One year ago, the oakland mayor xiang tao fired Leronne Armstrong, oaklands former police chief in oakland, has not had a police chief since oaklands Police Commission is in charge of selecting possible candidates, but the mayor rejected their last list of recommendations. Ktvu zac sos talked with both locals and also with a former Oakland Police chief about what that vacancy says about oakland. It should not take this long to have a new police chief thursday, marking one year since the firing of Oakland Police chief Leronne Armstrong by mayor xiang tao and giovanni vincente. Far from the only one questioning the citys search for a successor, my thoughts are i dont know why its taking so long. I dont know why we cant get a good chief of police, but this have been expedited. And does it need to take this long . It does not add. And i squarely put a great deal of responsibility on the Police Commission. Former Oakland Police chief anne kirkpatrick, now chief of new orleans, accusing the commission of playing politics with the process. After submitting armstrong name as a candidate to the mayor in december. Others saying both sides are to blame. It just seems to be, uh, the way things are here in oakland and nothing gets done. Everyone is threw the ball to each other. In the meantime, kirkpatrick says, the city is suffering without a permanent chief. Its extreme disruptive. It is, uh, destabilizing, not only internally, but if you destabilize your Police Department and you destabilize your community. And thats reflect in crime from the streets of rock ridge. I never seen this bad. Ive been robbed, uh, twice at gunpoint to east oaklands hegenberger road. The crime, um, in this area has just gotten out of control. Crime is going rapid. In september, mayor tao telling ktvi if the city was still without a chief by the end of the year, she declare a state of emergency. Thats yet to happen, but kirkpatrick says it likely should have, allowing tao to expedite the process or name a chief herself. Thats what major cities do. Major cities just say, i want this person to be my next chief, and they do it. Um, oakland, i would have thought, would be a major city, but theyre not. Theyre not acting that way. And mayor tao unavailable for an interview today due to a death in the family. But her office says her plan is to continue to work collaboratively with the Police Commission to find a new police chief. A Vallejo Police officer was arrested, accused of Domestic Violence and making criminal threats and stalking, the ktvu has learned that Vallejo Police officer Ronald Dupree is being held at the santa rita jail in dublin without bail. Dupree in the past has received awards for his involvement in making arrests for duis and for stolen cars. A statement by the Police Department says officer dupree is on paid leave for a, quote, ongoing personal matter. Well police in san mateo confirmed the names of the four Family Members who were killed in a triple murder suicide case. Authorities say the father was anond henry. The mother was alice benziger. Their twin boys were four years old. On monday, investigators went to their home after getting calls from a Family Member saying they couldntrillioneach anyone for days. Investigators found the parents dead with gunshot wounds. We still dont know how the two little boys died. Now Union Workers argue the city spends over 50 billion every year on contracts, many of them are awarded to people based outside of San Francisco. County registrars around the bay area are trying to get the word out that you need to register to vote by tuesday. Opponents of a San Francisco ballot measure meant to increase Police Staffing are hoping new ads will boost their message. Supervisor matt dorsey was joined by the police union and other opponents of that measure. Supporters of prop position be on the march ballot say it would set minimum Staffing Levels and required the citys budget to have enough money to retain Current Police officers. But the opponents say that is misleading. They claim its a way to raise taxes. In my view, this is a slap in the face to every san franciscan who cares about Public Safety in San Francisco. This is a majority of the board of supervisors telling san franciscans that with our 14. 6 billion budget, we dont have enough money to hire even minimum Police Staffing levels that is not fiscally responsible. That is galling. No matt dorsey wrote the original proposition, but he withdrew his support after supervisor asha saffy amended it to allow for potential future tax measures. As supervisor saphi, who is running for mayor of San Francisco, says it not guaranteeing funding for the department would be irresponsible considering the citys budget deficit. Well, San Francisco could soon apologize to black residents for its role in decade of discrimination, a group of residents addressed the citys board of supervisors yesterday, asking them to adopt a resolution that would have the board of supervisors and the city apologize to black residents and their descendants. The group says the city should apologize for past structural discrimination targeted acts of violence and atrocities. That resolution comes as the city is debating whether to give black residents reparations for slavery. Well, theres only one statewide initiative on the upcoming march 5th ballot here in california. Proposition one would use more than 6 billion in bonds to provide housing for 11,000 people with Mental Health needs around the state, and 27,000 outpatient units. The San Mateo County board of supervisors