Very powerful and a very very powerful when he says NATO has come a long way he's likely referring to other NATO countries spending more on defense this has been his main criticism of the alliance and he repeated that again today joining us from London b.b.c. Defense and diplomatic correspondent Jonathan Marcus and Jonathan So President saying positive things about NATO countries are paying a little bit more some people say that a commitment start in the Obama administration but it does reflect well on Trump look it's clear the round over spending burden sharing as it's known with America footing far too much of the bill long predates the trumpet ministration it goes back to the Kennedy era so it's always been a nagging problem the difficulty is that Mr Trump has brought his own very particular kind of a braze if rhetoric to this issue and to be fair to him in response many European NATO countries are beginning to spend more the graph line is Op Put they're not spending enough yet so Mr Trump did begin by trying to set a more positive tone the difficulty is that he almost cannot stop himself he invariably then descends into the traditional criticisms the belief as he stated again here in London that the Europeans get a lot more out of NATO that the United States does which is an extraordinary statement I think that for Europeans stay here and of course there's been the very public dispute between Mr Trump and the French president Mr mackerel who recently described NATO as strategically brain dead Mr Trump described these as nasty comments so sadly at a moment when NATO is hoping to bridge. Unity seems to be actually projecting quite the contrary rather serious and deep divisions I want to take up the relationship between Trump America but I don't want to let thought hang there I had said that some of the spending dates back to the Obama era and requests that countries pay a certain percentage more some Alice are saying they are responding to that but you're also saying as others are saying that many are responding to trump and paying more of their fair share as well so he can claim credit for that but you mention McCraw the president was sitting next to him and the body language was interesting we're hearing that McCaw is decided to pick up on a little of President Trump's forcefulness some could say bullying with comments like you know NATO is brain dead What's your sense of what's happening between the 2 men I think President Mack or really feels this constant talk about money is rather trying he pointed out when he spoke after meeting with Mr Trump in a bilateral session softer knew that France's debts were being paid equally in Blob's France recently lost a significant number of soldiers in its operation its counterterrorism operation in Mali. Was very clear he said that France you know is paying its way it isn't just about Mali Well when you're saying you know he wants the focus to shift for money it's to things like well Russia and President trumps unilateral decision to pull u.s. Troops out of Syria which has led to you know Turkey attacking the Kurds in northern Syria is this also on his mind absolutely Mr Mack or is very annoyed about what he considers to be unilateral actions taken by the United States and by Turkey America pulling out partially and abandoning the Kurds Turkey Turkey and actually moving more troops and more allied forces into northeastern Syria the problem of course is Mr Makower quite pointedly. He said standing next to Mr Trump we have a very different definition of terrorism Turkey is now fighting against those very people who fought with the Western countries in the United States against our i-s. Against ISIS so there is a contradiction in there Turkey is already in bad odor with many of its allies because it's being very difficult holding up various things inside NATO because of its own security concerns and of course but technically going off and buying an advanced surface to air missile system from Russia which really is an extraordinary thing for a NATO country to do. Well just in the few seconds we have we think might come from this week I think it's very difficult I think NATO was hoping this is a brief meeting has really even been called a summit by NATO itself they call it a leaders gathering it's only a few hours and not a great deal is going to come out of it there isn't going to be a formal communique but NATO hoped that it would be a very positive event that it would set the agenda for the alliance going forward into the next take aid the problem is that at the moment it seems to be very much overshadowed with problems of the baggage that it's been carrying with it over recent months. The 2020 presidential campaign is well underway and one thing that candidates are spending a lot of money on is online advertising on Google alone political advertisers have spent more than $138000000.00 just since the end of May but Google recently announced new restrictions on political ads that have some groups upset starting next month campaigns will no longer be able to serve highly targeted ads to specific voters on its platforms Joining us now for more is Emily Stewart reporter for vox Emily tell us 1st of all what exactly Google is changing here because it does get complicated So basically what political campaigns have been able to. In the past match files that they have on voters that include when you voted if you're registered as a Democrat or Republican they have your e-mail address and find you online what they're going to do now is say that political campaigns can still target voters but not as finely they can use gender they can use and they can use your zip code so basically to kind of put this will be easier campaign can't target me Emily Stewart specifically but they can target a woman who lives in Brooklyn New York between the ages of 25 and 35 so what are those in favor of the change saying about why it is so necessary basically they say that microtargeting is too specific and what it allows is for ads to be targeted to very specific groups and maybe other