there. we've seen some rain rates over an inch and a half an hour. so that's where worried about some flash flooding as the storm system comes by. and it's got a long way to go tonight. and of course, those winds and the danger for some of those winds going to be an issue. in fact, these are some of the storm reports around the bay area this evening. we've some trees, numerous trees coming down along the coastline in pacifica. we just had this storm report not too long ago. a large tree fell on a motorist there. they had a gust of 44 miles per hour in that system and we're seeing many wind reports around the bay area with trees down that one in saratoga in the north bay, gusty winds continuing their san jeronimo power lines down. it's just been a mask and it's only going to get worse here the next couple of hours as those rains and those winds will intensify all around the bay area. see that band moving on shore right now. but there's plenty more sitting off the coastline to. but now this is slamming on shore, bringing that heavy rainfall and the potential for some flooding out there. there's a long way to go as this is tapped into some tropical moisture. just that nice. that's this is the water vapor image. you can see all that moisture coming from the hawaiian islands really just feeding the storm system and announced put itself together a little cold air behind it. really just the perfect recipe for a massive storm. so here we sit tonight, the storm system now coming on shore, heavy rain flooding going to be a likelihood scattered around the bay area. almost too much to count. you're going to see some mudslides are going to see some flash flooding and we're watching for the major rivers now and thinking that they actually may move over their banks, a place like guerneville. right now. we've got a flood watch for the entire bay area. but now we're looking at the potential for more flooding. aerial flood watch has been issued now for the bay area tpand a flood warning now in much of the north and the east bay in the san francisco, even expecting more heavy rainfall. you're seeing some ponding out there on the roads and all of the areas and the rivers. the streams will continue to rise and there's going to be issues overnight tonight is that heavy rain comes through. time now for you tonight. you see the storm system sliding by. it's going to continue 6 o'clock or so heavy rainfall moving a little further east and south and then you get these bans that are moving on shore, likely going to see some thunderstorms embedded in some of these bands. heavy rainfall, gusty winds, more damage throughout the night. we're going to be tracking it right here all night long from for a lot going on. express is here. i will happening now. several evacuation warnings have been issued because of >> what happened saturday. and now this story on the east bay, the sea cliff neighborhood. it point richmond has been evacuated due to the threat of a landslide. there. our friends, rob nesbitt is there for us. rob, it's it looks like the winds are whipping up. it's sttrting to get dark. and i hear rain drops. that's right. vicki and grant the last time that i came to live at 04:00pm. i didn't even need. >> barely a raincoat. there was nothing happening. but that as the cyclones being brings different patterns, it's really coming down now behind me in the sea cliff neighborhood. that's the hill that they're concerned about. they were 15 homes that had to be evacuated in this neighborhood. people left their homes last night because concern for the potential for a landslide. that was because of the rain that happened last weekend as this rain moves through. it's going to be even more of a concern. all season video of crews working on thise hillside earlier today. they were putting down tarps to try to keep it dry to prevent more rain from causing damage as those crews did their work. there were different residents that work in the area see seen what was happening. i talked with them about their evacuations. they said right around 09:00pm last night that they noticed there were more flashing lights outside their window. police and fire crews doing an evaluation and then right around midnight, those residents were told that they had to leave their home. mayor tom telling me that 15 homes had to evacuate the did not have a choice. i spoke with 2 people. i'm mary lou clark and lance ellen burling about the evacuations. they talked with me right after they were allowed back in their home to grab some of their belongings. here's what they had to say. >> so city richmond has been really pro at this whole about 9 o'clock last night. yeah, police came around told us that the flashing lights part of the evaluation situation at about police officer a fireman came by and said the city is encouraging you to build back away. >> encouraged to leave and told that they had to leave. now, police are still little set up on the street here behind me there, of course, not allowing people to go down. they're concerned potential for a landslide in a lot of residents are wondering when they'll be allowed back in their homes. the mayor told me the 2 for those folks to keep an eye on the city website but doesn't expect they'll be allowed to for the next few days as more rain comes the rest of the week. vicki and grant. rob. yeah, the weather has certainly shifted. we're just seeing that across the