asked state regulators to reconsider allowing waymo Driverless Cars to operate in that county. Ktvu Lamonica Peters talked to leaders who want more regulations in place before Driverless Cars are allowed on the road. San mateo county board supervisor david canepa says the board has unanimously decided to support state senate bill 915, which will give local governments the power to decide if it wants Driverless Cars on its streets. Right now, the cpuc decides where driverless companies can operate, and it approved waymos application to expand to San Mateo County last month. The last thing i want to do is to make highway 101 a beaker in waymos science project. Want to make sure we have speeds going at about 65 miles an hour . Um, want to make sure that people are safe and look in San Francisco, theyve had a multitude of problems over the last two weeks in San Francisco, a bicyclist was struck and injured by a waymo driverless car and another waymo car was set on fire by a group of people in chinatown. State senator dave cortese from san jose says hes proposing sb 915 because local governments have no way to regulate Driverless Cars. Were going to fix that loophole in the law, and were going to let cities and counties, um, start putting ordinances together, laws together at the local level as they see fit for their particular community may be different, um, from one community to another, cortese says he believes Driverless Car Technology will continue to improve, but regulation should happen at the local level. Github the Software Development management company, announced its keeping its headquarters in the south beach neighborhood, where theyve been based since 2013. The company told ktvu, weve extended leases at all of our hubs and were actively investing in reimagining github spaces around the world to better cultivate togetherness, as it is for 18 sfo, getting 31 billion in federal funding to make improvements to the international terminal, the faa and the Biden Administration announced almost 1 billion in grants from the bipartisan infrastructure law for airports around the country. The money at sfo will be used to replace heating and cooling systems inside the international terminal. That terminal opened in the year 2000. The airport says theyre now dealing with aging infrastructure. Well, the city of oakland taking action now to improve its waterfront along the embarcadero. Mayor shang tao says the city has awarded a 25 Million Contract to reconnect communities in west oakland. Chinatown and downtown all the way to the waterfront. Those areas right now are cut off from the water by interstate 880. Bart and the railroad tracks. The new plan is to design a pedestrian and bike trail and upgrade Railroad Crossing equipment. Police in kansas city still out there searching for what led up to this weeks shooting at the super bowl victory parade in kansas city. Now, the Police Say Many of the victims were kids and so were the suspects. Reporter Kennedy Hayes is joining us live in kansas city with the latest details. So has anybody been charged as yet . Dave . No one has been charged yet, but Kansas City Police say they plan on filing charges soon. Right now, two children are in custody. One suspect was released yesterday, and now the relationship between those suspects is still under investigation. But in terms of a motive, police say the shooting was not terrorism or extremism. It appears to be a dispute between several people that ended in gunfire. Authorities add the violence took place mostly on the west side of Union Station wednesday, despite initial reports. Gunfire erupted in multiple locations. It wasnt just police who ran towards the threat. Officials thanked the chiefs fans who tried to help tackle suspects and called for an end to gun violence. Unfortunate this is not the first shooting at a parade in our country, or a rally that is certainly a tragic incident for us because we dont have experience with them. You ask the chief at the outset, is this kansas city . Well, weve had parades like this before. We had one last year without this type of incident. We had a Kansas City Royals victory parade where we had almost no arrests in 2015. So i dont think in any way that this is kansas city, say more than 20 others were injured. Half of them are under 16 years old. And doctors say all children wounded are expected to make a full recovery. Prison Officials Say he lost consciousness after a walk in the prison yard and died later. Navalny was a prominent critic of russian president vladimir putin. Well, authorities in napa are still trying to determine what caused a large group of High School Students to become sick during class. Paramedics treated more than two dozen students on the campus of Vintage High School yesterday. They were complaining about nausea, headaches and fatigue. School officials locked down the campus, and napa firefighter spent several hours searching the School Buildings for a possible Carbon Monoxide or gas leak. We didnt find anything. Time is now 430 for an announcement from one of santa clara countys biggest hospitals, raising concerns about access to Emergency Health care services. San joses Regional Medical center is closing its Trauma Center this summer, citing a shifting demand in patient care, and that as many hospital workers worried about their patients in East San Jose. Members of the California Nurses Association says those patients will soon have to travel across town to the valley Medical Center or go to stanford Medical Center in palo alto, depending on what time