living up to his word. As of today the United States will cease all implementation of the nonbinding paris accord. Reporter saying the paris Climate Change agreement would be detrimental to the u. S. Economy, President Trump opting to pull out of the paris accord agreed to during the obama administration. The paris accord would undermine our economy, hamstring our workers, weaken our sovereign tee. Compliance with the terms of the paris accord and the restrictions it has placed on the United States could cost america as much as 2. 7 million lost jobs by 2025. Reporter a chorus of critics blasting the decision including many corporate ceos and democrats who urged the president to stay committed to the pact. For trump now to go awol is a tragedy. Its certainly not well thought out. Reporter abroad, china, germany, and russia all failing to persuade the president that the agreement is the right thing for the world. The vatican calling it, quote, a huge slap in the face. The only voices that are saying pull out are a handful of call companies, and right now the head of the u. S. Environmental protection agency, which is an incredible irony. Reporter but some are praising the president s actions, putting america. There have been estimates that say we could lose over 6 million jobs. Reporter former president obama reacting saying cities, state, and businesses have got to protect, quote, the one planet weve got. In washington, joel waldman, fox news. Senator Kamala Harris tweeted, there is no planet b. This disastrous decision threatens the world our children and childrens children will live in. Elon musk tweeted as promised he will stop advising President Trump. He is part of the manufacturing jobs initiative. Today he tweeted, am departing president ial counsel. Climate change is real. Lets talk about the politics of all this with our political analyst brian sobel. What did you make of the president s case . I thought he laid out a case for american jobs. He stuck with his Campaign Promise to pull out. He did it after consultation with a lot of people, but were left with the optics of leaving an agreement that has been signed onto by 195 countries. The fact, though, that he said this did come down to jobs, what does the average american think when they look at this . Do they look at the job aspect or do they look at, okay, i want a healthy world, a Healthy Planet for my kids and grandkids . Probably the latter if they are already employed and they live in a part of the country like california where we already have pretty aggressive emission standards and those sorts of things. They would break probably towards the environmental argument as opposed to the jobs argument. But in many places where donald trump was successful it was about jobs. That is what he focused on today. He said this agreement will lead to the loss of more american jobs to china and india. Is that, in fact, what has been happening . Here is the issue. This is and always was a nonbinding agreement, and tied to countries gnp. In china and india, it would have required a jump in their gnp. This agreement means that nothing really was going to happen in china for many years. Another of the worlds leading polluter in terms of greenhouse gases. When you get into the details of the accord there werent a lot of restrictions. Countries were volunteering to do the right thing. The question is will the United States move ahead, heather, and do what it has been doing which is cleaning its water, cleaning its air and that sort of thing, and will individual states do it. Whether were in the accord or not, whether we will move ahead and do all these things, and the answer is probably yes. That is something that the president did say today. He said america will have the cleanest air, will have the cleanest water. But how does he accomplish that . As were looking at the varying responses and reaction coming in from people all across the country. I think people are very upset because we have left this large body of volunteer nations who are trying to do the right thing. Whether theyre forced to do the right thing is in the detail of this thing. So that is what they are upset with the president about. I think the president falls back on his Campaign Statement that, hey and he said it today i report to the voters in pittsburgh, not in paris. Lets talk about moving forward. This isnt something that happens immediately. This is going to take several years. Right. He said he wants to renegotiate. Yes. But we heard from World Leaders that said, uhuh, we reject that idea. Well, World Leaders, after they absorb all of this, will realize that america is the one country putting real money into this deal for those countries that cant afford it on their own. Weve put in a billion dollars. Other countries have put in nothing. So eventually i think everybody will talk again. And the president made it very clear that what he wants to do is renegotiate the deal. And that sounds fairly familiar, doesnt it . He has talked about renegotiating every deal because he thinks mering has been taken advantage of. Brian sobel, appreciate it. Absolutely. A big headline