san pablo sort of from you, right? right across the bay from richmond a little bit west of nevado near nicasio reservoir. there is just a wind gust of 85 miles an hour or so. this thing has come on land quickly. do you feel like the wind is more intense or the rain is more intense or it's all just a mess. >> it's yes to both grant. it is a mess and this neighborhood is popular because they have a really view of the bay. so that area where you said there was high wind gusts are happening. you get a clear view of it and you can really see from this vantage the bay and you can see kind of the waves in the water. breaking again, some of the rocks at the lower part of this neighborhood that tells you the wind is picking up. and at one point people were allowed to go up the hill after they put the tarps down. they're not allowing folks to do that. now. the public not allowed back up, but there were 2 people that i saw that had to hold hands to steady themselves because when you get towards the top of the cliff, you can really experience how strong those winds are. of course, you can tell the rain is picking up here to grant vicki. all yeah, listen, i glance like nothing to mess around with okay. there goes there goes your umbrella. all right, rob nesbitt reporting live for us from a very windy richmond. thank you, rob. we'll check back with you. >> yeah, where rob was, you know, they're encouraging people to leave their homes. but officials have issued a mandatory evacuation order for some communities down near the santa cruz mountains. this is a map showing the affected areas. the portion of the map highlighted in read as we zoom in, there is where folks are being told they should leave immediately. and this is the area of white house canyon road and daffodil lane officials say heavy rain could washed out roadways and that area. >> and in san jose, a mudslide has closed down part of sierra road that's near this year. this to open space reserve. our kron four's gayle ong. she's live for us at the scene there. gayle, what's it look like now? >> well, vicki, the situation is under control. at one point closed to the public. now, chris just opened in the last hour or so so that my flight is actually in the top of the hill about 7 miles north of where i am standing on sierra road, a very rural area. when you drive up. but we did see some debris on the roads just too narrow, winding roads heading up to the hills. by the time we arrived, crews had cleaned up the mess and and this video, you can see the portion of that saturated you know, one of many concerns from the storm. so again, a rural neighborhood so didn't look like it was an area where there would be major earlier. i did see crews doing mitigation, land mitigation work. so that's why they had several road closures. as drive up that a seven-mile stretch. so right the weather has shifted. when i last saw you guys bill has 15 minutes or so. so it was quiet then now you can rain to start to come down and the winds are starting to pick up. but at the situation of that mudslide has cleared and we're hoping that there's not any more messages from the storm reporting live from san jose gayle ong kron. 4 news. yeah, gayle, we're actually seeing report said that in santa clara county, there are numerous road closures that were starting te count them now. but quite a few. >> all right. thank you, gayle, on reporting live for us from san jose. right now, there's a lot of concern over rising creek levels across the bay area. kron four's terisa stasio joins us live tonight. >> from senate with a look at things. they're good evening to recent. >> as you can see by my brother, we've been having some wind gusts said are pretty wicked into the area. let's take a look over here. you can see the creek behind me. we're in downtown san anselmo and this creek is really getting ferocious out here. just like the winds, how we've been watching it rise. has swallowed up some stairs that were down below. so i you know, it's really very difficult for me to to to mention as far as exactly how far it's risen. but we are certainly seeing an increase in the creek. we're also saying here in downtown san anselmo, a lot of businesses put up sandbags as well as barriers because there is a concern because i'm times pass where the creek has come up over its banks and flooded downtown san anselmo. there was catastrophic, catastrophic storm a while back ago and many of the businesses were damaged, unhurt and shut down for quite some time. so businesses have been proactive putting in those sandbags in those barriers. >> and making sure just trying to take some preventative measures back here live. you can take a look at the city. officials have put in town. officials have put in these notes next to the pedestrian bridge that is now close as saying, do not come down in the area. this is a very dangerous area. do not go in the water. do not go under need and the pedestrian bridge. and again, we've been watching these wind gusts and trees behind us and then swaying back and forth. we've talking about how there been a lot of downed trees in this area. but you can see over in the distance at the rain is really coming in fast. when we first got to this area a couple hours ago, it was just light showers. but boy, that band of the storm is really coming in here and really dumping a lot of rain reporting live here in san anselmo. i'm theresa