of day youre having your medical emergency, you could be stuck in 15 to 45 minutes of traffic to get to the nearest hospital. Now, hospital Officials Say the number of patients going into its Trauma Center has gone down over the past several years. At the same time, more patients are going into the emergency room. Time is 435. Theres a new proposal in the state legislature to target organized retail theft. Its called the California Retail theft reduction act. It would keep repeat offenders in custody and increase jail time for suspects identified as professional retail thieves. The lawmakers say theyre working on solutions to deal with retail theft at all levels. We have this issue from big box retailers on the organized side, as well as small neighborhood grocers and Convenience Stores that focus on these same issues that may or may not be the organized element. So we will make sure that we respond accordingly. And the Public Safety issue will take these issues and these ideas seriously and put forward a robust package in the coming weeks. Now, this new legislation is the latest of the 15 to 20 proposed bill for addressing retail crime. The measure would not require voter approval. Each element of the bill could be put in place and enacted by the governor or state lawmakers. At a time when were dealing with Climate Change and were trying to get encourage more people to walk more people to bike, i cant think of a greater disincentive for that than actually charging a toll for pedestrians and cyclists across one of the most famous bridges in our world. So maybe a half inch to one inch rainfall rates per hour are possible with this system, especially north of marin county, maybe even San Francisco, oakland tomorrow, far less to the south, at least through saturday. It is now been more than a year since the city of oakland has had a Permanent Police chief, Community Leaders and oakland residents say theyre frustrated about that and confused about the long, drawn out process to find a new leader of the department. Well, ktvu is Bailey Ocarroll in the studio with us now with more on this and more on the questions about it as well. Thats right guys, good morning. A whole lot of questions. People are frustrated, especially as crime rates in oakland rise, burglaries, robberies, vehicle theft are all up. So how did oakland get to the point that it is at. Well, no police chief for over a year. And of course, those rising crime rates. So take a look. So on february 15th, 2023, oakland mayor xiang tao fired then police chief leon armstrong. The city formed a Police Commission. It was made up of six members. They were tasked. Thats when the city tasked that commission with finding a replacement for armstrong. In december of last year, ten months after he was fired, they submitted three candidates to the mayor, including the chief who she had just fired, armstrong. They also submitted an assistant chief from tucson, arizona, and a candidate from the san leandro Police Department. The mayor denied all three of those candidates. Uh, former Oakland Police chief ann kirkpatrick, who was fired. Like armstrong said. Simply put, she thinks the commission is playing politics with the mayors office. I squarely put a great deal of responsibility on the Police Commission when they, um, i think politically they advanced three names that they knew who they were trying to buttonhole, all trying to get chief armstrong put in that position. Uh, the mayor did not take that bait. And so they played, uh, games and that should never have occurred. So the question many are asking now is what happens next . How can oakland move in the right direction . Well, the Police Commission went back to work. They continue to work with the mayor. They are expected to have the next round of names on the mayors desk come march 1st. The deadline to apply did just pass a handful of days ago. Uh, something interesting, though, that i want to note. Former police chief kirkpatrick told us that many major cities like oakland actually dont use a Police Commission. Commission to find the next candidate. Rather, the mayor just selects who they want to be chief and so be it, she said. Kirkpatrick said that she found it surprising that oakland mayor tao has not done that just yet. Back to you guys. Police in san mateo confirmed the names of the four Family Members who were killed in a triple murder suicide case. Authorities say the father was anond henry and the mother was alice benzinger. Their twin boys were four years old. On monday, investigators went to their home after getting calls from a Family Member saying they hadnt been able to reach anyone in the family for days. Investigators found the parents dead of gunshot wounds. We still dont know how the two little boys died. Were still waiting to hear back from them anyway, hoping to vote in the march primary must register by next week to get their ballot in time for the election. County registrars across the bay area are trying to get the word out that people need to register to vote by tuesday. Opponents of a San Francisco ballot measure thats meant to increase Police Staffing are hoping some new ads will boost their message. Supervisor matt dorsey was joined by the police union and other opponents of that measure. Supporters of prop b on the march ballot say it would set minimum Staffing Levels and required the citys budget have enough money to retain Current Police officers. But the opponents say that is misleading and claim its a way to raise taxes is, in my view, this is a slap in the face to every san franciscan who cares about Public Safety in San Francisco. This is a majority of the board of supervisors telling san franciscans that with our 14. 