This is not just one storm. Its a continuous flow of moisture in the pacific actually being directed toward Northern California and the bay area. So a lot of moisture to work with. We had the rain here. Look at all the snowfall reports up in the sir ray. We will sample one of these. We do have snowfall, it looks like its right about three inches. Theres my query tool. Tahoe city this morning, 6 34, reporting over three inches of snow. Back here in the bay area our live doppler sweeps showing you lots of clouds in place but not much in the way of scattered showers as you can see a few popup showers. Even if you dont have the green you still have a lot of moisture, enough to trigger that mist or some drizzle. Enough to wet the bay area roadways. So outside right now here is our live camera looking out towards the oakland estuary. Solid overcast. Still some mist. Here is our forecast model for tonight. Mostly cloudy skies, the possibility still of a few scattered showers and then into tomorrow morning for your friday morning still some scattered showers. Notice its not widespread but these are quickly moving across the bay area at 3 00. Possibly setting up a break later in the day friday he is special by friday night. Then look what happens into saturday. We have shifted the timing with our next storm system moving on board, and saturday i would plan on some wet weather especially first thing saturday morning. Now to our continuing coverage of that deadly warehouse fire in oakland. Today artists lined up to speak at city hall. They say their work spaces are threatened as landlords fear liability in the wake of the guest ship fire. Cristina rendon live outside city hall. Its a tough situation for many people out there. Reporter yeah, and city council understands the concerns of artists and others in oakland that live in these warehouses or live work spaces. But i want to mention within the last hour the city council took action to ratify the existence of a local state of emergency. That allows oakland to start receiving state and federal funds to help recover from this tragedy. This was unanimous vote. It is something that the city council said they had to do, part of the bureaucratic tape to get through this measure. But they say that prior to this vote more than a dozen artists had lined up to speak. Some suggest that part of the funds be released to current art spaitsz. Every artist inside expressed concern that the city will have a knee jerk reaction to crack down on spaces that are unpermitted or not up to code. They want a moratorium on evictions because they say that many people are already getting eviction notices from their landlord. The Artist Community says it is not fair. They want to come up with a solution. We feel like stereotyping on the basis of a single incident is not fair to people who have been taking incredible safety precautions and whats own efforts have redoubled since this tragic incident. Reporter the city council says they do understand the concerns of those in the Artist Community. They say theyre going to be working with landlords so that oakland does not see mass evictions. They also say they want to work with landlords to make sure their properties do come up to code or in compliance without those landlords fearing any type of punishment. That, of course, will be a long road ahead, but for now we do know that a local state of emergency has been passed, though it is unclear how the funds will be divided. The city administrator says right now it depends on the source of the funding to determine where that money will go. Guys. Cristina rendon live in oakland, thank you. Today Authorities Say that they have identified all of the 36 people who died in that fire. The Alameda County Sheriffs Office says the coroner identified and contacted the family of that final victim just today. Not all of their names have been made public but today the bureau released the names of two more of those who died. They are 35yearold jennifer, a graduate student in psychology at the university of california at merced, and 36 yearold joseph matlock, an electronic music performer and teacher. All present rise for a moment of silence. The house of representatives observed a moment of silence today in honor of the victims of the oakland warehouse fire. Congresswoman barbara lee described the 36 victims as young and talented people whose lives were cut tragically short. She was jointed by east Bay Area Congress members. Both have constituents who were killed in the fire. Nearly 60 students from an Oakland Elementary School took a walk in the rain this morning to visit the scene of that warehouse disaster. The students from st. Elizabeth Catholic School came to pay tribute to the 36 people who died. Their teacher says that the fifth and sixth graders arrived in class asking a lot of questions about the fire that happened just a few blocks from their school. And the children had now spent this entire week trying to cope with the tragedy. Yesterday we had a vigil at the school. Our Student Council is collecting money to donate as well, and today we decided we were going to walk over the prayer flags as well as the butterflies with the names of the victims. The students also came to pay tribute to the firefighters and sheriffs deputies who all rushed to the scene and have been work several days now around the clock. A string of sexual batteries at San Jose State University is causing serious concern among students and staff. The reported assaults are brazen, happening during the day and in public. Ktvus janine de la vega tells us about the latest incident. Reporter we have spoken to a lot of female students. They say these incidents scare them. They dont want to have to worry about someone stopping them and groping them. Campus police have stepped up foot patrols. Officers were parked outside dunn cap hall. Thats the Science Building where the latest incident occurred. Police say just after 1 00 a female student was sexually battered in the stairwell there. After the attack the male suspect ran up the stairs. He is described as being in his 20s with black spikey hair. He was wearing a dark gray hooded sweatshirts and a navy blue backpack. Im