were going to continue to follow. At the top of his priorities, the homeless, 0 pee at abuse, and road problems. Tara moriarty tells us how the news is being received on the streets of San Francisco. Reporter homelessness and drug addiction are part of life in the tender loin district. Do you do drugs . I do drugs, whatever i have to, to get by. Reporter a man we will call phil says for 15 years he has watched the problem manifest. This photo shows a man shooting his friend in the armpit with heroin near city hall. Its not going to stop because theres too much money in it now. Reporter but that is exactly what mayor lee is trying to do with his budget plan. Children and families cant walk down the streets without seeing needles and the paraphernalia of drug addiction. Reporter the mayor is proposing 66 million to be spent to tackle the issue. Thats on top of the already 275 million spent on homelessness for outreach, supportive housing, and navigation centers. Those that are addicted to alcohol to opioids, the people we see shooting up, we are no longer going to sit by and let that continue to happen. Another priority, fixing the citys pothole laden streets. Right now were driving on 10th street where the road is pretty bumpy. The streets took a beating because of the heavy rain, so thats why mayor ed lee has decided to allocate 90 million over the next two years for road repaving. Even when im a passenger, in fact, it affects me even more in the backseat. I cant read my notes in preparation because its so bumpy. So i know what everybody is complaining about. Reporter the mayor has also set aside 60 million in funds in case President Trumps funding cuts and the repeal of obamacare go through. But the mayor says battling homelessness, drug addiction and more are the center of this budget. In San Francisco, tara moriarty, ktvu fox 2 news. A preliminary hearing got underway today for a former Oakland Police officer accused of tipping off a prostitute to police stings in exchange for a sexual behavior. He is accused of paying 200 to a sex worker and warning her twice about stings. He has pleaded not guilty to charges of conspiracy to obstruct justice as well as engaging in prostitution. We should note this case is unrelated to jasmine abuslin. She is the prostitute who just recently accepted a 1 million settlement from the city. Coming up, our legal analyst Michael Cardoza will join us to discuss that and more. Police in the philippines now say gunfire at a casino in manila does not appear to be linked to terrorists. Panic erupted in the resorts World Manila Hotel and casino complex where gunshots were heard friday morning. Officials say it appears to be a robbery attempt. Seems like months. Tonight, game one. The warriors, the cavaliers at oracle. Ktvus sports director mark ibanez and Jason Appelbaum are inside the arena. Reporter never ever take it for granted, although i have to tell you some bad memories were conjured up. This is the very floor, in fact, just to our left, about 15 feet, the last time i was out here, and the cavaliers were in town, they were liberally spraying champagne all over the Warriors Court after winning game seven. Its a clean slate right now, jason. They hope to erase all of those bad memories. Why did you have to bring that up . Its game one of the 2017 finals. It just happened naturally because im here and lebron just left the court. And literally two feet away from where we are now. But the anticipation has been enormous, not just since the cavs beat the celtics a week ago, but really going back a full year. I think most folks knew, or at least suspected, that these two teams would be back. Certainly when the playoffs started, once both teams got on a roll, we knew this was going to be the matchup. Probably the easiest prediction i have heard you make. I did not predict 120, though. A little update regarding steve kerr. There were thoughts that maybe wee make it to the bench to coach. Not going to happen. It is going to be mike brown. But they are hoping that perhaps steve kerr could be back when the series shifts to cleveland. They just dont know. He is feeling better. That is the encouraging news. But again he doesnt want to come back and then duck out and not be able to finish the job. Lots of subplots. Near the top of the list Draymond Green. How is he going to come out here . I bet you in their heart of hearts, nobody is going to say it publicly, but a lot of warriors on that Team Last Year said, man, if he would have just controlled his emotions and not gotten suspended for that one game, were talking a whole different scenario. And i think draymond is going to have an incredible series trying to atone for what he did. I agree with you. Lets take you back, not to relive it again, but game seven on june 19th last year. Lebron james was the headliner but Draymond Green in that game, mark, was outstanding. His best performance of the finals. It just wasnt enough to get past the cleveland cavaliers. And you mentioned it. He was suspended in game five. Everybody points to that, because the warriors led the series, but a lot happened between that gym and