The mudslide is shifting sliding towards the roadway and cal tran engineers close the roadway due to safety concerns and studying the problem using sensors in the mud to see how fast the muddies moving. Highway 9 was closed due to mum mudslides. San jose road, one of the detours, thats cracked due to saturation and down to one lane and they are worried if they close it all together people will be trapped here and that impact has residents worrying how will they get out or how will First Responders get. It may require getting in on foot or using the search and rescue teams to get in and out in an emergency. Director Rosemary Anderson says for people more isolated they should call the regional 911 or local social support groups. Studying the impacts of roads being closed at once and how to evacuate in case of a disaster. Theres no way to get home. She says she has cabin fever because all of the major arteries are closed. The slide is east of baxter and blocking both sides of the freeways. Cal train is working to clean up the debris and there is no word on when it will open. In the meantime truck traffic is being turned around. In so noma county. The Russian River run two feet. Eviction notices were sent to people in lowlying areas. The river ben resort in forestville under water. Sky fox overhead in gunsville where you could see the river flooded many streets in the Russian River valley. Well, we saw jesse garys sunglasses back and we have not seen that in a long time. Ditching the umbrella for the next few days. You are talking about Russian River at guerneville and flood stage is 32 feet and theres the dash line. 32 feet. Last check above flood stage, 33. 3 feet and river level will be coming down below flood stage for saturday morning and that trend will continue through saturday and sunday. Good news right now above flood stage but not for it much longer at guerneville. There is rainfall approaching Southern California and one batch of showers right now as you can see approaching the north bay neighborhood on the light side. As you can see towards Sonoma County and reports of showers towards cloverdale and more action closer to monta ria. We have lingering showers and we will hold onto that for the shortterm. A beautiful scene out towards San Francisco. Across the oak nestuary and areas of fog clinging to the coastline. But here is the nice developing headline. A chance to dry out. Saturday, sunday, monday, tuesday, wednesday. Five days of dry weather in the northern bay area and that will be setting up beginning tomorrow. Overnight lows. First things tomorrow. Areas of fog and the skies becoming cloudy and love to watch out the forecast model a tough time picking up the low level fog and it could be a factor in the valley locations for tomorrow morning. And then for tomorrow afternoon partly cloudy skies and look at sunday. We are in the clear as well with patchy morning fog. So far january and february so productive in the bay area, take a look at the rainfall totals. Santa rosa to january 1st over 28inches of rain. Napa over 17, San Francisco over 12inches and in fact thats ab half of what San Francisco normally gets in a rainy year. Already picked up that rainfall since january 1st. You can see those amounts taper ping off for concord and san jose. We need that set and setting up. There is another storm to talk about and we will break that down in a few minutes. Keep an eye on that. The massive amount of rainfall has contributed to overflowing reservoirs. The question is though after a long drought and five more years of aging, are those reservoirs able to handle the abundance of water. Tom vacar joins us now with details. It is a fair question because dam breaks are what movies are made of and california has had two in the last century. Anderson sits next to an earthquake fault. Officials worry about the extra water could cause a dam break. The failure to send a 35foot wall of water into morgan hill, population of 43,000, 14 minutes away as the water flows. We have been releases water as fast as we can through the outlet and continue to do that. If we get more big rains that could be a problem. If the reservoir reaches 100 capacity and starts to overflow in the spill way, thats flow we can control. A fouryear retrofit rehabilitation in 2020 will permanent resolve the problem. Now the spill way at east bay mud reservoir is overflowing. San pablo dam has a history of seismic issues and most have been resolved. That dam has been evaluated and reevaluated and analyzed many times and had improvements done in 1971 and 1980 and most recently in 2010. Besides strengthening, the dam has robotic sensesorring technology to allow operators to know the condition of the dam including during and after earthquakes. The state regulates 1250 dams. About half of those are designated as high hazard potentials. Peter is a wellknown earthquaking. We have done a lot of work in california especially following the 1971 earthquake where a dam in la failed. Replaced and fixed and many working on the constraints. And they are not seeing anything that they feel is threatening the integrity of the spill way structured gates or the dams. The orville dam is the tallest dam in the u. S. The state says it could cost one hundred Million Dollars or more to repair the spill way and it will take several months. Earlier the president promised a Quick Response to the decision to keep the ban in place. So well be doing something very rapidly and having to do with additional security for our country. You will be seeing that sometime next week. In addition we will continue to go through the Court Process and ultimately i have no doubt that we will win that particular case. The president said he may rework the executive order that set off nationwide protest two weeks ago. The Trump Administration could also head back to the District Court in Washington State to argue the merits. Meanwhile a court in virginia heard arguments today in a separate case challenging the ban. We have got students and University Employees and professors unable to