He is currently on the court of appeals and has been there for almost 18 years. The republicans themselves actually confirmed him back in 1997 because he is mostly eight moderate but now republicans are threatening to block him. Ignoring threats president obama nominated an emotional Merrick Garland to the high court. This is the greatest honor of my life. Reporter the 63yearold is a respected moderate currently sitting on the dc court of appeals. He first gained notoriety for prosecuting Oklahoma City bomber, timothy mcveigh. There could be no Higher Service and serving as a member of the us Supreme Court. Reporter resident clinton first nominated the grad to the Appeals Court and republicans themselves including orrin hatch, help to confirm him. I simply ask republicans to give him a fair hearing. Reporter republicans have vowed to block an obama nominee since the passing of scully the old antonin scalia. Is our right to withhold consent as its the president s right to nominate. Reporter they say they will not confirm. If you do not end it will be an abdication of the senates constitutional duty, it will indicate a process for nominating and confirming judges that is the odd repair. Reporter republicans are gambling that Hillary Clinton will not win and she could nominate a far more liberal candidate. Reporter last night with big wins she came closer to clinching the nomination, but senator. Bernie sanders is not stepping aside. It looks tough, almost impossible for senator. Sanders to overtake her in the delegate count. Reporter donald trump, the big republican winner last night. And now even with governor. John kasich winning the home state of ohio, withchris second in the delegate count, it is not gods plan and be present. Reporter and marco rubio out, trump is ahead and morning of riots of the kids decided at the Republican Convention and not in his favor. How does a party denies the nomination to a guy that has dominated the map 2 this point and will win a significant share of the remaining 19 states to vote. Reporter how indeed, that is the question confronting republicans and look at how well donald trump did. He wanted illinois, North Carolina, and florida. John kasich one in ohio and even at this hour it is a dead heat between donald trump and ted cruz who are separated by 207 percentage point that trump is in the lead. Hillary clinton did well in ohio, illinois, florida, and North Carolina, the same situation in missouri, very close and she is only ahead by 207 point but at this point here in missouri looks like she is in the lead and we are waiting for the lead and vote to be finalized. Brokered convention would be disastrous for this party. Yes or no . A lot of people think it would be disastrous as donald trump is so far ahead at this point if he gets there he does not have a full majority and it would go to a contested or brokered convention. The rules are the rules and they have to have more than 50 . If he does not get them it will go to go and how do they go back and say trump was well ahead, 20 or 30 points ahead and he will still not be the republican nominee. Thats talk about Hillary Clinton and Bernie Sanders, word is that sanders will stay in until the end and they have this comparing it to how she stated it till the end and she was a little closer to obamas and Bernie Sanders but do you think he will stay the course . I think he will go all the way. Hillary clinton stated all the way till june but Bernie Sanders says he has a case and he is not as far behind, he is 300 delegates behind but that is not as much as when she put her super delegates in and when he gets out west to states like arizona he will be doing much better. Out west here in california, the biggest prize of all will be in june with our primary. Donald trump did not win everything, he lost ohio. Senator. Cruz said it makes no sense for john kasich to be in the race. John disagrees. John kasich definitely disagrees, he needs 112 of the remaining delegates. What his case is that he goes to the convention and it becomes brokered and he is the logical choice. If it goes to a brokered convention. He could get it. Is go back to full circle and wrap this up. If you go back in history, back then they are saying the opposite is happening and back then it was okay and is this just political banter . Youve hit it on the head. Biden made the comment in 1992 saying that in the last term of a president s term he should not make an appointment in the republicans keep pointing that out but he says if you really listen closely he said that in the summer they should not make an appointment so close to the election and here we are. He has some 300 days left. The president made the point very strongly at his press conference, saying lets not pay play politics. Thats why he chose a moderate, someone that is 63 years old and does not really have that much time left on the court compared to other justices. Mitch mcconnell is saying lets give people a voice. They reelected him and then some liberals have said the key is not liberal enough. Someone who is perhaps the minority and liberals are upset. President. Obama keeps making the case that this is a consensus candidate and i think that many people can agree with that. Whether or not he gets the green light Merrick Garland says it was the greatest honor of his life. Thank you very much. The part is experiencing major delays between pittsburgh