Pivots away from the collapse of the effort to repeal and replace the Affordable Care Act and then moves toward this push to overhaul the nation's tax system on what is a fairly ambitious timeline I think in raw political terms they realize they need to at least project a sense of unity and take action on taxes or pay the consequences at the ballot box in the midterm elections President Trump even acknowledged as much today I can say this if we get taxes approved we're going to do unbelievably well many of the senators are running in states and I won by massive amounts but despite their p.r. Bush have written called families of soldiers thanks so much thanks so much that's N.P.R.'s Jeff Bennett updating us from the White House thanks Jeff you're welcome there is a confrontation going on over the Iraqi city of Kirkuk and it is between 2 factions that have been trained and equipped by the United States on one side are the Iraqi Kurds and on the other side is the Iraqi central government both have been key allies in the u.s. Fight against ISIS the showdown has been a long time in the making but it really heated up when Kurds recently voted to secede from Iraq when it finally boiled over last night Iraqi forces moved very quickly into what had been a Kurdish stronghold David to Keno has just returned to Baghdad from Kirkuk where he has been reporting on this for The New York Times and he says the central government's troops exploited Kurdish divisions ever turned out they had minutes to split the Kurds by clear deal with one faction of the Kurds to have them hold back and let government forces come through but the other faction the one that actually will flee a ton of the Syria decided to stay and fight and so there was an outbreak of hostilities but because half of the Kurdish factions just come through rendered and withdrew made it very easy for the Iraqi forces the government forces to really sweep through very quickly so does that mean that Iraqi forces from the central government in Baghdad are now in control of the city of Kirkuk they have salute we are going they went to the governor's. Compound where there were 2 flags on with the Iraqi flag and one of the critics took down the Kurdish flag left directly one of them went around the city taking down all the Peshmerga posters and fled increasingly theme with their own and there was a huge. Celebration people poured out into the streets mostly Turkmen and Arabs firing guns and honking horns and parading flags went on for hours and we should just say the Peshmerga forces of course are Kurdish forces how much can you say that that's not for independence has to do with Baghdad decision to go and take or cook as we mentioned in the introduction and I mean this isn't something they've been Didn't pushing for since they carved out that autonomy Sloan and 991 it was right after the Gulf War One had no fly zone set up by the u.s. But what pushed it I think this time is Barzani who's the president of the Kurdish autonomous region to see that the Iraqi government was was focused on the fight against ISIS was in a weakened position and he figured his murder would never be stronger because they had done very well in Mosul and against ISIS So I think that's why 1st now and secondly I think because he's in his seventy's he's been pushing this for a long time really cares about his legacy and that's why he pushed ahead but it's very clear now he miscalculated what have u.s. Commanders said about that they didn't take sides and nothing to do it and they just got the heck out of the way basically the u.s. Slickly and militarily said well we're not thinking to fight from the site we're just going to read it happen and try to get it both sides to cool down but in reality politically the Americans are extremely upset with our eyes on it because they had offered him what they call the best deal the Kurds are ever going to get this was before the referendum and they had offered us supervision of the direct negotiations with no conditions with Baghdad and Karzai Absolutely turned them down he wanted a guarantee that at the end of that process at some 6 time and date there would be independence and the u.s. Said absolutely not and when he turned him down they said that's yet how he was playing out what he thinks will happen in the coming days living question now is the. Been very independent for 26 years it's a question of whether they stop there or try the interfere and that's kind of what will lead in the face David to Kenya of the New York Times thank you very much thank you the California wildfires have now killed at least 41 people residents of the northern counties burnt by the fires are asking why there weren't mass alerts telling them to evacuate when the police's started quickly spreading last Sunday night reporting from Santa Rosa Here's N.P.R.'s David Schaper howling winds rattling her windows made it difficult for 46 year old Tracy Cooper to fall asleep last Sunday night then a couple of hours after drifting off she got a text from a friend in another part of town it welcome me at close about 130 and I went outside and kind of yelled My neighbors were coming outside to she recalls looking up at the sky I could see red over the hill I got ashes in my eyes and I could see the electricity suddenly went out and. We just knew that we couldn't stay Cooper woke up her 2 kids they grabbed laptops phones a few pictures and the dog and quickly left there were no sirens no warning at all a lot of people were honking and trying to wake people up and it was just complete crazy mayhem less than 2 hours after escaping Tracy Cooper got a text from a neighbor saying her entire subdivision had burned to the ground Cooper is standing in front of the mound of white and gray ashes that used to be her home it is littered with scorched metal and shattered roof tiles and she wonders about those in her Santa Rosa neighborhood who did not happen to wake up I don't know I don't I don't know we didn't have any word I don't know. So what happens is we have 2 systems we use or the sheriff's