the final buzzer when it sounded in game seven. And then july 4th and the arrival of kevin durant. But he claims that nobody has even talked about them as a team blowing the 31 lead today. I dont know if 31 has been mentioned in our locker room one time this year. Its just not something that when youre chasing greatness, thats the expectation. You dont need something to try to motivate you if thats already your goal. You dont get much more motivation from anywhere else other than greatness because its so hard to reach. For us, thats the goal, to try to build a dynasty. I dont want to felt what i felt last year. I will do everything in my power to attack every game with that kind of perspective. You know, after we were able to accomplish that last year and we celebrated for a few days, i got right back to work, mentally and physically. Get my body ready, because i wanted to be able to put myself and put our franchise in position where we had an opportunity to do it again. All right, and as we speak Draymond Green down at the other end of the floor from where we are situated getting ready. And he has kind of gone game face since the finals of the west ended. He has taken this thing very seriously, because even though he wont say it publicly, he feels greatly responsible. And to his credit, he has kind of manned up and taken the load of the blame. But his teammates are having none of that. They lost as a team. And you mentioned it. He is playing so well in the playoffs. He leads the team in rebounds, assists, steals, blocks, and 3 point shooting. Im a stat guy. Thank you for those statistics. Heres a couple more statistics. Two guys have never sniffed the finals, david west and zaza pachulia. 14 years, and this will be their first taste. Both of them wanted specifically to come to the Golden State Warriors for that very reason. They took a lot less money to play with golden statement they have been criticized by many for being socalled ring chasers, but they have really played spectacular basketball in stretches for the warriors. David west in particular came on like a house afire in the second half of the season leading the reserve crew. And you figure it is going to be a name like that, that might come up, that turns the series, because we know what lebron and kd are going to do. You know what i like about david west. The cavaliers pushed the warriors around a little bit, specifically steph curry. David west is more like an enforcer type. Nobody will mess with him, including lebron, and the warriors have a little bit more physicality with zaza and david west this year, and i like it. Two grown men. Thats it. Three straight finals between these two teams. More at 5 00. A lot more coming your way. Senates the jason and mark show. Real quick, guys, neither team has played in a good week. What do you expect in that First Quarter . Well, i think the adrenaline will be pumping. And what you usually see in these situations is some sloppy basketball, because theyre a little bit rusty, and the emotions you are running so high. I think everybody feels like if the warriors can get out to a great start, prove that the cavaliers are not in their head in any way, theyre going to really be trying to get off to a quick start. I asked that to dan martinez, and he said theyre going to come out hard and play fast but a little bit sloppy for maybe a quarter until everything clicks into place. We will see. I will reserve my prediction until the 10 00 news. Very smart man, mark. Thank you, guys. Have fun. Enjoy the game. We will see you later. Lets turn things over to our chief meteorologist bill martin. A pretty nice day. Not a bad looking day. A little warmer in places. Up in the mountains, youve still got the snow. The picture i was going to show you was squaw valley. Theyre running the lifts all weekend. Thats just a lot of snow. Theres still 10, 15 feet of snow from tops of these mountains so the winter keeps giving. Were seeing tons of runoff in the foothills. There are still concerns for flooding in the merced river and some of the other rivers. But for us today plenty of sunshine. Fog still at the coast. There is a dose of it out there. You kind of seat right in here. Well come in a little tighter. Right in here, right around pacifica, and right in that hook by pillar point. Fog will be the story the next couple days. 82 in fairfield, thats warmer than yesterday at this time by three degrees. Four degrees warmer in napa right now. I just throw this map up. It shows you the trends. Trends this time of year are everything. So we are trending upward in the temperatures as High Pressure builds in. Youve got westerly winds right now. Lets see what sfo is doing. Gusts up to 30 Miles Per Hour at sfo. So a strong sea breeze out there which will bring that fog back in tonight as well. And the warriors flag up in San Francisco. You see the flags are blowing. Its blowing in San Francisco, 15 to 20 Miles Per Hour. Overnight lows with the fog, it comes in late tonight, are going to be just in the 50s. And then daytime highs tomorrow with the inversion collapsing and shrinking are going to be warmer than today by