bay and the north points as we head into the evening. Skybox getting us alive picture of the concorde area and this started a little after 10 am with the trackside equipment issue and as a result there is no bart service between the North Concord and instead part is running a brush bus bridge and this could continue well into the evening. Morris is being held on 70,000 bail on charges related to auto theft and an outstanding warrant for it new crime numbers in San Francisco, Violent Crime was flat but overall crime was up 15 compared to 2014, the reason being a surge in car burglaries. Ktvu fox 2 spoke to police today and he is joining us live from the newsroom, henry . Reporter weve been looking at car burglaries for a while in the stats are alarming. Robberies went up 12 of the biggest jump was car breakins from almost 20,020 14 to nearly 26,000 last year. That is a 31 increase in the as police today about why the number of property crimes, including car burglaries has soared in San Francisco. Theres a number of reasons why crime is up. It is a crime of opportunity. It is a type of crime that does not take long. It is very hard to detect the criminals or the perpetrators behind these types of crimes. They will quickly break into a car and most of the time it takes under seven seconds for them to get in and get something and get out. Reporter no part of the city is immune bit too hot spots are Golden Gate Park in twin peaks. The Department Says they are sending uniform and undercover officers to high crime areas to put a dent in these thats. Today sf pd told us about the allegedly arrest of christian bell, as far as crime stats go, even 1 arrest from multiple crimes could make a difference in the numbers so long as they do not reoffend. Still to come, sheriff lori smith and her plan to overhaul the jail and the deputy that runs them. Walltowall sunshine across the entire bay area for today. We have a warming trend in coming up the warmest day of the week and when shower chances will resurface. And right now on our Facebook Page is a story that is heartbreaking, a 22yearold british woman has died from an aggressive form of cancer that doctors initially mistook prepregnancy. Its time for our app of the week and today we learn about a messenger app designed specifically for families, whether it is a direct tax text or stickers and amenities there are lots of ways for families to communicate, that many are not designed with age appropriate tools. We have jerome here who designed monster messenger, thank you for being here with us jerome. Can you describe for us what is monster messenger and how does it work and what is the inspiration behind it . It is a space messaging apps for kids and often parents refer to it as the best apps for kids, or the whats up. They have an account first in the login with credentials and then they create a childrens account and so it is linked to a parents account and once the children are logged in they can invite people they know, particularly their classmates were best friends or family and so forth and the point is that their parents on both sides have to approve the invitation before the children can come together and talk. That is the single most important part. We want to make sure that they have control of who their children can talk to and that is the social efforts. I imagine this would have to be pretty userfriendly because kids are using it. What age range do you suggest . You describe as enriching child and parent interaction, how so . We get children under the age of 13 and the younger they can use it actually is about six or seven years old. We dont see any use before the age of six. How do we improve the child interaction is specifically because parents have never had such a simple way to send a simple or short message of encouragement to their children at anytime, anywhere. Go ahead. The icon on the app you have an instant send a message to all of your children were one at a time. It sounds like it works similar to how our phones work its just easier for children and parents. It is free for iphone and coming soon to google play, when can we expect it . Before the end of the year. All right. Jerome of edge you. Thank you. Five. Mike and mark over to you. I know someone who has a message. Mark has a message. Spring is in the air and winter is officially over. I dont know the exact second. I was at the Russian River on friday interviewing the fire chief and today nothing but sunshine. We are looking good for your wednesday afternoon in nothing but clear skies. The Storm Tracker out your pacific and we have these clear skies that will remain locked in place. The current numbers we have 80 degrees and 70s across. This is a closer look at the bay area and we mention that they are in the clear. They have warmed up steadily and livermore in the upper 70s. San francisco 73 degrees and we are in the clear. A little bit of hayes out there and pretty good for an overnight low it was pretty cold. The first thing tomorrow morning will be starting out in the 40s and you will step out of the 40s and then the afternoon hours a nice recovery and backup into the mid70s, for place like santa rosa and lunchtime already at 68 degrees. By 2 pm and 3 pm we are thinking 74 to 75 degrees. The storm and High Pressure has been building offshore and it will stick around here thursday. Lots of sunshine for your thursday and into your friday