Quite that dramatic day in court thats right. He started to sway in the judge could tell and he was not physically feeling up to it and he collapsed and we hear chains falling on the ground in the Sheriff Deputies asked for medics and they took his Blood Pressure and he went on to plead no contest to the entire case which with respect to the dublin home invasion. How was it before how long was it before he entered the courtroom before he got wobbly two at three minutes. We expected some surprises but not that what was the reaction and the courtroom and did we find out what could have caused this . Did he not eat . Why did this happen . He did confirm to us and to the judge that he is on medication but he did say that he was feeling up to it and he was just distressed at the moment. He did feel okay immediately afterwards and you can hear him talking to the medics and he continued on and he was convicted and the double home invasion. Has there been a set date for that . Back in november. Monday he will go settle and answer to the vallejo case this is a big case that everyone is talking about. What is going to happen . Its going to this its going to go to the Sacramento Court and if he enters doesnt enter a plea he will be not guilty. He has to face the fate face that he allegedly kidnapped her niece the Samsung Galaxy fold phone tied to dublin. It was all the clues and you think his attorney will try to get that phone and the dublin case dismissed as evidence in the federal case . We asked him that outside of quartz court and he would not say if he would revisit the federal court because his client was going to plead no contest. They did remove that motion. They decided were not going to fight that. It might be another issue for another day in federal court weve heard from the couple in the attorney. They have been vocal throughout this come we they have been vocal throughout this and what do you know about that . One of them testified henry lee, thank you. The 1st group of evacuees from the valley fire are back home for good. The mandatory Evacuation Order was lifted for families with the napa counties and Evacuation Orders still remain in effect for many other communities. Today was the 1st day the valley fire did not grow since it started this weekend. For the very latest in the cal fire fight lets bring in Daniel Berlin in from middletown. Daniel lets talk about the progress there but also the concerns for this weekend we just lost him we will dial back and try to get him back on the phone. In the meantime i think it was about 70,000 acres at last check. And the good thing is that it was not growing anymore that is good news and some residents got to go back home. Just some of them that bring in rosemary orozco. Lets talk about the weather. That rain and cooler temperatures now is on the rise again. Cooler temperatures, relative humidity was well up and maybe had rain and all great news. Now are beginning to see we are beginning to see a switch. Temperatures warmer than where we were yesterday in beginning with saturday we have hot weather and forecast. As i take you into tomorrow morning we start out the morning already in the 60s. Notice with the direction of the wind is coming from. Now coming from this direction we have the southwesterly breeze in place over the last couple of days and we know that is that cool pacificare moving into portions of that area but now we have a switch in the winds in the winds coming in from the north and northwest. As we get into 10 00 were in the 70s or upper 70s wins to not look like they will be too strong but again we will have a dry wind and north north easterly and with the dry, dry weather in place. Temperatures reaching to the 80s and upper 80s to 90s by the 2nd half of the afternoon. The heat is back. The dry weather is back. Ghostwrite winds of course aiding in the fire, and it helps it to spread faster and burn hotter. A big switch coming our way and it looks like sunday is hotter than and dryer when i come back and look at your local forecast and take you through this heat up in just a bit. Thank you. We have cal fire on the phone with us. Daniel, can you hear us . Yes i can hear you. Lets talk about the progress in the concern you have going into the weekend we continue to make very Good Progress at this fire holding it just over 73,700 acres. 40 of this fire is contained. The last couple of days with cooler temperatures and rainfall that we saw that really gives us an opportunity to make Good Progress getting hotspots put out. With the hot temperatures on the rise we are concerned that we may see flareups and some parts of the fire and that is why it is definitely looking better than it did the last couple of days we are still not letting our guard down as the hotter temperature could clear the fire back up because of the threat of the flareups have you not than sending fire personnel back home . Specifically crews out of the area . No. We still have nearly 4100 firefighters still going to this fire. We are not releasing any equipment. We have to continue to make sure the hotspots are put out. Our number one goal is to keep the fire into the parameter but to get homeowners back into their homes. We know evacuees are waiting to go back to their homes and move on with their lives or begin rebuilding process we have to make sure the hotspots are put out. We have to make sure we get the other hazards in the downed powerlines and power poles that are littered in the streets right now, those are being worked on as we speak so that is soon as we know there is no danger for this fire to come back up we can get residents back up. Community by community we will reassess it you talk about the power poles, what is the utility situation . How much power has been restored in the middletown area and beyond . Here in middletown there are just as many pg e and utility vehicles as there are fire engines. There are a lot of workers here that are slowly working on making sure that those power poles that were destroyed by the fire and are removed and new ones are put up. Powerlines littered the roadway and the crews are working digital just diligently to get them out of the rebound get them out of the rope and string new line through the areas. The crews will still be working once we lift evacuation but we have to make sure the roadways are clear and there are no electrical lines lying on the roadway when we let residents back into their home denville, can you talk specifics about one area that may be more vulnerable to the other happening . And where within lake county, where exactly is the firefight happening. What particular region and area . I can tell you we have smoldering hot spots throughout the area. He threw over the fire this afternoon and there is smoke in a lot of areas. Its not the huge plume of smoke but hotspots everywhere. Its not one community over the other is looking better. Crews are working on all sides of the fire and