6 billion budget, we dont have enough money to hire even minimum Police Staffing levels. That is not fiscally responsible. That is galling. Now, dorsey wrote the original proposition, but he was drew his support after supervisor asha safai amended it to allow for potential future tax measures. Supervisors off i, who is running for mayor, says not guaranteeing funding for the department would be irresponsible considering the citys budget deficit. 510 is the time and we are in the calm before the storm. The San Mateo County board of supervisors asked state regulators to rican consider allowing waymo Driverless Cars to operate in their county. The board is supporting legislation at the state level to allow local governments to decide if they want driver less cars on their streets. Now it comes as state regulators recently approved waymos application to expand service into San Mateo County. Supervisors say the Public Utilities commission never asked them what they thought about having Driverless Cars on their streets before giving authorization to waymo. Well, you can expect to see the first round of that rain starting this weekend, though. Expect to see it last for even a few days. Beyond that. Well, just a few days ago, rather a few weeks ago, when we dealt with that last round of storms, we really worried and paid attention to those heavy gusts of wind. Some parts of the bay area saw nearly 100 mile an hour gusts. This time around, were really going to focus our attention on the amount of rain, and we know already our ground all over the bay area, very much saturated from the amount of rain that weve got before. Most scientists will tell you thats a pretty good thing, especially after years of drought. Those storms are doing a great job of replenishing our water sources and our water supply. And its even better when we have this kind of weather year after year. Its great to see this stream of storms, because to get even up to average conditions, we need 4 or 5 big storms during our winter wet season, which runs from basically december through through march. It may be into into april. However, other experts will warn about the dangers those gusts of winds forced large trees to topple over. In some cases crashing into homes and bringing power lines down with them in just a few weeks ago, the state reported three storm related deaths. Now, say youre worried about a tree that is in your in your yard. Maybe you notice its height, its strength. Maybe you notice that the ground is saturated around it. San joses Regional Medical center is closing its Trauma Center this summer. They cite shifting demand in patient care that that has many hospital workers worried about their patients in East San Jose. Members of the California Nurses Association says those patients soon will have to travel across town to the valley Medical Center or go to stanford Medical Center in palo alto, depending on what time of day youre having your medical emergency, you could be stuck in 15 to 45 minutes of traffic to get to the nearest hospital. Hospital Officials Say the number of patients going to its Trauma Center dropped over the past few years. At the same time, more patients are going into other areas of the emergency room time is up. 537 theres a new proposal in the state legislature targeting organized retail theft. Its called the California Retail theft reduction act. It would keep repeat offenders in jail, in custody and increase the jail time for suspects identified as professional retail thieves. Lawmakers say theyre working on solutions to deal with retail theft at all levels. We have this issue from big box retailers on the organized side as well as small neighborhood grocers and Convenience Stores that focus on these same issues that may or may not be the organized element. Anything today will be light. Itll be to the north. But this system though is really its for this time of year. It is what they call the 97 percentile as far as the amount of abundant moisture. Its loaded with moisture here, 40s and 50s on the temps. With that theres your easterly breeze up in the hills. No doubt about it. And it will be a southeast breeze at the surface that will allow some areas to get into the mid 60s. Today were in the 40s right now, but you can see this system now. It will be a slow mover. And the key is we hope it doesnt stall out. But there could be some rainfall rates of about a half inch to an inch per hour in some of the peak point of when this front moves onshore. Uh, again, its what you get a low level jet stream thats at 5000ft. Boy, you take that moisture and you ramp it up. That deeper moisture and you get a pretty strong jet stream. Around 5000ft. You can squeeze out a lot of rain. Santa cruz mountains, marin, especially around Mount Tamalpais, and of course, up in the Russian River, heaviest amounts over over the next 24 hours will be north. But then i think it starts to even out as we head towards sunday, monday, tuesday and even wednesday. Ktvu james torres live near the San Pablo Reservoir talking about what we are expected to see this weekend. James ali, good morning to you. Well expect to see the rain start this weekend and certainly expect to see it last for days. Beyond that, as we see these next two storms pretty much back to back slap us here in the bay area. A few weeks ago. Of course, we had to worry about those really heavy gusts of wind up to close to 100 