a good four and five degrees. Today we saw some low 80s, tomorrow were mid and even upper 80s. I will see you back here with specifics. An east bay city in the midst of a real estate renaissance. Were going to speak with an expert and talk about how millennials are playing a big part in richmonds big real estate boom, coming up. But the way we watch it is not. So, lets do something else. Like what . Like, watch tv wherever. Whats that supposed to mean . It means, anywhere. In a car . Yep. Oof. But not like that. Like this. Oooh, family boat trip yeah. And check this, record as many shows as you want. What . What . I just got chills. I know tv, like, made for us. Finally finally. Yeah. Finally. Wait, thats way cheaper than cable. Well, how does a bay front home in the threes sound . 15 miles outside of San Francisco might sound crazy, but not to this guy as millennials look for affordable homes. Oh, by the way, businesses are headed that way, too. Heres josh, project manager. Lets talk about the city of richmond which has a bit of a tough reputation over the last couple of decades. Theres no doubt, represent monde has a negative connotation attached to it. We are very pro development. The mayor has a housing initiative. They are trying to get a lot more homes in the area. Marina bay is quite livable. You represent a new development called the cove. Correct. Which is in marina bay, a little south of point richmond. Correct. That seems to be a big drawing card for millennials. Absolutely. Weve got a number of millennials, also some baby boomers that are empty nesters. Its affordable homes. Where else can you get homes starting at 300,000 and have an affordable mortgage . Its been a rental community and is being moved over to homeownership. People are buying in. This isnt new. Its been established for awhile. Its a little bit older Housing Stock thats been rented. So what does 300,000 get news. One bedroom, 700 square foot, newly renovated, new kitchen, new bath. Nice floor plans. You can walk to a couple different restaurants, walk to the bay trail. Great resort community. Heated swimming pool, brandnew fitness equipment. Put me on the water. Theres a premium. Water premium is closer to higher fours for a twobedroom facing the water. What would that cost . High fours, low 500s. How about the reaction from city leaders in richmond . It must be music to their ears to know that richmond is alive, people are coming there, and not just millennials and people buying homes, but business as well. Absolutely business is coming. Amazon has just opened a warehouse, blue apron. We have a hightech incould you a hightech incubator. I walk to the ferry every day. I live there. Its very walkable. I personally cant speak to any negativity. The big calling card, its so close to the city, and youre on the water. Its very much a marine environment, very lush, great landscaping. I cant say enough about it. Its not just this new development, but is the whole city kind of embracing this and growing . Absolutely. I mean, people have got to live somewhere. People have to live somewhere. As residents reach out for housing to buy, they cant afford berkeley, they cant afford albany, they cant afford el cerrito. Richmond is the next stop. Josh, thanks for coming in. Thank you, frank. All the best. We want to give you now a live look at the Santa Clara County subpoena pear your court in san jose where we continue to await the verdict in the trial of three deputies charged with killing an inmate back in 2015. We learned just this afternoon that a verdict has been reached. The decision is expected any moment. We will be sure to stay right on top of this. Stay with us here on the four on 2. Visit your volvo dealer to take advantage of our midsommar sales event offer. We are waiting on a verdict to be reached in the case of three Santa Clara CountySheriff Deputies charged in the beating death of michael tyree. His body was discovered in his jail cell. The jury did reach the verdict a few minutes ago but has not delivered it just yet. And when they do we will bring it to you. Today jurors are continuing to decide whether the man convicted of sierra lamar should get a life sentence or a the death penalty. Jurors will choose between life without parole or the death penalty. Lets talk more with our legal analyst Michael Cardoza. First we want to get your take on a verdict being reached with regards to the three deputies. Are you surprised at the amount of time took, surprised at how long it took or how little it took . Im not sure it took too long or too little. Juries are so different. You bring 12 disparate people into a room and they have to decide someones fate. Youve got to know they think about things like that. So am i surprised at the length . No, not at all. Enough time to vet the evidence properly. And remember, the primary witness in the case was not a man that was well balanced. Right. So you have him squirting all over the place in front of the jury, but notwithstanding that, he may have added some credibility to this. So when you look at this, we have been following this case for months, what do you think . Do