people are not seeing them so one example that I think about a lot is in 2016 you had the Trump campaign talking about how they were running ads meant to suppress votes so they were targeting African-American voters with ads featuring Hillary Clinton in the 1990 s. Describing young black males as Super Predators and the point of those ads was to discourage black voters from coming out to vote so basically if nobody's seeing those ads and there's no way to counter that narrative so kind of the idea is that the more people see these ads the more chance there is for someone else to flag something and say hey this is incorrect or to counter the message now Bloomberg reports there may be a loophole in Google's policy that the ban on micro-targeting applies to ads placed in Google search and on You Tube which is owned by Google but not on Google ad space bought through a 3rd party is there a loophole here. Right well that's a lot of what we're figuring out and when this 1st happened I talked to someone who mentioned this to me that basically when you see display ads so ads that you know chase you across the Internet that we all see every day on different websites those aren't all just sold through Google they also come from 3rd parties like Adobe and so just because Google says no micro targeting doesn't mean these 3rd parties do the trim campaign is not happy about this president Trump's 2020 campaign manager Brad person said Google is stifling the ability of citizens to participate in our democracy What's their argument. Well you know they're saying that this is a voter suppression effort which I would argue is probably not the case you probably are scout who is his campaign manager has made a lot of noise about his ability to micro target whether or not you believe that he has some great secret who knows but also you have to think that especially on the right President Trump they really have sort of set up the tech industry as the villain and they often criticize Google Facebook for censorship and so this is also another opportunity for them to stoke the fire on that what about Facebook Facebook is not making these changes like Google right so Facebook has come under a lot of pressure over their work around political ads and you could kind of argue that they're the ones that started this back in September when they wouldn't take down an ad that the trunk campaign was running about Joe Biden that was false and Facebook really have dug its heels and they're saying you know what we are sticking to what we are doing we are letting political ads go we are not going to fact check them there is some rumor that some but they will make some changes they have said they're not taking anything off of the table but they also very much well they just ride this out and say you know what Twitter is making changes around its ad policies So is Google we're just going to wait until the fire dies down you know let me just play cynic on this for a 2nd Facebook c.e.o. Mark Zuckerberg just had dinner with President Trump the Trump campaign doesn't want these changes is it possible that Facebook is not going to put the changes through because they feel that if they do the trumpet ministration is going to crack down on Facebook in other ways. I mean I think that there's no way to know what was said in that dinner at their meeting and it is normal for C.E.O.'s to meet with politicians including the president all of the time obviously very sensitive to the criticism they are getting from the right but honestly there are Democratic groups that are also sitting there saying do not make this change. Well yeah so what I write in the book is that the Democrats had a bad hand and they played it badly if their goal was to defeat Kavanagh and what I mean by the bad hand was that obviously they were not in the majority in the Senate and 2nd of all it was in the Gore such hearings the previous hearings that Democrats had pushed Republicans to have to deploy the nuclear option so that there was no longer the possibility of a filibuster judge Kavanaugh only needed 50 votes to be confirmed he didn't need 60 votes so that's a pretty bad hand but Dianne Feinstein who has a impressive record as a senator was not up to the task she is the oldest senator and to be blunt about it that showed in the course of the hearings what did you find out about what Feinstein knew and when about Christine blazin Ford's allegations because Buzzie Ford had reached out to a California Congresswoman and Su who then reached out to Feinstein to tell her about what bossy Ford was alleging and then Feinstein in the hearings was accused by the Republicans of sitting on that letter until the last minute so Dianne Feinstein was in a very very difficult situation when it came to Christine plus the Fords allegations but what happened was Christine Ford tried to reach out to Anna Eshoo even before Brett Kavanaugh was chosen as the nominee it took a while for her to get through then she spoke to Anna Eshoo and as she called Dianne Feinstein the next morning Senator Feinstein said that's very serious have her write me a letter and Christine Ford did not hear back from anybody about this for about 10 days and in fact Dianne Feinstein had heard this remarkable allegation against this very controversial nominee didn't even mention it to her staff Christine Ford was very reluctant to come forward they and finds. And felt like she needed to promise Christine was a forward confidentiality that's understandable but I write in the book that was a pretty major decision to make without going to any of your leadership any of your Democratic colleagues to just decide on your own that you're going to keep this explosive information to yourself and especially because information like this has an incredible tendency to leak and Dianne Feinstein did not plan accordingly for that and that created the situation in which she was blamed I think very unfairly for leaking it and blamed somewhat unfairly for having sat on it she was in a tough spot Well Ford eventually of course did testify and