miles an hour for some parts in the area. That helped cause a little more damage and a little more of a mess than we expect to see. But with this next round of storms, were going to focus a little more on the actual rainfall than we are. That wind. We know our ground is very well saturated. Most scientists will tell you thats a pretty good thing, especially after years of drought. Those storms are doing a great job of replenishing our water sources and supplies, and its even better when we have this kind of weather year after year. Its great to see this stream of storms, because to get even up to average conditions, we need 4 or 5 big storms during our winter wet season, which runs from basically december through through march. It may be into into april, so that means we still have a couple more weeks of this wet, wintry weather. However, other experts would warn you about the dangers. Those gusts of winds we know forced large trees to topple over and in some cases, crashing in a homes and bringing down power lines with them. Well, we may not be as gusty and windy as before, but with that ground already so wet, a small little push could bring some of those trees down. Just a few weeks ago, the state reported three storm related deaths. If you are worried about a tree that could be in your front yard or backyard and you wonder what it might do in the middle of a storm, well, you can call an arborist out to check it out. That would be your response ability. You can also call your local city services, and they can help determine if it is best to remove that tree. The marin municipal Water District approved a five Year Strategic Plan on the marin ij reports. The goals outlined in the five year plan include reduce reducing water use, increasing water supply and seeking support from state and federal agencies to develop Regional Water supplies. Also, that plan aims to reduce water waste across the county. Marin depends a lot on rain water for its water supply. Well, the city of antioch is trying to add more oversight in response to the Police Departments racist text messaging scandal. The new Police Oversight commission was created and Seven Members were sworn in just this week. The volunteer board will make recommendations on a wide range of Police Department policies. They start their work two years after the fbi started its investigation of the Police Department, after officers were accused of sending racist Text Messages and abusing their power. We have made history tonight, but history Means Nothing to people. If we dont make progress. My belief is that we will make progress. We will have transparency. We will have accountability, and hopefully a model, a Community Policing that is nonbiased and serves all residents of antioch equitably. City leaders say this Oversight Commission of volunteer is just part of the citys reform efforts. San Francisco Oakland and berkeley also have Police Oversight commissions. Our time now 605 opponents of a San Francisco ballot measure meant to increase Police Staffing. Theyre hoping new ads will boost their message. Now, supervisor matt dorsey was joined by the police union and other opponents of that measure. Supporters of prop b on the march ballot say it would set minimum Staffing Levels and required the citys budget to have enough money to retain the current officers. But the opponents say that is misleading ing. They claim its a way to raise taxes. In my view, this is a slap in the face to every san franciscan who cares about Public Safety in San Francisco. This is a majority of the board of supervisors is telling san franciscans that with our 14. 6 billion budget, we dont have enough money to hire even minimum Police Staffing levels. That is not fiscally responsible. That is galling. Now, matt dorsey wrote the original proposition, but he withdrew support after supervisor ahsha safai amended it to allow for potential future tax measures. Now, supervisor safai, who, by the way, is running for mayor, says that not guaranteeing funding for the department would be irresponsible considering the citys budget deficit. San francisco could soon apologize to its black residents for its role in decades of discrimination. A group of residents addressed the citys board of supervisors yesterday, asking them to adopt a resolution that would have the board and the city apologize to black residents and their descendants. The group says the city should apologize for past structural discrimination in targeted acts of violence and atrocities. The resolution comes as the city debates whether to give its black residents reparations for slavery. A former ucsf administrator has been sentenced to 20 months in prison for stealing 1. 5 million in tuition payments. 55 year old sandra lee will will also be required to pay back the 1. 