Live pictures of the current fire fight. Then they jumped to the freeway growing. And you can see all the smoke, that will be coming from the fire. That it has now been closed. Several structures are threatened. On social media we are hearing reports of some homes that have been lost, but no official confirmation yet. In addition to the residence being told to leave this area, an Elementary School was also evacuated. Two firefighters have suffered minor injuries while they battle the blaze. Now back to the lake county fire and the arrest of the man connected to the massive fire. 40yearold Damin Anthony Pashilk faces numerous charges including arson and aggravated arson with prior offenses. Pashilk serve add fiveyear sentence served a fiveyear drug sentence. He was released in 2007. Pashilk is a construction worker born in San Francisco. Right now behind bars in the lake county jail. Hell make his First Court Appearance tomorrow in clear lake. There has been little change as the clayton fire is Holding Steady at 4,000 acres. Containment has increased to 20 with full containment expected by sunday. That fire though has ted mentioned earlier destroyed 175 homes and businesses building mostly in the town of the lower lake. As you can imagine that there is anger in the small town of lower lake with the news that the fire was deliberately set. Many in the community would suspect that the arson might have been involved. But they brought up a range of emotions. Tom vacar joins us now back in lake county today with reaction to the fact that someone is accused of targeting this area . Reporter well, there is happiness, of course, that there is an arrest. Thats understandable. But the fire is still going on and the wind is picking up. So it is a mixture of relief and dread. Mario martinez lost his home of five years over the the weekend. The home he built with his own hands when he wasnt working his regular job. Nonetheless that mr. Martinez wants real justice, not just an accused man who is currently easy to blame. Nobody is guilty until the loss, thats that. And so if he is guilty, then that he has to deal with his work. And he has to pay whatever loss that hell have. Reporter a few blocks away he was spared, but feels that it is also a menace and that they should get the most. The most that someone could get. I mean that this is the worst. Reporter beyond pure punishment . I think that they should be able to meet face to face with some of those people to give them an opinion of how they feel that it has impacted their lives. Reporter they have three locations right in the community where the fires have ravaged the region for the last three years. Employees have had to deal with the tragedy of so many victims. Not just right after the fire, but all the time ever since. So we asked the employees if the man announced yesterday who was charged with arsons convicted, what should be the appropriate penalty assuming it gets to trial . Somebody will get a hold of him. Because somebody knows somebody who lost their house. It is a small area. So hopefully that somebody will take care of them before they get to trial. Throw away the key. Never see the light of day, you know, again. Because you would put so many peoples lives in jeopardy. Disrupted so many lives, you know, precious things that cannot be replaced. Reporter despite the arrest, it appears that fear remains. I think, you know, they did say that he didnt act alone. I think that a part of you thinks yeah, you know, hes gone. But theyve caught him. But i think that there is that doubt that maybe there is somebody else. Then you know, theres so many sick people out there that think okay, ill be a copy cat. Reporter in other words there is no real closure here either with the arrest or the future prospects of people with the fire still going on and having occurred as far back as three years. Im guessing one of the reasons why containment has inched up to 20 and we havent seen the fire explode again. Well yes. Hot and dry definitely for sure out there. But the wind, of course, has not been a huge issue. That is definitely some good news because it could be the wind that creates the most danger and of course the most devastation. Right now reporting 97 degrees relative humidity at 15 . Very hot and very dry when we have conditions like this, of course it burns hotter, faster, it spreads faster, but the winds at 16 Miles Per Hour picking up a little bit this afternoon, but the gusts look to be about 20 Miles Per Hour. And the wind is moving in this direction. And so it is pushing the smoke off towards the east and the winds today, they are very similar to what we would experience yesterday as we get into the evening hours that it will be very warm by 7 00 or so. Still looking at 90 degrees. The winds will continue from the west, relative humidity, they will slowly come up through the evening hours. At 10 00 still about 78 degrees. Very hot and very dry and the story there before i send it back to you guys that i want to talk about the fire burning in Southern California here for just a minute because this is where they are dealing with critical fire weather in addition to it being 100 degrees out there. In addition to the relative humidity being down into the single digits, that they are dealing with the wind. That is a red flag warning that shade of red that youll see behind that red flag warning goes all the way until tomorrow night and the winds right now, they are about 30 Miles Per Hour, but they do have the potential for gusting up to 50 at times as you can just see it here. I mean it is just exploding out there. This is extremely dangerous for the firefighters. For any folks that live out in that area. Again, coming back home that well be dealing with the very hot and dry weather and in Southern California that they will be dealing with the red flag warnings, which means that the winds will not be going away until tomorrow night. Heather . Yeah, rosemary, just another heartbreaking scene that well be watching live right here on the 4 00 on 2. These are live pictures of the fire again. And that they just broke