A man is threatening to jump from an elevated platform. This is causing delays. Bart has stopped trains running through the walnut creek station. A bus bridge is now in place between lafayette and Pleasant Hill. We want to bring in a bart spokesperson to give us an update on the situation. As we look at life pictures from sky fox, you can see a large crowd of people. This is all the people waiting to get on the bus. Lets bring in Taylor Huckabee to update us on the situation. Reporter its the last thing anyone wants to hear. About 1 33 pm the man began threatening to jump off of the track there. Weve been negotiating with him to get him safely down ever since. We do have a bus bridge in place between lafayette and Pleasant Hill. Five buses are in place. Were trying to negotiate for more as crowds come in. Were doing the best we can. Taylor we are looking at these live pictures. At the lafayette station. People who are coming from San Francisco and heading toward walnut creek, they are getting off the trains at lafayette, and how long is the wait before they can get on a bus and make the connection . The wait times are veering right now. We are looking at a 30 minute delay right now. Through lafayette, as we try to get people to walnut creek and beyond. There will be delays, there is going to be crowding at lafayette as we try to move as many buses through to get people where they need to go. Taylor you said this started around 1 30 pm this afternoon. Has the man given any indication as to when he might come down, and also bart police just how long they plan to continue negotiating with him . I dont have any details on how long it might take. We want this to resolve as quickly as possible. We do not want this situation to and with any loss of life. I cant speculate on the reasoning for him to be up there, or how long it will take. Were doing everything we can. We have experts on the scene. We are proud of the work they are doing to try to get this resolved quickly and safely. Does this affect the westbound direction as well . Yes, trains are not running through in either direction. If people are coming from bay pointe trying to get towards oakland or San Francisco they will need to board the bus bridge in the opposite direction. What is your advice for passengers who may be in the city trying to get on to bart and head over to the walnut creek area . If its possible to take alternate transportation, please do that because we dont know how long this will take. We know this is frustrating, we are working as quickly as possible. Can you tell us a little bit about how this man was able to access that particular area . Is there anything that prohibits a person from getting to that area . There is nothing physical presenting a person from jumping into the trackway. That is how he was able to access the trackway. Is that person in any danger . The rails have been powered off. We want to make sure that those rails are not energized. The greatest danger seems to be from him wanting to jump from the aerial structure onto the ground. We will be checking back with you a little bit later on as this progresses. The headline here is that bart is not running to the walnut creek station in either direction. If you are trying to get your way from San Francisco or oakland toward walnut creek you will encounter at least 30 minute delays trying to get through that area. You will be taken off the train at lafayette and put on a bus. You will be transferred over at the Pleasant Hill station. This could be a long commute afternoon. We want to go back to the snowpack concerns. And worries that it could trigger flooding as things warm up. Tom baker joins us now. Reporter i asked the California Department of Water Resources how much water in the form of snow and ice is really sitting up on the syria mountain range. The answer could have severe consequences for much of california. The California Department of Water Resources says the snowpack contains 24 million acrefeet of frozen water, as of april 1. An acre foot would cover one acre of land one foot deep. This satellite view shows 2015 sierra snowpack, compared to this years massive frozen water bonnet. The snow packed pack here is huge. Reporter how much water is 24 million acrefeet . California nard nine largest mega dams, combined hold only 20 million acrefeet. Most of them are full. The best case situation. A nice slow snowmelt. That dont overtop the reservoirs or cause serious downstream flooding. The snow probably wont melt enough to cause any catastrophic flooding. There could be some slower flooding. Flooding of land, particularly in the tulare basis. Reporter there are a number of serious risks. Risk number one, the risk is that we get additional high temperatures which we have seen over the last decade. That snowmelt much too fast to handle. Risk number two. If we get a big rainstorm while the snow is melting, together a cause catastrophic flooding. Reporter one lateseason storm that dumps a lot of warm rain in the mountains that melts a huge amount of snow at once. It overwhelms the remaining flood capacity in our reservoirs. You could have flooding in the sacramento valley, in the sacramento metropolitan area, as well as the San Joaquin Valley and the coastal. Reporter stock, and other riverside cities in yosemite are also on the list. Our levees are not in the best conditions all around the state. Reporter tulare lake was once the largest lake west of the mississippi. Farmers trained it to plant crops. The land keep subsiding as they pump out more more groundwater to feed their crops. 