During that time she also worked with the fbi, just over 6 months ago she was hired by the chicago Police Department to spearhead Police Reform efforts there before accepting the position in oakland. There is high hopes for the new chief test with turning around the department that has dealt with scandal and Violent Crime. Our reporter henry lee was at the News Conference and chief kirkpatrick said its about more than reforming the department but also transforming it. Reporter city officials said they did find this top cop at the critical time and she is ready to move beyond scandal and lead the department. Thank you so much mayor. Reporter withdrawal from her with the exit from her native memphis she is ready to jump in and steer the department away from scandal back to fighting crime and regaining community trust. Kirkpatrick is the First Permanent police chief since june when top cop and 2 interim chiefs left in wake of scandal. This woman has described herself why she would want to come to a city that is described as a mess . I dont consider it a mess. Its an opportunity. [applause] its all about Going Forward from good to great. We are moving forward, we will learn from the mistakes of our past that the past is behind us now. Reporter months ago the mayor blasted the macho department of a frat house Police Station in the first police chief that is female says accountability, character and more are not genderbased and she said she is a leader that is cloaked as a woman and she is grateful for being a woman and she will be a leader first. She know she will need to gain the trust of the community and the officers that see her as an outsider. Reporter coming back she was asked today whether she will live in oakland and she says yes but she needs to save up some money so an interim she might rent or housesit. Big news for the city of oakland and i am joined now with the area civil rights attorney john burris, you are at the conference, what are your First Impressions exxon mobil Ceo Rex Tillerson she certainly sounded great and hit all the right points if you will. I believe we should be encouraged and hopeful that she has the experience to take hold and lead the Police Department in a positive direction. What did you hear specifically the gives you hope . A general understanding of policing the it is a complex issue running a Major Department like this and the various Police Associations that are there in the various issues that have to be dealt with. Racial profiling, use of force, meeting with the community, and more importantly, commanding the respect of the officers themselves and being able to provide leadership. That seems to be the operative word was used most of the time. She is a leader and she understands that in a department the chief must lead the department and demonstrate leadership despite all the other qualities necessary. Most importantly you have to demonstrate leadership and having been a chief in several different places would suggest Leadership Qualities and more importantly, how has she handled strife and difficulty expect there was a point in the press conference that she did not receive a vote of confidence and i thought that was an important sign as she was not afraid to take on controversial issues. At the people like you have the people wont like you but being able to make a tough decision is important. You are talking about the vote of confidence from her previous position, we know that spokane, washington is extremely different than oakland, california. Day one what does she need to do to establish a good communication with the community and also a good communication with the ranking files. She needs to talk to the Interest Groups out there and listen to what they have to say. She needs to apply what they say against good police practices. The most important thing to do is listen to what the people have to say about their needs to see if you can implement those needs in a positive way. This is a complex situation, as you know we had the sex issues here, the nsa, racial profiling, daily force issues, all of these and more. We also have serious protesting so these are issues that may have not been front and center for what you had to do another cities but hopefully her experience will allow her to make good decisions when these matters come forward. However, proof is in the pudding and we do not know. We can be hopeful. One thing that came up was her time in chicago, she led some Reform Efforts there over the summer and it was a specially created position. When the opd position comes she sort of jumped ship for something bigger or better, does that concern you . It does because you start a job and you want to finish the job. Plus, there was a huge issue as far as data reform in chicago, a major city, if you can make it happen there could have benefits for all of these people with this huge death rate that have this. Its a bit concerning but at the same time she said she was always interested in oakland, she applied before. At the same time, you always know that chiefs do not stay long in any event, they last 2 1 2 to 3 years in most places so its not totally surprising. Its one thing to be on a reform staff basis and another to be a chief and apparently she wants to be a chief so that is not surprising thank you so much for your time, we appreciate it. Now to the weather and after some downpours yesterday we are having scattered showers . Late last night and this morning a break and check out the accumulation, in 24 hours in bed moment we had almost 6 inches of rain in 24 hours, that is the winner in the clubhouse. We are looking for 3 inches in 24 hours, 2 inches in napa, very wet 24 hour period and as you take a look at the satellite loop you can see why, check out the moisture plume coming in. Its also dipping down and dropping out of the area and starting to move a little further south. You see it through here and the showers are starting to move out of the area and as they do we will start to see a bit of a break. We will see more of a break tomorrow and friday. Time to dry out and this is crucial in a pattern like this, especially since we are tracking snow at lower elevations in the snow levels have come. We are tracking system this weekend that will cause problems for