Police came from a Family Member asking for a welfare check. The house is on 35th avenue in sacramentos land park neighborhood and information was that there was suspicious circumstances and the residents needed to be checked. They knocked at 7 00 a. M. But no one answered. When the officers made entry they found four people dead and later this morning, San Francisco police assisted Sacramento Police in making an arrest in the westportal district and the suspect connected was taken into custody at golden gate avenue, theres stilled a Police Presence outside of an apartment complex in San Francisco and in sacramento. Theyre the ones taking photographer, the crime scene investigators, theyrlifting the fingerprints and looking for evidence that might determine more for us. The homicides dont appear to be random and believe the victims are known to the suspect. Police didnt release information on the victims. We dont have any confirmation on age or relationship to that home. Police havent released how or when they were killed. Also, missing, the motive. Sacramento and San Francisco police have not released any information on the person they took into sudden this morning in San Francisco. Or confirming there was a second detainment. All right, lee martinez with that, and live in our newsroom. Two men held as heroes as they thwarted a kidnapping. And they found their suspect,27 yearold of San Francisco. Were joined live from San Francisco with more on how Police Caught the suspect so quickly. This story was really about two neighbors who stepped in to save a little girl and were observant enough to get a partial license on the getaway car. And its about the Police Officers, last night they were on their game. The victim screamed and the witnessed pulled the victim out of the car. A neighbor surveillance camera showed a black vw passat speeding off moments earlier the victim screamed and the witnesses pulled the victim out of the car. The witnesses, two men who didnt want to appear on camera being hailed as heroes. They got a partial license plate number and within 6 hours, the Police Officers spotted the vehicles at apartments near sf state and they arrested the suspect. He was taken into custody at 1 00 a. M. And when he emerged from a residence. He attended a college in san diego and has an engineering background. He was driving into the station to talk to them. He was not given a lawyer. He was read his miranda but said he was drinking and smoking marijuana. And he was out of it. His mother said her son was not mentally healthy. Heres her reaction about his arrest. What do you think . I feel like [bleep], like thats a question, you feel like the worst mother in the world. Im not going to someone, thats not a fair question, no i knew i was housing a closet rapist in my house. Can you tell me about [indiscernible]. His arrest was welcome news for those people who live in west portal and that i have been on edge since yesterday. Meanwhile, hes facing charges on kidnapping and assault with intent to commit rape on a person under the age of 18. Now crews rescued a man who plunged off the road. A man drove into the ravine, thats at noon today. Thats in the manin county and sky fox was overhead. And they got him out of the car and into a helicopter safely. The driver was the only person in the car and may have called for help himself with a cell phone. No word on his condition tonight. Now to a major setback to republican efforts to overhaul the healthcare law. Gop leaders delayed their vote after it was clear there was not enough votes for passage. Conservatives pronounced there was no deal after meeting with President Trump at the white house. House Speaker Paul Ryan found himself in a catch22 when it comes to replacing the Affordable Care act. The speaker working hard in the 11th hour to appease members of the House Freedom caucus but those negotiations sparking backlash from more moderate republicans. This afternoon, the splintered factions were far from reaching a deal. The president will decide on what happened here. The centrist republicans warned theyd lose coverage under the repeal bill and they dont like obama care, its better than the American Healthcare act. Democrats meanwhile, remain opposed to the gop plan. I dont know if you call this a rookies error. The growing threat to bail on the new bill comes as President Trump met with the nearly three dozen members of the freedom caucus. Their biggest demand, the American Healthcare act repeal more of the insurance mandates of Affordable Care act to lower premiums. This is a Sticking Point they hope they can come to an agreement on but theyre still hashing it out. Its a balancing act, but we continue to make progress every day. Once again, fox news learned the house healthcare vote wont happen tonight as lawmakers continue to scramble to come to an agreement. And now that we know that a vote on President Trumps bill is delayed, we have reaction from democratic east bay congresswoman barbara lee and were joined on the phone with her. Give us your reaction being postponed . I think that shows you what disarray the republicans are