scared to actually come on campus because you get all these alerts, and then im like, the other day, what happened in one of the buildings that actually i had a class in that day. So it was just kind of scary knowing that i could have been there when it happened, and it could have happened to me. Reporter this past monday investigators say the man zion these surveillance photos sexually assaulted another woman. He had followed her. He is described as beg an asian male in his 20s wearing a hooded sweat shairkts black and blue jacket and was last seen riding a skateboard. Last time another female was attacked, this time in sweeney hall. The suspect was a man in his 20s wearing dark clothing. Its very concerning. Being a girl here on campus, its a little unnerving to know theres all this Sexual Battery going on, and it kind of makes you wonder who is next and if this is going to keep going and what the university is going to do about it. Reporter Campus Police tell us they do not believe the same person is responsible for all of these incidents. Theyre reviewing photos and are following up on several leads. Police are advising students to walk in groups with they came and to call a Police Escort if they dont feel safe walking alone. He faces several charges including attempted murder, assault with a deadly weapon, and battery on a Police Officer. Two major earthquakes across the Pacific Ocean from one another. There were two major earthquakes within a few hours of each other this morning. The first was felt across Northern California and by many people here in the bay area. It was a 6. 5 magnitude earthquake. It was about 280 miles from the bay area off the coast of Northern California, yet social media lit up, and we heard from people around the bay area. Bonnie here said she felt it in pebble beach. Ariana was in daly city. There were a lot of people in San Francisco that claimed they felt it. Heidi says she woke up in nob hill saying her bed was shaking, claiming it was her first earthquake. The second earthquake hit three hours later in the Solomon Islands, a massive earthquake. That one triggered a tsunami warning which affect the hawaiian islands. That warning was eventually canceled. Most people around the bay area believe that possibly these two earthquakes could be related. Hard to believe that they arent but that is why we ask the experts. Were going to go to one of those. People as far south as santa cruz reported feeling the earthquake, and for a closer look at that 6. 5 we want to go to the usgs in Mountain View and talk with brad. Thanks for joining us. Tell us about the two quakes. This mornings earthquake off the coast of eureka was a magnitude 6. 5 earthquake at 6 49. It was followed by a magnitude 4. 7 after shock at 8 32 this morning. Now, the earthquake off the coast of eureka did not cause strong shaking. It was felt relatively lightly along the coast. But as you mentioned as far south as the bay area and up into southern oregon. Okay, so because they happened so close to each other, a lot of people speculated that they might be related, but what do you say . Well, both of these earthquakes, the one off the coast of california and the one in the Solomon Islands occurred on very tectonically active areas. These are areas where we have the most earthquakes, so its not that uncommon to have two earthquakes that are felt in both regions on the same day. So because the magnitude 6. 5 happened first and it was so far away, any stress changes caused tin Solomon Islands are minuscule compared to, say, local other earthquakes happening in that region. Did these quakes, though, happen on the same fault line . No, these are both occurred along the pacific rim of fire. This mornings earthquake off the coast of eureka occurred on along the san andreas an extension of the san andreas plate boundary along the mendocino transform fault shown here in red. The Solomon Islands is on a different fault on a different part of one of the plate boundaries that makes up the pacific ring of fire. Okay, have we seen any significant aftershocks . For the one off the coast slur rei could, we have seen just this magnitude 4. 7 nearby. Right at the coast, we have this magnitude 4. 3 earlier in the week and weve had a couple of aftershocks, and its more likely in terms of related earthquakes, these two up here, the magnitude 4. 3 and the magnitude 6. 5 could be related but this is really the outside of the limb of its what would you expect earthquakes of that magnitude to be related in terms of one triggering another. You mentioned both of those areas have seen quakes before, a lot of activity. In fact, back in 1992 a lot of buildings there in the ferndale area were destroyed because of a pretty significant quake. Are you surprised that we didnt see any damage from todays 6. 5 . Well, todays 6. 5 was over 100 miles off the coast. And so by the time the seismic waves reached land, they had diminished in amplitude by quite a bit. Larger events that have occurred closer in towards the coast are the ones that have tended to cause damage along the coastline up near eureka and ferndale. Okay, im going ask you to look into your crystal ball for me if you can. A lot of people wondering after what they saw earlier today, do you expect any more . Well, we do expect additional aftershocks. Many of the aftershocks are probably too small for us to detect with our sensors on land, and for any earthquake in california, generally theres about a one in 20 chance of it generating a larger earthquake in the following week. Well, after the initial drop in afterhours trading when it was apparent that donald trump was going to be the next president , the stock market has been setting record highs. Joining us now to talk about how a Trump Presidency may shape the market is our financial expert, rich. First of all are you surprised at how wall street has reacted to apt electric donald trump . Oh my gosh, i think everybody is surprised. Its been one of the most violent up m. S in the history of the stock market. 