It will take a couple of days before engineers can get out here for the structural stability of the homes to see if they are habitable and residents will go back in and clean up. A long road floating through a river of discontent. By midmorning, hundreds of residents in the rock springs neighborhood knew rising rainwater was not going to stop. In minutes ankle deep, it swallowed 60 structures. It was overwhelming. The Fire Department was going to send someone with boats. San jose firefighters used a protection of boats to ferry 186 residents out of the flood zone. Once on dry lane and evacuees were spread down with water as a way of decontamination from the tainted brown water. It could be sewage coming up from the sewage pipes that are now under water and transmission fluid from cars under water and any other chemical in the houses in this water. Water that was ankle deep and got deeper by the minute. Fire officials estimate five feet at the shallow end of nordell avenue as boat after boat carried frightened residents to safety. It was unbelievable. I started to look at what i could save and what i could take with me. What i needed to put up to Higher Elevation and it was just really something i never expected would happen. Water rescues of residents began with the rescue of five People Living in a homeless encampment. Water release from the anderson dam is flowing in the coyote creek. Coming up we will explore what steps the city took last week to prevent the people at the golf course from being stranded and having to be rescued today and what lies ahead after the boat rescue, one of the top ten in the history of san jose. Guys. Jesse, are there more people that still need to be rescued. I know some people didnt want to be rescued. If things get worse, i assume they will have to be pulled out. No, they are all out. And it is mandatory evacuation. There is a voluntary evacuation and they have gotten everybody out. The evacuees taken to James Lick High School in san jose and that is where we where we elena gomez. Reporter the sun was out for quite some time but the rain is coming down once again that is going to be concerning for the people that are inside. We have seen a steady stream of people in the center here. Again at James Lick High School. A lot of people trying to escape the communities where they had to be rescued and the vacates were so sudden that people left home without dry clothes and they are given warm blankets and cottings and water from the red cross to keep them comfortable. We saw bus loads of people being dropped off thanks to bta that has been helping transport evacutees. Two kids were calling their mom warning that water was coming in the Apartment Building and she rushed home to find the vehicles submerge and then asked the firefighters to rescue their kids. The kids were happy they didnt get caught in what was con tam fated water. Those dumpsters were everywhere. I was scared and i wanted to swim until i saw the dumpsters and then i thought the water was contaminated. Did you get decontaminated. Yes. They rinsed us off. Fire crews are warning people to keep away from the water. Obviously the main concern is the fear that there is some sewage that the water may be contaminated with sewage or oil and gas from the vehicles and they are telling people to go to san jose Fire Department to get decontaminated and getting rinsed off. Water still rushing from the anderson dam. Do you anticipate more flooding . We expect the levels to rise for another hour. We expect it will hit a peak this afternoon and certainly hope that we will have it recede from there. Did you see this coming . Thats a great question. No doubt that we saw Flooding Risk coming and thats why for three days i have been posting on facebook and twitter and letting people know there is a real risk for the communities in coyote creek. We were surprised at how facet happened and there may have been a rupture around coyote creek in the rock spring community. But it is not clear at this point and so we have got a lot of work to do after this. We have to focus on taking care of the residents in the neighborhood and getting them out safely. Mayor, you mentioned the sort of breach. Can you explain more about what has been found so far that indicates that there might have been some sort of breach. This is really based on the observation of firefighters that saw the Rushing Water coming in. We dont have anything more reliable. As i say there is a lot of time to analyzing this but we have to get folks out and make sure they are safe. What is the biggest concern right now . My concern right now is for many other low lying communities along the creek. We have mobile home parks near oakland road. Residents in the nagley park and brooklyn terrace area and seeing significant flooding and getting the folks out and making sure that we dont see the lewding that occasionally happens in these situations. The good news is that chief garcia is on top of it and pulling folks off of the reserving and we will have patrol officers nearby to make