in and the longer its delayed, the worse the bill gets. Theyre negotiating healthcare for 20 Million People but the latest change under the Affordable Care act, we put in essential Health BenefitsLike Emergency Services and pregnancy and newborn care and Mental Health and Substance Abuse and prescription drugs, those are part of the essential Health Benefits. Those are just gone in the last negotiation with the freedom caucus. The longer they delay and scamble, the worse it gets and hopefully the moderate democrats will say, theres no way they can do this. Its heartless. And youre outspoken about this, is there specific that concerns you most . What concerns me is that theyre taking away healthcare from 24 Million People and giving a 600 billion tax cut to the very wealthy millions and billionaires and theyre requiring lowincome people, and the middle income to pay more for less. And thats outrageous. Theyre totally defunding planned parenthood, womens access to healthcare. Thats just gone. They zeroed it out. So is the whole bill is a disaster. But more than that, it really reflects their values and these are values that are unamerican and theyre immoral and theyre very costly when you look at what theyre doing. In terms of Economic Perspective and just how many jobs are going to be lost in the Healthcare Service industry. This is a terrible bill and they need to end it and stop trying to repeal and replace. Go back to the drawing board and make the fixes but dont deny health care to people that rely on it, its a matter of life and death. Thank you for your time. Nice being with you. To the latest information on the terror attack yesterday outside british parliament. A 75yearold man that was hit by the suv driven by the suspect died and one of the People Killed was with his wife melissa was from utah. She was ails injured, seriously wounded. The attacker shot and killed by police is 52yearold, the british born man had a history of arrests and weapons charges. Some years ago, he was investigating by m i15 in relation to violent extremism and the case is historic. He was not part of the current intelligence picture. Police in the u. K. Said eight people have been arrested in connection and theyre not being identified but the ages range from 2158. The mayor making a plea to landlords in the south bay to make Units Available to victims of recent flooding. And the heard the Intelligence Community apologizes and the very latest is coming up after the break. Fter the break. Nice break in the rain for today but another system developing offshore. Talking about heavy rain in your friday forecast. Well break that down next. House Intelligence Committee yesterday triggered a firestorm after he bypassed over members and talked about findings that member of the team were inadvertently under surveillance. Bay area congresswoman jackie spear and those are questioning his role on the bipartisan committee. The house Intelligence Committee now wrapped up in two politically charged investigations that may be related. Chairman m un oz made waves yesterday. Amidst the monitoring of foreign agents and he apologized for not sharing the intel with them but some say its not enough. Theres grave questions about his objecttivity and were going to assess whether or not we feel confident that he can continue in that role. But hes sticking to his guns and refusing to share his sources. Weve had many sources who came to the committee and some dont want you to know and anyone to know who they are. The political backandforth continues with the white house saying that it vindicates trump but some say theres no evidence of him being wiretapped by president obama and these revelations are not connected. He over shot the mark, he shouldnt have said that, he was not wiretapped. Not clear if the house intelligence will continue their investigation or if congress will appoint a special committee to continue the investigation. And now state congressman, via the telephone and youre part of the committee. What is your reaction to this . His actions betrayed the constituents, this is a trying time for the country and he should have shared any information he had with Committee Members and never should have shared it with the president and his campaign is subject to a Counter Intelligence investigation. For me, this committee is one of the committee is a fulfilling thing. And this is a setback. Tell us about the apology, mr. N un ess had to be pressed to bring it up. Were waiting to see if hes going to show us the evidence that he showed first to the president. Thats what we want more than anything. Right now, our investigation is on life support. And this is the more reason to have this. And every democrat is on board with that including miss. Spear and one public joined us but this is a comprehensive way to make sure it happens and now an insurance policy against a congressional investigation. I want to see what hes willing to show us and show us its an aberration and not the tenor of the investigation. I was a 20yearold intern when september 11th happened and its a memory ill never forget. And they came together and