Entering the plea not guilty. Reporter a threemonth investigation has come to an end for the alameda District Attorneys office, some calling it a black eye on bay area Law Enforcement officers. The actions of a few have really shown a very negative light on the hard working, all the hard working men and women who come to work every day as Police Officers. Reporter Alameda County District Attorney Nancy Omalley spoke about the Sexual Misconduct involving multiple Law Enforcement agencies all over the bay area. The offices had involvement with a teenage sex worker who went by the name of celeste guap. In some cases the alleged officers had sexual acts with her while she was a minor. Omalley who referred to guap as miss a. Say she is a victim. Saying that there are seven officers named in the investigation. Five current and former oakland officers, one former Livermore Police officer who resigned thursday, and one former contra costa sheriff deputy. Some of the misdemeanor charges include engaging in a lewd act in a public place, engaging an act of prostitution, and knowingly and without permission in conducting a search of official criminal justice data and Computer System without an authorized purpose. Wednesday mayor libby schaaf held a press conference of the notice of intent to discipline 12 officers. Four are recommended for termination, which we learned some of these officers are no longer with the force. Seven offices are facing suspension without pay. And one officer will receive counseling and training. For now guap is in florida, but the da believes that they will return to the bay to help their case. And it is our expectation and in our communications with miss a that when the time comes she will be coming into court to testify against the officers in the cases. And the former deputy from contra costa and two current Oakland Police officers are the men facing the felony counts. All of the charges are proposed charges because according to omalley, guap needs to be in town for those to stick. The da says that no other oakland officers will face charges at this time. Other crimes were alleged to happen in other areas including including contra costa and joaquin county. Since they happened outside Alameda County, they do not have jurisdiction in those cases. Coming up at 6 00 and 5 00, well have more on this story along with henry lee who will have specifics about all of the officers involved. Okay, Paul Chambers live for us in the newsroom. Paul, thank you. Well tonight an anti Violence Group will host a candlelight vigil for a pregnant san pablo woman and her unborn child killed earlier this week. Police say that the 18yearold izaiah mease was shot and killed ilaysia mccoy was shot and killed after being seven months pregnant. Mccoy was shot involving a friend and a father of her unborn child. Police arrested 21yearold luis morales jr. Early wednesday morning. Another person of interest luciano dwarfe turned himself into police. The bay areas peace keeper program, tonight at 5 00, the group will hold a vigil at 23rd street in san pablo. Well ten people were hurt when an suv crashed right into a classroom at Solano Community college in fairfield. Police say the driver suffered some sort of medical emergency just before losing control of the vehicle. He swerved off the road around 9 00 this morning. The students in the classroom were right in the middle of taking a math test. Seven people were taken to a hospital. Some with moderate injuries. One of those students actually became trapped underneath that suv. Former 49er bruce miller appeared in a San Francisco courtroom today arraign on seven felony counts. Prosecutors now say miller use add cain in his alleged attack on a 70yearold man and his son at a San Francisco hotel earlier this week. Police say miller tried to enter the mans hotel room. The mans son was staying next door and told miller that he had the wrong room. Thats when miller say that he attacked the older man. Miller was later seen on Surveillance Video at another hotel bloodied and apparently disoriented. However the San Francisco District Attorney says that millers state of mind is now being investigated. This is an Ongoing Investigation with no toxicology report. But we have to remember that there are times when this is really irrelevant right in this particular case. And the assaults occurred, the fact that he was intoxicated it is an issue, but it is not the main issue. He was assaulted. We do have him appearing to be intoxicated. The 70yearold victim was hospitalized. The 49ers, they released miller just hours after the incident. Well arrests were made today in pleasanton after protesters blocked streets and the entrances to the Alameda County fairground. Thats where the annual urban training event for Law Enforcement is taking place. Ask folks to make a half moon. Facing our resistance. Reporter the protesters are concerned that the training furthers that police department. And now inside of the vendor expo, officers checked out of the variety of weapons and the equipment, everything from the drones to the state of the art bodyworn cameras. This weekend the swat teams from 36 Different