Scrutinizing the republican effort to repeal and replace obamacare, the result shows millions of americans could lose health care. After closing prayer, one of the most after closing for a year, one of the most photogenic spot is reopening, the alamo square upgrades up next. The Congressional Budget Office says 51 Million People under the age of 65 would be uninsured in the year 2026 under the latest version of the House Republican health care bill. Comparing with 28 million under age 65 who would like insurance that your under the Current Health care law. The bottom line is, the cbo estimates 23 million americans will Lose Health Insurance under this new gop plan. Joining us now is here to give the executive director for the Health Network in california. What is your take away from this assessment . We said all along any replacement plan should add coverage, the more affordable, this plan does the opposite. It would basically penalize older, sicker and low income americans. How about california, a big supporter of obamacare which is still the law of the land. It has not technically been repealed yet. This has not gone through the senate and signed by the president. But, if this changes under the trump care, how would that affect californians . California has been vigilant about being not removing coverage and continuing to provide coverage for the millions of people who were able to receive healthcare coverage under obamacare. That being said, there could be market pressures for california to renew protections and because there could be a potential estimate cut of 24 billion to of 24 billion 100 billion medicaid budget, that would be a huge deficit to have to make up. California relies on federal money to keep the california version of obamacare in place, if that changes, if we lose that 24 billion, california has to make up the difference in that may not be possible. Right, it is a partnership between federal and local government. If we lost huge dollars from the federal government both for medicaid and subsidies, this proposal would change subsidies, based on age, no longer on income. We have a lot of low to middle americans who are getting great subsidies under obamacare and some of those would decrease under the new proposal. The way this works, if you are younger and healthy you would have lower healthcare insurance premiums than if you are older and have history of illness, your premiums would be more expensive to the point where some could not afford them . While there is no official denial of someone who has pre existing conditions under this new proposal the ultimate effect would be the plans charging more if you have a pre existing condition. Heart defects, asthma a variety of different conditions while again you would not be deny coverage, you effectively are denied because you can afford it because your health plan, charging more. Are there projections on how hype premiums high premiums could go . Or someone who is older, their premiums are outof pocket costs at 17a 1700 going up to almost 16,000 for someone who is older and has a health condition. Per year . Yes. You are talking about 10 times that much. Exactly, 850 increase. For someone who has a health and condition, compounded impacts charging more because of age, health condition, and lowering subsidies. What about it making it more competitive, buying insurance across state lines, healthcare costs going down, these are the talking points of the republican saying healthcare would be better under this plan . The reason why the premiums are projected to go down, is because the Health Insurance companies would not have to provide you with a comprehensive benefits they currently require to under obamacare. With that, which again includes ambulatory services, inpatient and outpatient care, things we assume are covered, those are considered comprehensive benefits under obamacare. The way in which the premiums go down, health plans can offer less benefits, what they call skinny benefits. That will lawyer lower premiums, if you are older, sicker and need comprehensive benefits, you may not be able to the offer those. Then, you as the consumer have to kick in the additional dollars to pay for those outof pocket costs. So after the hospital you may have to go out of pay outofpocket for those . Exactly. Thank you we appreciate your input. We will see how it plays out. San franciscos historic alamo state park is open to the public again, with upgrades. The park that rises above the beautiful painted ladies is famous for its views, close last me for a five for a 5. 3 for a 5. 3 million project. Two for the past six weeks weve had problems with increased pollen count, phones are ringing off the hook, patients are miserable, suffering increased allergies and asthma systems. Reporter thats synced to the pollen levels . Two that is correct. Reporter we have a pollen counter, ive never seen one. Only four in california. Can you show us how it works . Its a pollen counter that samples the volume of air in a certain unit of time, what i would like to show you is the air coming in through here, what happens is the air comes in every couple minutes and this is a rotating drum and it rotates two millimeters every hour, this is about a week of pollen data. The air gets sucked in and it sticks on the state that is cocaine coated with this grease. We change the counter out and we take the tape and put it on slides and stay in it and we count the pollen and mold spores. Reporter so you have seen abnormally high measurements . Yes, i was looking at the data for the pollen count and we have had for times especially oak tree pollen, 23 and grass times in grass. Reporter when the pollen and grass starts upon it, it goes from green to brown and you should take your antihistamines and nasal sprays and rinsing with sinuses. We have a probably we have another 23 weeks of high count and then we will get into weed pollen counts. I will say in our area, we dont have as bad of a weed season as a tree and grass season. 23 weeks you might see trending improvements. I have a lot of patients that are continuing medications for the next 23 weeks. Reporter normally we start feeling allergy symptoms, going to that pharmacy and taken a pill. And you know to come here . A lot of our patients have symptoms and fight taking a pill, thats when you need to come cs, if you develop complications in your allergies such as sinus infections, ear infections, asthma or wheezing, chronic cough that is due to the pollen season. You should see an allergist. Reporter good information, interesting as well. Thank you so much. We might have improvements, you might have to wait a few weeks but hopefully that will happen soon. Pollen levels are high right now hoping they will go down. Hopefully, so maybe so many people suffering. South San Francisco, Police Killed a man who was armed with a shotgun. If you been to San Francisco lately youve noticed Traffic Congestion is getting worse. Some blame uber and lift drivers for the problem. Is it time to make the Companies Pay for efforts to manage the congestion . San francisco supervisor think so. She joins us with a fee that is being considered. Why go after them . The people of San Francisco should be required to subsidize these models, we know the investors of the companies are some of the wealthiest people in the world and they talk about the sharing economy. I use these apps to get around, but we cant talk about the economy, use roads and infrastructure for free and not share the profits back with the city you are a part of. I am introducing a modest fee to raise revenue to pay for roads, improved bike lanes, bike parking, assist in congestion management. So Something Like 45,000 rideshare drivers working now, any idea on the number of rights they provide and how much money the fee you propose would generate . Two these are all estimate, these are all estimates, we estimate 25,000 drivers on a daily basis. Looking at the average number of rights they give, this revenue at just a mere 20 . 20 a ride could bring them 27 million. You mentioned some things money would be used for, but i want to go back to the main issue, that is congestion. How would that be easy with this fee . We could use the fee to do more congestion management, improving bike lanes, bike parking, and even look at congestion management models. The idea is to have fewer people hopping in the uber and lift cars, correct . If you are collecting the money for bike lanes . We get more people out of cars and into Public Transit and bike lanes. Which is something we want to see. We are not trying to stop ridesharing, we know its a service that fills a gap here. We do think they should pay and invest profits they make by using the infrastructure and roads for free currently. Have you heard reaction from either of these Ridesharing Services . We havent heard a reaction yet, we have been getting the positive responses from folks that i tire are tired of the conjunction. Congestion. We support the models being here but we believe they should share profits and invest back into the structure. Infrastructure.
