Reggina slowly began to slip away. It replays in my head over and over. And i become numb. There were also people who spoke about the hope the shooting of reggina will be a wake up call to stop all the violence of city streets and the toll it takes on so many victims, their families, and their friends. Ken . Thank you, rob. Jefferys family is asking for help. Ilene wilson asked Governor Brown to reach out to libby shaff and ask for her help in catching the killer of her niece. What she got back was an email thanking her for contacting the governor but she should contact her local Law Enforcement agency for help. Ilene told ktvu someone from the Governors Office called her, apologizing for that response and assured her the governor has read her letter. The Governors Office also released a statement to ktvu saying the response was, quote, absolutely unacceptable and Governor Brown, who read ms. Wilsons letter, immediately asked a Senior Member of his staff to call the family, apologize for this error, and offer his and annes sincere con dolessenses. We asked if condolences. We asked if he would take action, but a spokesperson would not comment. Jefferys was shot at 13th street in downtown oakland. The vigil was just wrapping up nearby. And someone saw something. They now seem to be resulting from incredible irresponsible actions by individuals. One suspect was arrested in the citys south of market neighborhood. The driver of a black bmw blew through a red light and hit a woman cyclist in her 20s. The man was arrested after he sped off and got out of his car. That car ran into another vehicle and the owner told him to stay put. Investigators are still looking for the suspect in a separate hit and run in golden gate park. Witnesses say the suspect was driving erratically and swerved around several vehicles and into the bike lane before hitting the cyclist head on. Police now say the honda fit was a stolen vehicle. The u. S. Supreme Court Rejects an important part of president obamaS Immigration plan. The court deadlocked on the legality of an executive order, effectively killing the order which sought to shield millions living in the u. S. Illegally from deportation. Reporter it was a 44 tie. That was enough to block the centerpiece of president obamas plan, that would shield millions of immigrants in the u. S. From deportation. One opinion sends the case to the lower court, effectively killing the program. The significant point here is that this isnt just about saying were not deporting them. This gives them a license to stay here lawfully. Its saying theyre lawful when theyre not here lawfully. Reporter in challenging the program, president obama announced in 2014 which was focused on parents of children who are here legally and illegals brought into the country as children. The lower court judge which ruled against it, criticized the administration for a lax immigration enforcement. And now the president has few alternatives. He has no options at this point. If he persists in enforcing his own executive order in the face of what happened today, he could be held in contempt. Reporter president obama is fighting for a fair immigration system, calling immigrants essential to the fabric of an american life. These are students. Theyre teachers. Theyre doctors. Theyre lawyers. Theyre americans in every way but on paper. Reporter over 100,000 immigrants have been given residency before the court injunction. Today, they will be identified and their residency status revoked. Im joined now by hill hank, law professor at the university of San Francisco and director of the immigration and deportation defense clinic. Bill, good afternoon. Hello. Reporter so the Supreme Court, ending what president obama had hoped would really become one of his essential legacies. Millions of dreams and hopes crushed by this 44 split. Will the consequences, bill, be vast . The immediate consequences are vast because people wont be able to apply for benefits under the president s executive order. But to label his actions dead is incorrect. Theyve been temporarily suspended. What the court did today was it was unable to rule on the preliminary injunction in the case. This is a procedural case. There was a preliminary injunction issued by the federal judge. Now its going back to the federal judge to determine whether or not a permanant injunction can be issued by the way judge. Now, in my opinion and most other legal scholars opinion, that lower court judge will probably again issue a permanent order against the Obama Administration. But this will end up back at the Supreme Court this coming year possibly as soon as this coming year. And so a year from now, with a ninth justice appointed to the Supreme Court, you wont have a 44 decision. A year from now, youll at least have a 54 decision on the issue, can the president issue an executive order . That didnt happen today. Let me interject right now. On some sides, some people are arguing including the attorney general in texas that this is a victory for those who believe in the separation of powers, that not even a president himself can unilaterally change a law. Would you disagree . Thats a vast overstatement. Thats a vast overstatement. This was a preliminary injunction. The court was silent. The fifth court of