travel abroad because their visas will be canceled if they go to an International Conference and present their work. We have businesses in virginia with highly skilled employees that may be visa holders and likewise, they are unable to visit outside of the country. Virginia attorney general mark herring says the ban is unconstitutional because it singles out moslems. In los angeles a temporary restraining order against enforcing the ban was extended as attorneys try to work out a settlement for two dozen people stranded in east africa since the order was in effect. We will talk about the ongoing immigration issues across the country. President Trumps National security ambassador Michael Flynn may have broken the law according to legal experts citing the logan acts that prohibits private citizens from negotiating with foreign governments. Federal officials have seen the transcript of the call said flynn did discuss sanctions with the ambassador. President trump does not wap this to happen again. There is lawsuits and this is the age of professional protesting but i expect that the congress is working on something. I expect him to put out a new order and that may be avoided. We are telling clients and people residents if they are here to not leave the country right now. Or if they have immigrant visas and they can enter the United States that they should come in as quickly as possible. The 9th circuit now determined that the state will be in effect so right now people can travel. But it is a fluid situation. A fluid situation. And one of the things that president talked about traveling to florida from washington was that he had an inkling that maybe what they may do is rescind the order and issue another order that also could create issues obviously for some of your clients. Definitely it very well could. It depends how the orders are drafted. How they are executed. And you know for right now we think that they were not constitutional. They were not done the right way. So absolutely. I mean we are going out right now to know your right presentations to the immigrant community. We want people to know what their legal rights are and how we screen people as much as possible to see if they had immigration benefits. Also we encourage people to become permanent citizens to become safe and others to see if they have benefits they qualify for. What about the argument that we need to shore up the process and that there should be more checks to prevent a potential terrorist act. Do you buy that at all . Are there cracks in the system that need to be fixed . I think we have to make sure that the country is safe but we need to do it in intelligent way. And with those executive orders it seemed so blunt, not very well thought through. And created a lot of fear in the immigrant community and had a very Chilling Effect all over the world. Facebook has tools to do it post by post or feed by feed. You can unfold people. You can unfold specific pages. But it is still like a sledgehammer to a bigger problem that needs a little more delicate touch. There is an app called social fixer and it only works on browser so it wont help mobile users. You can set up specific keywords. Lets say you want to not see news from trump or not news from Hillary Clinton or whatever you have decided you dont want to see. You can stop ads and spoilers can you want to see the walking dead but dont know what happens. What it does, instead of hiding the post it puts a little gray line where the post is supposed to be and tells you it was posted by which filter. If you want to see it and your mom says something crazy you can click it and read. It how often do you update this app. I know you said it is for the browser and doesnt work for people with social media use. Do you have to update it to type in the keywords lets say for this stretch of the week, we are talking about the 9th circuit talk and dealing with politics. Do you have to update it or filter through that. They have preset filters that you can subscribe to and do that four. If you do a blanket politics or Something Like that. But she will be ready to go tuesday. So when the prosecution said we are missing a witness, they werent. They were ready and she would be ready to go. We are all rammed up and about to swear our jury in and all of a sudden they came with an offer and said if you take what they call a deferred prosecution, that means that the end of 15 months everybody counts will be dismissed against him. Five of the six counts have been dismissed. There is one that they take a plea, they put it in a drawer and they leave it there for 15 months and if he doesnt commit any crimes, they then take it out and they tear it up and he has no criminal record. Everything is dismissed. How does it get better . If we went to a jury, that is what we hoped for. All not guilties but you never know what a jury will do. We were put in a perfect position for him to walk away from this with nothing. But we will be seeing more because this was the first of several cases of course involving the young woman and the Alameda County prosecutor. Omalley that has filed charges. This is a what they are working on now to put in a safety beam to try and shore up that mud and just sliding down the hill. 17 is closed and has been. Once they have completed that construction of that safety beam, perhaps they can get a better estimate of when they can open the freeways. Major and secondary roads in the mountains were a parking lot. Multiple closures on several roads caused by mudslides. Cal tran engineers noticed the earth moving. It is wiping out the southbound lanes with the deviation. Major Public Safety issue. To keep the public safe it was inconvenienced for hours. A slow crawl around the 17 closure for motorists and the similar problem on highway 9 that was closed. A safety hazards for residents unable to get out in case of trouble. The biggest worry is real emergency getting down the mountains when there is so many slides. Every access point, not just 17 but all of the Access Points that have slides. It is
