Media since being appointed. Tara moriarty is live in San Francisco. You were right there for the News Conference today. Your thoughts. Reporter i thought tony chaplin came across well. This was obviously a very different sort of coming out for the chief. The mayor said i love this city and today a different tone giving the circumstances in which tony chaplin took the office. Here is what he had to say. Reporter it was hard because a young lady lost her lives and some officers lives have been turned upside down and i watched a person dedicated over three decades of their lives. Reporter so that was tony chaplins reaction. He did speak to former chief greg suhr by telephone. He said that there was not a lot said in the conversation but chief suhr said take the reins and lead the department where it is supposed to go. It seems like former chief greg suhr was wellliked and wellliked by tony chaplin. It has to be missed feelings, bittersweet getting this position and getting it this way. Reporter exactly and you know the emotions are still raw in speaking with the people that work at the department. Saying that greg suhr just celebrated his five Year Anniversary and i saw someone walking back. And there were choice words and not pleased that greg suhr was let go and felt down on the city. A lot of different emotions. Members of the command Staff Support tony chaplin. He says i want to continue in the direction that greg suhr was taking us. The new chief says that reform is going to be his top thing that he gets to and lets listen to what he says about that. Im going to do a top to bottom assessment of everything we do and it is going to be part of my review of the department and any necessary changes that need to be made immediately and as far as that goes, that assessment will tell me if there is anything we need to change immediately. Tony chaplin oversaw the departments professional standards bureau. Do you feel that is why he was put into take care of that right away . I dont think that was the sole reason. I think that could have played with it a little bit. Tony chaplin made the point of bringing to light the fact that he had worked on the passport unit for many years and years and hope it will bridge that experience and Police Officers right now. The top priority for him is making sure that use of force policy is in place and the new changes that will be implemented and he said that body cams are very important to him and he wanted to make sure that all officers are outfit with them. He says he is reassessing everything about the use of tasers and speak with the Police Commission. I debate tara about the National Search. If you are confident tony chaplin, hire tony chaplin but do you think it is his job to lose, what would he have to do to not get the job and he was asked if he wanted the job and he didnt address it and said one day at a time. It is overwhelming for him. He obviously has a lot on his plate and not expecting to become chief of police. That wasnt something that anybody knew was going to happen. I think the community is still in shock and chaplin said he didnt dismiss it but says i want to focus on the here and now and getting through the next couple of months. I know that Police Commissioner or ahead of the Police Commission spoke about that. She says we are searching and going to be launching this search. It seems like the efforts are concentrated on the here and now. We will be following this up. Lets take it back to how it started. We are waiting to learn the identity of the 27yearold africanamerican woman shot to death by a San Francisco police officer. A large crowd gathered in her honor. Police tried to detain her after she was spotted in a stolen car in the Bay View District yesterday morning. She reportly revved her car at officers approached her. Investigators are trying to determine if the sergeant that opened fire may have been trying to protect his partner. A secret Service Agent shot and critically wounded a man outside the white house. The man approached the security gate carrying the gun and shot after he ignored multiple demands to drop it. The white house was on lock down with Vice President joe biden inside. No one was injured though inside the building and neither the president or mrs. Obama were at home at the time. The first lady was wrapping up a speech and the president was at Andrews Air Force base. A deadly finding. Debris was discovered at the plane that crashed there. Cnn says it has obtained flight data from an egyptian source that record add smoke alarm before egypt air flight 804 crashed. As kitty explained, the black boxes of why it went down remain elusive. A grim discovery in the search for egypt 804. Search crews have recovered human remains and luggage and seats in the mediterranean sea. To the south and east of where the plane was lost and further north of yesterdays sighting. It remains unclear exactly why the paris flight crashed with 66 people onboard. Radar shows the plane turning left and then right and falling from 38,000 feet. Egyptian Officials Say terrorism is alikely cause but no militant group has claimed responsibility. For us it is too early to definitively say what may have