francisco woman is recovering after being beaten on the head near dolores park. kron four's rob nesbitt spoke to the woman's husband who says she could actually end up with permanent eye damage. as i was crossing the intersection near dolores park sunday. i noticed a woman yelling at the 2 victims saying you did this. you did this over and over again. but i didn't realize what happened moments before and how serious the injuries were. >> what started as a walk to watch the super bowl for mateo and his wife ended with her spending sunday night in the emergency room, orbital fracture, fraction of the i. >> she couldn't see. you know, there's still a possibility that she could experience double vision. you know, she may have to have a eye surgery, but wife doesn't want to release her name and was choosing to only use his first name because of what the couple encountered here at the intersection of 18th and dolores in san francisco. they say 2 young women riding tandem on a lime scooter rode up behind the couple on the sidewalk. >> clifton crashed right into us and we it was completely out of the blue and it was like. >> sure. and utter shock says the driver then got off the scooter and started to punch him in the head. when his wife yells for the punching to stop. the other woman on the scooters starts to throw fisette her so badly that there was. >> profuse bleeding all over the sidewalk. she was screaming for help. and i was being pinned. by some bystander, guy who came in and % didn't know what happened and the same because i was a male. maybe that i was the aggressor. the assault lasted a total of 36 seconds and was recorded. start to finish by mission high school security cameras. >> kron 4 obtained the footage but the san francisco police department has advised us not to show it. but hale and his wife have lived in san francisco for 15 years and say this is the second time they've experienced an assault in public. >> the first time on a muni bus 2 weeks ago when the tail was with his 6 month-old son and over the last 24 hours. >> we've been having serious discussions >> about. >> that means needing to relocate purely because of safety reasons. >> mateo says that an investigator with the san francisco police department was assigned to the case tuesday, but he questions how effective that will be to find the 2 women responsible reporting the newsroom. i'm rob nesbitt kron. 4 news. well, there's a new state bill in aims to increase pay from $15 a day too. >> $100 per day. now the bill is modeled after a san francisco pilot program aimed at trying to increase the number of jurors of color. >> nobody should not be allowed to serve in return because they don't have enough money because their job does not allow it because somehow there's a personal circumstance. >> well, result from the pilot program showed an increase in racial and economic diversity on juries. rival fast. we workers urging support for a bill requiring employers to pay for food safety training because before california restaurant workers can work, they must first complete food safety training courses and receive an official certificate of completion. that's a requirement they must taken part every 3 years. the cost of about $15 to the employee. state law requires a worker to pay for that training. but a new bill would change that. so instead it would require employers to do so and compensate workers for the time it took to complete that training. okay. well, we're talking about health care workers now. so outside the state capitol wednesday, hoping to get lawmakers to pass a bill that would actually increase the minimum wage for state health care workers. the $25 an hour. supporters say it would apply to most employees from nurses to medical assistance to janitors and also contracted workers such as security guards. well, in a state of the california hospital association expressed concern about what that bill might mean for medical care facilities, saying it would threaten hospitals ability to care for patients to base nor can could soon be available as an over-the-counter drug at your local pharmacy. an fda advisory panel has voted in favor to recommend its approval. but some officials are concerned over the drugs instructions in packaging, which is costs of confusion of people just trying to use it. the manufacturer says it's going to revise the packaging and labeling. the fda said it's going make a final decision on the drug in the coming weeks. currently the anti opioid over those drugs currently available only by prescription. well in the east bay community members are calling for the alameda county district attorney pamela price to be recalled. families of victims killed in oakland say the da is not listening to should be recalled for being way too soft on crime. this comes after critics say the da's office announced a lenient plea deal for the law to lockwood. he was accused of killing 3 people in but pleaded no contest to voluntary manslaughter. the personal use of a gun. the charges for allegedly killing the 2 others were dropped. prices defended her stance on violence and