as well. Heres the change by the weekend we will have a cold front approach and saturday will be dry but things will cool off on saturday and a few scattered showers. The chances really taper off on sunday south of San Francisco. This is a forecast model taking you into friday and a few extra clouds painted visit and here we go on sunday. The main rainfall beats the area and especially for the north bay. There is a slight chance on monday. At least over the next few days we will have the best chance for rainfall, especially for place like santa rosa or not back or ukiah. Temperatures are lots of 70s and concord mid70s, brentwood 76ers in san jose 76 in the warmest locations backup into the upper 70s for morgan hill and gilroy. Flirting with the 800 mark. Tomorrow is probably one of the warmest days of the week like an keba arnold. Saturday looks good, some Little League baseball games to talk about. At the parade on saturday. Whoever organized the parade picked a nice day. Maybe showers by sunday, in the north bay. Its nice to warm up for a little bit. You do not feel guilty about enjoying the sunshine today because the first half of march has been so redacted. Thank you market. An event is only three years old but now its a Worldwide Movement to raise awareness about a disorder that affects one out of every 10 women. We will talk to the founder of endo march, this is about women that suffer endometriosis and the way doctors are treating them. We will be right back. Some big changes are planned for the Santa Clara County jail and sheriff lori smith is proposing an overhaul that she believes will improve jail safety. The Public Safety and Justice Committee includes increased training for guards and appointing a civilian guard to provide independent oversight. They took added urgency following the reading death of mentally ill inmate michael tyree. Three jail guards have been charged with murder in that case. The men and women the work youre doing great job every day. We do have people that do not do the right thing and we need a strong commitment to taking care misconduct and i think part of the reform plan does that. Other proposed changes to jail relations help cut down on Excessive Force including increasing minimum qualifications and background qualifications and improving inmate education. A lawsuit filed by kidnapping victim jc dugger against the federal government has been dismissed by federal heels. She was adept to buy phillipa nancy guido in 1991 and was held captive for 18 years. She alleged the federal officials should have revoked his role prior to her kidnapping since he was head of the previous rape an abduction. The Appeals Court ruled that to guard was not the victim at the time he was placed under federal supervision and us authorities only have a duty to protect victims of parolees under their supervision. Is a debilitating disorder that affects 1 out of 10 women in reproductive age and it can cause pain and infertility and affect organs like the bladder, liver, and lungs. Were talking about endometriosis and some women do not know that they have it for years and provisions treatment for the disease can be difficult. Dr. s say it can take an average of 6 to 10 years to properly diagnose endometriosis and the process usually takes multiple surgeries. We are taking 4 minutes in the 4 on 2 to learn about the efforts to diagnose and treat women and learn how to raise awareness. I am joined now by dr. Cameron, endometriosis expert and founder of the worldwide march as well as one of his patients, laura thompson. Where thats talk about your personal story, three or four years ago you and your husband said he wanted to have children. Take us from there. About 3 years ago we started trying to have a kid and i could not get pregnant and a new after about a year that we wanted to seek professional help. We did and after multiple diagnostic tests we were told that everything was normal and there is no good reason why was not getting pregnant. We were advised to pursue various fertility treatments and take fertility drugs. After a year of not getting anywhere and still not knowing why. A huge answer to prayer we found this doctor and i had no idea but i had endometriosis the entire time, i probably had it since my teens. Did you ever bring it up with your primary. . Did they ever say it was a possibility . I did not bring it up, the doctor initially said we do not know why youre not getting pregnant but it could be this or this and the only way to tell if its an endometriosis is through Exploratory Services tash surgery and there was not a good test. In moores case she did not have a lot of the painful symptoms, what is the difference . The issue with endometriosis is we called it a great masquerade her. It could have various forms that could cause a significant amount of pain and this come for an organ dysfunction, but lots of women or a couple to try and get pregnant and all of their tests are normal have no pain at all. The only symptom is that they do not get pregnant. To some doctors avoid talking about this disorder in some cases when youre talking about being able to get pregnant and not succeeding at that . Correct, they block out of their minimum mind and the problem is its a common disease and more than 10 million american young girls have this problem. 