out around 10 30 this morning as we are now showing you that they are growing considerably. Now watching the homes go up in flames here. Yes, as they said that it will be the wind that they will be talking about gusts of 50 Miles Per Hour. That you can see the the home or structure there that will be in their path that will be a matter of minutes before that home is destroyed. Hopefully that the residents there have gotten enough warning to get out, grab what they can, and then flea to safety. But it is incredible to sit and watch this because literally were going to watch somebodys home, their life, all their memories, and the places that they would call home will go up in flames in just a matter of minutes here. There is absolutely no way that i would assume that this fire is not going to jump that small road here and engulf that home in just a matter of minutes. Our hearts go out to the people in Southern California and hopefully the weather can change for the better so that firefighters can get a handle on this sooner than later. As soon as this fire broke out, i mean it was all hands on deck. Something like 500 firefighters there, trying to attack this from out from the air as well. I think that there was a sense that this could really explode and thats what were seeing now. Jumps up the freeway. Right, you can see them jump that road right there very easily. It would roar through the dry brush in this area. And faith that they were saying and at first they were saying structure structures were threatened. There is one on the center of our screen that now on fire. That is now on fire. But the firefighters have a long road ahead of them as they try to combat this fire as it rages out of control in Southern California. Massive. The fire zone there in lake county, crews are scrambling to restore power to thousands of people whose homes and businesses were spared from the home. Taking you to alex savage with the rebuilding efforts underway. Reporter well, while fire crews are still working to control the flames here with the clayton fire, pg e crews are on the ground, trying to fully restore power and also replace a number of burned out power poles in this area. Were in this open field off of clayton road. You can see the scene behind us right here. There are 16 replacement power poles that are sitting there on the ground. And pg e crews are actually using helicopters, including a blackhawk to air lift those new polls, not just from the remote locations so that they could replace the burned out power poles. I want to bring up Lindsey Pollo to explain to me why you need to air lift these poles. Reporter sot areas where these trans so the areas where these transmission polls need to be replaced to destroy these polls will be in a very rugged terrain. We cannot get the trucks in there as we need to fly the helicopters in there to get to the poles and the personnel. There we have 20 folks up on the hill who are waiting for these poles to be delivered as they will make sure that it is set and well bring in the powerlines later on today. Bringing them safely and as quickly as possible to get ourcustomers back on. It looks like they are driving through the town of lower lake that there is quite a bit of damage that is done through your infrastructure. Do you know how bad things are . We dont at this point. Where she been able to get access to some of the burned areas, so were hoping to get in to get a full picture today of what we have ahead of us. Weve got 100 pg e employees here on the ground. Well be bringing in more as need. Again well be assessing everything, hopefully today and to have a better look at what other powerful transformers and lines that well have that need to be replaced. Now they need to be replaced. But in terms of all of the power poles and all the infrastructure that needs to be repaired in this area of pg e who says that their work is really just beginning. What goes on inside the mind of the arsonist . What would drive somebody to intentionally set the fire . Joining me now is dr. John dehahn with the fire ex forensic. Thanks for joining us. First of all are there some common traits that arsonist would have . Reporter well, it will cover the entire range of emotions from just general anger, sometimes that it will be targeted. And with the revenge that will be the most common motive for people who will be setting up just more than one fire. But sometimes it is financial. It can be bizarre as somebody who represents a system that hurt them. So they would concoct a reason to strike back a person or through that system through that person. It is so hard for most of us to understand that using the fire to attack i guess somebody and that i could understand it if they would burn their home down that they were actually having a battle with and in many cases that it is just random fires in areas that they will not necessarily have a connection with. Well thats true and in some of those wildland fire centers especially they are angry, they are feeling displaced. Nobody pays any attention to them. So this is a way of expressing their power. See what i can do with a match. Or a device. And that is pretty powerful motive for some people. Keep in mind that fire is probably mans second oldest weapon, you know, next to picking up a rock and hitting somebody with it, fire was the next item of choice for getting even with somebody, destroying their house, destroy his castle, destroy his crops, preferably with him involved. The individual who has been arrested and is suspected of setting the latest fire in lake county had a little Fire Fighting experience if you will and that he was a prison firefighter and trained as a firefighter. But often that we do see that thread of a firefighter sometimes wanting to be a hero setting the actual fire, then coming on scene trying to put it out . Well thats true. There are a number of big serial arsonists actually being in the fire service. And it is sometimes a simple boredom that they will get into the Small Department and that there is not enough to do and they thought well, well go out and create some work