parts of the bay area. Significant rain and some forecast models suggest almost 10 inches of rain in 24 hours, almost double what we saw in bed lohman last night. It is a ways out and we will track that for you. More snow in the mountains but a sickly the afternoon commute is nothing like this morning or last night. We will see you back here in just a little bit. Thanks so much, the rain led to rex on the road in San Francisco this morning and it has come down throughout the day but Highway Patrol officers were out monitoring the highway and chp had several accidents called in and on highway 280 there was a multiple car crash right before the exit and chp had to use their own cars to clear the road of disabled vehicles. There were also issues in the santa cruz now mountain. This gave way at 5 am this morning and blocked the entire road, it prevented residents from getting onto the freeway, caltrans cruise chopped up the branches sash workers chopped up the branches and pulled the tree away. People that live near the creek know they need to watch the water level but still officials were out to known flooding areas just in case. We cannot predict with the rain will do but we can prepare accordingly. The recent rain has helped the water supply in the municipal Water District says the reservoirs are overflowing, thats obviously a good thing because the weather pattern as we know could change at any time. The roads are clearing a bit and this is a look at interstate 880 in oakland, thankfully it is looking fairly clear out there right now and traffic is moving. Lets look at the drive in and out of marin, you can see through the raindrops there on the lens of the camera as we take a live look on the Golden Gate Bridge where traffic in both directions is moving pretty smoothly at this 4 pm hour. A woman struck and killed in the crosswalk by a google bus in the Investigation Centers on the weather. And a couple missing since Christmas Eve in big sur, the tragic find by local authorities, coming up after the break. Now to new developments on a missing Southern California couple whose car was found at the bottom of the cliff along highway one. They say a body found near the car is that of the missing woman, 20yearold olivia gonzalez. The cause of her death is under investigation in the body of the dog was also found, gonzaless boyfriend, 21year old Ryan Fernandez was not found. Gonzales and fernandez were last seen december 23 heading on a holiday road trip, searchers and dive teams are continuing to search for fernandez. Authorities are investigating a deadly crash involving a Google Charter bus in a pedestrian this happened on fruitville avenue on the edge of West Valley College campus and and ruben is live in learning more about the pedestrian and maybe some possible factors that led to the crash were contributed. Reporter first let me show you, authorities believe the victim might have been in the crosswalk at the time of the crash although that will be part of the investigation. She was on her way to catch a bus when she was struck with the google bus turning onto campus. Reporter authorities are calling it a tragic accident, a Google Charter bus turning left onto the West Valley College campus struck a woman in across talk sash crosswalk. This happened just after 5 pm on tuesday. It was rainy and windy and timeframe wires cruise got there within minutes and were able to get her out within minutes. Reporter it was too late for the victim from san jose and she did not survive, College Officials say she worked as a physical therapist and had been walking across campus on her way to a bus stop. We endeavor to make this a safe and hospitable place for every member of the community so an event like this rocks us to the core and we are committed to working with the victims family and helping them through this difficult time. Reporter west valley says that google employees were allowed to pay to park on campus in the bus was permitted to pick them up and drop them off here, google contracted with store transportation for the service, they released a Statement Today saying we are greatly saddened for the loss and offer our heartfelt condolences and prayers to the family. They also pledged to cooperate with the Police Investigation that is just beginning. Its busy in buses and cars come through all the time. A train derailed in new york city and injured more than 100 people, the Long Island Railroad trade was sash train was sash train was packed with customers and its on the train off the track and passengers went through the compartment. While the bay area is getting a break in wet weather, snow continues to pile up in this sierra, for more on that we will check in with bill martin, yesterday we were talking and you said maybe just to macphee of fresh snow. We saw 2 feet in some places and i talked to some people in truck he today and there is trukee and there is a rain snow mix, we had a cool weather system that rolled in and we had low snow levels on the peaks, the cool air was all over the bay area. Thats why temperatures were well below the average. It was not that wet, one 10th of an inch, 2 10 of an inch top. Then the warm air sector moved in and it picked up snow levels, as we come in close you can see this line right here, the pink line, that represents obviously the snow. Last night we had snow levels down to grass valley and look where it is now, that is in indication that the freezing level has increased in the snow levels are higher. With the higher snow level you have more accumulation and a higher water context snow. Instead of three or 4 inches like the night before they got a foot and a half to 2 feet because of the high water content. Most of this was on the wet slope. Scattered showers around and a significant amount of snow at Higher Elevations forecast through the weekend. When i see you next we will talk about that because it is a big deal how much rain we will get and it is a warm one so we will see melting at lower elevations. That will cause problems for the yuba river and we will talk all about that. Okay bill, we will check in on the Current Conditions in the sierra and now we have kevin cooper from heavenly resort, whats going on . Reporter it is snowing hard right now, its amazing, at the top