making sure that the hotspots are under control. It takes one amber to reignite in the winds. Up and start spreading. We will be out here for a lot longer making sure the hotspots are put out. As i mentioned we are currently reassessing which areas in which neighborhoods we can get residents back in safely and it will not put the residents in danger or come up towards them. We are reevaluating that and we will be able to get the residents back in as soon as the danger has completely passed. Daniel with cal fire. We appreciate you calling in. Thank you. Pass us by the handling of past abuse cases has left them with doubts about future changes. Reporter pageantry and celebration will dominate the popes historic visit to the United States next week. But victims of clergy sex abuse say they will be watching with a mix of faith and doubt when i met Pope Benedict i was promised a 20 minute private conversation with the man and it turned into a prayer meeting at a chapel which i was very let down by ernie mcdade said hes an abuse victim that met with Pope Benedict 16th back in 2008. He was left cold from the abuse he suffered we would hope that they did they would do something victims and activex what pope francis to directly address the issue. They see it as an opportunity to announce reforms that may prevent future abuse. There is a limit to what apologies and ceremonial meetings can do reporter they also want the pope to punish bishops who are found covering up abuse cases and globalize over rule to force bishops to call the police pope francis does the wall that the canon law that applies to priest abusers allows the bishops to retain priest if they think they think they are no longer a danger to children. It leaves everything up to the bishops discussion reporter francesco says the church has successfully taken a leadership role in something he hopes francis will highlight during his trip one could say that one of the safest places for children right now is within the Catholic Church because of the seriousness with which with which the church has responded the Catholic Church would like you to believe that this is solved and moving on, when in fact, it is not at all at this point i dont think will address this problem, has not addressed this problem correctly and maybe window dressed it a little bit. Mccabe says he carries a lifetime burden that will continue long after pope francis returns back to the vatican our very own Karen Moriarty is heading back east and will be filing reports a week. Giving you a live look here at the iconic Golden Gate Bridge and isnt that a beautiful shot with the sailboats going by. Weve got plenty of sunshine in store from the coast to debate and inland. A funding fight over plan. Would take the top a step four there and we can explain while this political obstacle can shut the government down will for the 2nd time in the last two years the Government Shutdown is days away from becoming reality. Conservatives are threatening to withhold all federal funding must planned parenthood stripped from the spending bill. The showdown intensifies as the republicans are rushing in to make sure the government remains open for business. A pair of bills intended to help avoid a Government Shutdown were common what common conservative nerves about planned parenthood passes the house the house. The republican sponsored bill come after series of secretly recorded video surfaced showing planned parenthood officials negotiated aborted feeders part for research in exchange for money anyone who watches those videos, they are horrific. Why would anybody want to spend tax dollars for that House Majority leader downplayed the shutdown after conservatives decided planned parenthood is big abortion in this country. This there is reason to review how they used taxpayer funding. The house bill stand little chance of becoming law. President obama says he will use a veto pen for any legislation that defense planned parenthood and democrats are posted from making funds from the agency this bill is dumb and foolish and it is meanspirited president obama said it was a game of chicken. Only five days remain until funding runs out. In washington, joe wallman, fox news. Late this afternoon the federal judge ordered the state of arkansas to temporarily reinstate its medicaid contract with planned parenthood. The stated blocked funding because of the controversy over the undercover deals. The cancellation took effect on sunday and planned parenthood received 51,000 in medicaid payments during the past year for Family Planning and womens care. None of that funding went toward abortions legislative medical marijuana almost to get two decades after it became legal. 1st of its kind legislation to regulate it heading to the government desk. What it does and why it is needed even though medical marijuana is needed. A new School Policy is a frustrating parents. Why cakes are out in fruits and veggies are in. California became the 1st state in the nation to legalize medical marijuana and after two decades they are creating a framework and licensing for this billion dollar industry we are heading we are joined now by derek peterson. Derek, thanks for being here. Its been nearly two decades. Finally we are seeing what they are calling a comprehensive regulatory framework. If the governor signs this legislation, what type of regulations are we talking about and what is going to change in the medical Marijuana University if you go back 20 years ago we rely on the loose framework. On one side it left it up to municipalities to define the market. The market has been without regulation, oversight, best practices, standards around cultivation and this regulation is being split into three different bills, 266, 243 and while its cumbersome in nature in nature its bringing a framework to the biggest cannabis you cant economy and the u. S. Its something that has been needed and we see what the culmination of that today youre talking talking about licensing and testing and tracking a product . Your three different bills to sit the six which identifies the multitude of different licenses that will exist. Theres 17 in total under 12 different classifications. You got to 43 which discusses the environmental impacts, things like Pesticide Use, seek to sell tracking and that kind of thing. And 643, is a 643 defines how patients deal with doctors and see the sales tracking mechanism. This is comprehensive framework that will elevate the industry and bring a higher level of transparency and you talk about the patients and they want to ask you. If, patient and i have a card how will this change if all three of these get assigned . It wont change the process, what you will experience is a higher level of quality in the industry. Like i said you previously there isnt a lot of regulation into how the product is cultivated. Weve read articles coming out of colorado that even with the framework there they are dealing