you think the jury is going to come back with a guilty verdict . I never know what a jury is going to do. Ive done this for 35 years. One thing i do know, i dont know. But if i had to guess, i would guess guilty in this case. They take a bit of time because youve got officers. And jurors know they defend us, they protect us against the criminal element. They work in an awful environment. And it is very difficult to get a jury to convict Police Officers or people that work in the jail. And im just flat guessing when i say, i think they convicted in this case. And i dont know why other than i think there was enough evidence, enough people know that people are abused in jail, and they want it to stop. So watch me be totally wrong. Again were going to be staying on top of that. As soon as that verdict is reached we will bring it to you. Lets switch gears and talk about antolin garciatorres. Penalty phase. The jury has been at it now a little longer than they were in finding him guilty of killing sierra lamar. What does that tell you . It tells me that theyre doing the right thing that theyre going through the evidence. Because remember, this is not a place a jury wants to make a mistake. And the biggest hurdle they have is there is no body. There is no cause of death. They really dont know anything other than she went missing, his dna was there. There was enough to convict him beyond a reasonable doubt. That being said, its a whole different ball game when you put someone to death without a body, because some of the jurors are thinking, oh my lord, way in the back what if she shows up some day and they execute him . I cant live with that. So i think thats what one or more jurors are struggling with. I wouldnt be surprised if this jury hangs. I think it will hang in favor of the death penalty, but there will be some that will say, no, without a body, im not bringing back death. You believe the main reason why they may not be able to come to a decision is because of the fact there is no body. Absolutely. And they would live with guilt with that if she were to be found. What if im wrong . Ive got enough, because beyond a reasonable doubt was defined for them. But to pull the trigger and put someone to death, there are going to be some on there that are obviously having problems, and i think my guess now is theyre going to hang. I think it will be in favor of the death penalty, but there will be enough to say, no, im not going to do it. Those jurors have finished the deliberations for the day. They will be back next week. Were now hearing from the father of a suspect who was shot and wounded by Vallejo Police last night. Investigators say an officer opened fire after the suspect rammed his car into a Police Patrol car following a brief pursuit. The suspects father says his son is now in Critical Condition and he says there is a reason his son, 20yearold kevin decar lo, did not stop when police tried to pull him over. I got a phone call saying my son just got shot. So we come out here to see whats going on, and here it is. Reporter what do you make of the police story . Because the police are saying they tried to stop kevin a week ago. They said they tried to stop him. Hes in fear for his life. Theyre going around making comments about killing the kid. Would you stop . Vallejo police say decarlo was a suspect in an earlier crime. What you need to know to stay safe on the water this summer. It is warming up out there. You did notice that. We will talk about the friday forecast and would to expect this weekend, just around the corner. After our record winter of rain theres a few things to remember. The snowpack is still thawing out in the sierra so rivers, creeks, streams, theyre going to be cold and a fast. With tips on how to stay safe, scott joins us from cal fire. The kern river took three lives, people that were rafting. Two dozen had to be rescued just over the Holiday Weekend by itself. So word is out. Yeah, it is. The complacency around the water is what we need to really push. Its great weather. Everybody wants to be in that water. But that water is so dangerous as we speak. And its not just the current, too. The water is cold, because its still thawing out. Theres over 100 inches in some parts of the sierra, right . Right. Talk about that, temperatures below 77 degrees, your breathing starts to be affect. If you go from 70 to 60 degrees, its very difficult to control your breathing and even to hold your breath. Once you get into water thats 60 to 50 degrees, you cannot control any of your breathing whatsoever. Lets talk about some of the precautions we can take to enjoy the water despite all the rapids. What should we do . Make sure the children, if you have children with you, are constantly supervised. Ive got five grandchildren. Well lose one in a heartbeat. Always make sure theres someone assigned to watching the children. Always wear that life jacket. They can disappear in a heartbeat. Always swim with a partner. Hassles somebody overseeing those in the water as well. Enter the water feet first. Make sure you dont hit any hazards. Never jump in head first. And we showed a picture