He was out painting the mural on west street yesterday morning when witnesses say he got into a confrontation with a man who later shot him. People in the neighborhood came by to pay their respects there at the mural. Family friend says he is survived by his parents a brother and a sister. It is devastating. Like any parent it is senseless. Here he was trying to do a beautiful thing and well police have not yet identified the suspect or even a motive for the killing. Rob spoke with the victims sister. We will hear from her coming up at 5 00. Recent violence at levi stadium has some concerned about safety. Earlier this month we have cell phone video of fans beating a vikings fan at the stadium. In response the police chief did a security assessment. He determined despite the recent violence, levi stadium is extremely safe. So you are obviously very involved with the association, but you are also a type 1 diabetic. You been so for more than 40 years. What has it been like and what has changed since you were first diagnosed . That is such a big question. It is a change tremendously over 40 years ago. The add advances in Technology Advances in technology, or the kinds of insulins out there, variety of tools to help monitor what is going on are all available now. They werent available when i was diagnosed 40 years ago. There were some clear types of insulin that kept me alive and reasonably well. There just wasnt the ability as there is now. Many people dont understand it is a day by day and a meal by meal disease where you have to watch every they think you eat. You always have to have your insulin with you. I shared this with folks at home that i am a newly diagnosed type 1. I have only been doing this for one year. I take insulin shots several times a day and it can be quite the challenge. Yes. It is a little like driving your car in a world of mostly other people in a driverless car. You are at the control and constantly monitoring things. You are looking around saying you wish you could be in that car where you can do your texting or whatever. You have to be attentive. If you stop being attentive, kit be dangerous. Lets put the numbers up. According to ada, 21. 9 million americans had diabetes at least in 2012. Approximately one million have type 1. We are talking about nearly 30 million americans with diabetes. I feel like most people out there know someone with it or knows someone that knows someone with diabetes. That is more people than are left handers in the world. Lets talk about this walk, october 10th. When you got diagnosed 40 years ago, what is this walk about . How can people still get involved . Well this is an annual fundraiser. It is also a fun event for individuals who have diabetes, their families, caregivers and anyone else who cares for them. It is a walk through golden gate park. Almost always a beautiful day. It is a time to celebrate and honor the people what live daily with diabetes. One of the wonderful things with this events is it is kind of cool to be diabetic at this event and there about many times when that is the case. It is a very important fundraiser. For an association that is celebrating their 75th anniversary this year, they [ indiscernible ] all the doctors that provide care to those people with diabetes. Last year we had 18,000 physicians convened to help them understand. And the millions of people who live with it. Again it is going to be on october 10th. Golden gate park there, 9 a. M. One of the problems is the models are all over the map on what it is going to do. One of the models send its from all the way out here well east or well east of the east coast. Another model runs it right up towards boston. The other models are going here. They are all different on what they want to do. The model path if you watch where the two is a little south of there. His death set off weeks of violent clashes in ferguson and also raised questions about how officers can and should make reslags ships built on relationships built on trust in their communities. He released its final report. There were two main recommendations the task force made. One, create a National Crime and Justice Task Force to exam tin criminal Justice System and propose reforms. Two, support games that take a comprehensive look at core issues in the Community Like poverty, education, health and safety. That task force also identified six pillars of policing going forward. Community policing and Crime Reduction officer tripping and education, officer safety and wellness, the Task Force Said these pillars are the frame work of best practices for policing to reduce crime and also build trust and to do so, all at the same time. Today we are taking four minutes to take a little bit of a deeper look at Community Policing post ferguson. We are joined know by San Mateo Police chief. She is just back from a come frens. Thank conference. Thanks for being here with us. We want to start with perception. You have some neighborhoods where there seems to be a clear divide. In some cases this has gone phone years and years. How to you even start and change that . Well i think we have seen overtime that often times the neighborhoods in which we need to do the most for security and safety are nose very neighborhoods where our relationships are most strained. Those very neighborhoods where our relationships are most strained. [ indiscernible ] i think you will find that the chiefs across the country are looking at this study, the Task Force Report on 24 century policing. There are some very good tragedies here in the city of san mateo. Before we go into an area and conduct what i would call higher levels of enforcement to address crime or other safety issues, we start a neighborhood safety partnership. We bring in the community and some of those we expect to do the enforcement against. Do you really think it is going to work . I have seen it work time and time again. It is not the click fix but it is being there day after day after day. You will find there are a lot in those communities that do have our support and we have their support. We really need to look beyond the initial flash point and look at what is underlying the frustration in this neighborhoods. I would really submit to you that it is not simply police action. It is the idea we need to go in these communities. While we are a symptom and a flash point around what is happening in certain neighborhoods, we are not the soul answers with the tools on our belt. We need to bring others in through Community Policing. We need to identify and work with the community on those resources. I will tell you you will get a lot further sitting down with those folks and having their support means you have