caused this. We continue to pursue all potential factors that have contributed. Americans and royal aircraft are taking part in the search effort and they hope that the black boxes will be on its way to the crash zone. The water is 8 to 10,000 feet deep where the plane went down. Thity the egyptian authorities are in the lead but we are going to assist. The black boxes have not been found yet though. In london, kitty logan, fox news. Obama got a briefing from federal Health Officials on the zika virus in the united states. The president says doctors are doing Everything Possible to find a way to deal with this virus. He urge congress to pass legislation for research and prevention. We have to be able to sustain the work that is going to be done to finish the job. The bottom line is that Congress Needs to get me a bill. It needs to get me a bill that has sufficient funds to dot job. World Health Officials said that same strain of zika virus responsible for infections in in brazil have almost made it to the mainland. Researchers say that a form of the zika virus have been in africa for more than 50 years and that doesnt seem to cause the same devastating birth defects as the brazilian strain. The top administrator at the tsa was at shotguns airport to address the anger over long wait times in the security. The tsa has made budget cuts that brought Staffing Levels to a low. Google has fired a patent aimed at protecting pedestrians in case of an accident with a self driving code. There is a coding placed on the front end of the car if it hits someone, it would break open and exposing an adhesive layer. If you take a look, this is a rendering, you can see how the pedestrian get stuck which google says would prevent a secondary impact from the pedestrian being thrown to the ground or tossed over the back of the car. Googles patent doesnt describe what adhesive would be used or how the special coding would work. I hate to laugh but that was allege outrageous. I hope it helps. Many times we see over and over these great ideas, they apply for the patent but never becomes a reality. It would stick to the car. Yes. You dont get pulled under. Right. Or be on top of the car. We will see if it turns up. Coming up, a book series with a mission. Thank you for being with us today. Thank you so much for having us. So heather, lets start with you. If we could talk big picture here when it comes to teaching our children acceptance and understanding, how challenging can it be for the little ones that are trying to understand why a classmate might be different . We have found, first of all thank you for having us here. We have found with the little kids that they are just curious and have questions why people are different and act or have special needs. Our mission is to teach acceptance and awareness and kindness for all children. Kate, if you can tell us about the idea and inspiration behind the books, did something happen . What promised you and kate to get together and say we need books like this . Lawsuit. The most important inspiration came from heathers daughter, mya. Born with a rare condition and it is where her body has a hard time processing protein. When she went to kindergarten, heather like many moms with kids of special needs was nervous and with anxiety. Three shot how will she explain to the four and fiveyearolds about what this looks like in the classroom. Being a Language Arts teacher she created a book and she showed this book to me and i thought oh, my goodness, that is how you as a parent and mya as a student and it helped the teacher explain to her students and i thought this could help so much more millions of people going through the same thing. Heather, kate heard your story and tell us about the special speaks. They cover a wide variety of diseases and it is about teaching our children to accept others, even if there is no special need involved. Just general acceptance and understanding. Yes, the main mission is to spread the message of acceptance, awareness and kindness, we currently have 13 different books as you mentioned with ranging from special abilities and special needs and conditions such as autism and Cerebral Palsy and epilepsy and down syndrome and books to be specialized without special needs that just want to learn more about acceptance and kindness. Let me just jump in. I want to hear from you all, are the books working . What kind of feedback are you getting . And are you seeing it work more in the classroom or as home with mom and dad reading them . We are lucky to find that so many moms have reached out as well as principals and social workers to give us positive feedback about how the book has been a positive resource to explain to family members and friend about the special ability. We have a link to someones special books ktvu. Com. Kate and heather thank you for being with us. Thank you. Ross, michael, what about you . A few clouds and a little wind but still a Beautiful Day in the bay area. Rosemary, the big question, is how long will it last . How is it looking. Good looking day but you go outside the wind will push you around. If you look in the distance we have the winter here going. Unsettled weather has moved in and a lot of california seeing this weather. We will talk about that in a moment. Take a look at this view as we look towards San Francisco. Gorgeous, partly cloudy skies and temperatures on the cool side and bliss and blustery 66 in santa rosa. The numbers down by several degrees, by 11, napa and santa rosa and by 8 in livermore. The cooling trend continued this afternoon and the winds picked up and for some, it is not so nice even though it looks good. Right . Giving you a view. Some of the winds anywhere from 15 to 25 Miles Per Hour sustained and the gusts are stronger than that. 32 for nevada and oakland at 23 and as folks get on the road and head home, they will be holding tight. 