5 million. Shell also be under supervised release for three years after shes out of prison. Lay pleaded guilty to diverting tuition payments to her personal accounts while she worked at ucsf. Our time now. 607a plan to bring Driverless Cars to the peninsula. Getting some pushback this morning, the San Mateo County board of supervisors supports legislation at the state level to allow local governments to decide if they want Driverless Cars on their streets. Now, it comes as state regulators recently approved the application by waymo to expand service into San Mateo County. Supervisors say the Public Utilities commission never asked them what they thought about having Driverless Cars on their streets before they authorized waymo to do it last thing i want to do is to make highway 101 a beaker in waymos science project. Want to make sure we have speeds going at about 65 miles an hour . Um, want to make sure, uh, that people are safe and look at San Francisco. Theyve had a multitude of problems. Were going to fix that loophole in the law, and were going to let cities and counties , um, start putting ordinances together, laws together at the local level as they see fit for their particular community. It may be different, um, from one community to another. Now waymo in a statement said it did provide information about the company to the board of supervisors before applying for that permit to operate in San Mateo County, 608 is the time and keeping an eye on the roads is Sal Castaneda. What we know about the suspects as the Community Comes together to honor the victims and money problems forcing the Trauma Center at Regional Medical center in san jose to close what the employees there plan to do to try to keep that center open in the economy is simply not working for millions of hard working families. Theyre working harder than ever and they still cant make enough to get by to afford food and medicine to even keep a roof over their heads. We need to build more housing thats truly affordable. Ktvu is andre senior here in the studio now to tell us about about the medical facility thats closing and how patient care in one san jose neighborhood will be affected. Andre. Well, dave, its an announcement that is certain to have a huge impact on thousands of people. San joses Regional Medical center is closing down its Trauma Center this summer, citing citing recent changes in hospital urgent care. Many hospital workers are worried about how that closure will affect Patients Living in East San Jose. Now those concerned workers include members of the California Nurses Association, who say People Living in East San Jose who go to the Trauma Center will have to travel all the way across town to valley Medical Center in West San Jose or they would be forced to travel 15 miles up highway 101 to stanford Medical Center in palo alto, depending on what time of day youre having, your medical emergency, you could be stuck in 15 to 45 minutes of traffic to get to the nearest hospital. Well, the san jose Regional Medical center says the number of patients going into its Trauma Center has dropped dramatically in recent years. At the same time, more patients are going into other areas of its emergency room. Experts say hospital administrators are under the same economic pressure as other businesses, and they are often forced to make tough decisions tied to the bottom line. Of course, health care is a business, and they need to keep their lights on. And if services could be better provided for emergency basis as opposed to a stemi or a Trauma Center and reallocation of resources is necessary, thats probably mostly a financial decision thats also backed by the numbers. However, members of the California Nurses Association say they plan to lead the fight against closing the Trauma Center, which is now scheduled for this august. That fight will likely include hospital worker demonstrations outside the san jose Medical Center during the next few months. Those demonstrations plan to demand the hospital come up with a new plan, ali. All right. Thank you. Andre. Well happening today, san Francisco City workers are expected to rally outside of San Francisco General Hospital to demand better working conditions. Union workers argue that the city spends 5 billion each year on contracts, most of them awarded to people based outside of San Francisco. They say 1 in 10 contract requests are due to lack of staff, with the department of Public Health being impacted the most. We reached out to the city for comment and are waiting to hear back our time is now. 615. Concerns were raised by federal lawmakers about the plans in Solano County to build a new city backed by billionaires from silicon valley. Now, bay area congressman Mike Thompson and John Garamendi hosted a forum about the plans to build whats called California Forever. A new Development Near Travis Air Force base. The lawmakers say the organizers have not answered basic questions like where would the necessary water come from . Or where would sewage go to . And they may be the greatest people in the world with the most lofty ideas and an old morals. Time 619 police in san mateo confirmed the names of the four Family Members killed in a triple murder suicide case. Authorities say the father was a non henry. The mother was alice benziger. Their twin boys were four years old on monday, investigators went to their home after getting calls from a Family Member saying they couldntrillioneach anybody for days. Investigators found the parents dead with gunshot wounds. We still dont know how the two little boys died. Well, Kansas City Police are revealing and sharing more information about what may have led up to the deadly shooting that happened during the super bowl victory parade. Ali no one has been charged yet, but Kansas City Police say they plan on filing charges soon. Now we do know that two people are in custody right now. Originally it was three and those two are juveniles. We also know the relationship between the suspects is still under investigation. But police say the motive of the shooting was not terrorism or extremism. It appears to be a dispute between several people that ended in gunfire. Authorities add the violence took place mostly on the west side of Union Station wednesday, despite initial reports. Gunfire erupted in multiple