Lets turn now to the big story that were following in stockton, stockton, police have put out a video this week of who theyre calling a person of interest in the serial killings that have happened there. You know, once the People Living in the community the People Living in the community took the video and once they saw the video, they actually started keeping an eye out for the suspect and taking extra measures to stay safe. Weve got zach boetto with more on that. When cameras dont catch criminals in the act and dont get a look at their faces. There are minute details that catch the eye which people used to identify clues, the decoration, the this game here. And i mean, just the combination, obviously, its this when marjorie buckingham saw the video from the Stockton Police department asking for the publics help to identify a person of interest. She knew exactly where it was and now shes keeping a close eye out. Now we see somebody that youve been. Kind of looks that shave of the person. Were always looking to see if the gate matches. The person of interest is wanted in connection with 7 shootings. 6 being fatal that Authorities Say are connected. 5 of those fatal shootings took place in stockton within 4 miles of each other between july and september of this year. The Pacific Point apartments right here are just feet away from where one victim was shot and killed over here in the 4400 block of manchester avenue. Its just kind of makes you wonder, does he live here in this complex . Its really scary. The Stockton Police Department Says the person of interest has been tracked and multiple crime scenes, but they havent identified if theyre a witness with the person responsible for the 6 killings. However, they have said all 7 shootings are connected by ballistic evidence. And Richard Vasquez used to work with the bureau of alcohol, tobacco and firearms, the atf, he says, well, bullets can give you a lot of information about guns finding who is responsible for firing that gun can be difficult. They can tell the manufacturer and the model of certain firearms really helps Law Enforcement. But mike chasing down the firearm, that is such a but they would have to have lock as Law Enforcement works day and night to find this possible serial killer. For now. Stockton residents, especially in Pacific Point, are taking extra measures to stay safe and out of harms way. Well, that was what reporting. Stockton. Police say they have a helicopter patrolling at night, an extra patrol cars out in the overnight and Early Morning hours as well, hoping. But that will offer at least some extra safety for the people live there. The suspect in the kidnapping and murders of 4 family members in merced said county is now in jail. Jesus sell was in the hospital since tuesday after he tried to kill himself. Hes charged with 4 counts of murder and 4 counts of kidnapping. The Merced County sheriff says salgado worked at one of that familys companies. And so that is the connection. Investigators also say the 48 yearold has a criminal background, including Home Invasion and all of the details of that Home Invasion. We dont know yet. Meantime, though, the Merced County sheriff says this is a very disturbing case to investigate. Im in anguish for the families of victims, families on this. Theyre going to have a life long suffering from this undersheriff gibson. And i spent well over an hour with the family this morning and the grief and the sadness and the and the anguish that they were feeling. It breaks my heart. And at times i wanted to cry myself. Well, as more details come out about the kidnapping and the death of that Family Community members are coming together to grieve. Candlelight vigils will be held for the next 2 days are said to honor the lives of that family. Katherine phillips was at one of those held last night and has the story. They say 2 times actually approached him in the area of allston way and jefferson avenue. 30 minutes later, police say walker pushed a 13 yearold girl walking in the area. Saberi allston way and mckinley avenue. Ran home. They ran away. They ran in, pulled their parents who called and notified the police department. And thats what we asked you to do in any of these types of situations. Walker is also accused of approaching 2 other children in september. None of the kids physically hurt or kidnapped. With midterm elections fast approaching, the fbi is warning about possible election interference. We spoke with a security agent about foreign influence and disinformation campaigns. A confident statement from the San Francisco office of Cyber Security on the upcoming midterm elections. The fbi has election crime coordinators who work to protect the sanctity of our elections. Theres no credible cyber threats, no credible Cyber Attacks that were seeing right now. Nothing that isnt out of the ordinary. However, we are anticipating that Foreign Countries and i want to highlight 3 of them. Russia, china and iran. Their governments may be trying to sow disinformation to interfere with our elections. The number one place that will happen, social media platforms where the disruptors will try to discredit the American Democratic process. Agents without accounts that spread false or inconsistent information and share that intelligence with the social media platforms, those companies then decide how to handle the fake content. We provide them with information. Ministry is attached, they can develop algorithms. They can use their detection methods to find like the russian trolls are the chinese trolls and then what they typically do is they take down the accounts and they take down the misinformation. The fbi wants voters to check where their news is coming from. Make sure its from a credible source. And report anything they see suspicious either online or at the voting polls in the newsroom. Its 5, 18 and in national news, marijuana advocates are happy by a new move from President Biden. Yeah, hes saying hes pardoning anyone convicted of possessing marijuana. And according to the white house, this pardon will impact thousands of people, although its not a decriminalization of marijuana. It is a significant drug policy step. No one should be in jail just for using or