Earlier today came a dire warning from Secretary of State Rex Tillerson the threat of a North Korea nuclear attack also were Tokyo Israel. It is likely all a matter of time before North Korea develops the capability to strike the Us mainland Tillerson was chairing a un Security Council meeting in New York he urged council members particularly China to pressure North Korea to give up its nuclear weapons program N.P.R.'s Michele Kelemen has details the Trump administration has been raising alarm all week about the advancements in North Korea's nuclear and missile programs secretary jailers and is now urging his colleagues on the u.n. Security Council to move quickly or face what he calls catastrophic consequences we must be willing to face the hard truths and Mike hard choices right now to prevent disasters outcomes in the future. Business as usual is not an option tillers and says he'd like to see countries downgrade or suspend diplomatic relations with North Korea and fully implement the sanctions already on the books he says China accounts for 90 percent of North Korean trade so it has what Tillerson cause unique leverage China's foreign minister Wang You told the council it is not realistic to rely on his country alone he spoke through an interpreter China is not the focal point of problems you're going to look at the key to solving the nuclear issue does not lie in the hands of the Chinese the Chinese foreign minister blasted the u.s. For deploying an anti missile system in South Korea and he revived his country's longstanding proposal a freeze of North Korean missile a nuclear test in exchange for a freeze of u.s. South Korean joint military exercises the state committed to the part of dialogue and negotiation on the use of force does not solve differences it will only be too big a dishonest as the only way up to the start of a negotiation also represented the sense I would choice of all parties secretary of state Rex Tillerson says the u.s. Is ready for direct dialogue but only if the. It is clear the denuclearization of the Korean Peninsula he says the trumpet ministration doesn't want to reward North Korea's bad behavior adding that if the Security Council had implemented pass resolutions there wouldn't be so much tension today Tillerson issued a veiled threat to those who don't implement sanctions the United States also would much prefer countries and people in question to own up to their lapses and correct their behavior themselves. But we will not hesitate to sanction Burd country entities and individuals supporting the d.p. R. K. 0 legal activities while the Trump administration is trying to heighten the sense of urgency China is calling for a cooling down of the temperature and less provocative rhetoric so too it seems is un Secretary General Antonio good terrorist who points out that since January of last year there have been 11 emergency Security Council meetings to North Korea nuclear tests and more than 30 missile tests I am alarmed by the risk of military escalation in the region including by miscalculation or misunderstanding like many other diplomats in the room the secretary general said he'd like to see channels of communication reopen end soon Michele Kelemen n.p.r. Dionne of The Washington Post and Brookings Institution Welcome back good to be with you and David Brooks at the New York Times welcome back as well good to be here so we also heard directly from the secretary of state in a rare sit down interview with N.P.R.'s Steve Inskeep and at one point Tillerson articulated what he saw as the Trump vision for diplomacy we will lead we will be the 1st out there to lead but this isn't the 1st of so many other countries as well and we expect you're going to hold you accountable to stepping in and doing your part in stabilizing these regions as well David you've written this week that in the end the term foreign policy has seen quote kind of normal which you seem somewhat surprised to be saying what did you mean by that well we've ridden to the level now I think their approach to North Korea is pretty pretty much what every administration would do on the one hand they're trying to scare them with the madman fear you never know what this guy down from going to do on the other hand is trying to reassure them that without nuclear weapons their regime will be safe and we were not going to try to change their regime the 2 problems are when you do the mad man theory you have to know that you're faking they are not really a madman and we're not quite sure about that. Trump And the 2nd and this is the key is does North Korea think it needs nuclear weapons to survive they look at people when market off is experience and they have to draw a lesson yes we need them and that would be the thing that would propel us toward some sort of military conflict e.j. For you what did you hear in that comments today what the men mean in theory can work but it only works if it's strategic and I think one of the problems that President Trump faces is people don't really know how much strategy is here and how much is he just sort of talking off the top of his head and I think North Korea is a really classic case of a potentially insoluble problem a problem that you have to manage I've talked to some really smart people about this over the last couple of weeks who say there's no good military solution so you better not threaten the military solution when you probably can't use it because it could result in the destruction of Seoul so I think they've got to be very careful about their language about this thinking more broadly where on day 99 of the Trump administration and the president had a rather candid description of what it's been like for him in general during an interview with Reuters I love my previous life I have so many things doing. I actually this is more work than we previously I thought it would be easier I thought it was more some of the details oriented person I think you would say that but I do miss you have left this