rodriguez is believed to be dead and his body in the canal. a homicide warrant was issued for his arrest. but the sheriff says nothing suggests that rodriguez had the infrastructure, the finance to pull off this kidnapping and simply disappear. it could take two weeks for juliani's body to be found in the canal. today is exactly 14 days since the boy was abducted in patterson. the next day a field hand reported he had seen a silver toyota carolla drive into the delta mendota canal with a man and child inside. the little boy's body was pulled from the canal this morning in san anales some permanent basis. last week ktvu reported he was the city managers top choice. >> what is my job one for the next couple of days, it's going to be on the phone reaching out to a number of community finalist for the job. some community groups were outspoken in their support for bats. this year is starting out more deadly for the largest cities. there were more homicides in san francisco. and san jose police said it had a total of seven homicides compared with one in 2010. a daily city woman has pled guilty. 49-year-old car carla andres drove her truck into a bar after a night of drinking. witnessing on the bar saw her go table to table downing unfinished drinks before leaving. the 2-foot two by 4-foot hole opened up this afternoon. the chp was forced to close the two right hand lanes and tonight that is still causing major traffic problems for drivers heading south toward san leandro. we should note big riggs are being allowed to use interstate 80. a nummi driver and mechanic are on administrative leave after an accident involving a bus with no one on board. it happened shortly after 8:30 this mortgage on van nuys avenue. while the driver and mechanic were working on the bus it began rolling downhill and ended up hitting alight pole. that snarled traffic for about an hour and a half. no word on why the bus started rolling away. ktvu's paul chambers has been talking to students in oakland about where they go from here, paul. >> reporter: these five students are students at oakland high school. back in december they took the act exam hoping it would boost their chances to get into check. >> january came and i didn't get my results and i was very, very angry. >> i put a lot of effort into that test. >> reporter: the answers of their test scores were lost. and others were damaged. >> it was beyond our control, the package got damaged we don't know how at this point. >> i really depended on the december scores for my sat's for my chances of getting into uc. i really wanted to go to uc. >> reporter: the results were needed to make college deadlines. >> we're confidence if students can contact schools and let them know the situation that they shouldn't have too much problem. >> reporter: good news for five of the students as this act envelope had their results. at least one of the students we spoke with earlier got the good news. >> yeah, i am happy. i'm happy. i don't have to stress about worry about retaking the test and practicing for it. >> reporter: sat will refund the money paid to take the test. still there are dozens of students out we're getting word of is there's a three car accident on southbound 880 near 16th street in downtown oakland. and that is causing big time traffic problems on top of that we told you just a moment ago about the situation at high street. the exit there where they've had to close off two lanes while they repair a big pothole. that is also causing traffic problems. traffic town in downtown oakland on 880 very bad especially in the southbound direction. city council meeting right now and discussing changes to their so called pot farm law. the alameda county district attorney warned the current law could violate state medical marijuana regulations. the city council could agree to cap the five permitted farms at 50,000 square feet. large scale growers could also be required to have a dispensary formally aligned with their farm. services for the elderly and disabled adults are the latest fight in california's budget battle sitting in wheelchairs. they are trying to preserve the $350 million adult day health care program. advocates say it keeps 37,000 seniors and disabled adults out of more expensive facilities. state lawmakers are pointing fingers at each other tonight over the state budget mess this after the governor said both parties are to blame in his state of the state address. >> it's not enough to just stand outside and say, well, you know. the government is too big and there's too much regulation. tell us what you mean, put forward specific ideas and proposals. >> we're also engaged but keep in mind we're outgunned two-1. when our ideas come out they are dismissed. a rate hike for 60 days. that news came as nurses and patients rallied in san francisco at blue shield's headquarters. the head of the nurses union says she's worried about patient safety. >> they're already delaying their own care. they're avoiding coming to the emergency room, and the premiums that are being covered now are only for catastrophic illnesses we're really worried that patients are going to die as a result. the rate hike would reach 59% to some blue shield members. the insurance company says quote we are taking this action to remove any doubt that the rates we have submitted are necessary to pay the necessary expenses of our individual members. the marin board of supervisors approved so called golden parachutes for 45 county employees. the program is called the voluntary separation incentive program and it's a way to prevent lay offs by paying people to retire. workers with five to 10 years of service are in line for a $15,000 bonus while those with more than 10 years will get $25,000. the move will cost about a million dollars in all but it's hope that it will save marin county more than $6 million a year. white out conditions to sheets of ice cover from texas to