of the trim at 8800 feet. In the last 24 hours 16 to 18 inches and 48 hour total 28 to 30 inches in the 72, 42 to 44 inches taking us to 139 inches today. At this level we are looking for 14 to 16 inches in the next 24 hours a looking really good out here. I think my screen has a glitch in it, this is Mother Nature and its back in good it sounds good and meteorologist bill martin was just talking about this, with all the snow that the sierra is getting, though i know you are keeping an eye on this but you been talking about this rain snow mix, what is that really like, is that the best conditions for skiers . What are your thoughts . I heard you talking about this coop and i know theres a bit of a delay but you were getting these rain fields and freeze fields and i talked to some guys in trukee and they said we have rain right now, we have water, now its snowing now its frozen. What that does for the snowpack what you think . The snowpack right now if you go to the sierra avalanche 7 work we went from moderate to considerable too high avalanche danger, that is pretty rare that you see a move that quickly. What has happened is you can think of this as a layer cake, we have a base layer, then frosting in between, when it gets the rain freeze thaw it puts a shear layer in their and it creates unstable conditions with snowpack heard what will happen is all of the avalanche teams at all the resorts will be out overnight and into tomorrow morning working the avalanche route. Avalanche medication. What is good is that the rain did come in and it soaked through as well. We did see some action today throughout the basin some good action at kirkwood, we will work this tomorrow but the next system, even bigger, hopefully it comes in late so that it can really press down ambon these layers together. What it will do is set up january and february into march with great moisture for water and great skiing conditions. Coop, here is the deal, i know you are looking the system and i know you look at the models. It is going to be a warm rain coming in saturday through sunday, have you looked at that . We heard in the story as the background to what has been going on in this is an interesting move by obama and on his mind to saving americans from not having so Health Insurance forgetting coverage and january 20 is inauguration day, we may not see anything that early but we know the deadline is coming up shortly after for coverage in california. A couple of things to think about, president obama is working on his legacy at this point and so called obama care which is the Affordable Healthcare Act is a very important piece of his legacy, he went to capitol hill to make the case that it needs to be saved. In turn, donald trump is saying and the republicans are saying that it needs to be reformed, it is not working, healthcare premiums are too high. You dont have the choice that was promised. This sets up a dynamic where there will be a lot of arguing over what the future of the Health Care Act is. My guess is it will take a while to sort out. I think that both democrats and republicans agree on is that changes could be made whether it is reform or appeal. We have heard different stories from different sides and we have heard the Vice President elect saying he wants to repeal, we heard recently after donald trump was elect did thing, maybe we will not repeal it, we kinda do not know exactly whats going on. Right, this is exactly what the American People need to understand, it will be a process and it will take a while. We do not know whether the package will undergo reform after it is repealed or whether they will take the decision to lay it open and begin picking at it, we do not know all of those things but for people that are worried about their coverage, i do not suspect that in the near term they have anything to worry about. This will take time to sort out and it is in the top 5 of what the new administration wants to deal with as they come into Office Beginning on january 20. For Many Americans this is good news but its still this looming in the future and what process are we talking about, obviously a lengthy process if we are going to repeal but what would it mean . First the process is going to be a lot of debate on the floor of congress about what the terms are that should be kept and what should be jettisoned in favor of enhancement. Anytime you bring a program for it it will have problems in this is had a lot of problems. On a bipartisan basis everyone understands it needs to be reformed. Its just the reforms that are going to be heavily debated. It will be a test of the new congress to be able to work their way through this without picking up unnecessary enemies. This is about fixing a problem. We have heard House Speaker paul ryan say we dont want to pull the rug out from under people, Many Americans have Health Coverage and they did not before, we dont want to pull the rug out from them, but is there really a good way around this and pleasing the overall population . I think the republicans feel like if it is done right they can slide the new program in essentially over the old program and not have people find themselves without coverage. I dont think this will happen, i think whatever happens it will be a reform package more than getting rid of something and starting over. There are components of the package that work. They will keep those. It will be an interesting process to see how these folks get together. It definitely will be and im sure there will be more discussion moving forward. Absolutely. Okay, after delays and legal challenges the Golden State Warriors are said to break ground on the arena in San Francisco in 2 weeks on january 17, that she center will go up in mission bay not far from at t park and it will host concerts and preventions and other big events, it will include restaurants, cafis and other public processes and another 5 1 2 acre Waterfront Park this is expected to be ready for the 2019, 2020 season and joining me now is dj johnson, spokesman for the warriors and it has to be exciting to get to this point . Its very exciting and a number of us are hundreds of people have been involved for the last 4 years. A little more since they first worked with mayor lee to decide to move back across the