sure the homes are secured. In this state of emergency will help in getting Additional Resources there. It is all hands on deck right now. All right. Mayor sam liccardo in san jose. Thanks for talking to us in regard to the flooding situation. This Anderson Reservoir is the largest in Santa Clara County and as we mentioned is over safety capacity. And thats the reason why water officials are letting a lot of the recent rainwater go. That of course now heading into the coyote creek area and that is pushing the level of the coyote creek that we are seeing now causing the flooding. And i mean we are seeing a lot of flooding in these low lying areas. When you got lowlying areas around coyote creek that is now essentially a river with the flows that we are seeing. It got to three feet over flood stage and this is a significant for a creek and area like that. We had rain. This is in 48 hours. In two days ben lowman comes in over a half foot and Lexington Hills over a half feet and bolder creek the same way. And rain in the santa cruz area. And that is why bolder creek and the san luiz river lots of problems. Livermore almost 3inches of rain. San jose, two inches of rain. This is a nothing. A lot of rain in an urban area in just 24 or 48 hours. We really experienced a lot of rain. With that rain, we had the Flood Warnings going into effect. Still Flood Warnings up here. This is up at Markwest Creek by graydon and you got that warning and it stays in effect until 85 00. The Flood Warning that stays in effect until 11 30 tonight and down here we got Pacheco Creek until 8 30 tonight. Just everything is popping. We got a lot of rain. We had a lot of wind. Wind gusts up to 50 Miles Per Hour. And if you look out here, this is the current radar and what we are checking out here. Thunderstorms and it looks like a thunderstorm registering on the doppler and yes, in fact we do have something around san bruno in san bruno. It looks like pretty much a sickle cell kind of a deal. And certainly one strike of that. Really heavy on the afternoon commute. Be prepared for that. And it just depend. Lots of break. San ramon seeing breaks and in concord it is raining hard. In Half Moon Bay there is a strong cell as well and theres the overall landscape. Just scattered showers throughout the next few hours. The Flood Warnings going down for most cases except marquez springs and setting up with a dryer day. It is messy but tomorrow, it is going to be a little sunshine out there. There is more rain to come sadly to say. Lets talk about the district. What do you think happened with the coyote creek and some sort of breach . Again, coyote breach experienced on president s day. Coyote and anderson dam and both of them reached capacity and so we had flows. And you see a slug of water migrating down the stream and those flows take time to go from anderson dam down to down or the central part of san jose. Whenever you saw this approaching storm and obviously we knew that dam was at capacity. Was there any other option here . Is there just one spill way . Yes one spillway and we had been releasing water but theres a certain capacity and the event exceeded the capacity of the outlet, you saw the elevation of the reservoir rise and flows go over the spill way. The area where the flooding is happening dramatically is coyote creek that takes a turn. Does that have something to do with the inability where the water is spilling over at that juncture . The creek has a lot of it migrateds throughout the region and goes from the dam to the bay. Most likely in those areas they are low lying areas that are subject to periodic flooding. We have had high flow events. Low lying and doesnt have the type of flood protection that you find later on down stream on coyote. You heard our meteorologist bill martin saying we are expecting a dry day tomorrow. Are you concerned that Something Like this may happen again . Well, yes, we are concerned with the flows. The good news is we have a couple of dry days and hopeful that the peak is coming down in the coyote system that is good and we will see the high flows that we have experienced this last couple of days recede and so, yes, the creek system may be high and should we have an episode on monday. There could be a repeat. I dont think the forecast is going to be like this past week and we will do it in the remainder of the season. Jim with the santa clara water district. Obviously a lot of people closing their fingers that Mother Nature can help with a dry spell and the approaching storm is not too extensive. We want to switch gears and tell you about breaking news that we are following. It happened in berkeley. A student at a special Education School stabbed his principal and then ran away. Henry lee joins us from berkeley with more details. Reporter we are outside on 6th street in West Berkeley where the Police Investigation is under way in to the stabbing. Take a look at the video we shot earlier. 