34 years ago a similar snowpack flooded hundreds of square miles of the valley. Today many more people live in that area. The land has sunk even more. I think it is a legitimate worry to think about flooding over the next month or two. Legitimate indeed. We will do more on this story in the coming weeks. Chief meterologist bill martin is keeping an eye on the weather. We havent seen snowpack like this in years. I was out riding a bike today, and i was out by morocco way on canyon, and a bridge i go over all the time has now been closed. They have to rebuild this. There was a runoff coming out of the creek. It has messed with the infrastructure. The visual there, there is a lot of stuff that has been compromised. Because of all this rain. Rain we havent seen in more than 1982 in many cases. Some of the rain records go back to 1849. Its definitely just one of those things. If it gets a big rain we get a big runoff we are going to have problems. Thats nothing new. Thats the story of the state of california. It has been and always will be. The water comes fast and furious, in the winter, then at the dry all summer. You get a bunch of snow and then you say what if that snowmelt to fast . We will be doing that dance forever. Heres the system i am tracking right now. The newest member of the court, neil gorsuch joined his colleagues today as lawyers faced questions. The case concerns a gravel playground at Trinity Lutheran church in columbia missouri. The church was to replace the surface with rubber. Its application for a stay grant was denied. The state says its constitution bars using public funds for religious institutions. The decision is expected next month. For more were joined by david levine. What is the issue here . A playground surface doesnt seem like a religious issue to me . The problem is in missouri, as in many other states, including california, there is a law that says you cannot give money to religious institutions. In this case Trinity Lutheran church runs a preschool but is definitely part of its relations religious mission. Can you give the money, if they have money for the playground surface than they can take some of their other money and use it for religious purposes. A religious institution doesnt pay taxes. That is part of it. Also the question is whether you are establishing a religion and violating a first amendment. Theres a delicate line. Had you think justice course which will vote on this . Hes going to support trinity church. What was interesting is its been sitting around for a long time. They took review of the case before justice clea died. The case has been waiting and waiting. Everybody thought they were waiting for the next justice. As the oral argument played out it looks like a six or seven of the justices are going to agree with Trinity Lutheran church, as in fact the state of missouri has now come over to that side too. Its going to be less of a block buster in terms of justice course edge deciding case that we thought. Upcoming cases there is a san diego concealed carry issue having to do with guns. What is that all about . What that is about is the ninth circuit a few months ago issued an opinion supporting san diegos rather strict rules about getting a concealed carry permit. That case has been waiting for review in the Supreme Court. Again, the Supreme Court has been waiting for the new justice to come on board. He will participate on friday in his first conference. In a conference the Court Decides which cases to hear. If four of them, including justice course edge, lets say the san diego case comes up we will be able to say which way it will go. Judge fletcher of the ninth circuit wrote an opinion that ought to appeal to somebody like justice gorsuch. Judge fletcher went back to the 14th century and showed that the rule and practices, the concealed carry of different kinds of weapons has been restricted. If gorsuchjustice is going to be true, he should support judge fletcher in protecting the second amendment. Going way back in time on that one. Thank you for your insight. There are a lot of factors. One of the big ones as cars and transportation. We obviously have a lot of cars on our roads. Thats leading to it. Also woodsmoke is a large source of some of the small particles that are in our air that go into your lungs. The fact that california is a popular state to live in and is booming, do you think thats leading to an increase in the pollution . How concerned are you about that . Definitely having more people leads to more cars on the road and more housings being developed. Thats a concern. Overall we do have good news, the air pollution rates are going down. We have really strong lies laws in place. Thats important to note as well. Certainly the number of people in the bay area is a contributor. Not all of the news is bad. There is goodness in San Francisco. San francisco and some of the coastal areas benefit from having cooler weather. There are areas in the bay area that remain really impacted. Some of the southern areas, santa clara, some of the areas like contra costa and alameda have really bad air quality. What do you think needs to be done at this point . Were looking at a mix of things. Drive your car less, look for electric vehicles. Maybe take Public Transit instead of driving your car. Also looking at political solutions. At the policy level, or at the state or local or national level. You are concerned about this because this does affect the health of so many people. There are so many vulnerable populations to air quality. One of the big populations is kids. Their lungs are still developing. These particles in the ozone can really impact that growth.