stasi. back to you guys. >> yeah, boy to reset umbrella was was going for a while. a hearing that a tree came down on a preschool in san anselmo. have you heard anything about that? >> i went to its just down the way here. and it's that the co-op that co-op he's been here for 60 years in san anselmo. i talked with the president and she told me that on monday, a part of oak tree that was near the back yard came crashing down right into the roof of the san anselmo co-op nursery school and it's caused a lot of damage that town of san anselmo had to read tag it. so it's been condemned. and 33 families rely on that day care and it is shut down for quite some time. we're going to continue to follow that story and send some posts. and they say that they're going to look into a gofundme account. but right now they're just kind of scrambling because they've got a lot of kids and a lot of families that rely on that preschool and that daycare. so really a very sad sight to see. we posted some video on kron 4 dot com to share with everyone. our hearts go out to those families affected as well as the president. the director that i spoke with earlier because it's very sweet school grant. >> yeah, hopefully they get some money and welcome back to our breaking news coverage of this atmospheric river that is just careening across the bay area as we speak. this is a live look at stormtracker 4 radar where it is pouring and the winds are gusting. yeah, we're getting pummeled by this thing. prime for chief meteorologist lawrence karnow joining us now with a look at what more we can expect. yeah, a lot of folks woke up this morning. they said, hey, there's not much rain out there, but really we're waiting for the main event to come in the afternoon. but >> the rain really piling up out there. now. we are watching very heavy rainfall moving across the bay area. so a flood warnings up for much of the bay area, even into san francisco where you don't you see that usually see that. but we're seeing so much runoff from that rain that is causing a possibility of some flash flooding issues there. also in the north bay continuing in the east bay, too. but all around the bay area, flood watches are in effect and watching the rivers very closely. the russian river specially expecting some into crest right around. 32.9 feet happening after midnight tonight. so, yeah, it's going to get close, maybe rising just a little bit above flood stage. the good news is the forecast of pull back slightly on the amount of expected flooding there. also the russian river hopple and expecting rises there, too. and that will cause some issues with the possibility of some flooding there as well. and they're going to see like a secondary rise from this storm system that may be another one over the weekend, too. and that's the concern. if you're seeing these storm systems line up one after the other. now and that's going to cause a big issue. all right, all around the bay area. we've got some breaking news right now. send it back to the news crew at the desk. all right, lawrence. yeah. happening now, san francisco mayor london providing updates now on san francisco. storm response being is that it is now becoming because as you can see for those of you. >> who are out in the weather and maybe looking outside your windows. the storm that we had talked about is actually here. and i just want to take this opportunity to let people know that 9-1-1, needs to be used as a tool for emergency situations involving life or death. only we're being inundated with a number of 9-1-1, calls and they don't all necessarily fit into that category. san francisco has been upgraded to a flood warning, which means floods are inevitable. the biggest issue for us in terms of addressing challenges around floods, which we've been doing all day, cleaning out storm drains and other issue is making sure that people are not caught in these various floods and other areas in a situation that requires rescue. we want to keep the public safe. we're here to do whatever we need to do. but we need to make sure that everyone is looking at their various situations in determining whether or not something is a life or death versus something that you can call 3, 1, 1, to ask a question, for example, if there's a flood outside and you think that the storm drain needs to be an clogged or you need someone to get to it. please call 3, 1, 1, we have a team of people who are triage ing all of the various challenges that exist all throughout our city in order to address them as quickly as possible. we're want to remind people that at this if at all possible we want people to stay indoors. we want them to stay home because we want to start to reduce the number of people who are out in traffic as the wind gusts pick up anywhere between 50 and 70 miles per hour. we can anticipate that trees will be falling. power outages will occur. floods will happen in this city and we want to do everything we can to minimize the amount of time that our emergency personnel is spending on life-threatening types of situations. so a number of things going on and it's it seems like it's been a bit of a a quiet day today with some consistent rains. but now we see the rainfall is coming down. it's coming down hard and it's not letting up anytime soon. we can expect a, you know, mudslides and a number of other issues. and so we're asking people to just really use the 3, 1, one