22 Miles Per Hour in livermore with a gust of 29 and sfo36 and san jose 20 Miles Per Hour gust. Most of Northern California feeling this. We will take a look at the bay and the strong winds and mostly cloudy to partly cloudy and the rain has pretty much stayed to the north. A few isolated showers but this was it. In sacramento they have thunderstorms in roseville and moving up i80 towards auburn and in the foot hills and into the sierra where we have a mix of rain and snow going on over areas of i80 as well as highway 50 and with that said, i will mention that we do have a Winter Weather advisory for the sierra. Be prepared for the breezy cool weather possibility of a few sprinkles. Send it back to you guys. Rosemary, you said wedding. Im thinking outdoor wedding and hair in that breeze. I am thinking the warriors game on sunday. Thank you, rosemary. Criminal enterprise across california but Authorities Say the illegal people are leaving behind poison plants animals. We will explain the problem when the four on 2 returns. Flush. Convicted drug man a decision will go forward. They have 30 days to appeal. Mexican Officials Say that they have guaranteed that guzman will not face the Death Penalty if he is extradited. He is facing mum charges. An effort under way to cancel the pride celebration. This comes after several shootings in 2012. Cell phone video when a veteran was injured. Two lawsuits filed seeking an injunction to stop the pride celebration. The lawsuits claim that the committee has not taken the proper precautions to protect the public. San franciscos now police chief outlines his priority as he takes over the department. We will ask Michael Cardoza his opinion on todays verdict. Illegal pot farms hidden. We will take you inside as authorities raid one of them. The big issue is dead animals, poisons and the environment environment damage left behind. The four on 2 will be right back. San franciscos interim police chief promised a review of the departments policies one day after he was named to take over for chief greg suhr. Tony chaplain has been with the department for 26 years and has run the homicide division. He says that no one should doubt the commitment to changing the culture and to reduce the tragedies like yesterdays deadly shooting of an unarmed woman in a stolen car. My priorities are reforms and the department of Justice Collaborative review process has begun. We got ideas of some of the ideas that we need to fix. The reforms have been implemented. Some of them and the rest we are going to push them out. Well after that press conference, chaplin will meet with mayor lee. The mayor stressed that reforms will be carried out as quickly as possible. Police chief greg suhr resigned after the 3rd fighting shooting since december. A sergeant shot and killed a 27 yearold suspect in the bay view. Africanamerican and apparently unarmed at the time. Suhr has not commented about his departure that followed months of angry protests over the shootings as well as scandal over officers exchanging racist and homophobic Text Messages. Lets go to Michael Cardoza back yet again. Right move or wrong move . You know i have said it before, i liked greg suhr a lot. I didnt think that they gave him enough time to implement the programs that they all talked about. So he pays the price because an officer took the life of someone. So there goes greg suhr. Maybe it needed to be done. That being said. I think they have an interim chief that is going to be good for them. I mean he has got the homicide background. He has got the gang task force. That being said, i think he can be attacked a little bit because we want Community Policing in San Francisco and chief chaplin has not served in uniforms out in the stations where that type of policing is done. So he doesnt have the practical experience of that. That will be a sore spot or something that he might be attacked on. That being said he is out in the community in the gang force talking to people. I was at the hall of justice today and i talked to a lot of Police Officers and district attorneys. The word i heard was respect and a hard working guy and a good choice. Why do a National Search . We mentioned this at the top of the newscast. If thats your guy, then stand up and say thats my guy do you want the job and if he accepts it, great. Why bring someone from the outside . I understand what you are saying. And bringing in someone from the outside has it problems. In the city of san mateo. Susan manhiemer she is quite well versed in Community Policing so why wouldnt you look at her and get the best of both worlds and that policing background and sfpd person. They got to do a search. There is an Organization Called purf that looks for executives and they will look to see who is out there that will want to come to San Francisco, they should vet other people. It seems like over the last five months incident after incident when you think chief suhr is bouncing back Something Else happens. 