let's listen to a little bit of her today I am here today not because I want to be I am terrified I am here because I believe it is my civic duty to tell you what happened to me while Brett Kavanaugh and I were in high school that was very powerful testimony and then later in the day and I was there anchoring N.P.R.'s coverage for 2 hours of that day and one of the other dramatic moments happened in the afternoon with Lindsey Graham the senator from South Carolina who said this during the hearings you've got nothing to apologize for. When you see So Tamara Kagan tell him at length he said Oh of course out voted for them I would never do to them what you've done to this guy this is the most an ethical sham since I've been in politics he's talking to Kavanagh there how much of a difference did that speech make. It did you know it was really interesting and to hear that again you just are reminded of the the anger and the passion of the moment both Brett Kavanaugh as outburst and Senator Graham's outburst it for me they had the impact of scaring me and I came away thinking Surely he can't be confirmed after that outburst with Republicans the impact was precisely the opposite it was a rallying cry for the troops Republicans across the country rallied for him were Gramm and kavanah also speaking to President Trump when they did that that this would be something that he would like because he doesn't like to give an inch on anything and would be happy for them to just keep fighting all the way I think they were partly speaking to the president but I really think that the impact was more rally the troops and rally the senators because the Republican senators gathered after Christine Bossie Ford's testimony and they had one of their lunches and the assessment was Brett Kavanaugh our IP so they needed a push one of the interesting stories about whether President Trump was part of our audience actually occurred earlier in that day the president of the United States was trying to reach Don began his counsel Donegan thought maybe correctly maybe incorrectly that Trump was getting ready to pull the nomination and so he didn't want to talk to him This is after Christine Bleakley Ford's testimony and so he's not taking phone calls from the president of the United States to the point where his deputy reaches out to him and says hey the president's trying to reach you you need to take his call and Dom again told her I don't talk to quitters Can you imagine denying a call from the president I've actually had not called but not just not just one after the Christine buzzy Ford hearing happened Jeff Flake one of the moderate Republicans got the f.b.i. To do another investigation into allegations against Cavanagh. But from your book and from some of the other reporting about it it seems like that f.b.i. Investigation wasn't a real investigation it was not an adequate investigation it was a dereliction of duty and it was a terrible action of duty not just on the part of the f.b.i. But on the part of the Senate the reason for that is that Donegan was bound and determined as was Mitch McConnell and others to get Brett Kavanaugh across the finish line so the f.b.i. Investigation which they didn't want to happen which they only allowed to happen when Senator Flake and Senator Collins made clear that they were not going to go forward with a vote without an f.b.i. Investigation the f.b.i. Investigation was only designed to satisfy those senators it was not designed to get at the truth it was designed to get to 50 votes and it did its job in that sense but one of the most I thought appalling parts of that investigation involved a man named Max Stier Max Stier is the head of an organization here that is ironically dedicated to promoting good government he's also a college classmate of Brett Kavanaugh as he told people that he saw Brett Kavanaugh expose himself to someone a woman at a party at Yale their freshman year not the woman that you've heard about Deborah Ramirez who came forward in a story in The New Yorker but a 2nd woman and Max Stier was desperate to get his information to the f.b.i. He enlisted the help of 2 former federal prosecutors with good relations to the f.b.i. They wouldn't talk to him he tried to reach out to Susan Collins she says she doesn't remember that but he was unable to get her attention then he reached out to Senator Chris Coons of Delaware Senator Coons reached out to his law school classmate Chris Ray the head of the f.b.i. And said hey can you please interview this guy that didn't happen that letter with c.c. To both Senator Grassley and Senator Feinstein they didn't say hey who's Max Stier and what does he have to say that we should know about. Out and then finally Senator Coons was desperate to get this information to people's attention he reached out to Senator Flake really been working with on the f.b.i. Investigation Senator Flake said I can't deal with it my family is getting death threats I have to concentrate on that so I just thought this was one of the most appalling derelictions of duty that I've seen in my years in Washington one other detail I want to ask you about there's reporting that Ralph blazin who's blazin for his father wrote to Ed Cavanaugh on Brett's father to say that he was glad that Brett was confirmed did that really happen it did to really happen just to set the scene for you this is the day after justice Kavanagh's confirmation vote and Ed Cavanaugh who's a member of a fancy golf club here called Burning Tree opens his e-mail and he finds his e-mail from Ralph La-Z. Who is a fellow member and former president of burning tree and Ralph blogs he says in this e-mail both of our families have been through a lot I'm glad Brett was confirmed now the blog unlike the Kavanagh's did not appear with their daughter at the hearings behind the scenes they had been supportive of her they went to see her at the hotel where she was staying after the testimony they told her they were proud of her for speaking out and telling her truth but that's a pretty amazing sentence from a father