miraculously, all 4 survived the 250 foot drop. the defense attorney reference the fact that the tells wife does not want him prosecuted, but he says that is common with domestic violence cases. our burglaries across the city. >> tamika miller is a ransacking the union square louis baton in november of last year. a total of 10 people were arrested on charges related to the smash-and-grab attacks at night. the superior court found that miller had a long history in crimes related smash-and-grab car break-ins. another defendant was also convicted, but the court hasm not yet released details on that case. yeah. who announces plans to lay off more than 20% of his workforce today? that is more than 1600 employees. >> the sunnyvale based internet platform will be making the cause within its and tech department. the layoffs are reportedly part of a major restructuring of the company's digital advertising unit. the company says it has nothing to do with any financial challenges that the company is facing san francisco base. a github is also cutting jobs, get hubs. ceo sent out a note to employees today saying that the company will lay off up to 10% of its workforce and close all of his offices, including its san francisco headquarters. the note also said the layoffs will begin immediately and are scheduled to extend to the end of its fiscal year. github is a software downtown brought back to life. she addressed an audience that included residents and city officials and politicians. she outlined her vision from that glass atrium in a modern building on pier 70. she describes san francisco as resilient. she called it the city. that knows how a major focus she says will be making san francisco more competitive and trying to make that happen as soon as possible. right now. >> we can't wait till next year. right now. i'm proposing legislation to protect our existing companies by pausing tax increases on our retail businesses are hotels, manufacturing sectors and arts and entertainment. to attract new businesses. we will be offering tax breaks. >> for 3 years any company that wants to start business in san francisco. >> the mayor wants to put another 25 million dollars in to police over time. the department, of course, has been struggling to attract more officers. they've got a lot of job vacancies to fill the board of supervisors would have to approve that proposal. mayor breed has recently had more support in her push to improve public safety, including her appointment of district attorney brooke jenkins. she says public safety is critical on the peninsula group in salmon tale is trying to recall the newly elected or ensley. this as the district attorney is investigating claims that have been raised about her pick for the district 5 city council seat. critics say her actions put the city at risk of a lawsuit back in december, lee revealed in a city council meeting that she had been approach was to backdoor deals, pressuring her pressuring her to choose a particular candidate to fill the vacant seat. the alleged events leading up to the appointment may be a violation of the brown act. while her supporters say she has a clean track record and she should keep the job. the recall effort will require 9,000 resident voters signatures to make it onto the 2023 ballot. lee released this statement tonight saying this divisive and wasteful effort. it's based on falsehoods. voters don't want to waste a million dollars of taxpayer dollars on a recall. this is a distraction from the critical challenges that we face as a community calistoga 50's around elsewhere around the bay area. but now we begin to see a few high clouds drifting to our north and this ridge of high pressure that brought us some very nice weather last couple of days beginning to slide to the east as it does. here we go. things getting active again, at least for first part of the friday and weekend. it looks like a chance. some showers on the way this low right here. that little swirl. that's going to be the one that's going to rotate on shore and bring with it a chance, some rain. so tomorrow i think you got a dry commute early on. but by the afternoon that changes as this front does move a little bit closer. let's plan on some showers and snow could be a huge storm system, but we're going to bring a chance of rain in the forecast. so tomorrow clouds gathering early on and then that chance of rain developing in the north bay. i write about 2 o'clock or so. the rotating down the coastline. i think of that low is kind of spins along the coast as we head into saturday morning. so there's a chance we could see some isolated thunderstorms even on saturday morning and some much cooler temperatures. highs are only going to be the 50's maybe low 60's. ok? thank you. more than 20,000 people are confirmed to have died in that powerful earthquake that struck syria and turkey this week. rescue efforts continue today as teams actually pulled out more survivors from the rubble for the first time since monday's quake. a united nations aid convoy crossed from turkey into syria's rebel-held northwest area today. un secretary general is urging the international community to provide money for turkey and syria. the united states has sent