Now back to N.P.R.'s Morning Edition n.p.r. News I'm Steve Inskeep and I'm not well King good morning the relationship between protesters and police in Hong Kong seems to be deteriorating this morning police fired live ammunition at protesters they hit a young man hospital authorities say he is in critical condition and there was violence over the weekend to 6 lawmakers were arrested N.P.R.'s Julie McCarthy is in Hong Kong Hi Julie hi I see you've been out there in the streets today what have you seen. Well what you see is deepened polarization and a lot of rage on the streets the residents of side one hole which is in the north east of the Hong Kong Island were furious that's where the shooting took place and crowds on both sides of this big broad boulevard of police in the middle shouted all manner of insults at the police here they are. They're yelling dismiss the police now May your family die and murderers one woman breached the police cordon wagging her finger and began screaming at them and rather than engage with her out of nowhere a policeman squirts pepper spray directly into her face landing on everyone near her mopping the n.p.r. Team what do you know Julie about the young man who was shot this morning while the video circulated online and it shows that a try a traffic cop pulled out a revolver he fired 3 rounds and she shot a protester at close range hospital authorities say he's in intensive care after undergoing emergency surgery at a news conference police referred to the protesters as rioters They blocked a major intersection in that area and police said several men wearing masks moved on a policeman one with a metal rod they denied any reckless use of firearms now the chief executive Kerry Lamb said it was wishful thinking to believe by escalating violence the government would be pressured into a ceding to the protesters demands Now does that mean there's a harsher crackdown to come there's lots of speculation about what she means yeah I would imagine there's a lot of worry I mean these protests have been going on for 6 months you and others from N.P.R.'s been covering them that entire time Hong Kong interestingly has elections coming up in 2 weeks what are those elections for and how does this how might this son rest influence how other elected. Yes they're electing district councillors which are like bottom you know barrio neighborhood presented to vhs and if the election is a measure of public support for the government then the government's probably in trouble and there's a new twist a half a dozen pro Democratic lawmakers were arrested this weekend and were in court today the police said they had broken the law by obstructing the local assembly last May and there is increasing concern that Beijing could maneuver to stop the election Kwok Cauchy is one of the half a dozen lawmakers who was arrested here is. And you know to the Beijing company's party they want to have to tight control they would like to have hundreds of percentage who off the control of the result of what whatever the election in Hong Kong. Says the cat that the clap down on legislators is a way to provoke more unrest which would be used to justify cancelling the election Ok so the warning takeaway here is that the dynamic between the people in the streets the protesters the police it's changing now it's right if there was suspicion before now you really hear it people are prepared to believe the worst without very little evidence about the police and I heard a different Hongkong this past weekend and you hear it in the chanting you know protesters used to chant add oil meeting the robust mobilize more and then it's evolved to Hong Kong resist and now the chant is Hong Kong revenge Wow N.P.R.'s Julie McCarthy in Hong Kong Julie thanks so much thank you who is the latest acting secretary of Homeland Security Chad Wolf is President Trump's most recent choice he's not well known outside the agency he is well known in the agency where he's worked for years he kept a low profile until he became one of the architects of the administration's family separation policy N.P.R.'s Joel Rose reports Chad Wolf got a taste of the spotlight in June at his confirmation hearing for a top policy job at Homeland Security Senator Jackie Rosen of Nevada asked Wolf about the rollout of the trumpet ministrations controversial 0 tolerance policy that led to thousands of children being separated from their parents at the u.s. Border What was your involvement most involvement was that in late 2017 he put together a memo for his boss then Homeland Security secretary Kiersten Nielsen that laid out more than a dozen ways the d.h.s.s. Could deter a surge of migrants arriving at the border option number to quote separate family units did you have concerns with that policy and if so did you bring those concerns to the secretary at that time so my job wasn't to. To deter. And whether it was the right or wrong policy my job at the time was to ensure that the secretary had all the information that she had Wolf said it wasn't his job to determine right and wrong but it will be now he'll lead the entire Department of Homeland Security at least in an acting role with a $50000000000.00 budget $240000.00 employees and a broad mandate to protect the country and the southern border Jess Morales for Kendo is the chair of the nonprofit group families belong together she worries that Wolf will be a rubber stamp for the White House's immigration crackdown that memo and everything she did under you'll soon demonstrates that he's willing to push forward super able immigration policy it's not just immigrant advocates who don't like Wolf hardliners are unhappy about the pick too it's a swampy as it gets r.j. Holman is with the Federation for American Immigration Reform which advocates for less immigration what makes him angry is that Wolf worked as a lobbyist on behalf of companies that want