whose daughter had accused Brett Kavanaugh of sexually assaulting her. So do you think that the cabinet confirmation process is going to change the way the justices are nominated and confirmed has it done any lasting damage to the process . Well I think there's a lot of things that have done lasting damage to the process on that would start with getting rid of the filibuster which was a moderating influence on things but also more broadly I think we are just at a moment where there was almost no prospect of having somebody from the opposite party vote for a president's nominee and that's one piece where actually Lindsey Graham was right he was right to vote for Sonia Sotomayor and Elena Kagan and it's truly terrible that we've fallen off that norm and there's no prospect of it being returned I can imagine a world in which you have a Democratic president and a Republican Senate or perhaps even the other way around where vacancies remain open for years and that be terrible that is Ruth Marcus whose new book is called Supreme ambition Brett Kavanaugh and the conservative takeover thorough terrific reporting Ruth Marcus thank you so much thank you so much and you can hear the rest of our conversation elsewhere in the program or at here now. And I'm Jeremy Hobson California senator Kamel Harris is ending her presidential campaign she tweeted today that she does so with deep regret but that she will keep fighting for justice for the people all the people her departure leaves just 15 Democrats left in the race n.p.r. Senior political editor Dominica want to know Are joins us now with more on this side America Hey there Jerry says Senator Harris was the only black woman in the race considered a top tier candidate early on she had qualified for the next debate in December this is pretty surprising it is surprising she said in a statement that she released this afternoon said my campaign for president simply doesn't have the financial resources we need to continue I'm not a billionaire I can't fund my own campaign and as the campaign goes on it's become harder and harder to raise money we need to compete in good faith I tell you that the path forward I don't believe that that she has won so you know this resources are a big part of running a presidential campaign especially when you have you're setting out to run a major campaign and she was you know she had a lot of high hopes to begin with came out remember her 1st rally in in Oakland 20000 people showed up a lot of people thought that that might be indicative of something to come lot of Democratic primary voters had a lot of good feeling and warmth toward Kamel Harris they wanted to be able to vote for someone like her they liked her bio they liked that she was an African-American woman they liked that she was a senator and that they felt that she had some promise and potential there is an interesting moment when you look at her polling decline she was up around 15 percent in July according to the national polls and then really started to nosedive from there and that time between the 1st and 2nd debate was really crucial for her to be able to lock in. Dollars motivation momentum and she was never quite able to do it and then had a real lackluster 2nd debate and was never able to quite recover from that if we remember she went after Joe Biden in the 1st debate and then in the 2nd debate a lot of people started going after her what does this do to the race Dominica Oh well it's certainly the largest name the biggest person to sort of. Step aside in this race and what's been really interesting she talks about billionaires you've had Michael Bloomberg spent $50000000.00 of his own money in over $2.00 weeks in advertising and you've seen him vault right now up into 5th place a no not a huge number 3 to 4 percent in the polls but still polling national polling is a pretty lagging indicator so you know he's right there with almost the top tier and yet Harris wasn't quite able to pick up the pace so you have this clearly defined top tier of Joe Biden Bernie Sanders Elizabeth Warren Pete booted judge and nobody else has really been able to crack that top tier except for Harris at one point not quite their injury Yang certainly has a strong following we've seen Amy club a shark come up some in Iowa but that's where your field is one will see I'm sure a lot of tweets very nice tweets from the other candidates today saying how much they like Kamel Harris and would love their her supporters to come to them now just briefly do you think that she's going to be a top possibility for v.p. Pick but the other candidates oh not a question she definitely goes right to the top of the v.p. List and I watch somebody like Cory Booker his you know case to make is that if Biden drops he can win over black voters let's see what happens n.p.r. Then hopefully we can see more higher self in less mental health issues because kids are focusing on loving them so instead of hating things about them yeah I know what you I mean did you always love yourself or was this a journey for you to this oh no I mean I was a journey that I still practiced today I mean even as an adult I remind myself the same as I because there's been some mornings that anyone can relate to this you walk out the house you look good you're like oh my gosh I did the extra work for that that project at work my boss is going to acknowledge me and then the minute you get out the house you get a call from a parent where mother that says oh my gosh you're still doing that you wear your hair like that or you get to work and someone has a comment and then immediately stilling down about yourself and so it's about constantly practicing language that's going to help support lifting up your self-esteem instead of practicing language that's going to knock yourself seemed out but as long as you know that you have the ability to practice positivity and sort of negativity then you'll be Ok I have to tell you people are saying Oh that's cruel that's that's what I mean yeah and you we should say that on the show you sometimes are driving