of squaw valley just a short time ago, bill martin did. Theyre still skiing up there. So this is going to go on for awhile, i would imagine, right . Right. And something to add to that, about a week and a half ago we were concerned about vegetation fires taking effect up and down the valley. We had one for 10,000 acres. At the same time were starting to prepare for the thrudz because of the snow melt that was predicted. So its kind of a catch22 no matter where you go. Be safe, take your precautions. Hopefully you folks after quiet summer. Scott mcclain from cal fire, thanks. Meteorologist bill martin, always good advice when we talk about things like this, especially because we just got so much rain. Right. Things are different for people than typically. Youve hit it on the head. It looks different. For five years we havent seen high water like this. So the concern now is going to be i kind of grew up up in the butte creek canyon. We got used to swimming in the swimming holes and diving off certain rocks. When the water levels change, you kind of think, this is like it was last year, and a its not. From the beauty standpoint, the merced river is roaring right now, and the waterfalls are something else. Were looking at as much rain, in yosemites case, as much outflow as europeans have ever seen, because were talking about in the northeast part of the state the most rain weve ever recorded, the most precipitation. So it is uncharted waters, if you will. So that advice should be heeded if you are traveling. Frank brought up a good point, too, about water temperature. You dont last long in 48 degree water. You get hypothermic in 10 minutes, especially if youre struggling, maybe eight minutes. Some flight delays out in the dallas area, alexandria getting hammered, baton rouge, parts of jackson. In the inter mountain region, new mexico, theres High Pressure. High pressure is back where it belongs. With that High Pressure there, were set up with temperatures that are going to warm each day as we head into weekend. Right now 82 in fairfield. Theres that big fog bank. You look at the sales force building. Of course, one is closer than the other. Its sort of optical, but this thing used to stand out as the tallest thing around, the sutro tower. You see the reds . Those are 90s. Some 90s. Some upper 80s are going to pop into some of our inland bay valleys as we head into tomorrow. Thats the plan for now. It looks like tomorrow, friday, and saturday will be the warmest days of the week. It is going to be dry for sure. Fog near the coast. As we head into your friday and as a result day, more of the same. Cool coast, warm to hot inland. So 84 tomorrow in vacaville, 84 in fairfield, 85 in brentwood. I think we could see some upper 80s. Certainly mid80s in the hot spots. Forecast highs along the coast stay could. Forecast highs inland stay hot. The sea breeze kicks in. Cue spring and summer, because this is the pattern. Disregard that flag on the five day forecast. Another holiday. That stayed over from last week. But the idea being warmer right into saturday and cooler as we head into sunday. Looking forward to it. Thank you bill. Everyone is getting pretty jacked up about the nba finals. Cavs, warriors, again. There is a reason why they call the Warriors Arena roracle. It is loud. Reporter a fired up crowd gathered to watch espns first take. Im feeling good about the series. Im a little nervous about tonight. We have been off awhile but i think were going to bring it home. Warriors in four. Were going to do it. I hope they beat them by 80 points. Reporter the warriors are looking for payback after that crushing game seven loss to the cavs in last years finals. This is the Third Straight year these two teams will face off for the title and, of course, the debate is raging over which team has the edge. How do you think this series plays out . Warriors all the way. Cavs in six. No, no, no. Reporter this was the scene at oaklands Jack London Square this morning as hundreds of warriors fans and a handful of cavs supporters filled the patio at plank bar and restaurant where the fox sports 1 show undisputed was going live. We caught up with one of their guests, Kevin Durants mother wanda, affectionately known as the real mvp. While she wont make any predictions, she says kd is ready to roll. Who wins this thing . The best team. Which is . Well see. Reporter theres no doubt another finals appearance for the warriors has put the National Spotlight on oakland. Its something east bay native and former nba player eddie house loves to see. It just shows the vibrant community that oakland is, the way that they stick together, the love that they have for their teams. Its unfortunate that the teams are bailing on them. Reporter of course the Oakland Raiders making a move to las vegas soon, and the warriors will be headed across the bay to Start Playing in San Francisco in a couple of years. But for now the spotlight shining on oakland. These warriors perfect so far in the playoffs. 120 headed into the finals, but they will have their work cut out for them facing off against lebron james and the cleveland cavaliers.