with Pesticide Use and when you have patients with compromised immune systems these toxins and products are concerning. California again did not have that framework to enforce this and this will bring that to the table. Patients will feel confident to a higher degree. So more rules for people growing marijuana. Lets talk about the curveball. What happens when Recreational Marijuana becomes legal. How will that play in this . That remains to be seen and if you look to colorado for direction you see they have two simultaneously existing markets for medical as well as recreational and while its the same product servicing two different markets its really two different needs. The patients that have a genuine need for the product, they really need the advice when they walk into the dispensaries. They will still have the ability to get that where the recreational consumer just wants more of an effect. One person is treating symptoms and another is treating just recreational. What if someone is elected and even if they dont what if the president starts cracking down and we did all of this for nothing . A moot point thats one of our concerns. Weve got 2016 coming up which is a pivotal year for the country. We see legislation for medicinal and recreational. Thats a significant tipping but. The dominoes are tipped over. While one politician might not be as friendly as the other i think its political suicide. If you look at the polling over 50 of the population continually vote for some sort of decriminalization legalization to be put into place and they are looking at constituents and i hope any president that comes in listens to his constituents and what voters are asking for in bringing this thing to from a black market to a more overt market and we need to reap the benefits that colorado is ripping it sounds like the legislation for framework is in place. The Governors Office was a part of this framework so you think he will sign it and if so how quick do you expect to see change . This went down to the wire so my understanding is he got involved in the last minute because why put something through that he is not going to sign. I think he has until october 11th or 12th and every indication we are hearing he is signing the bill and then we have a couple of years before implementation. Those people who are participating in industry that dont get their act together and figure out how to adapt to the new for me just formation and legislation wont compete over the long term. Its necessary with a complex structure of bills and i do believe the governor will sign it who gets rich over this . The entrepreneurs will benefit. It will make more of an entrepreneur family. Its great for everybody. There will be more capital and infrastructure which elevates the quality of the patients will consume but again the state itself not that it will heal budget deficits but it will bring much needed tax relief and programs to local minister penalties we see what has taken place in colorado and it has outpaced that of alcohol for the 1st time and they think we will see something far greater that greater than that a lot of money out there. Spectator peterson i appreciate your time. Lets Check International headlines. Many investors expected a rate change. Stocks added to the volatility and while at the closing bell you are looking at the number right there. All major indexes were down. Todays money business ktvu pam cook sat down with an expert to explain the strong reaction to the feds decision on holding off on Interest Rates at least for now george for Morgan Stanley joins us. The feds response, our job market has improved. It was good. Our economy looks good but the global uncertainty that is still pretty volatile but for the most part the markets are down but for consumers this is good news. My Mortgage Rate wont change. I still have time to refinance. Whats going on janet yellen gave us at news and bad news. For the consumer the good news was the economy is doing okay. Not fantastic but okay as you mentioned the jobs report every month we are about up about 200 plus jobs. The gnp has been increasing since 2008 at the knights rate. Not fantastic rate so she is saying the economy is doing okay. There will be headwinds now from asia and developing countries. And so by raising the rates it could upset the market and that could affect the individual consumer but it ended up affecting markets today anyway. And the global uncertainty will continue for a while we talk about china and people think sort of why does china affect us so much . Is it reflecting our retirement accounts and are trading accounts and investments because of the volatility but why does have such a big impact . Exactly. We have to define the two issues. One is the economy and one is the stock market. The economy is doing okay in the stock market likes order. And because the feds it did not give a call and when they will raise the rates and makes the market dysfunctional. Thats why in overnight trading was on the market down which affected our market. We want the feds to make a decision. We like order that allows the stock market to get better for the longterm investor. So speaking of the feds decision it sounds like most economists are leaning toward a ratethen in december, do you agree with that . And also that sounds like we have a timetable. If youre going to refinance, do it now because you might have until december i firmly agree Morgan Stanley has made the call that the feds will raise the rates in december because the jobs report will be coming out, Large Businesses will be reporting their earnings report. We expect them to be positive this is going to give europe was in the middle of reorganizing also and asia time to come back. Which have more data so we believe there is a high probability they will raise the rates in december but it will be de minimis. It will be small. A quarter of a percent . An 8th of a percent . What the market really wants to know what the individual investor wants to know whos reinvesting, they want to know is it going to go up dramatically. Should i get off the fence and get in now and so thats the part that hurts the individual investor and the person who wants to buy a home. What will happen if they raise rates in december and we hope that the feds articulate exactly what will happen george for Morgan Stanley. Thank you for being here thank you, pam. Not only are parents upset over their children not being able to bring in sweet treats to share on birthdays, but also on how this was actually handled. Some parents say they were never given an opportunity to share their input. I have brought in treats before and the kids have a lot of fun with it. We also had a teacher who had us all bring in books to celebrate the kids. You bring in the kids favorite book, read it, then donate it to the library. I thought that was a really creative alternative, that also gave the kids a special way to celebrate.
