Says the massive bomb was dropped eight hours ago on an isis tunnel and cave complex right there behind me in the nangarhar province, not far from the border with pakistan. We have incredible leaders in the military and incredible military. We are very proud of them. This was another very, very successful mission. Reporter the United States dropped its most powerful conventional bomb in eastern afghanistan today. The bomb, which has never before been used in combat targeted a system of tunnels and caves believed to be used by isis as that terror group moves into territory once known to be occupied by alqaeda. The United States takes the fighting a gains isis very seriously. In order to defeat the group we must deny them operational space, which we did. Reporter known as the mother of all bombs the gbu43 weapon wons veiled in 2003 and weighs 21,000 pounds. It is the largest nonnuclear bomb in the u. S. Arsenal with a blast radius of roughly a mile, designed to explode above ground, killing its targets through a shock wave. I cant say that this was an immediate outcome of any conversations we had with the Afghan Government. I think its part of our ongoing efforts. Reporter President Trump touting his administrations amped up approach to fighting isis. If you look at whats happened over the last eight weeks and compare that really to whats happened over the last eight years, you will see theres a tremendous difference. As for how much one of these bombs costs, about 16 million. And the one that dropped was part of a goop of bombs that cost 314 million to develop. For more on the potential fallout or support for this bombing im joined by the professor of politics and middle Eastern Studies at university of San Francisco. First of all, what is your reaction to what happened with this bombing . I think it is indicative of the trump administrations policy of giving the military as wide a latitude as possible in terms of military operations. Of course the military likes to use all their fancy toys, and this is one that had not had a chance to be used yet, and this would be a Good Opportunity to do so. What do you know about the area where the bomb was dropped . Were talking about basically the pakistan afghanistan border, which going back to the beginning of the u. S. Involvement is where we were told Osama Bin Laden had been hiding out. In many respects its been kind of a game of game of whack a mole. Isis has arisen, other taliban factions have been springing up elsewhere. Of course isis did not even exist until the u. S. Invasion of iraq. Indeed it was a direct outgrowth of the u. S. Invasion of iraq. Though the military has been quite knows their stuff in terms of what they want to accomplish in terms of strictly military operations, i think unless we look at the underlying political issues, this kind of Counter Insurgency war could go on indefinitely. One of the arguments for the growth voice is was the u. S. Military pulled out of iraq and the Iraqi Government didnt want american troops there any longer, and it was that vacuum created by the lack of security by American Forces was one of the reasons for the growth of isis. But getting back to this particular bombing in afghanistan, how effective do you think this was psychologically when you have a bomb that can do such widespread damage, can create such an impact both in real terms and psychologically some is that going to have any kind effect of on isis . Its hard to say. The United States has been unleashing enormous firepower on afghanistan for 14 years now. And the insurgency is still there. I think a lot of it has to do with the failure of the Afghan Government to due to the corruption and factionalism and other problems to really be able to create political conditions for people to rally around it. And as a result, given that afghanistan has always been a very factionalized tribal country where they tend not to trust outsiders, a situation where i can see that i really dont see how more firepower alone is going to do much to curb isis, taliban, or any other armed group in that area. We have a president that is trying to unilaterally try to use federal funds to essentially extort jurisdictions to make them do his bidding. Reporter Standing Shoulder to shoulder and four rows deep members of the Santa Clara County community all united in their opposition to the trump administration. 1. 7 billion in federal funding could be denied to this county because county officials of all stripes refuse to help immigration agents enforce existing federal law. The loss of federal funding is not just an immigration issue. Its an entire community issue. Seniors, families, children, your neighbor. Bart discounts have been avoided by unexpected money cor at the vee the legislature. Tom vacar joins us with details. Reporter the budget blues got a whole lot better because when the state legislature elected to send bart a bone, they actually sent them a prime rib. A bill will provide 16 million unexpected, and that will cut barts deficit almost in half. That means that we can take off the table the service cuts that we had considered as part of the solution to the budget and also some of the fare increases that we were looking at. Reporter so if the bart board agrees, anticipated reductions in very Early Morning service will not happen. Its wonderful that theyre not having to cut these services. I hope they can expand on them, and maybe increase them a little bit. Reporter the 65. 