stay inside their homes for several hours and then the warning was lifted. there's been no injuries or health issues that have been reported after that power outage. pacific gas and electric says it does not know why the power went out. this as pacific gas and electric is responsible for the backup generator at the refinery which did not work. the bay area air quality district said it's been