21 shootings since he took over at chief. 3 of the 6 are deadly, the Text Messages and the car burglaries, at the end of the day, you throw your arms up. You do at some point and i think they through your arms up because they said for the community, we need a change. Was it Community Pressure or city hall . I think it was both. The Community Pressure and city hall, you think it is going to change . I dont think so. You have to trust the officers on the street. Thats what counts. This may be a step towards that. When you are out with the Community Talking to them and thats how it is done. Real quick. Talk about luther jones, jr. Rob roth did a story on this. In prison for 20 years and gets released for a Wrongful Conviction and convicted of molesting a young girl he had been dating the mom at the time and just yesterday the Victim Compensation board approved 9 36,000 claim for jones, the largest ever for a Wrongful Conviction. Your thoughts on that and i will say this, should his old girlfriend face perjury charges. Would any of you take that round million figure and say takes 20 million of your life. Not me. He wants the money out of the judge and das pockets. You know what shocked me, i went online and put this information in. There must have been five or six Different Cases across the country where men have been accused by young girls at the behest of their mother so this is not isolated incident. Should she go to prison . For 40 years. Surprised that 900,000, 20 years . No way. Like i said would any of you take that . I wouldnt. That is Michael Cardoza. Mike and keba back to you. A brushfire burning near Santa Barbara court. What we know is that we spoke to a man that worked at the 7eleven near where the fire is happening. He says it is burning behind that. Behind the 7eleven and he says that homes are nearby and possibly burning but he thinks fences are burning as well. The information is limited. We do have a crew on the way. As soon as we learn more we will get it to you and we will look a picture. I am seeing black smoke and apparently someone posted this to social media. We are getting that off of twitter. Thick black smoke and burning hard and instead of the white wispy smoke, a bad sign but we know Solano County is on the field. Fairfield burning near Santa Barbara. Solano county responding and we will look for information when we get it. Coming up, a criminal enterprise that operates in wild land. Authorities say the illegal growers are devastating the land. We will show you the problems close up. Our breezy weather will stick around as we head in your friday evening. We will have a look at the Current Conditions and the possibility of scattered showers. Ill show you when coming up. Rosemary, thanks, lets look at your bay bridge commute. The toll plaza, lots of company on this friday at 4 30. We will be right back. Hidden illegal and poisoning animals in the environment in california pristine wilderness run by chemicals. The chemicals in the farms are killing wildlife off at an alarming rate and placing some endangered species in danger. Jesse gary went along with investigators to track down the people responsible. In a remote section of this county the washington in the woods turns into a race to arrest. And the county lawmakers hot on the heels of suspects accused of operating an Illegal Cartel marijuana grow operation. Canine, smoke leading the catch and chase. Feebe taking a bite out of crime. 7 suspects ultimately arrested and one escapes in the dense brush. This is illegal brush grow. Not medicinal. They sphered on like a liquid. Dismount john norris of fish and wildlife showed us the hall and shot this video showing where it came from. Two separate illegal growing operations in Crows Landing each stealing millions growers. Ten plots stretching 50 yards by 50 yards. State wildlife officers and Sheriff Deputies seized 20,000 Marijuana Plants for 50 million and shotguns. But a more dangerous crime could come from the plastic bottles found at the grow site. This is a toxic site. The poisons we are seen are banned. They are toxic. Domestically banned pesticides spread on the marijuana leaves and on the ground. To kill anything on the marijuana to try to eat it or disturb it, it kills rodents and small game and big game like bear, dear and Mountain Lions and the protected Mountain Lion in california. Pretty much anything that ingests it can die. Fish and wildlife provided video showing the dead animals including the rabbits. They likely drank the water with the pesticides and died. It is not just the animals on the land at risk but the ones in the water. For example, the end dangered california steel head trout so squares that the fish and wildlife say