The gop bill would switch out the current insurance subsides for age based tax credits and it will phase out the Medicaid Expansion that has brought coverage to lower income americans in 31 states. The Congressional Office says in addition to the 14 million that would lose coverage ten million more people would be uninsured by the year 2026. Theres good news for supporters of this bill. It would lower federal deficits by 307 billiondollars due to the reduction in medicaid and premiums would rise in 2018 and 2019 before declining by the year 2026. Before the town hall the overwhelming majority showed opposition to the republican replacement plan for obamacare. I hope it would convince the republicans that this is unworkable plan. However, i think that it is most important that we keep the best of the Affordable Health care which is provided access to 40 million americans. I think for the most part, everyone can benefit from a free market and if we have the means and a lot of us have the means, we should be able to go out and make it a competitive market. States will lose billions of dollars. Well new information this afternoon on a controversial arrest by vallejo police. It was caught on video. An investigation under way in the actions of that arresting officer. Our Crime Reporter report henry lee has been following up and we heard from the Police Department and the chief. New details emerging about the suspect and the officer involved in a confrontation captioned on cell phone video. It is not the first time the officers use of force has been questioned. It is confirmed that the in this video is a former marine that has been with the department for two years. In this video taken friday the officer is seen chasing after 23yearold da juan hall that sits down on a median near the vallejo gas station. The officer tackled him and angering onlookers. He punches the officer and then with a flashlight. The officer yells at him to give him his hands and you can hear him he is using excessive force. After a backup officer arrives calls repeatedly. The officer points the gun and hits the suspect. The police chief says the department is investigating. He said i have complete confidence in our internal Affairs Division and use of force experts that will conduct the investigation. Upon completion i will review the entire investigation and personally make a final determination. I spoke by phone to don cameron that teaches Police Tactics and says the officer used the appropriate amount of force. People dont realize that number one, this guy is probably not searched and they dont know if he has a weapon or not. I would say that officer basically did what he was trained to do. The incident happened after the man was acting erratically. Hall tried to buy a bus ticket but his credit card was declined. He threatened a clerk. The clerk said she knows the officer well. I dont know what he did was wrong. But i dont know if it was right. I dont receive the training but i do know he is a nice guy. I have heard that officer munoz was accused of force last year. The man filed a lawsuit saying that he was hit with a flashlight all over his body. That lawsuit is still pending as far as dejuan hall. The man arrested booked on suspicion of being under the influence of a controlled substance and threatening police with force and resisting arrest and a probation violation. The water rescue crew gave him Emergency Medical Care and officials have not given the mans name or his condition. Scattered showers in the forecast at least for portions of the north bay. Well it is Technology Used by several of the bay areas largest cities. Officers in oakland and San Francisco use shot spotter to help them to track gun spots. So does richmond. We learn that there is a push for more cities across the state to it. Oakland has gunfire technology. If you are not familiar it is a system of sound centers mounted at different locations on buildings and lampposts and they alert police wherever gunshots are fired and using gps police know where the shots were fired from. Sometimes within 30 seconds of it happening. The idea is to prevent and deter crime and allow police to respond to potential scenes. Oakland and San Francisco and richmond use the technology in the bay area. But an assembly man in southern california. Has introduced a bill to allow Law Enforcement agencies in smaller communities to apply for grants so that they can use the technology as well. It can be expensive and cost between 150 and 200,000 and more. The technology has its critics. Groups have pointed out that censors have reported fragments of conversation before and after gunshots were fired. That has raised privacy concerns. This is very much in its early stages and the bill doesnt estimate how much it would cost or how much money would be appropriated for those Law Enforcement grants. The bill was introduced last month but it could be hurting the committee as early as next week. In oakland. Alley rasmus. The woman accused in a standoff on friday in San Franciscos Mission District is facing criminal charges. 