Victim . The alameda Coroners Office says it may take them several days to identify the victim and once they know the victim they will be able to see if he knew his attacker or not. We know the person had a knife. A San Francisco bound train pulled into the bart station and as stunned passengers looked on. The gunman opened fire killing the man. Passengers tried to perform cpr as police and paramedics arrived and tried to save him but not successful. The gunman fled and bart officials detained a couple of people. But they were not the gunman. A witness was on the platform on saturday night and here is what she had to say. I heard three very loud rattling rattling bangs. I noticed that the train should have pulled out and was not and i saw a bunch of people running for the door. I thought they were excited about something positive or happy but it became apparent within a matter of two minutes that something in the realm of gunfire was happening and people were running for safety. I took cover immediately beneath a concrete wall and ducking. I do not feel good about riding bart. Without security there is not a lot that the passengers can do. People in the other car were running, very scared to get out of that train and to get out of the station. There was no communication from bart or the station agent or the police insofar as what we all the passengers were to do. Reporter now, for that matter, we did see a heightened presence of bart police in the cars. A couple officers went up the escalator to the platform. I want to give you a description of the gunman that police are looking for. A black male in his 20s to 30s, 62 and slim and bald with broad shoulders and a scruffy face. He was last seen wearing a large green trench coat and dark hoodie and backpack. Anyone seen matching the description is asked to call the police. Henry, tell us about the surveillance video. I heard there is video on the train and is that true . Will the public get a chance to see it. Reporter police have not said whether they have surveillance video. They have not released this to the public which is not unusual. They want to exhaust their leads before it comes to the public but if it happens we will bring it back to the viewers. I dont understand why police is not talking to you and bart talking to the public through you about what is going on . This is a big deal. Reporter thats a good question. I have asked multiple people, the Public Information officer as well as bart police. They are working on several leads and it is possible that they are on a roll. They dont want the publics help. Tips from the public are appreciated but at this point they are not saying why and not coming out and telling us more about what happened. Henry lee, we will follow this. Thank you. Ben, thanks for joining us, your thoughts of david bowies passing and his impact on music. Very sad as with all music fans and surprised and shocked. And partly because of the impact he had on generations of performers and not just rock and roll, he influenced everybody from paul george to pink floyd to anybody that became performers, theatrical performers maying rock and pop to lady gaga. Todays generation owes a great debt to david bowie. He excelled at dance, pop, punk, he crossed the line in so many areas. Today people are remembering him and different ages and races and backgrounds. Chances are you have heard one or more of david bowies songs. Reporter i was on the web site looking for documentary footage of him in concert. They have two, one from 1972 and one from 2004, 32 years apart. I was at both of those tours. The first one he broke through at ziggy stardust. The bisexual rock star and in full space costume and came down the ceiling of winter land arena and introduced us to the idea of theater rock. In 04, by that point he had tremendous 25, 30 years of susanne survived all of his great hits that dabbled in disco and punk and goth and glam and hard rock, softer rock. Pop music. He did it all. And he did it all with great commitment and talent. It wasnt like he was a dillaton that some people said he was a real rock star. He was not a rock star but a true artist. We are looking at the last music video that david bowie has released and starts with him coming out of a closet and you see him on a hospital bed and he momentarily rises above the bed and in the end of the video he returns to the closet. It seems like and a lot of the people, his producer saying this is his farewell to fans, what do you read out of this music video . Reporter what you read is what the producer tony viscone said. It was a farewell. He knew he was going to die and a number of the songs are cryptic messages about his situation and lazarus, the single has lyrics like free, just like that bluebird, look up, im in heaven and the imagery of him in the hospital. He was addressing his situation artistically to the end and beyond. A new understanding of what he was going through and poignant. And releasing his final album on his birthday, the 25th and final album, when you think of lady gaga and boy george. Now that bowie is gone, where there ever be another artist like him. I think so. He inspired people to be like themselves and if they are true artists, they will take those boundaries and smash through them. You will have another generation inspired by david bowie. This is going to go on and on. Even kanye west said he was inspired by david bowie. He crossed so many boundaries. Ben, thanks so much for joining us and sharing your thoughts on david bowie. But as i back up, this is the next system, tuesday night to wednesday. Going to bring us a better amount of rain. So here is the futurecast model as we get to the rest of the afternoon today and tonight. Notice not a lot going on. Tomorrow morning we wake up Northern California beginning to see light rain. At 10 00 mostly cloudy in the north bay and picking up drizzle in your neighborhood. For most of us partly cloudy and dry. Not until tuesday night. We go to the entire day on tuesday with partly cloudy skies and increasing towards the second half of the day. And then the rain begins to move in. You can see it is tuesday night, 10 00 and moved to portions of the north bay. While we sleep, it slides across the bay area. We continue with the rain. Wednesday