5 discount for seniors and disabled will remain as such and not be cut to 50 as was anticipated. However, the Student Discount will be cut to 50 but it will be expanded to all students up to age 18. Bart says this will bring Student Discounts in line with other bay area transit agencies. A lot of students struggle financially and they are already struggling with school, the cost of living, so i think that bart should continue the discount. Reporter finally, those who buy the traditional paper ticket will pay a 50 cent surcharge for every ticket they buy but no such surcharge if they simply switch to the far more efficient electronic clipper card. I guess wherever we can help, if thats what it takes to keep the couches and running for those individuals, then it is only 50 cents. Reporter one rider had this to say. Bart just needs to manage its resources properly no matter where they come from. I would like to see more of the funds spent on the infrastructure and the customer and less on the management. Reporter a british rider put her bart fare in more international perspective. To the distance that i traveled i actually think it was a very economical fare compared to london where i would probably pay twice as much. Reporter now, none of this becomes effective until the bart board votes on it in two months but they want to roll it out and get more feedback before they make any final decisions. We do get those thunderstorms that pop up and thats happening right now. As far as the current radar in the bay area it is quieting down. From morgan hill to gilroy we still have a few showers. Right around 101, still some wet roadways. Closer to san martin, as we move the map to the north not as much coverage. Just a few clouds. I think its important to know who russia is on the side with and where they stand. It draws a huge contrast. Reporter those comments just one day after secretary of state Rex Tillerson and russian president Vladimir Putin met in moscow with the kremlin announcing the meeting did not produce any positive shifts. Much of the tension comes as a result of syrian president bashar assad, a russian ally, using chemical weapons last week against his own people, prompting the president to launch retaliatory strikes, and for the First Time Since that attack the syrian president weighing in. Definitely, 100 . We dont have arsenal. Were not going to use it. And you have many indications, if you dont have proof, because no one has concrete information or evidence. The u. S. There can be little doubt that the recent attacks, the chemical weapons attack was by the syrian government, by the syrian regime, and that it wasnt only a violation of laws of war, but it was, we believe, a war crime. For more now im joined by ktvu legal analyst Michael Cardoza. Everybody is talking about this. The video tough to watch but seen on multiple platforms. It keeps playing over and over. How critical is that video to this case . Its very critical. It shows what happened. United has to stop this bleed. Theyre getting horrible publicity. Even in china people are upset. This is not just here in the states. Its worldwide. So united would be best served by going to them and getting this settled very quickly. Of course theres no doubt, many people believe that david dao has a real case here, a real civil case. Obviously weve heard about his injuries, a broken nose, Reconstructive Surgery due to some sinus issues, emotional damages obviously a big thing here. But do you think both the chicago authorities and united should both be sued in this case . They should both be sued because the way they took him off the plane was horrible. Weve seen it. Everybody has seen it. But, you know, i couldnt help to think to ask united, what were you all thinking . Why did you not keep all the people off the plane, dont load them all on and then go, golly, were going to take a couple of you off, four of you o. Well do it by lot. No, keep them off the plane, get that settled before you push them onto the plane. Then who did they want to replace the four passengers they were going take off with . United employees. Youve got to be kidding me. That upsets people. But whats the case worth . I think a lot of people been upset also by the ceos response saying, you guys need some better pr, or you need to come up with a better statement because this is not kitting it. What people are saying, its corporate speak. Cut the baloney. You made a mistake, you messed up, now what are you going to do about this . Its killing their business. It could destroy united. But united has to make the decision. Do we stop the bleed . Do we sell . Or do we send this to a jury . Now, a jury could very emotionally, and they will decide this case. Good attorneys will slow that boat a little and say but, yes, wait, a concussion, a broken nose, maybe some Reconstructive Surgery, but whats all that worth . My next question is, will the state of illinois allow punitive damages . Thats what would be really scary for the airlines, because once you give a jury punitives, that means were going to punish the airlines, boy, thats open season. That will scare the holy heck out of the United Airlines. But i dont know if in illinois they will allow that to happen to get to the punitive part of it, if they can file that. How much is too much for a settlement . Were talking dollars. I think in a case like this were talking in the millions of dollars. And it would i mean, think about it. They offered vouchers to people for 400, 800. If they had offered more, maybe they would get it done. I wish we were back at the getgo and we could say, all this publicity no, were not doing that. How about 1,000. Its done, hes off the plane. Its not like youre giving him money. Youre giving him vouchers, and they sometimes have restrictions. You cant fly on monday and friday. Its all crazy. Thats something that i think weve learned from this that we as Airline Passengers dont have many rights. And if they our vouchers, ask a lot of questions. Are there blackout days some when cain fly . Is it just in the states . Can i go abroad with it . So youve got to look at the from a