Rubber bullets. Protesters smashing windows. This was the scene in berkeley two months ago when a peaceful protest unraveled into a violent confrontation. Berkeley resident and attorney was one of the demonstrators in the crowd that night. You can see her in this video. She says she was trying to stop another protester from breaking windows, but she believes the Police Response that night escalated the situation. My back is turnedded and an officer punched me in the back with his baton. I turned around and looked at him and i said i see you, officer number im going to report you. Now because of the conflict during that protest and other, the Berkeley City Council will decide tonight whether to ban the use of tear gas, rubber bullets, and what jesse calls overhand baton hits until the city can decide on whether to enact a permanent change in policy. We do need to change our policy. I think our policies encourage the use of force and dealing with large crowds and demonstrations. I think people are surprised to hear that transmission parts were thrown at officers. Ice picks were thrown at officers. Berkeley Police Association says councilman is rushing to judgment. Tear gas is a tool, like anything else, and in emergency situations where a crowd has to be cleared quickly, there are no other tools similar to that. And councilman is also proposing Berkeley Police officers have lapel and dash board cameras. That doesnt seem to be as controversial an item. The Association President told me they welcome the idea of having cameras around. Now, back out here, berkeley city hall, you can see there where a few people out on the steps of city hall where this Council Meeting will take place. There are protesters and told there are 80 to 100 of them are still in route. We dont see any sign of them yet. They are expected to come out to the city hall steps in the next half hour or so. Julie, back to you. Well be watching it through the night, thanks very much. Violence and dediscrimination against transgender women was a hot topic this afternoon. As many as 200 people rallied at city hall after the recent murder of a transgender woman. David stevenson was there for that event today and david, those protesters had a number of demands. Frank, they did. Activists called for safe and Affordable Housing for transgender people and an end to the violence against the community. Transgender women and men of color staged a die in on the steps of San Francisco city hall. Calling for change after a brutal murder. We are being killed because our community doesnt stand together. We dont speak as a transgender hole, we blend into society. The rally was sparked by the fatal stabbing of 36year old, taja dejesus, near her apartment. Activists say she was one of six transpeople killed in america so far this year. And that the violence must stop. We love our brothers and sisters. A progressive city is not always safe. Particularly for transwomen of color. Im asking the city and county of San Francisco to start a transspecific commission so our voices and perspectives are included in our local laws. Transwomen said they experience housing and employment dediscrimination and are still too often a target for violence. Recently, they have been low priority to our murders. We are San Francisco. Were a place for everybody. Police chief told us dejesus death does not appear to be a hate crime and the case should be closed soon. The main thing i want to reassure everybody is this wasnt random. We dont have any evidence the victim was targeted. Because the victim was transgender. A Police Source tells ktvu the suspect in dejesus murder killed himself shortly thereafter. A fund has been set up to help her family cover the costs of her funeral. David stevenson in front of city hall in San Francisco tonight, david, thank you. A man accused of beating another man to death at a gym in south San Francisco has now been ordered to stand trial for murder. It happened at valleys total fitness on eel cay el camino. An 18inch barbell to hit him in the head after galindo joked about giving osacos girlfriend a ride on his motorcycle. He was arrested the next day and pleaded not guilty to the murder charges. He is scheduled to return to court february 24. New technology that helps police read license plates is becoming more and more common. Ktvus john reports from alameda now where the new devices are helping recover stolen cars and save lives. Alameda police officer; hank morton, appreciates the extra eyes above him. This one will read in about two seconds. And it will pop up on the screen as it goes by the left front camera. As he drives around his city, the readers capture all license plates they see. I have recovered two stolen cars that have been parked with a license plate reader. And that was in a matter of within two weeks of us rolling out the license plate reader program. Each ding you hear is a license being read and cleared. Alameda has had one car equipped with the readers since december, three more since last month. Already, they helped officers in this small city recover 15 stolen cars. Its definitely a significant impact. They helped nab at least one car thief. The officer passes them, the plate hits, you know, pull him behind the car and make a stop. That person got arrested and the stolen car recovered. We saw no stolen cars on this day, but a few weeks ago, the system working in reverse helped save a missing suicidal person. After an officer entered that persons license plate, the system found that one unit had scammed the plate earlier that day. The person didnt want to be found. They were trying to od on medication and they had turned their cell phone off so we couldnt track their cell phone. Inside of 45 minutes, we located them in alameda and rushed them to the hospital. The readers scanned 400,000 plates with 360 hits. Most of which were stolen plaits. Police say they are keeping the records of nonhits for just six months. In alameda, ktvu fox 2 news. Police are searching for a suspected car thief who they say tried to run over an officer with his car in sunny vail. It happened last night as a Santa Clara Police officer in an unmarked suv and another officer in a patrol car tried to pull over a White Mercedes because it matched the description of a car involved in several nearby burglaries. According to police, the driver of the mercedes drove straight at one of the officers and thats when the officer pulled out his weapon and fired. All we know right now is he feared enough for his life that he was going to be pinned between the two vehicles. He decided to take the force and shoot at the vehicle. Well know more as we investigate. Thats part of our investigation, to find out everything that occurred. Police say at this point, they dont know how many people were in the mercedes. The officer is not hurt and is on paid administrative leave. Another warning tonight about people posing as utility workers and burglarizing homes. Police say the burglars struck twice yesterday afternoon in the mission and Silver Terrace districts. Its not clear if the two incidents are connected. Water workers in the first case and pg e workers in the second. Yule tillty workers rarely need to go inside your home and when they do, they make appointments ahead of time. Santa cruz police are searching for a woman known as the bubbly bandit. These show the women stealing six bottles of champagne from the shoppers corner in santa cruz on january 19. They say she hid the stolen bottles under her coat and then walked out of the store and drove away in a green ford explorer. Police say the stolen bottles are worth a total of 600. The u. S. Senate is now looking into the problems at ports up and down the west coast. A Senate Subcommittee wants to know what is behind the issues at the port of oakland where both labor and management say the other is to blame for a slowdown in loading and unloading ships. A spokesperson for one of the largest food conglomerates in the world say the problems are becoming unbearable. If you think that change doesnt affect you, listen up. Well, ktvus rob roth reports now, the new area code means changes for how you call to and from San Francisco phone numbers and it means editing numbers already in your cell phone. Its a change many say they will find annoying, at least at first. Its a little bit of a pain in the butt. Then pain comes february 21, thats when anyone calling San Francisco or marin county has to dial a 1, then the 415 area code, then the number. And you will still have to do that even if you live in San Francisco and are calling the number right across the street. I havent heard of it. When in doubt, dial it out. The California Public Utilities Commission has been running Television Ads and sent out notices alerting people to the changes. Seven digit phone numbers will soon grow to 11. For many people, the biggest hassle will be changing all those Contact Numbers in their cell phones. The very manual process. That could take a very long time. Combing through and trying to figure out who your contacts are. I do it bit by bit. Call somebody, i change the number. But thats not the only change. Soon, new phone numbers in San Francisco, marin, and San Mateo County will receive a new area code. 628. Any time youll have to dial a 1 and the area code. State lawmakers announce new climate goals today for california among the proposed changes. Lawmakers want to cut fossil fume fuel dependency by 50 and increasing by the year 2030.