office one called so call or. And one called Next will Sonoma County Sheriff Rob teardown and says for urgent messages went out on those systems in the 1st 25 minutes of the fires but the problem is if you're not signed up you won't get it if the cell towers down you won't get it if the phone lines burned you won't get it this fire was incredibly fast so fast that Sonoma County officers raced from home to home in some neighborhoods as you could hear on this body cam video as high winds rained burning embers down upon them. You're going. To you're down and says the county's emergency operations center could have sent out a county wide text alert to all residents phones but authorities worried that would cause a panic even in areas not threatened by fires and he says roads and neighborhoods that were on fire were jammed already 500000 residents here they push that alert out to that and we would have had people die because we did it wrong but as searchers continue to find the remains of those who were not able to skate the fires in time many area residents question why there isn't a fire warning system like Amber Alerts or tornado sirens are down 0 and other local and state authorities say there is already a review underway to look into what kinds of warning systems and new technologies might work better in the future David Schaper n.p.r. Say their handler or a customer if you will because fescue notch or a platform from the king and so the general change massive change is happening globally in human culture driven by technology for healthy personalities they can cope with that and manage it but for those who are vulnerable there is more impetus towards a range of behaviors that are damaging including espionage and leaking you're saying they're now just more opportunities. Just because of the way technology has changed in information and everybody is communicating more and more ways than we did a generation ago yes the pick change is an opportunity and you write about personality traits that people in your line of work psychologists see over and over and over what are they the psychology in those sources has been studied since O.S.'s days it's the predecessor to the CIA Yeah I desisted to the CIA thank you there are in the personality 3 broad areas that recur over and over again in cases of captured spies when they study one is psychopathy which is a breathless kind of cruel approach to life and narcissism which is egocentric system but an acute sensitivity to negative feedback and the last is of maturity and in cases of espionage we see these strains in the personality appear over and over again I was struck because as I was preparing to come out to interview you I had a look at the n.p.r. Journalist we call that protecting sources in the 21st century and you and your paper call it leak bait What do you mean by that and so if I'm the only person within the intelligence community is in a state of crisis which psychologically will have an effect on their judgment and on their capacity to control their impulses if you have alcohol in the mix that's not a good thing they will be compelled to seek a solution to they're in a state of stress and crisis and. Carey tagged along and has this report. Here feel like somebody is watching you on a dark and misty night ghost tour guide Kelly Cleese leads about a dozen people to some of downtown catching cans haunted spaces we start on Creek Street the city's historic and rather shady red light district built along the shores of Ketchikan Creek Cleese explains that in its heyday Creek Street boasted more than 30 brothels and this was during prohibition so many of the houses had trapdoors to bring in bootleg liquor for their male clientele a lot of those men also found themselves being thrown out of those trap doors so far these few of this creek is that there were an awful lot of dead salmon and dead by police says when she 1st arrived in Ketchikan she was warned to never walk on Creek street alone at night she didn't heed that warning and from Chicago I got an eye for fine so I have proceeded hog down creeks to be alone at night one night and I have never made you look scared in my life is there shadows everywhere there is a weird energy happening in this place for example Cleese says there are reports of ghostly shadows and noises inside Dolly's house that Creek Street home now a private museum belong to Dolly Arthur catch a Cannes most well known sporting woman other former brothels on the creek now shops reportedly Ah. What's ghosts what automated lights you never know the ghost tour is the brainchild of Diane fast musician who recently moved to catch a Can she says she'd taken ghost tours in other cities and always had fun but I just noticed so much good for him during those tours for Americans or for myself and I was like wow it's probably easier when you're here that you and then that farm there's you know for an entire working tour company some of the other walking tours fast offered over the summer got more interest from tourists but the ghost tour appealed mostly to local residents and that's who was on the tour with Cleese . The next stop after Creek Street is catch a Cannes original hospital next to the Episcopalian Church on Mission Street that 100 plus year old building was vacant for a long time and fell into disrepair but now it's under renovation by historic Ketchikan Cleese says people don't like to go up stairs alone there's an energy in there that apparently the quote is you could cut it with a knife as Cleese finishes up her story about the old hospital a woman on the tour tells her own story about the former Bon marché building across the street she worked there in the late 1990 s. She didn't want to give her name but said it was Ok to use the story a couple of us would work after hours and we'd hear kids running more than once we came up stairs we looked full up workflow ground more than once we came up stairs trying to see who got into the building to the point that nobody ever worked after hours by themselves another stop for a future ghost tour.