time I like to work so that's not a problem but this is actually more work people have really seized on that phrase I thought it would be easier here both smiling and David you wanted to get worse it could have predicted that that the presidency is kind of a hard job and nobody nobody knew that I select the fact that he's a detail oriented person and I find his interviews amazing he's actually kind of remarkably candid he had an interview a fascinating interview I recommend with the Associated Press where mostly talk was t.v. Viewing habits and how hard it is to not watch anything about himself and you got to see a person sort of self-absorbed trying hard not to be a narcissist and it's sort of transparent about. He's struggling to fit into this new role you know I think a very large number of Americans believe that or Gratian today that Donald Trump had no business being president and I think the 1st 99 days have not changed their minds and I think comments like this just reinforce the question What is this person doing there you feel like saying do work Son I mean the notion that he was shocked by the amount of work this job requires is really quite astonishing and I think we let him get off the hook on this because we've already all adopted Well this is just Trump and that's the way Trump speaks but there were really there's a reason why we never had a president who spoke so to his credit I would say he's trying to do he's trying to learn and I have 1st and I think he's improved pretty dramatically and certainly changed pretty dramatically over the last 100 days he's less of the populist he's more of the corporatist he's less incompetent he's trying to at least turn toward people can put it decisionmaking process and he's trying to adjust to the job and so whatever one thinks of him he is certainly a learning creature Well except for the except I'd say a big and inning populism in a broad front is really breaking faith with a whole lot of people who voted for him supporting a health care bill that's going to knock hundreds of thousands maybe several 1000000 of his own supporters off health care a tax plan or a tax one page summary that seems to be breaking the promise that no he'd be tough in the tax code on the rich so yeah he's going in line with the establishment but I think that's a real problem too I want to look ahead a little bit what do you see as like the policy sand pits like scandals that won't go away like when you look ahead what do you think this administration will be wrestling with in the next few months e.j. Russia Russia and Russia I think the Russia story will not go away until it's settled and you know I thought that trumps biggest success of his 1st $100.00 days was to keep the Russia story at bay toss out whatever it takes to. Pushed the story back including those false charges that Obama had used wires tapped but this is fundamental and you've got Mike Flynn sort of floating around there and influential senator said you know it's pretty clear that to him that if when he's cooperating with the f.b.i. We'll find out about that I think that story has a lot of life and that'll a lot of people in the country won't be satisfied until they know exactly what went on between the truck campaign and the Russians you know I'm not so sure about that I think we've gotten out in front of the Russia story it could be very alarming if there's coordination between the Russians and some of the time campaign but it really hasn't been much evidence of it so far so I think there's been a little more hyperventilating so far than has merited I would say what happens after the tax reform effort fails which is almost certainly going to do that I mean if it was right there because that is a straight prediction leave there will be a tax reform bill and you are you believe it will fail I do not believe that anything like what Donald Trump just proposed is going to get through Congress those deductions have a lot of defenders the idea that they're going to completely explode the deficit is just a party killer for the Republican Party's it's check from the hardest thing you can possibly do because everything in there has ferocious defenders and they have not put in an entry level work into this so then what is Donald Trump do after health care and have to form both fall apart how does he react to react in some radically unpredictable way I think I think the problem on taxes is that what Republicans in Congress may do because they're deficit hawks when Democrats want to spend money and they're deficit pacifists when they want to cut taxes and so I think that this tax reform effort will turn into a tax cut and they'll pass some kind of tax cut and declare it a victory I think that there's a decent chance of that although Democrats could muck it up in the Senate e.j. Riots the riots spread through the city after 4 police officers were acquitted for beating Rodney King a black motorist the violence and destruction lasted 5 days more than 50 people died nearly $6000.00 people were arrested for arson and looting and the estimated property damage was over $1000000000.00 Our co-host Kelly McEvers is visiting some key spots in Los Angeles to hear about what happened in 1902 and what's happened in the years that followed today she catches up with N.P.R.'s Sonari Glinton so rodeo and Crenshaw is where we are yes here is where one of the few grocery stores that served in Central Los Angeles was located burned down in the riots and the mayor says we want the business community to come in and help us rebuild that became rebuild l.a. What happened I don't see a major grocery story here as we look we don't necessarily see that much investment but we see the plans that were laid down that we have the Metro that's coming in and the public transportation yes but still some of the basic issues whether or not we have a grocery store in this community and enough of them you can imagine why all these problems are difficult to solve because l.a. Is unusual