that each fish is worth several thousand dollars and they can be killed if the pollutants seep in the water. Deputies and officers checked the camps and checking for poisons and helicoptered hoist the chemicals to trucks. If we get the pollutants and leave them, all of the poisons will kill more fish and poison more water, if we dont take it out, we are not doing anything to protect the wildlife resources in california or the public safety. Officials worry what can kill animals can do the same to people that unknowingly buy pot tainted with the pesticides. More searching of the area to protect the environment and the people of california. On assignment. Jesse gary, ktvu fox 2 news. You know it is such a shame for those endangered areas. One of the officers says one of these sell for 25,000. I went and did a marijuana study story and i mentioned this because we are coming up to summer and talking about drought and rain and these pot growers are stealing water from schools and Peoples Properties and i am wondering, maybe we will revisit the story in the summer. I know we had precipitation and if that will continue on in mandasino county. Lets check with our meteorologist rosemary orozco. It is not feeling too much like summer. It is kind of chilly out there. You are right. Cool and cloudy and windy of course. Get a load of this picture here in the east bay where the anamom meter is spinning winds from the east bay along the coast and peninsula and north bay and south bay. Take a look at the numbers. Anywhere from 15 to 25 Miles Per Hour sustained in the gusts are stronger than that. In areas like nevada, a gust of 35. We have a gust in concord of 29 and a fire broke out recently. We shift in closer here and it is onshore breeze and the wind could stand the flames and push it faster and lift embers. The wind is going in this direction. I think if the smoke is blowing it will blow towards vacaville and it wont impact areas like napa or lake county or in through concord but the wind and the smoke going in that direct. But again definitely not good when it comes to fighting the fire and the firefighters it is not a good sign when the winds are that strong. 67 in fairfield. Cool but again very breezy. 65 in concord and 60sf oand upper 50s halfmoon bay and santa rosa and these numbers several degrees cooler than several hours ago. The cooling continues and the winds pick up and blustery and has to do with this system over Northern California and take a look at just how broad the circulation is. We have got rain all the way north into areas like washington. We have snow in the sierra. We have rain over Northern California. Here in the bay area. It has been about the wind and the headline this afternoon. The winds will start to die down as we get in the evening hours. Tomorrow will be breezy but not looking as bad as today and notice we have rain and thunderstorms over Northern California and we will go back to the sacramento area on the east side of sacramento right around roseville and we have thunderstorms reported here. You can see the lightning there over auburn and a little bit of hail reported there and in the sierra, we continue with the scattered showers and rain and snow all the way down to 5000 feet. There is an advisory here for Winter Travel. All the way to 11 00 if you are going to the tahoe area, be prepared for that. Scattered showers in the forecast. Sunday, it looks to be mostly cloudy and dry and take a look at the numbers, as keba mentioned it is cool, mid40s to low 50s for the afternoon in tahoe this weekend. For us, partly cloudy skies to mostly cloudy for the evening and a few popup showers begin and tomorrow morning the better chance and here we are at 7, scattered showers in the forecast and i will stop it at 1 00 and scattered showers remain in the forecast and then as we get to dinner time or so, it begins to taper off and it is still there and the possibility of a few popup showers if you have evening plans for tomorrow. You can expect that. Tomorrow morning the winds will be anywhere from five to 15 Miles Per Hour. Picking up in the afternoon. 10 to 20. But this afternoon we are like 20 to 30. Not as windy but the scattered showers will be with us upper 30s to low 50s to start the morning and in the afternoon upper 50s and low to mid 60s for the rest of us. In the bay area weekend, dryer on sunday. But we will remain in unsettled pattern, monday, tuesday and notice the numbers, dont change a lot. Subtle changes for the temperatures. Send it back to you. All right. Thanks a lot rosemary. Frank summerville is live with a look at the stories we are working on for fox 2 news at 50. Trouble at google. Ross, the suspect firebombs bay areas campus and damaged one of the company googles earth cars. What the suspects used in this case. Frank, rents forcing another bay Area Business out. It is time to get social and talk about the stories on social media and look at this first one. A rowdy vote on capitol hill. Outraged democrats shouting shame, shame in the house of representatives that the lawmakers defeated a measure. You dont hear that word but chanting of any sort. And it was clear there. So this is what it was. The vote was 