line for non-emergency non life-threatening issues and 9-1-1, when there is a life-threatening scenario. but along with a number of the city department's who've been helping too manage this crisis throughout the day, including our public utilities commission director dennis herrera, as well as the department public works. director carla short and a number of other folks that are joining us here we will have an update now from the director of this emergency operation center who is in charge of of all of the coordination necessary to ensure that we deal with the challenges around safety due to this right now, let me introduce mary ellen carroll. >> thank you, mayor. so it has been a quiet day. we were all green, meaning everything was fine until about an hour ago, the storm we've been waiting for is here we've i would say since before an hour ago about a half inch of rain throughout the day. however, that number is going to go up significantly over the next few hours. we have been able to maintain our overall response throughout the day. we have had some localized flooding, downed trees, a few mudslides and sinkholes. and we've been responding to those this see here is will remain active for the duration of the storm will be here over the night and will be monitoring and responding as needed. as the mayor indicated, the most important thing people can do is to keep themselves out of harm's way, which means to the extent possible, please do not travel or go outside we advise that include staying off the roads. if you have to be out and you encounter a flooded area, please do not drive through it. and please, obviously, if there are any downed power lines, you need to avoid those we want also people to prepare for the likelihood of power outages with all of this wind with all of this inundation ter underground and with trees going down, we expect we will have power outages. some simple things you can do to just keep yourself safe and more comfortable is obviously keep a flashlight with extra flat fresh batteries, water in your freezer. if you have it and check on your neighbors, friends and family who may need assistance. i also just want to say we have we're monitoring 9-1-1, from here at the operations center. 9-1-1, is extremely busy right now. so we please we again, ask the public for storm related issues that are not life safety. please use 3, 1, 1, that is the fastest way for us to get that information. and dispatcher response just to the effects of storms. all right. we're going to through the bay area as we speak. we just learned there is a big power outage issue in the daly city como brought more area of the peninsula where more than 22,000 customers are without power as we speak, as we see stormtracker 4 radar here showing us how that big powerful storm is sweeping through the bay. >> and as the evening wears on, we're likely to see more of those power outages to be sure. sonoma county meantime, has opened its emergency operation center in response to the storm and all the potential flooding forces. the joins us now live from santa rosa with more on the efforts there. good zeke. >> yeah, preparations for the storm has been on multiple levels for community members and firefighters here at station 10 in santa rosa. the location of several devastating wildfires in recent years. >> yeah, this is a community that has actually been to last 2017. we've asked our to me time and time again to be prepared for wildfires. have a go bag ready, be prepared to evacuate, knowing your evacuation routes, your zones and that some of the same things are asking residents for a storm like this is with potential for flooding, potentials for concerns with the ground last fire burn scar? have your go bag ready. be prepared to evacuate if necessary having cell phones but again, trying to do everything you can to limit those driving driving around, especially during santa rosa. has it made you? >> kron 4 news. all right. thank z. >> and we're continuing our coverage of the storm as we take a look at the golden gate bridge live. look at what the situation is there. you can see that flag whipping in the wind maybe a little bit of a lull in these these loans can happen. lawrence wright is is you see this storm make its way through? yeah, really deceptive, isn't it? like, okay. nothing's i know there's there's so much more to go here tonight. so some parts of area looked in the san jose, not much in the way of rain yet, but it's coming. so here we go. we've got the power outage happening around the bay area. now we've seen those winds whipping out there as well. and that's weather service reporting that gust 85 miles an hour now over the mountain tops. we're seeing some consistent gusts over 70 now. but it is dumping out there on the golden gate bridge all around the bay area looking for likelihood of some flooding out there. it's all but certain now. but the winds, they may be the most dangerous part of the storm system sustain 20 to 40 miles an hour gusting at least a 60 and above, especially across some of the mountain peaks. in fact, it's been howling around the bay area today. those strong gusty winds picking up in the afternoon. and then we started to see some 50 mile an hour gusts along the coastline. the more those gusts begin to move in, especially in places like the coastal areas over the coastal range as those winds getting very heavy outside tonight, it