100,000,000 around the world. Its a common disease and 20 million women have it around the world. It is so common that everyone thinks its normal. If it was pain that was normal all the women have been. Only 1 out of 10 women have so much pain that they have to stay home at that time every month or they cannot go to school. Using this new procedure over the last few years, you performed on laura. Its not as invasive. Explain what you do. The issue is unfortunately we do not have any test or ultrasound imaging. We have to go in and take a look. But now we can do it with a minimally invasive procedure. We can look with video cameras and diagnose the disease. Effortlessly. How young the patient have you performed the procedure on . You recommend 21 and older . It is a good idea to perform the surgery when Everything Else pales but it could affect very young women. I have had patients as young as 8 years old and we dont recommend an eightyearold to have a surgery. We have to go through different steps and evaluate the patient. Fortunately, sometimes 6 to 12 years very young girl or woman to be diagnosed with the disease because it just takes that long. What we are trying to do is raise Awareness Among the community and the family and people know about autism now an endometriosis is far more common that people do not know about it. When did you have this procedure done . I had it done in november 2015. Then you went back and attempted to get pregnant. Yes, i got pregnant in december. What was your reaction after some years unsuccessfully, getting pregnant. Lots of tears and thinking god. How are you feeling right now . I feel great, i am about four months along and we did a test to find out that it was a boy so we will have a baby boy in september. Awesome, what would you recommend to other women that are in your position now that you were in 2 to 3 years ago be your own advocate, it took us getting in charge and not taking i dont know for an answer and really just taking charge of your own health and fertility in this case. Think about endometriosis and talk about it with your doctor. Will you be out there this weekend . I will be out there. I think we have a full screen now and it is the third annual world march saturday, march 19 from 12 in the afternoon until 8 pm at night and it starts there a un plaza on Market Street in San Francisco. This is the third annual and dr. You found a desk, congratulations, you said there will be a special guest there as well . We have the past president and also the past president from ucsf and also the president of laparoscopic surgery and many of our other friends. Thanks dr. , we appreciate it, have a wonderful event. Thank you for having us. Congratulations. We have a link on line at ktvu. Com the federal reserves leading Interest Rates where they are and whats ahead for borrowers and what this and other Financial News out this week means for the us economy. Its take a life look outside, their near the open, seek coliseum its not too bad. And lots of sunshine across the bay area and get ready for another warm forecast for thursday. Possibly some shower chances that could affect part of your weekend. We will update the forecast after the break. Announcer this portion of fox 2 news is provided by specialized films. At ktvu there is a rhythm to our warnings. Mornings. Will come back to 4 on 2, the federal reserves leading Interest Rates right where they are, at least for now. Federal officials have said today that they will raise rates this year but probably at a more gradual pace than outlined back in december. It is the latest in a string of Financial Reports this week and even last week he gives us a clear picture about the health of the us economy. With us now is that George Mitchell ready for Morgan Stanley, thank you for being with us. Talk about the feds decision, he surprised by this . Is it expected, and is at all because of global risk that is out there . We are excited about the meeting that was out there because they had a press conference after it not only happens for mac times per year and that is exciting news. They said the economy is doing okay but low inflation so we will hold off on increasing the federal funds rate. That is different because in december they give us a strong indication that they would raise it four times the ship. We have always project did it Morgan Stanley that the fed rate would not be increased until june. We are now reducing that too may be december. So maybe until the end of the year. So maybe just 2 fisher . Perhaps, thats what theyre indicating that depends on a lot of factors. They have a report card, the jobs report and we create 225,000 new jobs every month. Check the box, that is really good. Titus february compare . February was usually got about 300,000 new jobs. Would also be looking at . A look at the unemployment rate. That is up 5 we projected to be at 4. 