57yearold samantha healthstromb is accummed of brandishing a weapon and making criminal threats. On friday she pointed a gun at a pest control worker and refused to come out of her hotel. She she came out 7 hours later. An educated attorney will be sentenced on thursday for kidnapping a woman named Denise Hoskins in vallejo. The police said initially it was a host. He could be sentenced to 40 years for kidnapping the woman back in 2015. His Attorney Says he has a bipolar. Vallejo accused of couple of wasting resources. The couples suit against vallejo is still pending. We brought Michael Cardoza into discuss. Basically this is a case we all remember because it was first a hoax and then it was like oh, my gosh she did get kidnapped. The vallejo Police Department. And now it is done to the sentencing phase. An individual that had some mental illness. Your take on the attorneys request to reduce the maximum sentence. Keep in mind that federal judges are not elected. They are appointed for life. So they have much more power in my opinion than a state judge because they dont face that election. I think that this is going to ring true with the judge. He will see the emails sent to henry lee and how crazy they were. They have substantial evidence that he is not mentally well balanced. I think he will get a lesser sentence than the 40. We will find out on thursday. The other thing we want to talk about is that video out of vallejo. Your take. It depends i guess that we dont know all of what happened but looking at the video what is your take. My visceral response is it does look like Police Brutality. I can tell you it is in the eye of the be holder. An if you were in favor of police, it will be, what did you expect him to do . If you have seen Police Brutality and you dont like the police it will ring true of Police Brutality. As i watched the video and you dont see it all but later in the video quite a number of Police Officers show up and what they turn their attention to is the crowd. And as i watched this. I am thinking why didnt one or two of you walk over and help these two officers subdue this man. Get on him. Lay on him if you have to and get him cuffed which would stop what was going on. It is difficult to put yourself in that position as the officer was in basically trying to get somebody to comply. Right. A fight. And it is a two way fight. It is. But when you see him using the baton at times you go why is he doing that . But again it is a fight, the adrenalin is going and the one thing that caught my eye is when he started to hit his hand. Watch out. He hit his hand with the baton. What is he doing . Reaching for his gun and thats what the officer thinks. It is easy to go either way and this is not the worse Police Brutality i have seen. Lets let the Police Department handle it and they can move on with it. And the chief there in vallejo issued a statement saying they will have a complete investigation and he will make the decision on where to move forward. Typically they are internal investigations. How do they work . You have the internal affairs take over. But the public doesnt always trust that. No, they dont. Thats why you have citizens appointed to certain committees like in San Francisco where they do some of the investigation. I think thats important. You have to have the trust of the community and vallejo is not exactly getting along well with their community. So i think the more of the public you bring into to look at things like this, and to really understand what goes through a Police Officers head because we dont know what went on before the officer caught up with him. And what he has to do is subdue him. He doesnt know if he has a knife, a gun and he begins to fight with him. At some point you look at it and up to that point okay you are doing good police work. But then when you see the baton come out. Wait a minute. Slow it down a little but that is easy for me to say. I think you will need a Police Expert to look at this and you will need the chief to look at it and maybe some outside sources to take a look and then will a civil suit follow . Maybe. But that will depend on the extent of damage if any done to the man that they were trying to subdue who was mentally ill from what i understand. All right. Michael cardoza. Thanks for coming. This is a very ambitious 1. 5 billion college aid plan. Lay it out. What will be covered . We want to do it over the next five years starting next year. Every family that earns under 150,000 will walk away without any debt if they send their family members to a uc or csu. We start by having 300 Million Dollars starting in fiscal year one year from now and we want to make sure that the fulltime students can go for free in Community College and those poorer students in Community College can get help with Living Expenses. Another one hundred Million Dollars a year. Youre not only talking about covering tuition but it is really the expansion of coverage of Living Expenses that is key here. Absolutely. At this point we have a handle on College Expenses and tuition at cal state and uc is more. Living expenses, books and cost of living is huge in most of the urban parts of california. We want to make sure that students that are in need can get help. I was reading Something Like 60 of what a student walks away with in loans is due to the Living Expenses. How realistic though is this . Pretty realistic. It comes from prop 98 that we have additional money and we want parents to increase their savings so we are announcing as part of the program a model after the San Francisco kindergarten to College Program to incentivize every parent to set aside money in a college account. We want to incentivize that to match that money as they say. When i was doing research, i saw that on 2. 1 2. 1 billions is by the State College commission. Why do you think that is needed. We have so many students mortgaging their future. We want degrees, not debt for them. Right now if they want to buy a home, they cant because they have hundreds of thousands of dollars sometimes in college debt. If we could erase that, they could save money for a home. What is the next step with this proposal . It is going to the Budget Committee tomorrow where it will be approved and then obviously we need to end up working with the senate in the Governors Office to negotiate that part of the budget.