Police departments from all across the country will compete in the bay area exercises, preparing to respond to the disasters and even the terrorist attacks. The Alameda County sheriff says that there will be no substitute for real live training. And you have to bring the property equipment. That means you need to have a ballistic vest and to have the ballistic vehicle. That means you need to have certain weapons to match the terrorist. Otherwise youll be killed. And it is for safety. Reporter now todays demonstrators were a part of the group called stop urban shield coalition. Especially to permanently end this event, which was previously held in oakland. Joining me now is a member of that coalition. Nathaniel, can you explain more about why the coalition are opposed to the the training event . Sure, thanks for having me on. We are opposed to this event because of the increasing militarization in our community is under the Emergency Preparedness and essentially bringing in Law Enforcement and military personnel from all over the world. Many countries that are accused and confirmed that they have Human Rights Violations to train our Police Officers. And i think that todays mobilization, that it was a strong message and that Alameda County and the people in the the bay area that they are not in support of this training. We think that the money that is invested in this event can be much better used in Mental Health preparedness, actual disaster relief, and Different Community programs beyond just arming our police. What would you like to see changed . Well i mean the first thing is, i mean we dont want urban shield at all. It increases the mentality of treating our communities as enemy combatants. What do you mean by that . Sure. So when, you know, ourcommunities are families, people. Were not enemy combatants. When the police enter training where terrorism and the military mentality is all that they are exposed to, then when they respond to calls in our community thats the type of mentality they bring to the table. And so one of the reasons why we see so many deaths in our community by the hands of police is because of this type of training and that they come in fully armed and expecting that essentially were enemy combatants. So thats one of the main reasons why were opposed to this. Additionally the department of Homeland Security gave 6 million to the Alameda County sheriffs department. Almost all that money goes into planning urban shield. Thats 6 million that can be used in a variety of other ways. Helping train for Mental Health calls, the impact of climate change, the earthquake that we know will happen here. These are all things that are much better uses of the money as opposed to simply providing our police with wargame scenarios and advance military equipment. You heard the sheriff there. He said that this is really critical, its a critical preparedness exercise and that it is important in helping not only Police Officers, but also firefighters and paramedics that better respond to natural disasters you mentioned an earthquake. They will be going through scenarios like that as well as things like explosions and mass shootings. So if you take away this training, how would Law Enforcement then be prepared for some of the things that i just mentioned . Thats a great question. I think that this whole training is under the guides of the Emergency Preparedness. But if you look at the schedule and what the sessions are about, six of the seven today were solely focused on terrorism. But isnt terrorism a big threat to National Security . Right, but if it is billed as an Emergency Preparedness exercise, then it shouldnt be linked with terrorism. And regardless of whether or not that terrorism is a major issue or not, our community should not be treated as terrorists. And so again if you create a situation where the police are going in to every single call with the mentality that they are about to face, thats the way that they will treat the citizens of the United States. And i think that the hundreds of people that would show up today, that they are sending a strong message that it is not the type of policing that we want in our community. And so plan on the warmer temperatures for your saturday morning and then as we head into sunday and beyond, that we will be talking about that significant cool down. And doctor, the north korean threat, i think a lot of us sort of just put it in the the back of our minds. And that there is no question when any additional country obtains the nuclear disability, especially one that will be impressive and unpredictable as north korea and that it is certainly a reason for their concern, especially for their immediate neighbors, such as japan and south korea, which are u. S. Allies. How close are they to really creating the potential problems. And that they are still smaller than hiroshima bomb, which is quite small compared to what the United States and other countries would have. But the biggest concern is their delivery systems, which appears to not be just a Nuclear Device as the previous test. But they claim that it is actually a Nuclear Warhead implying that they could fit on the