a number of rescue, a search and rescue teams, including a group from southern california. the un says it plans to launch an international appeal for funding next week. it has released 25 million dollars of its own money so far as those rescue crews continue to try to find survivors from that devastating earthquake in turkey and syria here in the bay area. turkish nonprofit in san jose, the head i have foundation is working with the group dion at silicon valley to send supplies to those who are displaced under the guidance of the turkish american national steering committee. the nonprofits are working with turkish airlines to load up to fly today with supplies. we're trying to get them jackets >> winter gear so they can for the people who are staying outside. we're just trying to get them. >> the donations so they can stay warm. >> as today was the last day for the drive. but you can always visit the websites of the organizations involved in make monetary donations. we're following breaking news tonight out of san francisco. an explosion in the city's sunset district left one person dead and investigators are trying to figure out what caused that fiery blaze. explosion this morning affected an entire block in the outer sunset district of san francisco. windows were shattered and at least a dozen homes in a number of cars on force. theresa stasi has been there all evening. she joins us live from the scene where firefighters found that body after searching most of the day to reset. >> well, i can. and pam, a very somber evening here in the sunset area where you were talking about where that fire started. you can see behind me, crews are still very much ed work. so many lives affected by this deadly blast went off around 9.30 this morning. >> as night settled in san francisco, firefighters worked through the wreckage of a home where fire broke out on 22nd avenue. earlier she >> and crews stood still. a body had been found. this was a scene that led up to that sad discovery around 9.30 thursday morning. neighbors say that they heard a loud bang, then smoke and fire leaping out of the home. >> i was working in my house in last big sound. i mean, i don't >> and the next thing i know the window glass shattered. the from west lost and so with and then look out. i see smoke coming out of. and i saw because the fund the was last i saw them to the stairs from outside. it saw off the is trying to going gets tough go from there. great. and i mean, there's no room. and how do you deal with things like that? >> karen lives next door to the house that erupted in flames. the force of the blast shattered nearby windows at this home. the glass fell out of a front window and landed on their car parked in the driveway. cracking the windshield. fire officials say that one person was taken to the hospital as well as a firefighter. late in the day. heavy equipment was brought in to bring down the home where the blaze had started for safety reasons. >> you're looking at a live picture of all of the heavy equipment that still in the middle of the street here. and we are almost 12 hours since this fire erupted in this neighborhood. federal investigators from the atf and dea were out here briefly. it is often protocol when there is an explosion. as for the cause, san francisco fire fighters, the arson investigation team have already started on the job collecting evidence and witness statements to trying figure out what happened out here. reporting live san francisco and theresa stasi. back to you guys. so theresa is very likely that crews will be on the scene there all night into the morning hours. >> yeah, you can say how can they brought out some you know, the gas has been turned off to all of these homes, but electricity, fortunately has been put up here is so people can have electricity. there has been a and the red cross has come out here and they are trying to take care of the people that are directly impacted those 3 homes right there where the fire leaped and into the middle home and into the 2 on the left and the right. and there is an evacuation center that's been set up to help people as well. so certainly this is gocng to be a long night probably into the morning hours as well as as the investigators have a has been sentenced to 8 years in prison after he admitted he supplied a fentanyl-laced m 30 pills that caused the overdose death of a 14 year-old girl. >> prosecutors say 22 year-old alejandro urias pleaded guilty to a federal fentanyl distribution charge last summer. according to his plea agreement, a furious admitted that he sold to light blue counterfeit m 30 pills to a teenage girl near concord. high school. the teen then gave one of the pills to the 14 year-old who died of an overdose. antioch police are investigating a hit and run that left a man in critical condition. police say the crash happened just before one this morning at the intersection of deer valley road. and rocky point drive. they're asking neighbors to check their surveillance cameras between 12:30am, and 12:50am, and call police if they have something. >> suspicious and the south bay san jose police arrested 2 men for allegedly possessing firearms and narcotics. police say they conducted a traffic