its effects on communities. lebron armstrong now joins a long list of oakland police chiefs who have only lasted a short time on the job. 1.3 different chiefs, each reside within 9 days. kron four's catherine heenan takes a look at the tumultuous time line over the past 14 years. take a look. >> late 2009 anthony batts joined oakland police department just a few months after 4 officers have been killed in a shootout. he quit abruptly in 2011 saying the job had changed, that he had limited control, but full accountability and it was proving tough to implement his vision for immediately afterwards. howard jordan, a career opd officer stepped in dealing with the scandal where opd officers were accused of having with an underage girl 2 years later, you said he needed to leave for medical reasons. then there was anthony to rubio. another longtime officer. he served as chief for 2 days in may of 2013 before handing the job off to sean went went lasted 3 years as chief from may of 2013 to june of 2016. he was known to work well with the federal monitor, charged with overseeing the department. his departure led to the most tumultuous period to date for the department for 9 days in june of 2016, the most important role at opd was a revolving door, went bad farrow paul figure or cycling in and out again, farrell because of an extramarital affair and figaro claiming he did not want scrutiny on his personal life. city administrator sabrina landreth took over for 6 months and then along nationwide search ended with and kirkpatrick being sworn in at the start of 2017, only to be fired after 3 years on the job following a vote by the oakland police commission. kirkpatrick later filed a lawsuit. she was awarded 1.5 million dollars in damages from the city after a jury found she had been wrongly terminated between 2020 2021, 2 more people temporarily took on the role as chief darren allison served as the department's acting chief for a month and then susan manheimer was named an interim chief for about a year. and then on february, 8th 2021, congratulations. armstrong kicked off his tenure as oakland's police chief until getting fired over his handling of police misconduct investigations. catherine heenan kron. 4 news. >> well, in the south bay got the santa clara county sheriff that is in hot water. that office after putting out a valentine's day tweet. the joked about locking people up the department has since deleted that tweet and apologized. kron four's justin campbell has that story. >> on valentine's day, a day meant for love. a tweet by the santa clara county sheriff's office joked about a free ride to jail it read, quote, didn't get a last minute gift for your significant other and have an outstanding warrant saying no more stop by our records division for a quick warning check and a free lift to the main jail. the audacity to think that that was a good thing to put out publicly. >> and now be a funny joke that woodland in santa clara county, ross jaya dav with the silicon valley debug a san jose community rights organization called out the sheriff's office over the tweet. he says the tweet, which has since been deleted was not an accident, but they had to come up. the idea they had to have people pose for a photo but to give them props come up with the language they thought was funny and this had to go through the chain of command. so this was an organizational mess up on their >> and i think it exposes why the culture of the department needs to change. i'm not just saying social media policy. jaya devi says it highlights a bigger problem within the sheriff's office. the county's new sheriff has been on the job for just 3 months after former sheriff laurie smith abruptly resigned in october. >> while on what's going on, whether traffic front very cold week, john, you know, it's the my favorite, you know, we can still get out and enjoy things as long as you have a jacket. absolutely. as long as you're ready for it, this is it can be good you deserve to be prepared for it. >> it is downright cold this morning. so it's all about the layers for ya. we're in for another mild afternoon ahead. so, you know, it's not going to be so bitter cold later on coit tower. still under those clear skies for now. but we do have an increase in cloud cover expected gradually through the day today. now, high pressure ridge still in place with us. we do have this week system is just going to be skirting right past the region. it's not going to be resulting in to the rainfall for us, but we are seeing an increase in cloud cover today. clouds pushing across the bay area, something that is a change from yesterday's crystal clear skies. now as we move our way into the weekend, things are going to clear out really nice for us and temperatures after such cold weather recently are going be on the increase a little bit more of a mild feel perfectly place for the weekend. just the opposite of that. the cold that we have this morning, north bay, widespread frost and freeze warnings. we are seeing that for the inland east bay as well as the south bay, too. now temperatures today will