morning, wet roadways a possibility and it looks like scattered showers will remain in place for the morning drive on wednesday. The timeline on this next system will be late tuesday to wednesday morning with scattered showers remaining in your wednesday morning and perhaps after noon. We got the forecast as far as rainfall amounts, anywhere from a quarter of inch to an inch for the urban locations and the hills up to three inches and winds will be gusty at times especially when the heavier rain moves in the overnight. And snow for the sierras with levels down to 800 feet and four inches down to lower levels. Here are the numbers with partly sunny skies. Not too bad, 56 in oakland and 57 in mountainview. He may be in the lead nationally but according to a new iowa poll there is a tight battle. Cruz at 28 percent and donald trump at 24 pretty. Talk that cruz may not be qualified to be candidate because he was born in canada. In the case of ted he has to figure it out. So today a special Training Session was held at San Franciscos airport where many of the human traffickers will travel. We will explain how they are being trained. A person has mysteriously died and police are piecing the womans whereabouts. The 4 on 2 will be right back. Ktvu news, complete bay area news coverage. And they did what they wanted when they wanted. I kept silent because i was afraid. Donna hubbard shares your story of survival being a victim of Human Trafficking. A single mother beaten and sold that threatened her life and children and training employees at the airport to identify women like her and save them. It is easy for me to identify victims because i see the look in their face. I understand those i see those individuals that are not in control of their own life. Not in control of their paperwork and not in control of when they go to the bathroom. What they are allowed to say and who they are allowed to talk to. Are they frightened ashamed or nervous or afraid of uniformed security or under the control of a traveling companion. Are they hungry. The term Human Trafficking is child sex and labor. With the superbowl coming in town. Bay area police are gearing up for this. And officials are joining this effort to play a key role in the fight. We are talking about how they plan to do it and how they are training flight attendants and tsa agents and other employees to spot victims of sex trafficking. With us now. Doug yagal spokesman for the airport and nancy brevard. Thank you both for being here with us. Doug, many people dont believe it is happening in their own backyard. They think it happens elsewhere. How important is it to start at the airport where your tsa agents and with your flight attendants. I think the important first step to acknowledge that it happens at airports across the united states. San francisco obviously is a Major International gateway. The largest airport related to the superbowl. We have to acknowledge it is happening and take the necessary steps to stem that tide. Nancy, do you expect to spot a young person that could be a boy or a girl who could be a victim of sex trafficking . Do you think that person is going to be able to be spotted at a very busy airport . Absolutely. And i think as a result of the trainings that we are doing in the bay area this week. Training one thousand employees, they will be able to effectively scan 24 million passengers coming to the bay area next year. That will save thousands of lives. Tell us how you are going to do that. If you spot something suspicious and think there is a young person who may be a potential victim, how does that procedure work when you make contact with that person and the older person with that younger person. We teach our trainees, we teach the airport personnel not to intervene and create any suspicion but to gather intelligence or detail through targeted questions and to report anonymously. The department of Homeland Security which is part of the Blue Campaign or lightning protocol for Airline Personnel and have a new tip app which is allowing anyone to report to Law Enforcement any suspicious activity. Many times we report it and we werent sure that we were right and we were. Well, doug, how vital is this training . Are you putting any employees at risk and are they what is the reaction to being trained. Do they understand what they are to do if they are even suspicious of someone . Right, thats the goal and the reaction from the sessions we hosted today. People want to be part of the solution. There is a desire to take action and do something about it. Obviously a key part of todays training message is dont take direct action personally. Use the Law Enforcement partnership that we have established at the airport. The goal today is to have the airport employees be the eyes and the ears. The ones that notice something is not right and report it to the proper authorities to take action. Movement is so quick at the airport by the time they notify the proper authorities, are they going to be able to get there in time before this group of people or this child and adult are gone . Nancys team shared Great Stories with us today about recognizing patterns and seeing particularly individuals checking in on flights on a frequent basis. We have folks that work at customer information booths, ticket counters and they may recognize patterns of behavior and the same travelers and the same individuals and start to through that identification of trends in this something is not right and thats what we want folks to be on the lookout for. I want to ask this one last question. Its not just the superbowl. There are big conventions and other events that happen in the bay area that bring people through the airport. Have there been successes in the past where people have brought victims in for sex trafficking. We dont keep the numbers but you bring up a good point. The superbowl makes it timely but we have to acknowledge the fact this is happening all the time, a 365day challenge that we want to address. And we want to acknowledge sfo for being the leading airport in the country for Human Trafficking awareness. Lets hope you are successful and if there are any potential victims coming through sfo that they are stopped and given a safe place. Thanks for joining us both. Thank you. Coming