stop about 6.45 last night in the area of hearne avenue and victoria drive. they found 2 ghost handguns and a number of small bags of suspected narcotics, including fentanyl, cocaine and other prescription drugs. investigators say the 2 men were staying at a hotel and that's where police say they found more narcotics and money. the 2 men are behind bars tonight on the peninsula. schools san mateo county are getting marchand tool kits. the goal is to help prevent on campus overdoses. those tool kits will be on campus in case any saying overdosing from opioids like fentanyl, narcan can block the opioid receptors in the body which could reverse an overdose. fentanyl overdoses have exploded across the country. in fact, it is now being called an epidemic. >> coming up next tonight on kron 4 news today. we're speaking with oakland police chief armstrong as he fights to remain in the city's top cop after he was put on administrative leave. the confidential report obtained by kron 4 details findings that are focused on officer misconduct investigations. >> and how oakland's police chief long armstrong handled, though we are learning some of the findings were, quote, unfounded and not sustained, unquote. the chief is currently on administrative leave while the investigation is ongoing today. kron four's haaziq discuss the findings in that report in a one-on-one interview with chief armstrong. >> we love being the the weapon discharged. the conclusion was on founded and not so state. so why are we even here clearly don't know here when. >> there's an that isn't unfounded and not sustained fighting, which means that they didn't fire. and yet it's to deter that i did anything. >> but then they took the liberty to try to contradict that in a credibility assessment. >> kron 4 obtained this confidential report. it is the work of a law hired by the federal monitor overseeing the oakland police department. the report covers how police chief leronne armstrong handle the internal affairs investigations into 2 incidents involving the same oakland police sergeant is discharged a weapon in an oakland police department elevator and a hit and run of a parked vehicle. i spoke to chief to get his perspective on the report's findings regarding the car accident. >> that was the findings were sustained. do you agree with that characterization of you not be a credible. >> well, i don't agree with that characterization. i completely was for coming and told that used in my investigation, their interviews that were conducted were my statement in school where it was recorded on these recordings that you say you have are, are they part of the record and is this something that the mayor's office city hall, city administrators? >> and the police commission is as everybody had access to that. >> everybody has access to this information. it's a part of the confidential reports that's important is that people don't just >> read report and believe everything in the report is accurate that people take the time to review all of the evidence. in this case. chief, i'm says in addition to his job being on the line, his personal credibility is also at stake here. but we clearly know there are people who stand to benefit from smear my name or smeared the reputation of the department of myself. and so i understand, but it's really troubling that somebody would those temperatures dipping down to about the mid 30's in some of the valley's especially cold in the north bay tomorrow, increasing clouds throughout the day leading to a chance of showers in the afternoon. starting out the north bay then spreading southward and chance of showers lingering into saturday morning, especially and then that cool air kind of sticking around through sunday. you see right here. look at that spin off the coastline. that area of low pressure going to make its way right into the bay area seeing overnight as we see the clouds roll in by tomorrow morning. but staying dry and then by the afternoon tomorrow the rain starts to roll into the bay area. not a big storm coming on through but enough to make things wet in the commute right home. yeah. little damp out there on the roadways. then you get that area of low pressure. that kind of rotates in. you see it, bringing the moisture, maybe even some isolated thunderstorms as that rolls on by. and you can see some of the snow over a parts of the south bay as we head towards sur cold air likely to roll in at least for the first part of the weekend. those temperatures moderating a little bit as far as rainfall if you get a 10th of an inch of rain out of this, you're pretty lucky. these models are pretty bullish and me not to end up being that much rain. but if it does, of course, adding to some pretty impressive totals already, in fact, some places we don't need another drop and we're going to be above normal for the remainder of the season. alright, temperatures outside for tomorrow. 