7 , thats what we consider to be full employment. That is fantastic. That is really good. Check. Then we have the cpi report that just came out this morning. That is the Consumer Price index and an indication of what we pay for the cost of goods. That report came out at 3 10 of one percent. That excludes gas and food. If you add those back in we only increased about 2 10 of a percent. That is a soft side on inflation. As you know, wages have not increased the share very much. That is another soft side. You would think with all of these jobs that those are red flags. The federal funds rate could get what they asked for to take a train going down the track. Once they start increasing the rate it is hard to pull the train back. They are very cautious and more concerned about the global economy. With china they are putting their fiveyear plan in and its a plan, we dont know the execution. Europe, going through quantitative and 5 of the countries in europe have negative Interest Rates. It is the World Economy that we are not quite sure about and our economy is doing well, not fantastic, but well. You were talking to me during the break about housing. Housing is really a bright spot for the economy. Prior to 2008 we were building a lot of houses and putting people in singlefamily homes and it just stopped. Fastforward to today and todays numbers are the greatest growth in new housing that we have seen in 7 years. We are on track to do about 1. 2 million singlefamily homes. When you do that, you have to bring a painter in, you have to buy furniture, it creates a Ripple Effect through the economy. That is a big factor in our kristin to messick process gross domestic process. Are people going to be able to buy the home . We do not build them unless we can put people in them. Theres been housing bubble in the baby boomers are still looking for houses and then you have the millennials that are coming of age in making money and they want to buy homes. Okay, bottom line, we need to wrap it up, maybe another Interest Rate hikes come december or sometime this year . Could happen in june but the probabilities about 40 . The higher probability is really december. Okay, we will see, come back and see us. Thank you very much george. Mike and mark over to you guys. Thank you very much, talking to my care about the end of winter. Three or four days in saturday night is the end. But winter spring starts sometime saturday night. Spring will be about 9 30 pm saturday night. It should feel little bit different and that could be the reason. Another reason to throw celebration and have a fiesta. Rain and we do have mostly clear skies over good portion of the bay area. Over the past few weeks the first half of march talking storm after storm. Not the case this week, you see the main reason that there is a here in the pacific and all of the energy is heading way up to the north with High Pressure still in charge of the weather it will deflect all the energy up here and leave us try and pretty warm. In fact you probably already noticed the warming trend starting to kick in. Right now we are experiencing their condition and here are the current numbers. San jose checking in at 70, San Francisco 67 santa rosa 73 degrees. First thing tomorrow morning, mostly cloudy skies, it will be clear out there. The coolest spots are near 40 degrees out your santa rosa, napa, San Francisco 49ers san jose in the upper 40s. San francisco at 7 am mostly clear skies and the sky cast is not showing too much in the way of sky cover. Warming up at lunchtime and 70 degrees. Representative afternoon i was lots of sunshine and even by 6 pm, with a longer days it still light out there at 6 pm. Heres the forecast model, we will take this into thursday afternoon. All of those yellow still to link up to 70s and there is the upper range, upper 60s to upper 70s by thursday afternoon. As you can see here on the satellite, there is a storm system, but all of the energy with the area of High Pressure will deflect up to the north, with the sunshine for thursday, same deal on friday. Typically when you get these weather patterns, last week we had the other extreme was stormy pattern setting up. Then upstream in the flow you have some changes and that is whats happening right now. For the weekend, we will have a week system moved in and the temperatures are cool enough beginning on saturday. Then on sunday, definitely more clouds. I think will have rain showers especially up in the north bay. There is a chance dont would San Francisco and a slight chance towards san jose, i would not expect much muscle a. Heres the forecast model and we will take it friday, few high clouds of more clouds through saturday. Then on sunday you can hear the Energy Moving in from the north and without that will be the best chance for rain showers later in the day on sunday. A slight chance into monday of next week for it in terms of significant rainfall at the storms weve had over the last couple of weeks, nothing showing up just yet. Temperatures for tomorrow, lots of 70s tomorrow, a cool start and in his recovery for the afternoon. It could be a beach day at 70 degrees and fairfield 74, oakland, 74, lots of low to midshipman 70s out there from pleasanton to livermore and print way. More 70s for san jose and morgan hill. These temperatures will check and write about 4 pm tomorrow afternoon in San Francisco always feel strange when you can walk around at lunchtime and enjoy the low 70s. That will be the case tomorrow. The five day forecast it will be a touch pratibha still pretty nice. Partly sunny skies on saturday and maybe a few rain clouds into sunday and monday. It seems like weve gone through so much over the last couple of weeks that you might temperatures over in terms of the storming of, april could be a wildcard. We will see what happens in terms of more snowfall and rain from the bay area. I remember some opening days in baseball where it has been bad. Those are always a challenging forecast and that will be coming up in april. All