possessing marijuana. President biden says thats the driving force behind his decision to pardon people convicted of simple possession of marijuana under federal law. The white house says right now no one is in federal prison just for simple possession charge. But they say the president s actions can help thousands of people overcome other obstacles. Criminal records for Marijuana Possession. Have led needless barriers to employment, housing, education opportunities. The pardon doesnt apply to people convicted of selling or producing the drug. And it also doesnt cover state possession charges. Although President Biden is calling on governors to make similar partins in their states. Hes also asking the attorney general to review how marijuana is scheduled under federal law. Right now. Its classified as schedule one the same as heroin, lsd and more serious than fentanyl makes no sense. He stopped short of calling for the complete decriminalization of marijuana. Thats Something Congress would have to do. Senate leader Chuck Schumer did applaud the president s move as, quote, a huge step forward and said lawmakers would keep working on drug policy reform while others like republican senator tom cotton criticized departments calling them a desperate attempt to distract from failed leadership. But for years now, President Biden has been apologizing for his role in passing stricter drug laws in the 90s. And this step emphasizes his shift on the issue. Too many lives have been upended because of our failed approach to marijuana. Its time that we right these wrongs. And the president noted that people of color are arrested and convicted for marijuana charges at a disproportionately higher rate. Musk struck a deal back in april. You may remember to buy twitter for 44 billion dollars then tried to cancel it. Now he wants to go through with the deal. But twitter still not happy. Hes agreed to the price. So theres a lot of question marks as to well, then why isnt this just getting done . And its not at all clear unless some more back channel things that are happening, which is probably the case. Well, a judge ruled yesterday that musk has until the end of the month, october 28th to complete this deal or he will have to go to trial next month. Oakland Police Officers greeted students back at bay tech on yesterday and Rosedale High School reopened its doors as well. It was just last week when 2 shooters were captured on Surveillance Video firing 30 rounds on the kings estate campus. A spokesperson for the district says there have been upgrades so that the students are safe. A new cameras perhaps going in some locations where we didnt have full coverage may be upgrading some we are upgrading the radio system that that staff there used to communicate with each other. Whether, you know, its just normal communications running else. We are upgrading the lobby area and the reception desk to make that more welcoming and make it more for more protective. The School District says regular instruction has not resumed instead there right now, focus just on love and healing. Well, in the north bay rohnert park officers are looking for the drivers of 2 vehicles who hit 2 children in separate incidents and kept going. The first incident was reported wednesday morning when a driver hit a child who was on a bike crossing snyder lane at the Copeland Creek trail. Crossing the second incident came just 25 minutes later. It was also on snyder land. They say that vehicle hit another child on a bike while pulling out of a parking lot at lawrence jones, middle School Officials say both of the children suffered minor injuries. 39 of workers have returned to the office in San Francisco. From forays your local election headquarters in one measure that San Francisco voters will see on the ballot aims to look deeper into how the city addresses homelessness. Yeah, its a crisis and proposition c would create a homelessness Oversight Commission. Weve got problems. Grant lotus with a closer look. The Oversight Commission would oversee San Franciscos department of homelessness and supportive housing. Its duties would include reviewing and approving the departments budget setting goals for the department as well as Public Education and outreach. The commission would have 7 members for appointed by the mayor, 3 appointed by the board of supervisors. The mayors appointees would have to be approved by the supervisors and at least one c would have to be filled by someone who has experienced homelessness. One person with experience in advocating are providing services for unhoused people. One person with experience in Mental Health or Substance Abuse treatment and one person with experience in a merchants Small Business or neighborhood association. The board of supervisors appointees would need to meet similar qualifications. Proposition c would also require the city controller to conduct audits of homeless services. Those grant lotus reporting the measure requires 51 of voter approval to past prop c is supported by the citys board of supervisors. And just months after the Supreme Court overruled roe v wade, californians will soon have the chance to vote on a ballot measure that would and shrine abortion rights in our state constitution. Vote no on proposition one. Thank you. Heres what it was like outside the State Capitol yesterday where the no on prop one Campaign Held a rally urging california to reject the measure. Those who were there say the measure will do more than just in trying to bore shun and contraception rights in california. They argue the current state law allowing abortion up to 24 weeks could see an expansion up to any point if the pregnancy measure passes. Proposition one is the extreme. It is expensive and it is unnecessary. And that is why today you saw our diverse and Broad Coalition coming together. We may not see eye to eye on a lot of things, but we all agree that proposition one is too extreme. Actually, the numbers bear out that more people are in favor of abortion rights and backers of prop one. They disagree about what she said. These rights in the state constitution that makes it much stronger. That ensures that regardless of the political winds are political shifts in california.