to bring in more foreign guest workers instead of hiring Americans we can't understand why the president his personal team are continuing a pattern of installing Tejas leaders who don't really support or care about his immigration agenda I mean he's gone through 48 just secretaries in less than 3 years I mean it's baffling even President Trump himself doesn't sound that sure about wealth I put in a very good man it's highly respected and he's acting right Dad was the way that Wolf was not the president's 1st pick for the job he had his eye on a pair of immigration hardliners in the administration but there were serious questions about whether they were eligible under the law governing federal personnel moves so the White House is turning to Wolf for me the call of service began on 911 and September 11th Wolf was working as a Senate staffer he went on to help create the Transportation Security Administration after a decade lobbying he came back to the h.s. In 2017 holding a series of increasingly powerful posts here he is testifying before Congress in June through these positions I've had a front row seat in understanding how the department operates in the need for a strong diet. Amec and repeatable policy process Wolf has a reputation for wonkiness not for riveting oratory is not going to be out there on television making pronouncements that's not his nature David Lapan works closely with Wolf at the h.s. Lappin is now at the Bipartisan Policy Center a think tank in Washington he says Wolf faces a couple of challenges he's not an expert on immigration policy and he's got the word acting in his title you are seen as a caretaker if you will so the ability to push back to suggest other things to the president and his team is limited the Senate is expected to take a procedural vote on Wolf this week clearing the way for him to become the acting secretary Joel Rose n.p.r. News Washington in the Idaho State Capitol in exhibit on the state's 1st women lawmakers has been stuffed in a corner for years now it's getting a new spot front and center who's responsible and outspoken elementary school student James Dawson with Boise State Public Radio has the story 11 year old and a Visa loves politics just about every time she makes the 2 hour drive with her mom Nancy vsa to Boise she has one thing on her mind seeing Idaho's marbles capital my favorite areas the elevators and did all that and there are certain last year when she was 10 Nancy says and I wanted to spend a few hours combing through every corner of the building we enjoyed just walking around in and this particular kind of going to have a you know can cranny of the building and that's when we discovered that what they discovered was a plaque dedicated to the history of Idaho's 1st women legislators but an a so she wasn't happy about it I thought it was very very sad because like that out here with all the men and it shows that we're going to make a change in the plaque was in a stairwell far away from the main rotunda area where most of Idaho's legislative history is on display when we were there that day she was standing there looking at it. She told me something doesn't feel right I just don't feel right thinking this and then then that's your body trying to some needs to change so Ana wrote a letter to her state senator with the help of her mom I was on a recent trip to the Capitol for fun with my mom she talked about her recent trip to the Capitol and then got right to the point as a female I'm discouraged that this act even is in a hallway where people don't usually go and not sure where people can see it a lot more and I like to see this change for it sends a message that men and women are not treated equally Thank you Anna and I had taken a whole year of Idaho history lessons just like every 4th grader but she never learned about the women on the plaque So let's take a minute to change that and 896 Idaho became the 2nd state in the country where women won the right to vote in state and local elections 2 years later Clara Campbell Harriet noble and Mary right where the 1st women elected to the Idaho House I think their legacy is they jumped right into it and served as soon as they could that's a local historian Elizabeth j. Cox They all were active in introducing legislation she says the trio cemented women's right to vote in the state and Mary right also presided over the house for a day possibly becoming the 1st woman in the country to ever do so according to j. Cox The Statesman headline the next day when House gavel wielded by a firm woman. After lawmakers read Anna's letter they decided she was right and got to work the Idaho State Historical Society eventually yanked the plaque off the wall and moved it to the Capitol Rotunda I met up with Anna and her mom Nancy to find its new home made their way in as it really didn't take much time. There and soon it will sit with other artifacts like the gavel Mary Wright used when she became Madam Speaker for a day and who wants to be both a politician and a doctor when she grows up so she hopes people take away an inspiring message from this children can make a change in kids my age for me to. News I'm Noel King and I'm Steve Inskeep good morning to realities are shaping the impeachment inquiry into President Trump one reality is the facts the largely undisputed record of the president's efforts in Ukraine to get investigations that he wanted another reality is the politics what voters think of a process run by their representatives David French is following the story from his home in a red state he is a conservative writer a critic of the president and a resident of a state where the president captured 60 percent of the vote in 2016 he joins us from Franklin Tennessee Mr French Good morning good morning and I guess we should note that nationwide polls show more people favoring this inquiry than opposing it but when I look at the