missiles, and that it will be playable, to make something blow up. And that they will have the means of making it recognize and being able to deliver it. They dont need to deliver it very far if they need to go to south korea. And certainly not. But that is my impression and the other is that they are doing it as a deterrent and the other paranoid regime, they lost hundreds of thousands of people, the bombing during the korean war and a part of their reason and their regime. And the range of power, the idea that oh, it is just a huge threat and that when they saw what happened in iraq when they got rid of their Nuclear Program to allow them back and to get invaded in it anyway and they figured the best hope, that it will be to have some kind of a deterrent. And they are breaking so many previous commitments, given just how unpredictable that it will be and the regime is. But there is still a risk when you need to get in a government like that. That you said it just before they came on it and in some ways, that they are more dangerous than iran and we are spending so much time about them. Certainly. Iran, that it is even before the nuclear agreement. And that many years away from actually developing the nuclear weapon, that will be getting all the tension and that we would have both parties and the democratic party, that they would violate their agreement and that they would not hesitate to attack the country. Again, all the attention there. That they will be afraid for that. And things primarily that it will be, you know, that we really do not have that many options. And at least with iran that we could get the National Community together and to put on the kind of sanctions and that will enable them to make it impossible for them to have it, is essentially limiting the nuclear weapon. But north korea, they do not care about the rest of the world would think and that they could isolate it all those years. Well, a florida man says that his Samsung Galaxy note 7 exploded while it was plugged into his car charger. Nathan dorticher went inside his house and left his car running. When he came out, the jeep was engulfed in flames. He says that he only had the iphone he only had the phone for four days before it, blew up. And now the faa strongly advertising passengers not to turn on these particular phones or charge them while on planes. Officials say that they shouldnt be placed in checked bags. The phone is being recalled for having batteries that are, that they could catch on fire. Basically if you have one of these phones that you should probably get rid of it. Exactly. Our tech expert joins us now. Its easier said than done. A lot of people, this is their phone. Reporter yeah. Well, samsung is reporting that they sold 2. 5 million of these phones so far. They are saying it is a small percentage that is defective. That there have been 35 reported cases of fires starting from the phones battery, the lithium ion Battery Charging while on the phone. And so that it equates to them saying that roughly. 1 is likely being affected. Thats about 2,500 phones. But who wants to have a ticking time bomb in their carryon or their pocket when they are on the airplane . The federal aviation, they are essentially saying when they catch fire that they will be nearly impossible to put out on a plane. Lets just not do it. Some of the airlines, unfortunately they are being a little sweeter about exactly how they are trying tone force that. Right now for example, southwest one of the major carriers is saying that they are taking under advisement with what the faa is saying, but not saying they are restricting them from getting on the plane and not announcing on the plane if you have these phones to throw it out the window. Delta and american airlines, they are saying that they are going to be making announcements on the plane. But theres no real way to enforce the travelers to not bring their phone on a plane, that they are not taking them from you when you are checking it at security or anything like that. And what a lot of people might think of a safer way to stow it under my baggage that i will just throw it on my bag and check it on the plane, but then it is in the cargo area and i dont want a phone exploding in the cargo area. Yeah, nobody wants that. Absolutely. The bottom line that you should just take it back, right . Yeah. Chipotle delivering food with the drones. Yeah. Yes. Im so excited. Its coming. Unfortunately its not happening in the bay area, but virginia tech. I guess what theyve got, theyve got a cool chipotle truck that parks on campus and they can have these drones basically delivering burritos to students. Theres a couple of restrictions, you cannot fly them over human being. The software will be driving them. And in case something goes wrong, but project wing, alphabets division that is handling this, they are testing these drones to see if they could be flown in populated areas. This is the first time that the u. S. Federal Aviation Committee says that it will be okay to fly these drones as a commercial in an area. That it will be great news for places like amazon saying that they want to do Drone Deliveries and