1300 points just in the last month up. Its crazy, ted. Is its one of those scenarios where i would think a lot of investors have their finger on the sell button because of trumps volatility. Yes, hes claiming he is going to do x, y, and z, but were seeing already hes wavering on a lot of things. Do you anticipate this will be a volatile market . More than likely. The thing is i try to look at what historically we can look at to be able to decide how do we compare this presidency and the impact it is going to have on the stock market. And i go back to another who was thought to be wild man president and also someone would wanted to cut taxes dramatically, 30 some years ago, ronald reagan. At the time people thought he was a wild man. He fired all the airtraffic controllers in a single day. He called the soviet union an evil empire. So people thought he was pretty wild at the time. If you look at the market when he started the dow was at about 850. At the end of his presidency it was about 2150. So the market altogether with all the dividends reinvested, it was about a 200 increase. Doesnt wall street want stability and to be able to predict things . Yeah. Whats your advice to people who are a little bittner view, or even for those people who are on the side lines now watching this thing go up and up . Should they jump in . Great question. I think if trump is able to deliver on his biggest pledge, that hes promised, to increase the jobs and have more better paying jobs in this country, if he is going 0 do that with the private sector, that means that companies have to be doing really, really well to be able to hire all these new employees. If the companies are going to do well that means their shareholders are going to do really well. If thats the case that would bode really well for the stock market in the future. Now, theres going to be upsets. Is he going to start a trade war with china or all these other things . Would knows. Those things will definitely cause setbacks. I would assume that more so than ever would you advise your clients to take it easy, dont react to any daily news, because, like you say, anything can happen with president elect trump, the way hes already talking. Theres going to be some ups and downs. Is that what you expect . Absolutely. We had people that wanted to get out the day before the election. They were saying, if trump wins, i cant be in. Ktvu legal analyst Michael Cardoza here. Weve been directing a lot of attention to the property manager of the oakland warehouse fire but now that the attention is starting to shift a little bit to the city of oakland, having inspected the warehouse for years, there are questions about when people have gone in or tried to go in after complaints. Do you expect that the legal focus is also going to start shifting towards the city . No, i dont. I mean, we know that they have governmental immunity. There have been case after case in california where you have, for example, the Fire Department, there was a recent case over in redwood city where the Fire Department went in, did some inspections, and then failed to follow up. Lawsuit against them tossed out. I believe it was summary judgment. So they wont even get to a jury with the city. Where the city will be corrected will be when they start firing people, or moving people around within that department. Thats whats going to happen there. Civilly, it wont happen. If you own a warehousetype building where it is a work live loft, and you know people are living there, you feel sorry for them, its happening all around the bay area, fur the landlord, what do you do now . You get them out as quickly as you can. Because should, god forbid, something happen in your building, for example, a fair, you are going to be held libel. Certainly this situation puts all landlords in the bay area on notice. I mean, how can they miss whats going on here . They will hear about it. So they have to now start moving those people out of their buildings, or they will be held libel for this, and as in this case, the owner of this building will be look at and might be prosecuted criminally and certainly civilly theyre going to go after him, or her. Housing is such a problem in the bay area. Today at Oakland City Hall you had people would live in these types of dwellings, talking to city counselors, saying, hey, listen, we get the message. Weve rewired our work spaces, its safe, we get it. From a legal standpoint, i guess theres really no twie quickly solve this issue ox is there . Would you say that you do to have move these people out in the interim until theres a better solution. If you are smart, you certainly do, because you want to take on that responsibility, that liability and maybe be subject to criminal prosecution . So what has to happen, i would think, would be rezoning to say these warehouses, you can make them residential, but youve fought go to city council. The board of supervisors and say, okay, these warehouses arent zoned for residences. Make them residential, give them an opportunity to do that. But then once that is done you have to go in and make corrections to the building and bring them up to code. Once thats done, then you can rent them. But think about that. You know what is going to happen. Theyre not going to go quite as cheaply as they are now. The rent is going to go sky high. People will begin to move in to those. So im not sure that solves any problem. All that takes time. Michael cardoza, thanks. Good, ted. Its not just one organized front, kind of like your garden hose being pointed in one direction. We have the rain coming on board. We had the heaviest downpours from this morning. Things have lightened up a bit but theres enough moisture out there where you kind of have that mist or some drizzle. Here some green still showing up. Still some wet roadways for your thursday evening commute. As you can see out towards the central portion of the bay, out toward the bay bridge as well, San Francisco at least enough mist or drizzle to wet the bay area roadways. That will be the theme for tonight. And then we are talking about some more showers for tomorrow as well. Keep the umbrella on standby over the next few days. Temperatures right now, lots of 50s out there. Fremont 6 2, sfo 58. Santa rosa 51 degrees. You probably notice that temperatures have warmed up a little bit