appeals said, we agree there should be a preliminary injunction. Lets have a full hearing on the matter. That full hearing hasnt occurred yet. So this really was a procedural denial today of the Obama Administration wanting to put aside the preliminary injunction. Reporter let me ask you in general here, there was another 44 tie. It concerned indian tribal courts. I watched the president s address today at 9 00. He said these decisions are a consequence on republicans refusing to having a hearing for his nominee. Do you think he has a point there . And what really are the consequences for this term . I know theres a big Abortion Case out of the state of texas to come. Exactly. Its really a shame the court is not does not have its full bench because these 44 decisions mean that lives are at stake and matters are being held important matters are held until a ninth justice is appointed. So its really a failure on the part of the senate to not act on the nomination because theres nothing in the constitution that says that during an Election Year theyve got to wait for the end of the election before the nomination has proceeded. So im getting the sense from you, bill, that based on this decision going back to immigration that its not going to have an affect, you think, on the november election . Oh, for sure itll have an affect. The november election is who will be the new Supreme Court judge. The senate doesnt want to proceed with garland. Then itll either be an appointee by Hillary Clinton or donald trump. But it wont have an affect on the latinos across the country and how theyll vote . I think theyll definitely vote democrat because they know if they want this decision to be 54, in favor of immigrants, theres got to be a democratic nominee appointed. Very interesting. And the case involves a white student in texas who claims she was a victim of discrimination because the university of texas used race as a factor in the admissions process. The court also warned that affirmative action should be used sparingly and that the process should be continually evaluated for relevancy. Many states have similar admission policies. And many camps have a new cellphone policy which may stir up mixed emotions for parents and the children. Every thursday we touch base with media in life. Thanks for being here. Good to see you again. It is summer it is. Camp time but the kids go off, and theres always the question of the cellphone or tablet. Absolutely. Its hard for parents and kids alike. Why are we sending our sons and daughters to camp . Its usually to have fun, make new adventures and friendships and get some independence. So first we want to start with a conversation that empowers kids to really figure out that balance with our health. Reporter what do you say to them when they and you, too, as a parent youre depend on that communication throughout the day. Youre accustomed to it. How do you say, you know, bobby . You wont need that phone over summer camp . I think its a crush from parents and kids. We hear from focus groups and 72 of kids feel the immediate need to respond to a text or social media notification. 78 check their devices hourly. And thats a lot of responsibility to shoulder. So we want to start a conversation thing. What if you stepped back and had a device and screen free time . And theres really three benefits we want to talk about. Reporter what are those . Be present. Take time to smell the roses and really single task and immerse themselves why theyre going to camp. Its hard to win at dodgeball if youre looking at a screen. Build new friendships. One of our researchers found that sixth graders who spent four days at camp without devices were better at Understanding Social cues, body language and facial expressions and tone and eye contact. Wow. Its a perfect time to form those facetoface, nondigital friendships. We want kids to really learn about Decision Making and forming opinions and then relying on that internal compass instead of a device. And doesnt it set a good example for life . Yes. And sometimes you need to unplug. Even sometimes as adults. What can we do in exchange . So we know the kids wont have their cellphones for, what, a week or two . It can be a week or two or a whole summer. [ laughter ] oh what do we do . We need to keep in contact with our children. Theres a new anxiety with communication these days. Be creative. Use a postal system. Reporter snail mail . Snail mail. Picking out postcards you can send to each other we motions instead of emojis. Take photos make a scrapbook together and journaling. Not just as a child but as a parent. To talk about that anxiety, what its like as your child are away, and share them at the end. It sounds like to me from common sense media, its important to prepare before and have these talks and discussions and a plan for summer camp. Right. Its not about wrangling the device from your child but having a healthy balance, what you and your family thinks is that norm and taking time to disconnect and reflect. What were the hard parts . The good parts . And adjusting your behavior Going Forward so you can enjoy summer time and beyond. I read one sump camp was trying to strike a compromise. We would allow them to email. They would print the emails out and hand them to the