for us to attack and sometimes that it is financial and that it will be a part of a volunteer crew or a callback crew to set fire to something and maybe that ill get called back to get 10 to 20 to help put out their fire that i would start. That is another loop that should sometimes find in these cases. All right, dr. Stay with us. You are watching the 4 00 on 2. Officials shot and killed an alligator found in a creek in freemont. It was captured in Alameda Creek and no word on how that gator would get there. Joining us now is Steve Gonzalez of fish and wildlife. Hes on the phone. Steve, quickly, why kill this alligator . So what happened was that the surrounding brush in the creek and the elements around the creek would make it hard for wildlife officers to safely go to the animal. So the only choice that they would have was letting them go and do whey they did to shoot the alligator. Why not tranquilize it . And so the american alligators, this is the american alligators and the comments from california that we dont have a lot of information about how this tranquilizer would affect the alligator. And so rather than taking the chance of maybe using the training willizer, the alligator escaping and becoming the public tranquilizer, the alligator escaping and becoming a threat to the public, their choice was to shoot the the animal. This afternoon we had a chance to talk to the director of animal care at the aquarium of the bay here in the bay area. Listen to what she said when we asked her about her reaction on the decision to kill the animal. Well, i think it is very unfortunate as alligators are interesting animals. Of course always better to capture one of these exotics to put it into the aquarium for Public Interest rather than killing them. Is it safe to assume that this is somebodys pet that they let go and got it out of hand . Correct. Ultimately the person to blame here is the person that brought it here illegally. It is an exotic pet, it is against the law to have a pet like that and a lot of the times when they get older that they will be hard to manage and that people dont know really what they would have, but instead of surrendering it to an organization like the fish and wildlife that they will release it into the river and they will limit their choices that we will need to deal with it and that it will be the cause of what will happen when people dont make the right decisions. And we are continuing to follow the developments out of louisiana where the historic floods have ravaged the area. That the trouble may not be over yet. Reporter after days of devastating rainfall in louisiana, the waters are starting to recede a bit in some areas. And they warn the danger of new flooding that would remain high. Due to the volume of water flowing towards the gulf of mexico. I want everyone to understand that we are still very much in an emergency search and rescue response mode. And for much of the florida parishes. Saving life is the most important priority that well have. Reporter they dump more than 20 inches of rain in four days, leaving the rivers and the creeks severely bloated. Several deaths are being reported with more than 20,000 people rescued since friday. The head of fema says that they now include additional parishes. Really focused on a lot of people in shelters and a lot of people that may not be ready to get back in their homes. Reporter as the scope of the disaster will become more clear that churches and the schools and the other places will continue to open their doors to take in thousands of the evacuees. The residents who would fled fear that they are facing total loss. Wondering whats left if anything. Everything that i would have is gone, everything. It is like the end of your life and your world, you know, to start over like that. But we understand it, you know, to get the product. We would work so hard for it. Reporter fema is encouraging the residents to complete that application for disaster assistance, even if their parish is not a part of the the federal disaster declaration. In baton Rouge Casey Segal Fox news. The rain keeps on coming. Lets take a look at the radar as well show you whats going on in the south. You can see weve got rain that will just continue to pull in from the gulf over areas of texas and stretching across louisiana. Weve got thunderstorms there. It is now beginning to shift through the Mississippi Valley area and off to the northeast. So areas over the state of new york will be getting this. Already beginning to see showers stretching all the way into areas like massachusetts. Its going to be another day or so, so the flash flood threat will continue for areas of the deep south. Donald trump was hit by more damaging poll numbers. The republican nominee lagging behind Hillary Clinton in a new National Poll as well as in several swing states. Now in the poll that was released today, clinton leads trump nationally by 9 . And another poll shows that clinton is maintaining a double digit lead over trump in virginia 52 to trumps 38 . Trump though is shrugging off the latest poll numbers, appearing in milwaukee, saying he is the law and order candidate talking to Law Enforcement officials. Of course days after the riots broke out following the Police Shooting of an armed suspect. Basically it is just that, law and order as we will need to obey the laws so we dont have a country. Reporter and now despite some poll numbers, he is convinced that trump can get back to the winning ways if he keeps listening. Trump keeps getting tripped up on side show issues. If donald trump can keep the issue on her and give speeches like he did yesterday where he clearly lays out the president ial approach as to how hes going to address the important issues like the security and safety of our nation, then he can win. In the meantime Hillary Clinton spent a second day in pennsylvania, she appear the at a voter appeared at a Voter Registration in philadelphia telling the crowd we dont want you on the sideline as were going to continue to talk politics now with our analyst joe thumin. Basically if trump can stick to the script