polling from a lot of red states really the numbers flip more people oppose it Oh absolutely a let me put it this way I think the best way to describe it is if you're a politician in a red state particularly a state like to see which would be one of the last to abandon Trump Honestly if you're going to support the impeachment inquiry you should consider whether or not you want to continue your political career because it would be I think fair to say encourage a career and or for a lot of people do you imagine I mean we don't want to get at the heads of lawmakers and assume they're hypocrites are not saying what they really feel but do you imagine that this does influence the way that a lot of red state lawmakers are approaching this inquiry Oh absolutely especially supposed 2018 in the house where you know in the swing districts by and large Republicans are routed so all you have left in the house right now are the hard core g.o.p. Districts where you're going to face a primary challenge if you oppose the president and so you know for a lot of members of the house this is the kind of thing where they're sitting there and asking themselves if they want to continue their political career and then some of them of course are absolute supporters of the president by conviction anyway but even those who aren't I think are intimidated by the political surroundings will report says it's an important report for. What you hear from your friends and neighbors I one know you're not only in a red state you're in a red county that voted as eggs for President Trump and so when you listen to your neighbors does it sound like the president's current strategy the way he's defending himself is working for the people he wants to reach Yeah that's a that's a really good question I had so I live in a suburban county of Nashville which means it's a it's a little bit different from the core base of the president so my parents live in a rural very very rural county and the folks they are are completely swayed by the process arguments by the fairness arguments that this is just the soft coup from the deep state I would stay where say where I live there's more of a and Barris minute about him to be honest but a belief that whatever his flaws the Democrats particularly on a policy basis are worse and the Democrats treated month fairly So I do think the process arguments that the president has been emphasizing have penetrated people do believe that it's unfair the process is unfair but especially in the suburban areas are very uncomfortable with the merits with what actually happened now with that said I just want to note this is Veteran's Day You're a veteran by the way Happy Veterans Day Thanks for your Sankey's key witnesses here are also veterans I think of Lieutenant Colonel Alexander Vin men who received a Purple Heart I think of William Taylor who served for years as a u.s. Infantry officer These are the people who is stepping forward and giving the facts as they see them which are damaging to the president and you're in a region the South that is traditionally very pro military are people who support of of the witnesses Well this is one the most disturbing and disappointing things to me there's long been a pattern in Peru and President Trump established this when he was Candidate Trump I mean he mocked John McCain for being captured he mocked a gold star family so there's been a pattern here that veterans are honored in the political world. Unless they're perceived as stepping into the political fray against the president and then at that moment they shed their respect in many ways and I think that's when the most sad and distressing things about being in Republican stronghold areas in the Times of this under this president is to watch some of these long held principles just fall away in support and in service of this president who by the way dodged the draft very briefly why do you say that Tennessee would be one of the last states to abandon President Trump. Well you know that the populist south is I would say by percentage by conviction by temperament is absolutely core to his support it is the absolute bedrock of his support and as you saw at the Alabama ls you game this is a place where when his name is announced people cheer resoundingly David French thanks for your insights really appreciate it thank you very much David French is a writer and senior editor at the dispatch and he joins us via Skype from Franklin Tennessee. Ok you have absolutely heard this before but it's worth repeating you should never ever look directly into the sun not even for a moment to protect your eyes but there is something amazing happening this morning that might make you want to peek it's a rare astronomical event called the mercury transit the planet Mercury is going to move across that does give the Sun That does sound cool Alex Young is an astrophysicist at Nasa's Goddard Space Flight Center where he studies the sun via Skype he explained that depending on where you are and of course the weather you have a chance to see at least part of the transit this morning a small black dot sailing across the sun for almost 5 and a half hours scientists get amped about this because they use these transits to fine tune their space telescopes and NASA and other research outfits use the transit method to find distant planets and we see a slight dip in the late coming from another star and we know that depending on how big that dip is that tells us something about the location and size of that extra solar planets a very slight dip when a planet glides over a distant star the light dims by about. Just to be precise $84.00 parts per 1000000 and so if you want to watch the transit stay the glasses you used for the eclipse back in 2017 they are not enough mercury is so small that you need some kind of magnifying device. With a sun filter Alex Young is already I have my solar but ocular. And