213 to 212 after 7 republicans switched their votes. The bill would have prohibited using taxpayer dollars to violate an executive order issued by president obama. Now the executive order bars discrimination against lgtb employees by federal contractors. And the problem is that Kevin Mccarthy from california pushed this measure saying they were for it and then they switch the vote and it does not pass. By one. And we dont see that. We see that in parliament but not on the house floor. A lot of emotions north of us in california. Justin trudeau had to apologize man handling a lawmaker right through the crowd to get a vote started. So in the process if you see it there, a female lawmaker got elbowed. In the chest after trudeau walks back to the lawmakers so he says he felt a lawmaker was being impeded from getting the vote started so he was trying to help that lawmaker. Order, order. It is not appropriate to man handle other members. I took it upon myself to go and assist him forward which was i now see unadvisable as a course of action. And resulted in physical contact in this house that we can all accept was unacceptable. And i apologize for that. Unreservedly. Come on. This is blowing up social media but he obviously did not do that on purpose. It was a complete accident and maybe a little excitement. He apologizes. This was shortly after. He apologized. I say sometimes it takes weeks or months to get an apology. It is over with. Now it is time for the weekend. Before your weekend. Hillary clinton, have you seen this one, the campaign got caught up in a diagram mistake. Look carefully. Her campaign tweeted. Dear congress lets get this done thanks the vast majority of americans. The diagram says 90 of americans support universal background checks. It is wrong because the circle should overlap and nearly completely with 93 and 90 and it represents that americans should be much longer than the other since there are many more americans than there are gun owner americans. So if that is wrong, here is what i guess should be correct. This was a diagram made by the team at vox. They have a web site vox. Com. You know they made a mistake but the arrow was actually not in their favor, right . The correct diagram proves the point better. I dont think anyone can accuse them of trying toed shade the truth. A lot of diagrams going on. Maybe it was a tweet with words. Stand in front of the camera and speak your mind. Or not. Four on 2 will be right back. A florida scuba diver got separated from his boat and finds himself miles from shore and being circled by a shark. Randy was wearing a gopro while spare fishing sunday morning off of the coast of florida. He says he was under water for 30 minutes when he came back up, the boat with his daughter on it was gone and the marker was disconnected from the wave below where he was diving. He blew a whistle and he turned his dive bag to get help. He soon had company as the shark was circling him. The longer i was on the surface, the bolder the shark became and the closer he came. I was kind of watching the shark and watching the boats to see if i could signal one of the boats. The biggest thing is not to panic and just figure out okay if im going to be here for a long time then what do i have to do . My goodness. It took 90 minutes for a boat to respond to his call. Bails has 35 Years Experience scuba diving so he has been there before. You can tell he is smart. But to keep calm. For ninety minutes. With the shark. With your daughter, where is my daughter . Pretty intense. Im glad it ended well. Lets go to heather and frank right now for fox news at 5 following a fire in fairfield. We will have more on that and for the first time San Franciscos acting police chief talking about the next step. The department has to move forward and thats what im going to do. Tony chaplin says reforming the department is his number one priority. Fox 2 news at five starts now. Good evening im Heather Holmes in for julie. And im frank summerville. We have breaking news. This is a 3 alarm fire that is burning right now in fairfield on Santa Barbara way. This is video you can see. That plume of smoke and firefighters say they have stopped the forward progress of this fire and have really made a lot of progress on the flames. Here is what it looks like. This is right now and you can see much less smoke than there was in that first pick. We have been watching this for the past 30 minutes and the smoke has really dissipated. So they are definitely making progress on this fire. Now i want to show you where this is happening. It is burning on Santa Barbara way right next to linear park pathway. This is a residential area of fairfield. We do have a crew headed to the scene. But again it looks like crews are making progress on this fire and the smoke has dissipated from what it looked like 30 minutes ago. It is windy out there right now. Perfect conditions to fuel that fire. Lets check in with our meteorologist mark tamayo. Not the temperature or the humidity. The temperatures 67 degrees, relative humidity 40 and the winds gusting to 30 Miles Per Hour. You can see on the maps, traced the surface winds and a defined westerly wind and moving