up, a major rule change to Social Security. Today is money monday. Our financial expert, richard del monte explaining what is happening and the decision you may need to make by april. Gray skies with a few sprinkles at our door at this hour as we get to the evening hours. We will continue to see this tapering off. I am tracking a new storm and when it will arrive. How is it looking at Silicon Valley . Not too bad. Is that holidays lights. And the 680 looking pretty good pretty good. Today is money monday and we are joined with richard del monte from the dell monte group and talking about a change to Social Security that could impact you. Thank you for being with us. Thanks for having me. Social security important to Many Americans and what about this new thing. This is been in existent for ten years and congress has closed it and effective april 30th. For people worked in their careers and will be 66 years old as of april 30th, they can do a file and suspend, means they will file for benefits, Social Security benefits and immediately suspend the benefit. You may think who will want to do that . The reason is by doing that, you open up the door for your family members to start collecting benefits based on your work record. Meanwhile by delaying your own benefits until age 70, you can get way more. You get eight percent more by waiting, getting 32 higher benefit for yourself by waiting until age 70 and your spouse can collect on your record, they get 50 of your benefit. Your dependent children can start to collect money on it and get a huge amount of money and your exspouse can collect. What is the deadline . If i think i fall in this category would should i do. Call Social Security. You have to be 66 before 4 30 and after that it is gone. A short window and nobody knows about it and it is important for people to take action. If your audience has friends, tell them. It is called the file and suspend option. Lets talk about china. A roller coaster. What is the impact in the u. S. And why . Why does it matter so much . Initially panic spreads quickly, fear goes like electricity through a fire in a crowded room like you said. After a few days, people relax and you notice that china was down today and our markets were up because people are starting to get their heads clear going oh wait a minute that is on the other side of the world. We are okay. People after a period of time stop panicking and thinking maybe it wont be so bad. Are we still okay . We had a couple of bad days last week when the dow was down dramatically but we are still okay . Long term we will be fine but earnings may be coming in lower and on corporate earnings for this quarter versus before. A little dicey but long term we are fine. I would like to switch gears and talk about bill del monte, the last known survivor of the 1906 earthquake died this morning. A relative of yours. What do you do about your cousin bill and the stories you have heard. Bill was incredible human being. Kind and humble and gentle. He had the greatest stories you could imagine. He said he made and lost a Million Dollars three times and the first time he lost a million was in the crash of 29. He was 22 years old. And it has happened more time. Even up until like six months ago he was still investing in the stock market every single day with his nephew, ray. We are looking at images that you can remember that we have seen over and over from 1906. Earlier we had a picture of bill del monte. How is the family doing . I know it was a tough loss. How old was he. 109. He was going to be 110 in a week. Great story and great human being. We just had him up there a few seconds ago. Thanks for sharing the story, richard. Condolences to your family and thanks for being with us. Thank you. Go over to you. We got a break in between the rain. Yes. We will see dry weather before now and tomorrow night and we see an active pattern coming to fruition for the second part of the weekend. It could be on and off. Giving you a look at the beautiful sky. Partly sunny skies. We have a half hour until the official sunrise. Here is a good shots. A nice gold hue. It is in the mid50s in San Francisco and livermore at 55. Before i get to the radar, the National Weather service saying average to july, San Francisco 91 and san jose above 100 for the rainfall amounts. We have more to come already tracking the next storm. Here is a look at the Storm Tracker two. Maybe dry and a few sprinkles hitting the ground. Again this is the system. About 500 miles offshore and that will bring us the better rain tuesday night into wednesday. And ill track it for you with the future cast model and show you exactly what i expected. Here we are right now as we get in the overnight hours. It begins to move to Northern California. You can see to alcaya and maybe picking up drizzle at nine a. M. Over portions of the north bay. Central and south bay partly cloudy and dry and partly to mostly dry tuesday and by 10 00, notice it begins to shift in the north bay and even perhaps in the central bay and while we sleep in the overnight hours, it continues to move through. Wednesday morning we wake up and we have scattered showers in the forecast and could impact the morning dry. Definitely going to have wet roadway. That to be aware of for wednesday morning. The next system, the next timeline tuesday and wednesday morning. Here is a look at the rainfall amounts. Quarter of an inch to an inch expected for the urban areas and maybe more over portions of the north bay. In the hills we could see an inchandahalf or maybe two andahalf inches. That is good news. We wake up tomorrow morning with mostly cloudy skies and fog and maybe drizzle over portions of the north bay. 46 in oakland tomorrow and 47 for san rafael and 47 for san jose, in the north bay 43 for santa rosa. Clouds continuing to increase, maybe a few sprinkles but should hold off for tomorrow night. Relatively mild. We will be cloudy, not warm but not too bad. Wednesday afternoon, we begin to see scattered showers taper off but unsettled for thursday and more rain for friday and saturday. It looks like another dose. Sunday night to monday it looks like another one. An active pattern in place. Upper 50s. Yes. Relatively not cold. Temperaturewise, not bad. Drip, drip, drip. Thanks, rosemary.