bay to San Francisco. This has been a long process and we have had steady progress towards this day. A few setbacks along the way but its exciting. I remember in 2012 being in the News Conference when the announcement was laid made and then the renderings coming out one year later and a lot has changed. A lot of things in the biggest thing was the actual location. It was originally proposed for peer 32 on the waterfront just in the shadow of the bay bridge, magnificent location, has not been used since the peer burned down in the 1980s, would have been great but and much more complicated location for the warriors and the city and the community and on public property. The waiter shifted gears and pivoted to mission bay where it is private property and they purchase the property, its not right over the waterfront, its part of a neighborhood that has been set for Development Since 1998 when a plan was approved to transform an Old Industrial site that has not been used into a new neighborhood. That is what submerging and its a major piece to fill this promise. I live in the neighborhood and every day im surprised at the progress that is being made. You know the opponents, the mission bay alliance, they were fighting hard and has been to keep the project from Going Forward, what do you say to these people that are concerned about traffic and Environmental Issues stemming from something on this grand of the scale . There is a few things, the Environmental Issues have pretty much been settled by the courts and traffic issue is legitimate for people who are generally concerned about traffic, not just in mission bay but throughout the area. I watched sal every morning and we all follow the traffic challenges that everyone in the bay area faces and its not limited to basketball or sports events, its all over the bay area and part of the idea of dealing with traffic in the future is situating these things in transit rich locations, the arena will be located on a site that serves well by bart and caltrain and freeways. We will encourage people to take mass transit and unlike the current home of the wires there will be a lot of people that are able to walk and take bicycles and that kind of thing. That will be good. Obviously there are concerns that will be addressed and as first the opponents there was not a broad range of the community, San Francisco in the whole bay area really supports the project to that sale to the political process and had unanimous votes of the regulatory agencies. Its one small group that has never come out of the shadows to reveal their true intentions or funding. They did bring up some legitimate issues, talk to me about what we can expect i was reading that kevin durand would be there along with the head coach steve kerr . It will be the owner and the president , rick welsch, he has been here many times but most people are probably excited about kevin durand, everyone loves to see the mayor of San Francisco and kevin durant will be there and there will be entertainment. I cannot get the scoop here. I will come back to with the scoop but we are still in the process of situating the whole plan. It will be great. The state court of appeals just made the decision at the end of november and over the holidays the team got together and got ready for the groundbreaking. It will be exciting to turn the earth and start hiring the great construction jobs. We have agreements with organized labor and we will have a local hiring program that we will announce and unveil. It will be great for local use in the community that want to train and get some of these good jobs. It will be exciting. I am here with bill martin and we were just talking about the rain totals that we have been seeing, i asked bill, i said hey, this is kind of typical for the winter season, but this is a lot of rain and its not over you look at 5. 8 and thats a big number, half a foot of rain in 24 hours and other areas with 3 inches, significant rain and what we will see the weekend will dwarf these numbers, i think we will see some numbers in the coastal hills that will easily go into the 10 inch rain which is a lot. We will track this for you and there is a moisture stream and this is good stuff. If you are a water watcher which is we all should be because we are california and you have to be, the snow level has increased. The purple line was way there down near grass valley and the line yesterday was probably more in here. The snow level has come up about 1000 feet and we are definitely setting up for another wet weekend. In the meantime we are starting to get a bit of a break around here. Albeit some activity in san jose. Most of the stuff has been lightly scattered showers. I did pick up this area east and southeast of fremont on mission peak and its dropping off good rain. It is definitely wet out there nothing like it was yesterday. This mornings commute was not so great, this afternoons commute should be more bearable. I want to show you this model, it goes all the way through into sunday and monday and whats happening is this is where the jetstream is positioned and look at the flow pattern. You also see this line in the yellow and that is the most abundant moisture and warmest air and its mainly focused from San Francisco south. In the next system i would anticipate the Santa Cruz Mountains and big sur, santa barbara, parts of Southern California, malibu, more of this. Usually Northern California gets the rain and this will be a deal where central and Southern California will get a lot of the rain, more than they typically get. Tonight at midnight you will see the scattered showers and then here we are tomorrow morning. You get this break and then tomorrow afternoon. Then we go into friday morning and friday afternoon. And there it goes, there is the rain. That is saturday and the beginning of the moisture plume but the real rain comes in on sunday, saturday night into sunday. Sunday will drop half an inch of rain, maybe more, three quarters of an inch. Saturday night into sunday morning the faucet is turning on and we will get significant rainfall. We will track that for you and there is the five day forecast. It is definitely wet on your saturday and sunday. We get a little break between now and saturday. Enjoy the break.