children. You want to keep that bond with your child, of course. But there are ways to do it and ways to allow them to do it at the same time. Youre sending them there for a reason. Its a big deal, though it is its hard for us, too. Parents rely on that instantaneous text or chirp. Its about having the conversations early and consistently. Many members held signs with the names of people who died because of gun violence. That scene began after gun control measures were voted down in the senate. Gop leadership would not allow a vote in the house. Democrats say they wanted to expand background checks and curb the sale of guns to potential terrorist suspects. We will be back. We will come back into session july 5th. The republicans have left in the dead of night with business unfinished. We will not allow stunts like this to stop us from carrying out the peoples business. The senate did vote on a bipartisan measure called no fly, no buy. It would ban gun sales to people on the no fly list. Mitch mcconnell brought it up on a negative vote. It did not get enough votes to kill the measure. Its unclear whether it will come up for another vote in support of the measure. A major verdict in the freddie gray case today. A Third Baltimore Police officer was abitted of all charges acquitted of all charges, including Second Degree murder. The officers are one of six criminally charged for their involvement in grays arrest and transfer last november that contributed to grays death. Officer Caesar Goodson faced the most serious charge of all, Second Degree murder. He was the driver of the transport van carrying gray when he sustained a fatal injury to his neck. Gray died one week later from an injury to his spinal cord. They say that goodson was the contributor to grays injury. The defense says it was from grays thrashing around, voluntary actions. He elected for a bench trial, leaving his fate in the hands of Barry Williams instead of a jury. Baltimores police is praising the decision and is calling on Carolyn Mosley to drop the cases in four other officers in connection to grays death. Reporter grays death last year set off dies of rioting and looting. Today has remained mostly peaceful despite protestors disappointment. The rules and the process have to change. Reporter todays verdict was handed out by the very same judge who also found edward nero not guilty of all charges related to grays death. The trial of the next officer set for july 5th. As a mother, what im trying to do is to protect your families. I dont want this to happen to anyone else. How many more balconies are to fall down in the state of california . Reporter that womans daughter was killed at the balcony in berkeley when it gave way. Ashley donohoe, her cousin, and friends were among six killed in that balcony crash. The Construction Company has paid more than 26 million in settlements involving walter infiltration problems water infiltration problems and defect defects. The incident has prompted new legislation. Today in the four by four were learning more about a bill on the way to the state capital. This is for buses and limousines. Ken . Reporter im joined by state senator jerry hill who has authored this legislation. Lets start with the balconies. Sure. Reporter these companies had paid all the settlements and the state licensing board had no idea. They had no knowledge over it. They were embarrassed by the way fact they couldnt take any disciplinary action because they didnt know the problem. This is to allow the license board to look at information they need so they can identify these contractors who have had bad behavior, lousy workmanship problems in the past, so they can look after their licenses and discipline them if theres a problem. In the future, if this bill passes, that means the licensing board will become aware of these settle manies . Theyll become settlements . Theyll become aware of the matter when they happen, settlements. We need to see what level well be. Itll give us the facts that are necessary. Give the contractors license board really the tools and information to really do the job theyre charged with doing. And where does that bill stand now and what are the chances over passing . Well, the bill that just got out of the assembly this week, it goes to the Appropriations Committee and hopefully itll be law by the way end of the year. End of the year. Do you think the governor will sign it . Yes, i do. Absolutely. Lets most of on to the issue of the buses. We had that tragedy of San Francisco with a runaway double decker bus that crashed in union square. Yes. A number of people were injured. Could have been worse than that because of the large vehicle, the populated area it was in. That was another loophole that these buses hadnt been inspected like they were supposed to be. They were not inspected. The injury of 20 people could have been avoided. It was never inspected. It came from washington, d. C. And no one looked at it after that. It was many years old. It wasnt inspected. The bus company who inspected it had a problem in the past. And when it was inspected after that, they found 61 violations in that company. And 29 were for faulty equipment that should be noticed. And that was the problem. But more importantly, what were seeing is the highway