did the hard work of making sure never again would we be attacked that way and that included an investigation in congress and an independent commission. Russia is the only one who is winning in this. And this is deeply dividing us further. Earlier, you talked about forming an independent commission to take this issue further, how will that happen and is it a possibility . The legislation is written and introduced and modeled after the september 11th commission. I met with lee hamilton and he said do everything you can to make republicans comfortable so im having private conversations and we see it as a unifying opportunity but now, its pretty, its pretty setback as far as getting to the truth an assuring the american p people. We want to thank you for your time and your i insights. A month after the san jose floods, hundreds are still unable to return home. To all of those who what an extra room or apartment or a spare back unit, to make it available. Today, the mayor joined social Relief Agency in a plea to make Units Available. 4,000 units have been cleared but 500 families need short term housing. The owner of one mobile home mark is making 20 Units Available. Its an ideal situation as shortterm. Its not just a spot. Its a home. Most of the appliances are good. Well help people in need. And in discussion with the city and hopes to have them moving in soon. Theres a website for those interested in participating, www. Sec. Housing search. Com. Potent storm system, and today nice to see the sunshine and a brisk wind and the high clouds move in over the next few hours. Looking out towards San Francisco bay on the satellite, you can see whats happening already. Rainfall to the north and around the cape and here, thats a frontal bend and the source of heavy rainfall and up in the north bay. For tonight, theres even the possibility of scattered showers in the north bay and clouds into the region. For santa rosa and portions of mendocino county. The clouds work in and temperatures right now are in the upper 50s to the lower 60s. San francisco, a cool 55 and livermore, 61 and san jose, 64, live camera, we showed you the clouds on the satellite and heres the real deal, working their way into the north bay and scattered high clouds over the next 12 hours and rain fall and increase in wind. Overnight lows, not any cold numbers, mainly in the 50s but a factor for the morning commute and also be ready for stronger winds. Sky cast shows that in San Francisco. 7 00 a. M. , more rain and the heaviest time, 12 00 p. M. Tomorrow and then on track to reach the 60degree mark and showers likely. A big range in rainfall expectations, halfaninch in the south bay and three inches for the north bay and the mountains. Winds at 45 and the sierra snowfall, totals have been bumped up. The possibility of scatteredded rain showers as we take this into friday. Look, rain increases and this could be heavy at times an an urban flood advisory. And much different for friday. And well talk about the weekend outlook, thats coming up, it more rain showers as well. More in a few minutes. Lots going on on capitol hill. Sitting down with political analyst james taylor to break it down, well be right back. Back. Several headlines from capitol hill as President Trump works to pass a new healthcare law. This is an investigation is underway into surveillance of his associates. We have james taylor here with us. We appreciate it. We understand a vote could be tomorrow even though it was delayed today. What does it say about the state of the gop, whether they can get it passed . Overwhelming majority in the legislator. They should be able to usher this in with no problem but there are competing interests that the Congress People have against the republican partys interest and the trump agenda is different from the National Interest and they cant assume theyre going to be on the same side. Look at jimmy carter and bill clinton, they had congressional majorities but those parties frustrated them more. You need a compromise among the republicans. That is what we see. Theyre trying to negotiate in the 11th hour and theyre going to lose, if they voted today. It would have been voted only, they would have lost. Theyre trying to save face and represent them best. And today is the 7th anniversary of president obama signing the Affordable Care act. Is this a blow to the president . This is the wheeler and dealer and if he cant deliver this, it reflects on his politics and government and lbj was famous for this 11th hour coralling to get the votes. But donald trump, he thinks personal he can get this alone. His presidency is off on an awkward step and he has to project strength and he doesnt have it, donald trump is that weak president and being setback on the Affordable Care act or American Healthcare act will weaken him further. And the surveillance controversial . We heard from Eric Swalwell saying he apologized and he wants to see the proof. Do you feel like the apology was enough . No, its the step in the right direction and cleared the air, nunes recognized there was a problem. And it was inappropriate conduct, so its a real