right mark, thank you. We are looking at some stories in the newsroom that we are working on for ktvu news at 5 pm. Frank, talk about a story about protecting others. This is an incredible story out of tampa, florida. Talk about bravery, deputy died after it appears he deliberately crashed into a driver going the wrong way on an expressway in order to protect another car from being hit. Tonight we hear from the woman that he saved and she says that the deputy put himself in front of me as a human shield. Just a remarkable story. And lets talk about how real quick, we know the mens team is in the big ten and its a great story, but there is another story that many people are talking about surrounding the basketball program. Cal is looking into whether their head basketball coach may have known about what was going on with the assistant coach before it was investigated. That assistant coach as we reported yesterday was fired for violating University Policy on sexual harassment. We will tell you what weve been able to learn so far and the statement that helps out late this afternoon. All right frank, we look forward to it. See you soon. Coming up after the break, viral video that has been blasted why wont this big mac heard . When 4 on 2 get social. Time to get social now to look at what people are talking about in social media. Today we start with the Youtube Video that is going viral, or than 2. 4 million views. I do not know about this one, and one of its real, take a look, in the video and Mcdonalds Rick seems to be indestructible when put to the test against molten copper. You can see the molten metal is poured over the burger and it bounces off and the sesame bun and the patty there. Despite controversy over the ingredients, the fast food chain says there is a scientific explanation. According to some experts this is a light and frost effect which is a protective paper forms forms around an object because of a difference of temperatures. That is some protective layer then, right . To think its real . I dont know, should it to you earlier you said it was not real. It could be, im not one for science. At 51 years old, barry bonds proved yet again why he is the home run king. The former San Francisco giants is now the hitting coach for the miami marlins. That is right, according to the marlins writer, today he showed the team how it is done. And they say that they defeated the marlins player and homerun contest and challengers include some of the best hitters like john carl stanton. There does not appear to be any video of the slugfest. Didnt happen, did it not happen. They reported that they only caught the end of the home run derby and could not get it out to record it. He holds the mlb record with 762 home runs in his 22 year career. I was there that night in the park in 2007 when he hit 75. That is crazy. You could set up. All right, all of the talk, its all brackets, did you do bracket, have you done your bracket . Into my bracket. Said president. Obama apparently. March madness is going on in march president. Obama is going with the jayhawks to win the national title. Who do you have . Im going with an upset and Arizona Wildcats out of tucson, arizona. Okay, will today the director tweeted out a picture of a bracket and you can see that he has kansas matching up against the North Carolina tar heels and president. Obama has texas a m as well as the Michigan State spartans making it to the final format. That is a good coach right there. You may notice that one of the pictures of you look closely it appears that the president originally picked 4 seated cal to win over hawaii and then changed his mind and crossed out the bears and decided to go with the 13th seat rainbow warriors from his home state. I do not follow college basketball. I am just going to go with the tar heels only because my mom is from North Carolina and why not. It will probably win. We will be right back. Thousands of migrants and refugees from the middle east are stuck now in greece waiting for their chance to cross into europe. Today they received some very highprofile attention. Actress Angelina Jolie traveled to greece to see the overflowing shelter. You can see all the cameras there. She was mobbed by media as she traveled through athens to the citys main port. Thats where the u. N. Refugee agency has set up a shelter where 4,000 mig grants are now living. Many are waiting to cross into macedonia but the border is closed. You may remember this video from earlier in the week. Volunteers and aid workers helped migrants cross this rushing river. The refugees crossed into macedonia through a break in the border fence after officials told them the border was closed. Yesterday the 100 who made it through were forced to return back to greece. One man what made the trip by foot said his dreams are broken and all he wants is to find a job and a home in europe. They say to me, stop, your place is here, not in europe. More than one million migrants have entered europe in the past year. Its estimated 44,000 refugees are now stranded in greece alone, many of them fleeing the civil war there in syria. During her visit today, Angelina Jolie pitt was overheard tell one refugee boy that she was there to learn what exactly is happening, telling him to try to stay strong. Thats all for us today on the 4. Lets check in with frank and julie. A political fight ahead when it comes to the Supreme Court.