patrol, when they do their inspections, theyre going after everybody treating them equal. Every 13 months, theyll do an inspection. Now well have a performance base. So those Bus Companies who have had problems, theyll be inspected more often. Those with good operators wont be inspected as much. Theres one area of well look at. The other buses that come into california will be inspected if theyre over 2 years old to see if theyre operated properly. And well also do performance metrics on the inspections if theyre inspected and have a problem three times in a row, theres an issue, they could lose their license for that. So were taking some action to be more proactive to, again, find those Bus Companies, Bus Operators who have a problem and get them off the street. But will this cost more money for the state of california . It sounds theres more inspections that have to be done and our resources are stretched. Youre right. But this goes the other way. Right now the inspections are only getting 15 for every bus inspected. Thats the highway patrol. What weve put in is to allow them to recover the cost of those inspections which could be 3to 400 for each bus inspected. In the future, we wont be sub city deciding it. I understand several we wont be helping that. I understand the Bus Operators, too . Theyll be improved by this legislation. And where does this bill stand in passing . This will be up on monday in the Assembly Transportation committee. So were hoping for a good outcome. Maybe by the way end of the year, if its all well, by the way end of the year itll take effect. Were just now seeing some results from the brexit. More than 158,000 have voted to stay in the eu while about 161,000 have voted to leave. Results are still coming in. Well update you throughout the newscast as we get more votes. Today the european markets opened slightly higher than usual. Its thanks to the opening polling numbers showing a last minute increase in support to stay in the union. The socalled brexit is seen as a worst Case Scenario for Global Markets because theyve been betting on them to stay in and keep the status status quo. Market has been favorable, though. The pound raising to a six month high, touching at 1. 48. They say the strongest market numbers mean investors believe there is minimal chance of a british exit. Its looking very positive once again. The market has had a very, very good run over the last week or so. Weve seen the best week for the pound weve seen in six years. Market is taking a big bet. Theres a minimal chance of a brexit. Confounding polls say its too close to call. Voting will remain open until late this evening local time with the final results probably coming in sometime early friday morning. How will the decision effect us here in the United States . We have a bay area economist. I asked him, what kinked of effect can we expect if the u. K. Does, indeed, pull out of the e. U. . I dont think itll have an effect on the entire country. But there are some who have contracts that may be hurt by that. But the biggest effect are investors. The poll numbers are still out. Were not sure yet. Well know tomorrow morning. Thats the best thing. But investors themselves who may have big exposure to the u. K. But havent looked at their portfolio in a couple years may have forgotten they bought those stocks or bonds. And guess what, theyre suddenly down quite a bit. Thats the biggest effect as individuals who have bought into that. Some computer model. Some say, you have to have this money around the world and it hits them in the head. Imagine if new york said, we want to declare independence. New york is the Financial Center of the United States. London is the center of europe. What will be the nexts Financial Capital of the. E. U. . A lot of people work in london because of that status. Some may have to most of to the continent. There may be a retracement of people back to new york because new york is obviously stable from that standpoint. So that will be the part but nothings going to happen immediately. Theres a two if it went through. Theres a twoyear grace period where theres a chance to reformulate everything, see how its going to play out. Personally i think in the long run, theyll probably look back and say, eh, why were we so worried . Mean time, american banks have enough funds to survive another major financial crisis. The Federal Reserve said today 33 of the institutions would be able to function in the face of substantial losses. Under one hypothetical scenario, the fed says theyd have a combined loss of 385 billion but would have enough capital to continue lending money. The fed began conducting stress tests after the bank bailout during the Great Recession in 08. That cost american taxpayers 700 billion. Immigration is a major issue in this years president ial race. And all three remaining candidates today commented on it. Mike emanuel has that part of the story, starring trump heading out of the country on a business trip. Fundamentally we need an immigration policy which brings Families Together which unites people, not divides them. Reporter donald trump also weighed in on immigration today releasing a statement saying, the Supreme Courts decision unlocked one of the most unconstitutional motions by a president to date.