1 45 this afternoon. Police say 20 yearold student angel woreez stabbed a School Principal and fled on foot. The principal what taken to the hospital for injuries and her condition is not immediately known. The suspect was caught on the on ramp to westbound interstate 80. Berkeley Police Arrived and found him and taken into custody. Motive is not clear. We come out here live. Mental Health Workers were caused to the scene of the arrest. It is possible that his Mental Health will be looked at as a possible factor. Thats the latest from berkeley. Henry lee, fox 2 news. Henry this is a small school in berkeley that caters to the people with developmental disabilities, is that correct . Give us a sense of who goes to the school and how large it is. I looked at the website, Developmental Disability as it is students on the website that were unsuccessful in more traditional public or alternative programs. This school has been here for a number of years. Neighbors tell me that there are a number of students that have had difficulties with the Traditional Program and unknown why the stoop stabbed the principal. Do we know anything more about the principals condition . No, preliminary reports she was stabbed multiple times and she was taken to a trauma center. People that want to come to the United States should be treated equally and vetted as they already are but they should not be differentiated based on the country of origin which is what the Trump Administration wants to do. The recent rains have pushed Lake Oroville higher and it hasnt happened since the last rainfall and we will have an update and find out if officials are concerned about that lake overflowing. Officials say that the water level at Lake Oroville is rising but they say the lake has plenty of room to take in the recent rainfall. Authorities say that crews should complete repairs on that emergency spill way in about a week from now. The state is weighing in options for a longterm fix to that spillway and even moving it. Crews continue working to stabilize it. Officials are investigating a possible norovirus outbreak in cheeko. According to the sacramento bee, more than 2 dozen people that have opted to stay at the fairgrounds showed symptoms of the highly contagious norovirus. More than 100 people are staying at the center because they dont want to stay by the oroville dam. We are learning about a suspect in los angeles in a shooting. 26yearold michael mahea was taken into custody. Kelly ryan has more. Reporter the impact on the department will last for years. It is hard for me to hold back my tears. Fellow officers are saddened following a shoot out that left an officer dead and another injured in wittier california outside of los angeles. Police responded to a car accident involving the suspect and another vehicle. They patted him down for weapons. He has tattoos all over his neck and in gang attire. When they are doing that he pulls out a gun and engages them in gunfight. The suspect opened fire and police returned it. One officer hit and he died and the other officer in stable within and the suspect is in ic u. The alleged suspect was involved in a homicide earlier in los angeles before he stole the car that he later crashed. The suspect was released on parole. He is sent home. What is done to keep travelers safe at socalled soft target for terrorists. They are considered soft targets. Transit and Passenger Rail systems and a new report looks at what is being done to secure the areas. How security measures have changed and whether they have been effective. Tell us about the challenges. Well, first of all, we see a trend in terrorism towards what may be pure terrorism. And this is a a completely random attack where the sole objective is to kill anybody in a protected venue and it turns out that busty train situations are ideal for that and they provide terrorists with confined environment. What do we do to secure those areas . We have to be realistic about what can be done. Certainly surveillance has increased. The use of surveillance cameras. Often there is a police or a security presence in these areas. It turns out actually that enlisting passengers, citizens in reporting objects or behavior suspicious does work. We can measure this and we have found that about 9 to 10 of terrorist bombings for example are prevented because an alert member of the state or the public knows the authorities that there is some suspicious object. So it is sort of this working together with the public and Law Enforcement. Obviously if you do increase Law Enforcement in those areas. Will you affect customers and it when be inconvenient and what are the other options . We can impose on surface transportation on our subway station or commuter rail. We wont have an air force model of security. We wont be able to put millions of passengers through checkpoints. The best we can do the first thing we can do is to go after the terrorist organization which we do. Our intelligence efforts have been remarkably effective. The authorities and the f. B. I. Working together with police have been able to uncover more than 80 of the terrorist plots and thwarted them. The terrorist