50's and 60's a north bay man who says he caught legionnaires disease from a high-end hotel and napa has now filed a lawsuit. he talked with kron four's justine waltman about his near-death experience with the disease and why he's taking this legal action. now. >> near death experience for jason gross heart. he says a night out on the 4th of july 2022. in downtown napa. let him to catch legionnaires disease getting so sick. the 51 year-old father from calistoga spent 2 weeks in the hospital intubated and on a ventilator in a coma. it was probably the worst experience ever had. of course, legionnaires is a bacterial pneumonia that spreads in the air. the napa county health department found the source of legion air in the area that summer to contaminated water vapor from a decorative found and a cooling tower on the roof of embassy suites, napa valley, which is owned by hilton and located on california boulevard. it is about one mile away from downtown gross art has now filed a complaint against the hotel and several others for negligence. we have evidence that my client contracted legionnaires disease from the legionella bacteria that was growing and spreading in the water at the embassy suites, napa valley hotel, his attorney, victoria, are soft alleges the hotel's water was at nearly. >> 30 times, the acceptable level of bacteria. she says her client would never have gotten so sick if the water had been tested and treated correctly. how many other people out there ended up sick and in the hospital and have no idea why they got so sick. at least 12 people in the area got sick and one person died from the outbreak. the county did not link any of them do have visited the hotel. as for gross art, he is better now but wants to make sure the hotel is held accountable and no one else goes through this. if you think about it when you're the cause of i it does kind of make you appreciate life a little bit more. >> you know, i just looked out. i was, you know. i've got i the break. in national news tonight, a law restricting where drag shows can take place passed the tennessee state senate today. >> the bill does not say the actual words drag shows, but it expands the definition of adult cabaret in tennessee's law to include adult oriented performances at her home full to minors. adult cabaret would be banned from taking place on public property or anywhere where children might be present. >> southwest airlines chief operating officer said today the company is trying to improve performance after its travel meltdown around the christmas and new year's holidays. andrew watterson told a senate committee the airline will do a software upgrade that suggests how to reassign crews to flight after disruptions. southwest is also increase the ratio of employees to planes and waterson issued an apology. southwest canceled almost 17,000 flights over a 10 day period stranding more than 2 million passengers. the breakdown cost the airline more than a billion possible for someone like me. a native san franciscan raised by her grandmother in the city's western addition neighborhood. >> london breed is no stranger to san francisco and its challenges growing up going to so many funerals of people that i was just hanging out with him or we were just at this event together. people all around me were suffering, especially with gun violence and drugs and poverty. >> and i just thought why me, why us? >> why she would learn to turn those questions into action seeking out ways to help her community. she started out small working several odd jobs as she grew up. i babysat i clean houses. i did did. >> things that make a little bit of money run errands for all the older ladies in the projects, then it 14 breed is one of the lucky ones to get a spot in. mayor willie brown's youth employment and training program. >> where she learned even one or 2 small actions could create big changes. there was a stoplight location in my neighborhood where there was just, you know, traffic would fly through, you know, we would take our life in our hands every time we cross the street and to make >> something happening like that as an intern to put a stop light in this intersection that was amazing to get a sidewalk that would everyone would trip over fall over to get that fixed. as like there's a lot of power. you can actually get some things done. she would go on to work at the african american art and culture complex spending her days, uplifting the youth, some of whom now work in her office. >> as the city's 45th mayor breed says her drive for public service comes from her own past of growing up in public a lot of why decided to do it is why not me? >> why not someone who's lived through really challenging times who could help make or shape the kinds of policies that will hopefully lead to some lasting change. you feel you're on that path. i feel like we're on that path. but i got to tell you, it is hard every single day to just move the needle a little bit. >> she says she's prepared for criticism, making sure her health and well-being is top of mind. i can walk and chew gum at the same time. i take a lot of personal pride. >> in showing up and being there. but i also think it is important to have a balance and to make sure that you don't get so consumed by the job that you don't take a moment to step away because i think it makes you better read remains proud of her tenure so far, specifically her response to covid-19 were able to get rid of the city bureaucracy in process and get down to doing what the people