passengers point, youre giving me something, but whats it really worth . So we can all learn something from this. The discussion will continue. Boy, will it. Always a pleasure to have you here. Thank you. Great stuff guys. Despite the record amount of rainfall weve had this winter firefighters up and down the state of california are preparing for fire season. As vicki nguyen reports in Central California training has already begun as officials prep to keep communities say. Reporter although we dont get to see any smoke or flames they do make this as realistic as possible. Each morning, just like a real fire, theyre going to pass out these incident action plans. Theyre calling this the san marcos fire. Firefighters take wild land fires seriously. Theyre unpredictable a and often requires multiple agencies to Work Together to put them out. Were just trying to get firefighters situational awareness. Its been a long winter. Weve had a bunch of rain. Fire and emergency agencies throughout Santa Barbara and San Luis Obispo county participated in a simulation near the San Marcos Pass wednesday. Even though it was just a drills, firefighters acted as if it was the real thing. It was just an opportunity to get Peoples Awareness up and get them focused on whats going to. What they roll in they see that sign, thats what they are going to see in real life. Real quickly, i just want to make sure reporter the drill started with a briefing with leaders updating firefighters on whats happening in their plans to attack the fire. The agency split up into three groups rotating between different zones. In zone 1 firefighters trained around a helicopter, learning how to shut it off if a chopper were to crash. You want reporter this year training for an incident within an incident was added to the drill. We recognize although theres a big wild land fire, and thats our main off in, controlling that wild land fire, the majority of times theres additional emergencies, or what they call incidents within an incident, such as a Traffic Accident or injuries to a firefighter or the public. Reporter the last zone focused on skills firefighters would need to defend homes near the path of a wild fire. In this case, homes on meadowlark lane served as a Training Ground for firefighters. Apple has reportedly hired a number of biomedical engineers to develop a device to help diabetics track their blood sugar levels without piercing the skin. It involves sensors that shine a light through the skin. The project is in its fifth year. More than 370 Million People suffer from diabetes world wide. Other Tech Companies are also said to be working on similar product. This could bea game changer in the medical world. Joining me now is ktvu medical expert dr. Larry. I think i know the answer to this, but this is a big deals, right . This is a really big deal. You mentioned hundreds of millions of people worldwide and millions of americans have to check their blood sugars three times a day. This is dr. Amir moussa. He works with me. He is diabetic. He has been check his blood sugar for how long . About 15 years. 15 years, three times a day. Hes got some little sticks, because he always does this. He switches hands. Its painful. Its one of the excuses we get of why people hate being diabetic. If you had a device you could put on your finger or your i watch that would be very helpful. Lets take that further now. I guess it does interface with the iwatch. At least thats what i heard. Talk about. That. These apps and devices, for them to kind of bring all of this medical information together, imagine if you had a device that could do your blood pressure, your blood sugar, maybe even your cholesterol. All these things that we follow with sometimes invasive tests like blood tests, getting your blue, even cat scans, this is something that could do it and put it in one place. It makes it so much easier to track it. Its ultimately better for patient care. Im sure it would translate into saving lives. I understand the idea actually came from the late steve jobs before he passed away. He got this started. I have no idea where this technology came from or how theyre getting it to work, but its certainly exciting to us in the medical profession. We wanted to show you, frank, weve got the current blood sugar monitor and how have to stick your finger. I wanted to do that real quick. Absolutely go right ahead, doctor. So this the device right here. And dr. Moussa is going to go ahead and stick my finger. Im a little bit afraid. Im not going to lie. Squeeze a little blood there. And what do we do . You take that and put the blood right over there, and it takes it, and it will show you your blood sugar. Lets see if we can show that to you. It will show you the blood sugar in five seconds. 10 1. I just ate something a little bit ago. It didnt hurt too bad. It was kind of like a light rubber band but enough that three times a day that would kind of get old and annoying. How bad does it bother you now . Well, ive gotten used to the, but some device that would be able to put on my wrist to show me my blood sugar trends would help me with my insulin use but my overall diabetic care. You would be pretty excited about it. I would probably buy another iwatch. I was going to say, if you are a diabetic, thats something ive got to have, right, doctor . Definitely. I would imagine it would probably get covered by insurance and it would be that superior to what weve got now that everybody would get it. Well, both doctor, we thank you for your insight, and hopefully apple can get this on the market and help out a lot of diabetics out there. Great stuff. Thanks, guys. Thank you. So a bit of some iffy weather today. Some rain, some sunshine, not really making up its mind, but we cant put the umbrellas away just yet, right mark .