population is extremely small despite continued attacks from abroad. They are not selling a lot of cars so we got relatively few of them and picking up the conspiracies before they can do anything. Alert passengers are helping us pick more and the rest a risk but fortunately it is not that great. We face far greater dangers for our automobiles and drive to work. Flush out Evacuation Order in place for hundreds of People Living near manteca where a levy broke. Alex savage shows us the work happening now to repair that damaged levee. Crews have been working on a temporary fix for this problem. Dumping large rocks into the gap in this levee trying to shore it up and hoping that will hold. The levee breached along the east side of the San Joaquin River southwest of manteca. It happened yesterday. Hundreds of people had to be evacuated as water spilled out from the river. I did talk with one local former that lives nearby and he stayed behind last night in the evacuation zone. They do a good job. When they get started they do a good job and patch the levees up. I have faith in them. There was a mandatory Evacuation Order to about five hundred People Living nearby. These are mostly farms and ranches in this area that is near south airport way and perrin road. After the levee broke water moved east and a few hours later before nine last night crews were able to stop that breach. We were out there last night. Right when the breach happened. When we saw the break. We had formers mobilized quickly and not only do the farms not flood but the houses and homes, we saw people evacuate. And Evacuation Center set up at 5th street. County officials are working with water officials trying to figure out how bad this breach is and when it will be safe for evacuees to return home. Near manteca alex savage. Bill martin, miling 6year old nurse is evacuated from manteca. A lot of people waiting to see what happens. It is amazing to fix the levees when they pop. You get the hydraulic pressure. Amazing they can stop it and think about the pressure in the small hole. We did get rain. I want to reit ter rate that. A half foot of rain in lexington and the lexington reservoir area. A half foot of rain in 48 hours. This is San Francisco rainfall. Most of us got anywhere from an inch to two inches of rainfall. As you look at the rainfall amounts you can see livermore almost three inches and san jose two inches. Rainfall totals San Francisco. We got winds too. Significant winds in mound diablo 56 and moraga 54 and up above st. Marys college. 48 Miles Per Hour in the last couple of days. Strong winds and mud slides. And then right now we got scattered showers. I did show you the thunderstorm producing it itself in the peninsula and we got heavier rainfall showing up so right here by and leandro and north of castro valley. This is a significant rain. The highway in san leandro is coming down hard. Wipers on full. If you are expecting people home from work you will have a slowgo and not as bad as last night but it is west. In the mountains. It is snowing. And you can take a look at the storm reports and we got reports of snow falling and now at lake level so we have seen 25inches of snow accumulation. That was this morning and we could see five inches of snow in the mountains and they are looking at a winter storm warn that remains in effect through the evening. With snow levels getting down and cooling off. Getting down to 4800 feet. Thing are cooling off. Snow levels are down and snow is coming down. Here is the low Pressure Center that went through yesterday. And as that goes through. We have this cool air this is a settling. Tonight temperatures going down quickly in the 30s. It will be chilly tomorrow morning. I wouldnt be surprised if we see valley fog. The showers and there is a chance for a stray shower. The showers should begin to migrate out. The showers, you can see this. We see it all the time. The mist coming down. Thats a shower most likely. And sometimes they dont hit the ground. This looks like a shower clear to go to north. For example, in their vehicle. Senior drivers can take 60 or 90 minute interactive workshops led by instructors that focused on incar safety technology. The participants receive a checklist along with safety and technology resources. Carolyn stevens took the smart driver tech program and says she learned more about some of the safety features newer cars have. The drowsy alert that means for Truck Drivers or someone that has been on the road for a while. The camera inside the vehicle will monitor the persons inactivity to alert them to focus on driving. It is not just the technology to inhibit seniors. Physical held conditions can be a factor. Aar p says two out of five, 50 plus drivers find it difficult to look behind when backing up. And one in five are challenged by the movement required to check blind spots when changing lanes. The technology is important. For one as a mature adult or a senior, we need to know ways available to help us to maintain our independence as a driver and to keep us safe.