and the riots are one part of a story that go back at least a 100 years because of your story. Right. We start in the day April 29th 1992 Tom Bradley is one of the nation's 1st black mayors and one of the most popular of any color he's been in office for 20 years you could say part of Bradley's a min success and political brand was being friendly to business and not scaring the white community but on this day his city was in flames No actually not just his city his neighborhood his political base so. Twilight of this historic career Tom Bradley seemed determined not to let the riots be his legacy so he reached out for help so he called me I was driving on the coast highway here right by the ocean and I interrupted him by Samaira No it's got to be what's going on he said just be quiet I need your help Peter Ueberroth was Tom Bradley's go to guy in the business world Bradley it's happy you brought to run Las successful bid for the 1984 Olympics those games cemented Tom Bradley's legacy and made Ueberroth a very very rich man so when the mayor called Ueberroth gave him the typical whatever you need Mr Mayor you have my full support sir oh you need help I can be there 1st thing tomorrow morning when he said No I have a better idea. Our helicopter has you on that site and so I pull off the side of the road and then a look up there landed on the coast highway here and all the cars stopped in both directions and does one all everywhere I got on the helicopter and it took me in a route where they weren't shooting at the helicopters where they could get back in and. I met with them that 1st day that 1st day that 1st phone call was the origin of what would be called Rebuild l.a. I think the Marshall Plan for downtown Los Angeles and south central though instead of the u.s. Giving money to rebuild Europe private business money would be directed to the rebuilding efforts and Bradley gave a very basic instruction on that day he said I'd like private sector people coming in here and trying to solve problems and raise money do something make it happen make it happen that was you were off church break down the barriers and red tape to get money and investment into the community a $1000.00 buildings were damaged or destroyed a $1000000000.00 worth of property loss and as the riots abated in the National Guard left many in the community look to rebuild l.a. As well maybe the economic Cavalry has come. So if we get into the n.p.r. Way back machine and set the dial for 1902 you can hear the hopefulness in the community's response we have to begin to think beyond the end of this incident and what we can do to rebuild. Take these homes. And help us build a new city 510 years from now this place is going to be so now I was down here it's only black owned business you know I have a nail shop she got a beauty shop that's going to charge it's our turn now if you start to transfer the ownership of the community to the community everybody will prosper expectations were high says John Mack who is the head of the Urban League during the riots and eventually a part of rebuild l.a. Once I got out of my behind the King beating you know I was beginning to feel cautiously optimistic that maybe we can get some things done Mack joined in the hope that his long list of economic issues in addition to police reform would be tackled lack of retail jobs affordable housing investment in transportation these had been problems in South Central since at least before silent movies and the oil boom that put l.a. On the map rebuild l.a. Was supposed to act as a funnel for money talented expertise into the inner city the organization direct to private money to the burned out neighborhoods building on the model of the 1984 Olympics though that was a bit of magical thinking John Mack says the leaders of rebuild l.a. Were well intentioned but naive I said Peter this is not the Olympics you have to have are about to come around the flag and not going to be that easy if you've got a different challenge here there are problems from the very beginning after a race riot the leaders of this economic cavalry were essentially rich white men Ueberroth lived in Newport Beach in Orange County Fort. Minix and a universe away from South Central There were months of fighting about who would be on the board and when the news media lost interest Max says so did many in the business community and some promises were made you know press conferences were held in the lawn super market leadership at the time made a play as they were going to build Channel 12 supermarkets strategically throughout the community. One was built eventually reveal the l.a. Fizzled and was disbanded many think that makes it a failure but it did have an influence so I think the l.a. Riots were one of those traumatic events like Hurricane Katrina was in New Orleans or the bankruptcy wasn't a trait that essentially reconfigured how a neighborhood could be seen by those with power and smutty Peter Moskovitz is the author of How to kill a city gentrification inequality and the fight for the neighborhood he says out of the destruction of the riots came economic opportunity for some in the business world mayor Bradley's response created though a template so after the l.a. Riots there was a lot of vacant storefronts there was a lot of property damage there was a lot of fear about the inner city and that essentially allowed property developers to snap up properties for cheap John Mack formerly of the Urban League says many of the problems rebuild l.a. Was trying to address our 100 year old 200 year old problems that he says take more than just goodwill from business leaders you have to be there for the long haul and must face it the opposition you can't let folks out work you because you know folks who don't want to do the right thing on duty all the time John Mack says Los Angeles didn't get a whole lot from rebuild that way but he says the silver lining is that other cities learn from the experience hopefully Sonari Glinton n.p.r.