problem. But i think the democrats will continue to press on this until they get something that they can attach themselves to. And the idea is to weaken donald trump as president. Unfortunately, if youre the opposition to prevent him from carrying out his agenda and thats what the democrats, only thing they can do. Theyre so overwhelmed in terms of being a minority part. So they frustrate the agenda by these criticisms. James taylor, appreciate your insight. Thank you. Thanks, two paintings were feared lostfore lost forever but theyre found. Last november, california voters went to the polls and proved prop 57 for parole consideration for nonviolent felonies and allows for good behavior. And explaining the problem in this segment two report. The killing of an 8yearold struckat the core of the california conscience. A hideous crime committed in an apartment complex, made bewildering because of the a accused, the 15yearold neighbor. He knew the victim and the accused. He was charged as an adult for killing and sexually assaulting her but he hasnt been brought to trial yet. He needs to be tried soon. He should have been tried already. What is the hold up . Its tied to improve the judicial process. And the prop with 65 of the vote, in part it mandates juveniles receive a transfer hearing. Now its between 36 months added onto before would have been a couple days. It slows things down. The d. A. Is also president of the states District Attorney association, he said the addition of the transfer hearing has the side effect of slowing proceedings to a crawl. A small inconvenience, it has two such cases but in contra costa, 20 cases and in santa clara, 40 cases, the highest in the state. Those hearings necessarily occur many weeks down the line. Because of the amount of information that is gathered to the courts. The court makes a decision. The assistant d. A. Supports the prop 57 and admits its what failings, especially in gang cases, that has more than one defendant. He was shot four years ago. The alameda d. A. Charged 20yearold Christian Burton and it has six teenage defendants. Three are tried as adults and three in juvenile hearings. You have one of the individuals in juvenile Justice Court and one in adult court. Critics say it lengthens a long process but it forces victims and witnesses to testify multiple times at transfer hearings and at trials. Some have raised red flags of the early release. Still, prop 57 has defenders. Im an example of what smart policy does. If it wasnt for certain changes, i wouldnt be out here. Prop 57 is one of those smart policies. Hes a former gang member and works with a nonprofit to try to cut the prison population in half. In 1996, he was convicted for participating in a Southern California gang murder. 17 years later and now living life a free man, he said prop 57 can offer other Young Offenders hope he didnt have. Now it may keep some of our children in the Juvenile Court and not give them an adult sentence and why thats important, we dont want to throw away the kids for the rest of their lives. It provides more social services for juvenile defendants because the focus is on helping them turn their life around. An enticing option for Defense Attorneys who have another venue, but the families and friends of victims continue to wait for justice to begin. When i started, you could get a case through the system within 6 months to a year, and now one to two to three years. Its not efficient now. Today, the District Attorneys association met with the criminal justice staff to discuss how implementations to the regulations can be done productively. And theyre looking at notifications in early parole hearings. They want to make sure they have a process. Beyond those notifications, what, if anything, else can be done to speed up the process . Well, one of the things that they want to try to propose to limit and remove continuances. The a. J. Gonzalez case was supposed to start last month, the trial, hes supposed to be in court tomorrow, i got off the phone with his public defender but thats going to be continued to prepare a report for the transfer hearing, thats another six weeks before they get the report in and then the judge schedules the transfer hearings. Another two to three months additional before we get to the transfer hearing before we can decide which court hell be tried in, either juvenile or adult court. Thats where the lengthening of the process is. I imagine, there are people lined up to fight such an approach, right . Yes, advocates are not going to let it happen. This is the most critical point in the process for juveniles, they tell their lawyers to treat this like the Death Penalty phase of a regular trial and they want all legal avenues exhausted. It behooves them to keep them in the Juvenile Court system. Its more conducive as opposed to adult court, its a search for innocence or guilt, well, guilt, and punishment of a crime. As opposed to trying to rehabilitate. They want to try to make sure their defendants stay in the juvenile system. Hes coming up on his 18th birthday soon so his attorney wants to make sure this case gets moving