I'm going to go outside and I'm going to take a look with my own eyes if you're not properly prepared you can watch it online it is good to have a look but another reminder Don't stare directly at the sun the next Mercury transit that will be visible from the United States comes by the way in 30 years. News I'm Noel King and I'm Steve Inskeep Nikki Haley speaks bluntly she was serving as United Nations ambassador under President Trump when a colleague suggested she was confused Haley responded with all due respect I don't get confused her new memoir is titled With all due respect and in it Haley makes a notable claim her memoir says that other top officials in the trumpet ministration tried to recruit Haley to block what they saw as the president's worst impulses and quote save the country sat down with Mary Louise Kelly of all things considered is in our studios Good morning good morning what does Hayley's say about these colleagues who tried to block the president she says that 2 of them in particular Rex Tillerson the then secretary of state and John Kelly the White House chief of staff at the time trying to recruit her in an effort to undermine President Trump She told me they framed this as trying to save the country because they knew better than he did what was best for the country we have reached out to Tillerson And Kelly we have not at this hour heard back to our request for comment but she is framing this is going beyond. Offering your best advice to try to walk the president back from about to sit as normal for staff people to say that Mr President is a bad idea framing this as thwarting and subverting what the president would want to do well the people that she identifies as doing that especially Tillerson and Kelly are gone many of the people who were seen as pushing back hard against the president in limiting his worst impulses are gone and now the president faces an impeachment inquiry for the way that he demanded investigations in Ukraine so what does he think of that I asked Haley about that although it's obviously outside the scope of her book and her tenure at the u.n. She says she's in touch with the president that she saw him last week talked to him . I asked her view on the members of his administration the current members of his administration who are defying this White House directive in going in testifying in the impeachment inquiry and I also asked her just where do you land on the president's behavior and I want to play you actually this is the longest clip in a minute or so of what she told me I go to the facts and what I know is from the transcript as well as what we have heard is did the president ask the Ukrainian president to look into the prosecutor and the investigate and and have an investigation on the Bidens Yes He asked that do I think that is good I think it is not a good practice for us ever to ask a foreign country to investigate an American I don't but did the Ukrainians call friend best a geisha you know did the president hold up aid he relief that the aid as he should and so for that you know impeachment the serious issue and I just I don't see it as impeachable you're coming down on the side that this isn't behavior you would have condoned or agree with but you do not see it as an impeachable high crime and Mr Well I see it as that but also I just strongly believe that it's arrogant of Congress to turn around and take this from the American people in an election year the American people should decide what they think is right and wrong for Congress or pull us in and. Schumer to sit there and say they are going to go and decide this for the American people it's just wrong and I think that you know we have to be able to give the facts be as transparent as possible with the American people and let them decide on Election Day And Steve I pointed out to Nikki Haley if it had those Democrats been there listening they would probably argue that they are doing the job they were elected to do by holding this impeachment and I reckon we went from there Ken I note that she is criticizing and defending the president at the same time she's very good at that and she walks quite a tight rope in our interview for example she criticized how President Trump has handled Vladimir Putin of Russia she criticized the very recent decision by him to pull u.s. Troops back from the u.s. Syria border but she said look he's the president those are his decisions to make she said she's going to be out campaigning for him in 2020 inches high she is not running she'll be campaigning for Trump and she told me their relationship is one of respect which prompted me to ask. Is your respect for Donald Trump the man or is it for the office of the president of the United States and I want you just to hear the very top line of her answer Oh my loyalty and respect is to our country it was very interesting where her answer turned from there and I will say that there's more of that part of our conversation this afternoon on All Things Considered and we'll be listening but let me ask what she thinks of another memoir of White House service of administration service by this anonymous person who says they have been resisting the president and ministration her topline take to the unanimous book was that whoever wrote it should voice their concerns directly to President Trump and if they can persuade him in they can't live with it they should quit she also takes on one more explosive claim from that book which was that last year Trump aides considered invoking the 25th Amendment to remove the president she says didn't happen I was talking to everybody in the cabinet I never heard it word it never even a whisper never came up male always thanks so much you are welcome Mary Louise Kelly of all things considered giving us a little taste of the interview with Ambassador Nikki Haley about Haleigh's new book which is called With all due.