and continue going after Hillary Clinton, that we might see a reversal in the polls. Trump can manage to not be trump. The man is 70 years old and used to behaving a certain way to magically transform himself, then that he could transform the campaign. But that is a large presumption, which we are presuming that he could change at this point and exercise the kind of message and discipline that has been lacking so far. One thing that he has really stood firm on is the support of Law Enforcement. And this idea that he is the law and order candidate. What do you make of his appearance in milwaukee, obviously that part of, you know, that city there dealing with the riots and the violence after that Police Shooting . Two things. First of all mrs. Clinton is not only doing better with charm than trump with the African American voters, hispanic latino voters, asian voters, every other demographic that you can think of. The only demographic that she is not ahead of is white male voters. There are still a large number of white male voters who vote in this election. In terms of law and order and given the practice for relationships between Law Enforcement and communities of color, black and brown people. They dont really think that they will be able to pull in . You want to pull them in, but the emphasis of the law and order is basically towards a nod of white male voters who will look at this subject seriously. That is him throwing up his base. But remember as we said it before with the business in one another that they will need to reach out to the other voters in order to win. And so tonight this is an opportunity for him to reassure people about that. That he has to be careful though because he is wandering into a city that has experienced rioting and violence in the last several days because of another shooting, a policeinvolved shooting of an African American man. It is one thing for a candidate or a president when you are a sitting president to go to, lets say a place that has suffered from a hurricane. Lets go to louisiana from this flooding and to say that it is terrible and the flood is terrible and that it is another thing. What will they do to you to damage more houses because they dont like what they are saying, right . If you would go to a city to make an announcement and that youll characterize what you have seen there that it is another riot. You can make things work. Yes. Youll need to be very careful that it is good that youre there, but you want to make sure to the no make it worse to speak it off to know what youre talking about. Okay, well talk about trump kind of reaching beyond their core base and to talk a little bit about the millennials. Things are not looking so great for trump when it comes to supporting the Younger Voters . Y yes. That she is doing much better with the millennial voters that i want to caution all of our viewers that would look at poll was snapshot of a race. In this case it will be anotherpresumption that they will answer truthfully about this other part of the question is if youre going to turn out to vote. The reason why it is an issue is that most of these people are not voting millennials, im talking about that they are voting against donald trump that means that the pair of enthusiasm that will be in another negative way. When you are voting against someone with, the likelihood that youre going to vote in the end is less than what it would be if you are voting for someone. I think that shell have a sizable lead that it will be accurate. But i think that the greater likelihood in the end is not that they will vote for trump, but that rather many of them will choose not to vote at all. If that is the case you cannot take this group or the poll for granted. By the way the poll is 56 of those under 35, supporting clinton compared to trumps 20 . All right, thank you so much. After 37 years of a business that offers services to some of San Franciscos people in the most need might be forced to close down. Psychological services have been on the street since 1980. It offers the psychotherapy for those in need for a low fee. Now they want to demolish the building to construct new housing there. The clinic, which goes by the initials, they could be out in as little as 30 days. It set up a gofundme page with a goal of raising 65,000. That money would go to cover first and last months rent and deposits and moving expenses for a new location that clinics would serve about 160 clients who have nowhere else to go to get help. In San Jose Police are investigating a double shooting that would kill one man and injure another person. It happened in East San Jose on north white road. As they tell us that there is now more homicides in san jose this year compared to the same time last year. Reporter a lot of people who live in this neighborhood, they are wondering what happened last night as they would see the Police Activity and they were wondering what was going on. Police, they originally didnt know about the shooting that they found out about it because two males with the gunshot wounds, they would show up at Regional Medical center just before 6 30 last night that appears that the friends drove them there after some investigating they determined that the shooting likely happened on north white road near mckee avenue. We dont know if it was a drive by or what lead up to the shooting, but officers tell us that one of the victims died at the hospital from his injuries and the other survived. The mercury news is reporting that the deceased was a teenage boy. The area where this happened is known for gang activity, so it is likely that police will look to see if there is any connection. And that tends to be the case when the victims show up at the hospital rather than calling 911. No suspect description has been released, but the shooting does bring the number of the homicides so far this year to 31. Last year that there was 30 total for the entire year. The clayton fire is the second massively destructive fire in the lake county area in little under a year. Some of the same people who lost their homes in the belly fire are seeing