with this changing weather pattern. Looking out toward sfo, low cloud ceilings. You can still see all the damp pavement. That will be impacting air travel potentially as well. We are talking about another system and the organized part comes in first thing saturday morning. Rainfall expectations, a half an inch to over an inch. Winds could be approaching or maybe even topping 40 miles per hour, and the sierra will pick up snowfall but mainly for the higher elevations. Up above 7500 feet. First thing tomorrow morning some scattered showers, temperatures will be in the 40s to the lower 50s to start out the day. Thats what our sky cast is showing here. 7 00 a. M. Friday 52 degrees. And then into the midmorning were going hold op to the rain showers. That chance at 12 00, maybe a break setting up. Cant guarantee a completely dry forecast but definitely scaling back on the coverage by 4 00 tomorrow afternoon with the temperatures in the 50s. You see the overall weather pattern. Upper level winds traced in here. All the moisture riding along that path there directed towards Northern California. So scattered showers for your friday, then rain likely into saturday. Looks like the best break right now will be on sunday, so the forecast models kind of did a reversal. Looked like sunday would be the wet day, but they have actually sped up the timing of the system for saturday. Here is the forecast model. Tonight, clouds, a few scattered showers. Tomorrow morning for your friday still a few popup showers. Lots of cloud cover out there. At least some heavy mist or drizzle. 4 00, especially after 4 00 we might scale back on the showers. But look what happens. First thing saturday morning rainfall rates will be picking up, and then maybe some more scattered showers. Maybe a chance to get outside by saturday afternoon. Temperatures for tomorrow in the upper 50s to the lower 60s, occasional showers for your friday afternoon. And a look ahead, your fiveday forecasts multiple rain clouds to talk about with the rain likely for saturday. I have lived in a car before. And like i have been homeless. And just moving around that much also makes me feel homeless because its not like i have a house to go to that really is called mine. Reporter austin is 15 years old. Cleancut and polite. He says he has been homeless for most of his young life. Having a home would mean that i feel like i have stability, i feel like i belong somewhere with a family. And being homeless means that ive just been going around. Reporter since parents divorce when he was eight years old austin says he has lost count of how many times hes moved. He says addiction kept his mother from providing a stable home and his father worked as a truckdriver and was rarely around. I kind of got used to it, but i mean, i would like to have a stable home. Ive always wanted to. It just never happen. Its very unpleasant. It just makes me feel really bad. It makes me feel unconfident. And when i go school i see all these other kids with good lives, and it makes me feel really bad. Reporter the most recent Homeless Survey found there are about 1500 young people in San Francisco who are either in shelters, living on the street, or like austin, who are considered unaccompanied children under the age of 18, living without a parent or guardian. No one really pays attention to the fact that they may have a roof, but they do not after home. Reporter terry 39 is the principal of a Charter School on Treasure Island called Life Learning Academy that deals with atrisk youth. Unstable housing is the number one predictor of kids that can end up in the juvenile justice. Reporter young people between the ages of 16 and 24 are one of the most vulnerable groups because theyre transition out of public systems such as foster care. Homeless youth are also 87 more likely to stop going to school. Homelessness is not having a place to live or not having a stable place to live, moving from place to place all the time, worrying about staying clean, and things worrying about eating. Reporter 16yearold Michael Matlock entered the foster care system when he was 11. Since then he has struggled to find a stable home living with relatives and back to foster homes several times. My mom, shes disabled so it is hard for her to take care of me. My dad was in jail at the time. It was pretty hard. Its a lot on your mind. Its stressful. And youve got to worry about doing good, and if you dont want people to know youve got worry about them not knowing certain things. Reporter even though he knows he cant live with his parents, being away from his family has been hard. When you wake up and dont feel the same love and affection that you feel in somebody elses house, its not something that you will want to feel. Reporter both austin and michael are now students at terry declines Charter School among a group of 20 students at Life Learning Academy who decline says dont have stable housing. It is why the school is raising money to build a dormitory and to become a boarding school. We are going to build something for these kids, because we see it every day. If you dont see it, it doesnt exist. Reporter the school has ven both boys a new sense of hope for themselves and their futures. To just grow up and have my kids not live the life that i lived as a child so that they could have a stable home. Reporter 15yearold austin also has something he wants the rest of us to understand. There are children that go through things and theres Homeless Children and not just homeless adults, but that children should be helped. People forced to flee a massive fire now returning to their homes in tennessee, picking up the pieces. The four on 2 will be right back. Good evening, within the last 15 minutes ktvu fox news has learned that the federal investigators are sending a Forensic Mapping Team to the site of the deadly oakland warehouse fire. The atf said they are going to determine what caused the fire. They are going to release more information about their investigation tomorrow. As of today, the coroner has identified all of the victims. The final victim was identified today but the name has not been released. Names of 31 of the 36 victims have been released.