people to a location and so I've heard people say that they are going to refuse to get in a car with you if you ever ask for you to try them anyway because you'll be crying . The end of the chip how much how much do you want other people to feel good about themselves. It's funny that you said at 1st because I was thinking of you know television and work out I want to be whatever excite actually do love driving a lot I would like it's never going to work because people will not get in the car with ever ever even my own kids and I always like that I'm not getting in with the you're not going to have a heart to heart with me right now I'm like yes I am but I think it's super important for people to feel good about themselves to be honest with you because I we all have come to a place where social media some parts are telling us that we're not good enough you know even. Yeah I never have that fear to be very honest with you because I trust in my skill levels and what I did in my past career before going on television and for me it's always about how can I help the person working with who we call a hero how can I help him to have emotional and mental growth and you can cut your hair you can change your clothes but if you haven't figured out why you haven't done that 20 years after we walk away you're going to going to go back to that. This is here and now Chicago's top cop is off the job sooner than expected in a surprise move yesterday Chicago mayor Lori like Foote fired Chicago police superintendent Eddie Johnson whose retirement she announced early a month ago yesterday she explained her decision for firing Johnson was due to an incident back in October in which he was found asleep in his vehicle while at a stop sign it's become clear that Mr Johnson engaged in a series of actions that are intolerable for any leader in a position of trust particularly the head of the Chicago Police Department for more we're joined by Chip Mitchell criminal justice reporter for w.b. Easy Chip Johnson was already on his way out what exactly is he being fired for with Jeremy this October incident it was 12 30 am he was found asleep in his in his car it was running at a stop sign the next day he said it had something to do with his medications but then just a day later Mayor Lightfoot said Johnson had told her to had a couple drinks over dinner so the city inspector general's office got to work on and investigation on Johnson's conduct also why he wasn't given a field sobriety test why he was allowed to drive himself home but from then it was really clear that the mayor's office was easing him out they announced he announced he'd be retiring at the end of the year and it was a big celebration and then yesterday Jeremy this sudden news conference the mayor's office abruptly called she announced she was fired she said that there was some evidence out of that investigation that showed he'd lied to both her and the public about the driving incident she didn't provide any further details but now it's coming out it looks like he had actually spent hours in a bar drinking with. You know some salacious details to it with a woman that wasn't his wife so this is this is all now starting to come out Gary Johnson took over a superintendent back in 2016 after the release of the dash cam footage from that fatal police shooting of 70. Year old the Kwan McDonald What was his role in that very controversial period for the Chicago police force now in Johnson took over we're talking about March 26th teen the community it's trust in the police department was at a low point after the video of the McDonnell killing and there were same time rank and file police officers as they were facing increased scrutiny a lot of criticism they were complaining a lot about low morale and there is actually a question about whether they would even perform their duties at the same time now the city was having an historic surge in gun violence more gun violence than that it had seen since the mid ninety's so the main way the city responded and Eddie Johnson the superintendent carried this out it was a huge expansion of the police department Johnson also embraced a lot of new technology he did something else that was very unusual for a top cop in Chicago he embraced working with community groups that employed ex offenders to reach out to gangs and mediate dead deadly conflicts bring in the guys that were at the highest risk and provide them services and jobs and journey all those things seem to make a difference against the gun violence he actually was able to bring gun violence down in Chicago that's right that that big surge that we had it lasted more than a year and a half it's been dropping steadily since about August 27th tain so replacing Eddie Johnson will be the former Los Angeles Police Chief Charlie Beck what do we know about him and the challenges he'll be taking on in Chicago yeah Beck is the interim superintendent he's expected to serve for several months he's the 1st outsider in decades to serve in this position as interim superintendent. You know coming in from the outside instead of promoting somebody from the command staff to run the department so it's really an indication that Mayor light foot sees the bench around Superintendent Johnson former superintendent Johnson as very thin now back his lead . He led l.a.p.d. For 9 years and one of the important things that he did there was he led his department in Los Angeles and just to the end of a 12 year consent decree so that's a court forced agreement for police reform and Chicago germy has its own consent to create took effect just this year in March and so that's really backs main challenge here is to move that process forward the department's already missing a lot of its deadlines early on in this contempt consent decree process so back he's got to get the police department behind this process from the rank and file is all the way up the chain of command for police reform and that is definitely one of his big challenges here Jeremy that's chip Mitchell our criminal justice reporter at w.b.