locations, and it wasnt just police who ran towards the threat. Officials thank the chiefs fans who tried to help tackle suspects and called for an end to gun violence. Unfortunately, this is not the first shooting at a parade in our country or a rally that is certainly a tragic incident for us because we dont have experience with them. It has now been more than a year since the city of oaklands had a Permanent Police chief. Community leaders, oakland residents pretty frustrated about it. And confused about the process to find a new police chief. Ktvu is Bailey Ocarroll joins us now to update us on the timeline and that process to find a new police chief in oakland. Thats right. Good morning guys. A lot of people in oakland extremely frustrated with the state of everything right now and the lack of a police chief. Its now been more than a year since the city has had a chief. So lets take a step back and look at how oakland got here. So we all start on february 15th of 2023. Thats when oakland mayor xiang tao fired. Then police chief Lauren Armstrong. The city then tasked the Police Commission with finding a replacement for him. Then, on december 14th of last year, ten months after armstrong was fired, the commission submitted three candidates to the mayor for consideration, including the chief who was fired, Lauren Armstrong and assistant chief from tucson, arizona, and a candidate from the san leandro Police Department. Less than two weeks later, on december 27th, the mayor denied all of those options. Former Oakland Police chief anne kirkpatrick, who was also fired from her role, believes that the Police Commission is playing politics with the mayors office, and i squarely put a great deal of responsibility on the Police Commission, on they, um, i think politically they advanced three names that they knew who they were trying to buttonhole, trying to get chief armstrong put in that position. Uh, the mayor did not take that bait. And so they played, uh, games and that should never have occurred. So the question many are asking now is what happens next . Or how can oakland move in the right direction . Well, the process started over as soon as the mayor denied those three names. The next round of candidates had until february ninth to apply. The commission will sift through those options options and deliver who they believe to be the best options to the mayor. On march 1st. Now, in an interview with ktvu, mayor tao said that if the city was still without a police chief come the end of 2023, which of course has already come and gone , that she would declare a state of emergency to get a chief, well, she has yet to declare one of those given the new names are due on her desk in two weeks. Its likely she will hold off until after that. Back to you. Thank you. Bailey well, a measure on the November Ballot in california would change a labor law in the state. The private attorneys general act allows employees to file class action lawsuits over some labor law violations. A coalition of business groups qualified a ballot measure to repeal the law. Labor groups say the law is important because workers who claim labor law violations like wage theft can ask the state Labor Commission to step in and investigate it. Our time now, 634. A bill aimed at regular voting social media to protect young people appears to be moving forward in the us senate. Whats called the kids Online Safety act now has enough support to pass in the senate. It would require Digital Companies to do more to prevent their sites and apps from endangering kids. But the critics say its an overreach that would give the government too much power over free speech online, even if it does become law, it will be among the most significant Online Safety statutes since the childrens Online Privacy protection act that took effect in the year 2000. There is a new effort to help california High School Students who are experiencing a physical or Mental Health crisis. State lawmakers are considering a bill that would reduce the graduation requirements for seniors that are dealing with serious physical or mental problems. Supporters of the measure say these students should not be penalized, since they are often forced to miss class due to physical limitations. Deep depression and other issues. Our time now. 635. Theres a new proposal in the state legislature targeting organize retail theft. Its called the California Retail theft reduction act. It would keep repeat offenders in jail and custody and increase the jail time for suspects identified as professional retail thieves. The lawmakers say theyre looking on working on solutions to deal with retail theft at all levels. We have this issue from big box retailers on the organized side, as well as small neighborhood grocers and Convenience Stores that focus on these same issues that may or may not be the organized element. So we will make sure that we respond accordingly. And the Public Safety issue will take these issues and these ideas seriously and put forward a robust package in the coming weeks. Now, this new legislation is the latest of the 15 to 20 proposed bills addressing retail crime. Now the measure would not require voter approval. Each element of the bill could be enacted by either the governor or the state legislature. Its a Holiday Weekend, and plenty of people have booked trips to the sierra and lake tahoe. Yeah, the ski resorts, the hotels, the restaurants. Theyre ready to welcome people back to the sierra. But it could be a snowy, stormy drive up to the mountains, depending on when you plan to go.