that it will build out their Software Platform that they will be using for their automotive cars and all kinds of great stuff. Okay, i get that i could be at a kiosk and place my order. And then the burritos are loaded up to the drones. But how they actually deliver to me . Yeah. Well thats the thing. They literally attach it to the drone and youll get a little drone flying burrito and to bring them up the drone plane. If it will come down to my level . I mean that it will be lowering it to reach out my hand to grab that . Sure, yes, that is the way that it is suppose to be. I mean that dominoes, they are also testing their own little drone delivery robot. I dont know if you have seen them. So ultimately i think that humans as a whole, they are trying to move towards it so they dont need to talk to each other anymore. That is where these drones are all kind of pushing us towards it. Seven felonies, pretty serious business. Yes, definitely serious. If you look at the top, you are looking at 11 years, eight months. Would a judge ever give him that if he was convicted or fled . No. But that is where it is at risk, 11 years, eight months. The evidence against him from our standpoint, we dont know much yet, but what we do know is video and that we have seen the video and that we are hearing the allegations that he beat a 70yearold man. There wont be a lot of sympathy. Given the blowbyblow event. We dont know all the evidence that it has not been vetted. We dont know what went on in that confrontation that we do know that they were injured and one of them has a broken bone. But i do see some defenses for him that it could be proper to the jury. And you know that i know from all the years that i have done this that i know some of them. But obviously i dont want to be presumptive enough to put that out there. But there are defenses that he could put forward in this case. And could you give it a state of mind . And that he is a professional football player. And fighting that 70yearold man is not a fair stretch for any. I understand that. Is it selfdefense . It could go into that category, but again that i dont know everything. I like you have watched the video. When you look at the video, people make judgments, they make that snap judgment that he did it and he should be punished. But wait a minute, take a step back and see what really went on in his life and i will give you the example. As you may know, that he was convicted down in santa clara county. He had a prior. Well, he does. But he was arrested for Domestic Violence in the parking lot with his then fiance. He plead to a simple disturbing the peace. And i know how tough santa clara District Attorneys office is that they will not give up the dv case easily. But yet they vetted the evidence just like San Franciscos d. A. Should do, vet the evidence and what did they do . Go ahead, please plead to a simple, a simple disturbing the peace. And now what does that tell you . That everybody just jumps at that, hes got a prior. But no he doesnt. Whats next quickly . November 2 that they will arraign him and the case will move forward at that time up to the defense attorney whether it will be going quickly or slowly. What would you do . I would push it fast because his career said it is a risk here and they would not be playing football this year that you want to get them back on the field next year. And he is not playing that entire time. That i would really talk to him and to get that thing done and find out where we are going and to get you back playing football. Yes, warming things up just a little bit over the weekend with a little confusion maybe a few showers that could be moving in to northern california. Well talk about that in just a bit. But as far as right now, low clouds and fog and a summertime weather pattern out there, which you would expect at this time of the year especially for july or august. But september, that they will expect more clearing skies. Well have a pretty good on shore wind in place to help transport that back into the bay in the short term. Here is a closer look at their satellite right now. A lot of overcast over the ocean beach area and back into the bay for your friday afternoon. Current numbers for you, 88 degrees. San francisco only in the 50s and san jose checking in at 76 degrees. Here is the plan that it is 58 that should be cooled to 57 degrees. San jose checking in at 76 and a bit of a breeze around 11 00 to 14 miles per hour. Here is a plan for you tomorrow in San Francisco, some low clouds at 7 00. And then the sky cast by lunchtime, partly cloudy right around 60 degrees. Then still partly cloudy, only approaching the mid60s. Still some haze out there. Right now 76 degrees with a fairly nice saturday afternoon starting out the day with that patchy clouds. We will go with partly sunny skies, reading in the mid70s. Somber ceremonies started this weekend the nation is looking back at the deadliest attack on the soils. Ceremonies are being held in new york, washington to honor all those killed and to welcome the rebuilding of the World Trade Center site. David lee miller has more from new york. Reporter sunday marks 15 years since