their intelligence. We have seen it time and again. Let me ask you this, in san mateo lets be honest, you dont have all the riots that other cities have in the bay area. What is one thing you would tell the chief, maybe in oakland or san jose that you learned in seattle and said you need to implement this and you need to do it now. What would it be . Actually i did police in San Francisco for 17 years and i will tell you that some of the tragedies that we out lined in this report that are great, they are a great blueprint are happening in departments nationwide. So out of 18,000 departments there is something in there for everyone. This can really be used. Not just by Police Departments but to the do internal assess ms ms assessments for work with their communities and see how they are doing. What about civilian over sight . To you think it is needed in all departments . I certainly dont think anything is needed in all departments. You really cannot just really say everyone of the 18,000 departments. We what i think we need to be very clear about is that this is not a one size fits all. I have seen civilian overnight work in communities that need it and welcome it. I have seen it where they have lost the control of what needs to be done within their city. Well chief if i could just i just want to say i think it is an Early Warning signal if a department and a community is talking about civilian over sight that they are not open enough. If i could jump, we are going to run out of time here. If we could talk about recruitment when it comes today versety. That is one thing you heard diversity. What is the effort like when it comes to recruiting people that look like the people that they are policing . Right. You you know recently you said it doesnt happen in san mateo. Rekrenltly we went to all of recently we went to all of our churches in our minority churches and we enlisted them to help us recruit for our community. We have taken hits over this year. It ha has been a tough year for police has ban tough year for police in general. You are right, the more reflective we are of the communities we serve, the better. Is that going happen overnight . No. There are other strategies in that same report as well. San mateo we had leaders riding along with us to address them. They got a lot more results than some of our officers and handcuffs do. Each community having to dig in and find out which part of that report is needed for their strategy. I want to get your take on social media before we let you go. Just here in the bay area i have noticed Law Enforcement agencies do a great job of social media and are very hands on. Then there there are other departments who kind of avoid it well they where just are not doing it just as much. If there is one take away from all of this, perception and trust and social media is where those per sepgs are generated perceptions are generated more than any other venue. It really shows that they are more transparent and open. We have to let communities know we are welcoming in and we are welcoming them in partnership. It is tough. What hasnt changed in all those years is our drive to go down everyday and lay down our lives is necessary to serve this community. She was put to death by lethal injection early this morning. She was convicted of murder in the 1997 killing of her husband. She conspired with her lover who stabbed him to escalante. More than 100 supporters gathered outside the state prison hoping for a reprieve. It became really somber. She asked us pray with her and we all prayed together. She was praying for the people who were there in the room with her. A representative of pope francis had even asked the parole board to [ indiscernible ] to spare her life. A gun stolen from a federal ranger was allegedly used in the death of kate. In august the police chief had her gun stolen from her vehicle. Just days later a Hayward Police officers gun was stolen from his vehicle. Now a San Francisco supervisor wants to require off duty officer toss lock up their weapons officers to look up their weapons. Now to what this new law would exactly require. It would require that these guns be stored in a locked box or in a locked trunk in parked cars. This particular ordinance was composed and he said this is in response to the shooting death of kate what was killed on peer 14 this past july with a gun stolen from the car of an agent with the u. S. Bureau of land management. He left the gun in a backpack in the car. Same sort of situation with the chief of Berkeley Police and the hayward officer. He said his legislation would not impose any penalties or change the disciplinary process but it spells out what they have failed for over the years. What we have heard actually from some of our sources within the San Francisco Police Department is that as much as people are told, this is what you are suppose to do, there is actually an ongoing practice where they are not following the rules. So, look this is not meant to be punitive in anyway. It is simply meant increase public safety. He said the police chief has supported the ordinance which will go down a vote in one month and it will take another month or so to implement. It is interesting to know deputies we spoke to off camera were not supportive of this. They said it deflects from the real issue. The president there issued this statement saying supervisor the blaming the victim whos vehicle was broken into instead of the criminal where the blame belongs. Back to you. Off duty officer witnesses a crime. What is he or she suppose to do . Engage or go back to their vehicle . What about when i talk about other officers i know some who have other guns, not just their work guns. They have their private guns also in their vehicle. Did he talk about that at all . He didnt really touch upon that. The ordinance was rather short. In speaking with Police Officers and deputies they say when we leave work we have our personal give up that we use. That is very common for them to have a perm gun. What if you personal gun. What if you have an suv . You cant leave it in the a trunk so you will have to leave nit a locked box. Really it is just another step that officers would have to intake to ensure the safety was being are provided here. They say they feel they are being targeted unfairly. They said the fact that car thefts are so much on the rise. Last month in august alone we had a 38 increase in car thefts. Also the fact that there are really no consequences with this new ordinance. A lot of officer bs officers and deputies we spoke to said they dont know what it is for i see both sides. It will be a great debate. Thanks for that report. Talking with our chief metrologist.