before his client turns into an adult. What a process, good work. Live in our south bay bureau. A live look now at San Francisco city hall. Empty now, but people will be packing it for a special event in a few hours. Well speak with heather holmes, shes going to be mc the serving hope benefit. Hope benefit. A break in the rainfall and sunshine but clouds working their way into portions of the bay area. The heaviest downpours, and the weekend outlook is coming up. In a few hours, hundreds gather at city hall to celebrate the work of the st. Anthony foundation. The dining room has been serving meals to those in need and the countless volunteers that make it happen will be recognized. Were live with some of the personal stories of those touched by st. Anthonys. And countless stories from those who not only benefit from the services but also from the countless volunteers who make it happen. Tonight, its going to be celebrated here at the city hall and if you look around, theyre putting the finishing touches on things and the teal is representative of the colors and many are familiar with them and the services they have. But its the volunteers that make all of it happen. And were going to toast it tonight and the hundreds that gather are going to watch this special video. Its a moving video. And the volunteers explain why they want to serve. Listen to this one woman, i was in tears. Its important to serve, i recognize that migrant mother came here receiving help. Its just important for me to say thank you. To all strangers who helped my mom. And for me to be in this position now, and i just hope it continues through the world. If that doesnt get to the core of what st. Anthonys, and now the executive director, i cried when i watched that and heard that young woman talking about her sense of purpose, these volunteers are so special. They are, you can tell it comes from the heart, so were coming to the heart of the city to celebrate the heart of the city. The heart of the city, many like her who care about the people in need and they come to st. Anthonys and help us do our work. City hall, its a city issue and a government issue but the people here feel these are brothers and sisters, its a Community Coming together to solve an issue. We were talking about how your focus has shifted over the years. Talk to me about the changes that st. Anthonys has made. Were more responsive to the changing need and twice as many women using the services and we adapt to make sure theres more room for women and the connection between human beings. Great to be here. A tremendous evening and here to celebrate and refocus what st. Anthonys does and what the city can do to help those most in need. All right, well done, have a good night and toast those great volunteers. Weve got rain coming. Lots of it. Real rain and talking about spring starting, but this will remind you of winter. A potent cold front coming to the bay area. We could have delays at sfo on the arrivals tomorrow as the storm moves in and the main focus of the rain is up to the north. Up on the north coast and around the cape and green showing up here and its not reaching the ground yet but over the next few hours up to 6 00 and 7 00 well bump up the showers chances and up in portions of sonoma and current temperatures, 50s and 60s. And San Francisco, 54 and wind speeds, theyre going to pick up, right now, around 1013 milesperhour and more reports from you towards sfo, a wind around 13 milesperhour. Live camera out towards the golden gate bridge. Its changed and putting the clouds in there and more clouds in the forecast for tonight and into tomorrow. Heres that frontal system, heavy rain will be focused up in the north bay. But for the santa cruz mountains, rainfall, halfan inch to three inches and this will be a factor for the friday morning commute. Theres that big rainfall range, the rates pick up, 9 00 and 12 00, talking about heavy rain and scaling back 6 00 tomorrow evening and then 9 00. Storm series, active weather pattern out here and thats typical for this time of year. We could track potent storms. The next storm, saturday will be a break and then heres the next one into sunday with rainfall picking up by sunday afternoon, and into sunday night. Here we are at 11 00, the possibility of scattered rain and thats up in the north bay and friday morning, between 5 00 and 9 00, rainfall increases and 1 00, heavy rainfall and heads up, for the santa cruz mountains, well scale back by tomorrow night and setting the stage by saturday, clouds and the slight chance of a shower. Sierra, a winter storm warning and snowfall, conservative estimate, 1015 inches around 10,000 feet and temperatures for tomorrow in the 50s and 60s but the big deal is rain for the morning commute. And the afternoon commute. Saturday, the slight chance of a shower and then rain on sunday, hoping for a dry, warmer pattern, eye on tuesday and wednesday. You can move or wait a few days. That might be tuesday or wednesday. Up at tahoe they said no more snow. Amazing, it felt like spring up there. I was there. And then now, back to winter. Amazing. Perfect, thanks mark.