september 11. The attack killing nearly 3,000 people. Most of them here in new york city. The New York Stock Exchange observing a moment of silence on sunday while they held a procession from city hall. And Homeland Security secretary jay johnson, visiting Lower Manhattan to commemorate the return to the World Trade Center. Terrorism cannot prevail if we refuse to be terrorized. The attacks commemorated in and around washington, d. C. As well. Looking back at the ceremony with the pentagon they continue to serve the nation and protect our freedoms. Well never forget the events that unfolded that day. They were holding a ceremony on the steps. And the attorney general, loretta lynch, dedicating the plaque for the survivor tree planted at the Justice Department. And we will continue to stand against all of those that will seek to do our nation and it is ideal. And it will be making them harm. We stand mindful of all those who have died. Which is now a yearly tradition. The victims names will be read at the ceremony of the memorial and museum on sunday. There will be six pauses at the event to mark the exact moment of the four attacks and the time that each tower fell. In new york, David Lee Miller fox news. The house of representatives passed a bill allowing the families of september 11 to sue saudi arabia. They passed that legislation back in may and that bill now goes to president obama. The white house has signaled that he would veto the bill saying that they would damage the important relationship with the key ally in the middle east. However that congress, they may have enough votes to override the veto because there are democrats as well as republicans who support this bill. There has been suspicion that saudi arabia was connected to the september 11 attacks. 15 of the 11 hijackers were from saudi arabia. That leads us to the question of the day. Some of their biggest legends are being inducted tonight into the memorial Basketball Hall of fame. That they would receive their orange hall of fame jackets yesterday in springfield, massachusetts. More than 50 hall of famers are expected to be in attendance tonight for their enshrinement ceremony. And teachers at castle high in oahu have been cleaning their own classrooms, taking out the trash. The school has not been able to hire a Janitor Service because of a dispute over the bidding process. The Hawaii State Teachers Association says that cleaning rooms goes against their contract. And the contract is very clear that it is dating back to the agreement in 1973. And that teachers, their primary objective is student learning. Officials say that they are working to approve their overtime so that the outdoor custodians could also clean inside that classrooms. Well today the judge denied a native american request to temporarily stop construction on a state nearly 4 billion pipeline. And that they have called in the National Guard to deal with protesters who say that the ruling will not end their efforts. But she has more. The heated protest against the oil pipeline, they would trump the governor of north dakota to call in the National Guard. I have placed additional guardsman in alert to assist with response efforts. The protesters are mostly made up of native americans who say that the pipeline could damage tribal lands and river water resources. Protests are taking place across the midwest including iowa and nebraska. And it is time to stay vigilant and visible. Theyd both moved to bring in the National Guard, which comes after clashes i encourage everyone who demonstrates against the Dakota Access pipeline project to do so in a respectful and lawful way. And they say that their land is sacred. It is very hard to read. But they will not be confronting the protesters. Providing security traffic points. Paul chambers was at that News Conference today with much more on the charges that the officers are now facing. And a few hours ago, they announced that there are several bay area officers that are facing multiple criminal charges. With the selfproclaimed teenage sex worker that goes by the name of celeste guap. Nancy omalley hasnt said anything about the Ongoing Investigation until today. They are able to have a trial within 45 days. Reporter a threemonth investigation has come to an end for the District Attorneys office, resulting in what some are calling a black eye on their bay area Law Enforcement officers. But theres 775 Police Officers in oakland. And this is a handful of the people who have brought shame on that department. Nancy omalley spoke of the Sexual Misconduct involving multiple Law Enforcement agencies all over the bay area. They had involvement with the teenage sex worker who went by the name of celeste guap. In some cases the alleged officers had sexual acts with her while she was a minor. Omalley referred to guap as miss a said that she was a victim, saying that there are seven officers in all named in the investigation. The officers that we show, they engaged in sexual personal conduct with her. And they are the officers that we are prosecuting. Five current and former oakland officers, one former Livermore Police officer who resigned on thursday and