be similar to yesterday's. we're not going to be quite as clear, though, so that sunshine going to warm us up a little bit less. so just make sure those jackets are ready to go well into the afternoon. burlingame at 58 degrees, san carlos throughout view right at 60, some low 60's for the south bay to san jose and santa clara each at 61 while the east bay looking at upper 50's to low 60's for you and oakland and berkeley at 58 degrees. north bay temperatures mostly in the mid to upper 50's with fairfield at 57 santa rosa and each at 56 getting your lookahead temperatures will become more and more mild into the weekend in just in time for saturday and sunday. it's all about the sunshine and it's all about the mid 60's. so really nice weekend to look forward to enjoy all that sunshine because the tail end of next week is looking to see some switch changeups for us. some 50's returning and an opportunity for rainfall increasing wednesday thursday into friday of next week rain. all right, john, and perfect afro. there's so much more to the activists, the author of the educator, angela davis, now the oakland museum of california. they're hosting an exhibit of worldwide significant about davis. whatever your politics, her story is of an american won. it has deep roots in california, deep roots in the bay area. the exhibit strives to personalize her story of activism, which still resonates to this day. it's called sees the time kron four's. pam moore covered that exhibit. >> if serious about to being advocates of of freedom, we have to be willing to struggle. and i'm very happy that i've participated movements that done that. >> he's the tide a new level of understanding to the activism of davis. still bursting is the museum project lead? when you look at the content of this exhibition, you see that there are a lot of images of angela and we know her from her afro, her image as an icon. but i think we really want to peel back the layers on. >> who she is as a person and not just as an icon, a key to doing that is this 2019 museum interview with the davis museum felt hearing her perspective as she is now in her 70's gives visitors a deeper view of who she is, particularly as an important figure in oakland. angela lives here in oakland has lived here for a long time. this a reflection clinton is and i think we really wanted this exhibit 2. >> not only humanize angela davis, have visitors understand that they could continue to connect with the social justice issues that angela fights for. i was once on the fbi's 10 most wanted list. a. >> and ended up spending time and jails in new and marin county san jose. all of the the the existing powers that that the president of the u.s., the governor california, head of the fbi, they will all. >> of re against me. >> angela davis grew up in and activists family in jim crow, alabama. she grew politically in the turbulence of the 1960's, a member of the communist party in 1970, police said a sandra fell courtroom shooting was with guns registered to her. she went into hiding was later arrested that instigated a call for her freedom that exploded around the world. >> so 95% of this collection is yours. >> yes, lisbeth tellepsen has a 40 year friendship with davis and thousands of pieces chronically her life. author of the book by the same name. she is the exhibit archivist. among the highlights, the relationship between art and activism. this piece here from france >> illustrates that this was a global movement, you know, to free political prisoners in eye of the world was on the u.s.. the exhibit links davis's year. plus time in jail with informing her battle against mass incarceration and its connection to slavery. >> in 1972, ultimately an all-white jury in marin county find her not guilty on all counts could to black political activist get a fair trial in this country? >> angeles, one of the few wins. you know, we have to celebrate our victories. this is the kind of exhibit where you will want to come and spend some quality time. not just for was on the wall, but also for the scores of documents and articles and >> photographs that will make you want to linger and absorb and maybe even drum up some of your own memories. >> such as videos of the era, including the court case. a surprise discovery by bay area tv host and comic come out. alter it you it's dangerous and a speech re-enactment by oakland activists, cat brooks. >> she's an extraordinary role model. i think her life is extremely important. not only for what she's done, but what she continues to do and what she represents is a model for future activist. and i think it's our job to do. >> the word today that is not so much going to achieve the final goals that we might be imagining a. but that will keep >> those goals a life. >> well, the museum says there has been a tremendous response to seize the time so far. the exhibit runs until june 11 get a little bit of time. davis continues as a distinguished professor at uc santa cruz and now includes environmental activism. among the many issues at she's fighting to change. we have entire section on our web site