firsthand the destruction of this new fire. Earlier i spoke to Carol Mckinley alvarez a Behavioral Health expert about whoo might be going through the mind of these fire vic about what might be going through the minds of these fire victims. Some of those items that they lose, their properties, the things that are inside their home, its a part of who they are and their identity and that it is true inside. That the impact will start to become a very unsettling, unsafe environment for us to live in as you would walk around now, not feeling it. And all of this destruction and this upheaval was caused intentionally by another human being. That will add a whole other layer because it is one thing to have it be mother nature, but another thing to know that it is intentional and that will really start to speak to our humanity and it really starts starts to impact people and their ability when they would recognize that it is something that was thought out, planned, purposeful. For many people adrenaline has taken over in the early days here, but down the line it is a tough but down the line it is a tough road. It is not a onetime fix, but it is important for the community to understand that once the fire, the news of the fire is done, it is over, that they still need to live with rebuilding. The rebuilding is a rebuilding of their community, their homes, but a rebuilding of their safety and their comfortability of their ability to just go through life and trust the fact that they can continue to live in a way that they do not need to fear of the unknown. They have devoured many acres as you can see the flames there. The firefighters have their hands full. We are just getting word that thousands of people have been evacuated from the fire. It is called the blue cut fire. It is about 60 miles from los angeles. Authorities say that the eight squaremile fire is moving north towards the town. Its about 4,500 People Living in the area. Theyve been told to get out. In the weather center, the winds, the big problem here, rosemary for the firefighters and the People Living in the area. Youre right. Very hot and very dry. Definitely the flames are pushing the fire just that much faster as they mentioned. But already the evacuations are being ordered for the wrightwood community. 100 degrees out there. Down into the single digits. The winds are sustained at 30 and gusting even faster than that. Definitely that it will be a fire out there that has just exploded over the last couple of hours as it will be a tough fight. And a temperature change where you can see anywhere warmer for the inland communities. And just a warm up around the bay. The temperatures will continue to climb. Then we will see a turnaround and a cool down begin tomorrow mornings waking up to the low clouds once again. Temperatures will be ranging in the lower 50s to oakland and pacifica and to near 60 degrees. For the afternoon tomorrow, the low to mid90s are expected for the inner east bay there as we will get into the north bay around the bay the lower 70s to the lower 80s. Into the south bay of 87 degrees are expected. The temperatures are peaking on wednesday, coming down on thursday, as we will get into the bay area weekend thiole that we will be looking good for a lot of spots around the bay. Navy ship to be named after an openly gay american, harvey milk. Mayor ed lee and nancy pelosi and secretary of the navy are all on hand among those gathered on Treasure Island this afternoon for the navy ceremony. Harvey milk the pioneering supervisor who was shot to death in 1978. Coming from a navy family and served in the navy himself in the 1950s. He became a naval officer, came to san diego as a diving instructor. After the navy he engaged in numerous pursuits and became increasingly active in politics as a pioneer for the gay rights movement. A u. S. Finest harvey milk was among six ships to be named after the navy refueling ship, set to be built in san diego in 2019. Welcome back to the 4 00 on 2 as we will continue to monitor the blue cut fire, which has burned in Southern California east of los angeles in San Bernardino county. A fire that started about 10 30 this morning and it has moved very quickly consuming about 6,500 acres as you can see the massive plume of smoke. Weve been monitoring it for the last few hours. It is amazing how quickly that it is spreading. We watch those flames spread acre after acre. What appears to be some outbuildings destroyed according to officials that are tweeting that information out. Still a lot of structures are threatened. And they are saying that the fire is now spreading so quickly with 0 containment. If you are under the evacuation orders, please adhere to those orders as the fire is spreading quickly. A shelter has been set up at the high school in the place that was evacuated earlier, taken to the other school after classes let out. One of the things that you cannot really see is the fact that they are fueling up the fire. This is taped from earlier as this fire has destroyed buildings and it has sent hundreds of people evacuating from this area where they would have reports that some of them have been jumping the freeway how fast it is moving and how much wind is up there in this fire area and what they are dealing with. And that is likely because of the wind. And the one thing that shocked me is when they were encouraging people at the same time. That they are gridlocked. Cal fire says firefighters are making Good Progress fighting the clayton fire north of the bay area in lake county. Crews are building fire breaks and mopping up hot spots tonight. Some of the evacuated areas reopened this afternoon east of highway 53. Officials say that the fire remains at 4,000 acres, now 20 contained with full containment expected on sunday. And that number still stands at 175. Last night authorities announced the arrest of this man pashilk who accused of who is accused of starting the fire. They also say that he worked as an inmate firefighter when he was serving time for drug and weapons charges back in 2007. Tonight, we have Live Team Coverage from lake county.
