weather forced caltrans shut down several lanes of a busy freeway and the rain. the wind, the storm affecting the bay area. i'm tracking it all. kron. 4 news at noon starts right now. >> from the bay station. you're watching kron. at noon. >> thanks for joining us here on kron. 4 news at noon. i'm noelle bellow. of course, you want to start you off with a check of that forecast. see what's happening across the bay. taking a live look outside this afternoon. we can see lots of wet roads there. meteorologist kyla grogan standing by with more on this forecast. kyla. >> hey there. yeah. so we are starting off with a little bit of a slack off in the rain right but we're going to see the wind pick up and it's all courtesy of this low pressure system that now you can see is just so squarely situated right there off the coast of california. so we have been seeing that rain being spun and this is a little bit the last 6 hours you can see have those heavy showers kind of rolled over the santa cruz mountains and it started to roll through the bay. but at this moment, we're looking a little bit better. rain wise, right? you can see the santa cruz mountains still a few of those heavier showers falling there, but not bad kind of lighter showers, little pockets in and around san leandro right now seeing some of those yellows and oranges, the north bay looking pretty good to see some of the heavier rain right now that is falling over in places like saint alina and john bill. but we're getting a little bit of a break from the rain from the heavier showers. however, what's going to happen next is the wind. so you can see where this system is so big that it is bringing rain all the way from the northern reaches of california right down to the mexican border. and that is tapping into that atmospheric river that we've been talking about and dragging some of that moisture in it is creating hazards on the roads right now. again, our rain is not looking too bad, but it is this. take a look at that flag. we'll see the wind pick up and just to show you, this is where we're at right now. but 23 miles per hour in san francisco. 24 in napa. but look what happens here when i hit the future wind forecast, you can see we're looking at, you know, upwards of 60 miles per hour coming our way as we wet to the afternoon. that's about 4 o'clock today. and it really continues right into the evening. and it doesn't really ramp down until we get into tomorrow. that's a 11:15am, there on your wednesday. so that is why we're under both a high wind warning and you can see parts of the peninsula at the coast and then into the santa cruz mountains and then a wind advisory and that goes through 9 o'clock tonight. again, gusts to 60 miles per hour here. and we're looking at gusts upwards of 60 miles per hour here. so when i come back in a bit, we're going to track this him into show you how much longer we're going to be in during all of this weather for now. send it back to the desk. kyla. thank you. people living in the south bay and santa cruz mountains are expected to >> bear the brunt of this latest storm. that's where we find kron four's charles clifford. he's joining us live from the summit of highway 17 with a look at conditions there. you can barely see really, too far behind that fog and rain. it's a pretty bad up there. not. >> yeah, it's raining it's been a pretty steady rain up here near the summit of highway 17 all morning. let up a little bit now. occasionally we get these this really heavy downpours. the winds start to kick up in the last half hour or so. just but not my hat off a minute ago. and as you can see, we've got a lot of foggy conditions out here. course, all of this moisture is making highway 17, very slick, very treacherous out there. there are a lot of steep hillsides along highway 17 that when it rains like this, you get rocks and debris down the roadway. 17 is open right now. both directions. but about half an hour ago, i saw a couple of caltrans trucks, trucks driving side by side here. they slowed all the traffic down to almost a stop just to the south of where i'm standing. so i think they may have been aleaning some debris. some rocks off the roadway. there have also seen a lot of highway patrol officers going back and forth and a couple of pg e trucks up here looking for any problems earlier this year. highway 17 was closed by a mudslide. we've seen snow where i'm standing right here a few times about 43 degrees right now. snow chance of snow today, but it is going to stay very wet, very slick. up here are expecting rain for the rest of the day. this kyla mentioned. and as i've noticed, the wind is really starting to kick up. so if you're between santa cruz, santa clara county over 17, try to slow down. keep in mind, the conditions are going to be very treacherous up here probably for the rest of the day. that's the very latest here along 17 charles clifford kron. 4 news now. hopefully no trees come down. as we know those winds can get pretty strong. and that's a big concern. >> as well. charles, thank you for that live report >> it was a mess in the east bay earlier this morning, some lanes on eastbound 5.80, closed down because of a crack in the roads as kron four's will tran shows us it was a problem for commuters. >> they are still working on the cracks on 5.80, eastbound just past north glen road. and you see the crews here is extremely muddy. the rain continues to come down. sometimes a little harder, then others, but they try to get this done. >> before the evening commute and you can see there's a big rig right there, bringing the more equipment. >> bart ney with caltrans to give us an update. what caused the cracks and when will the repairs be done? well, obviously, the frequent storms that we've had recently waterfall runoff of caused the cracks. what we've last year's about 250 feet, a retaining wall. so that's undermining the freeway. there's a significant crack on 5.80, in livermore. we've had to take 2 eastbound lanes. determined we're going to be able to get them back. but right now we're looking at is potentially. when that dries up. re striping the area so we can get at least one lane of capacity back. if we if that lane lets up tomorrow, we'll try and see if we can't get that striping in. but never lets up. we'll do that. we'll get one lane of capacity then for a temporary fix. our designers looking at maybe putting in some x-files here to sort of restore that retaining wall for a temporary fix, that we can get all the capacity back then ultimately there's going to be a rebuild that will have to design. so it looks like days, if not weeks until this is done. when you said when it dries, that'd the last thing i'm thinking about right now. well, the weather's been difficult to predict that this but it does look like we're going to get a window. we might be able to try for tomorrow. it just depends on what the weather does. ok? thank you so much. so it looks like you heard bar say tomorrow. that means is not going to be done in time for the evening commute. >> and that is the commute direction as you head towards tracy yesterday when it was not raining. we do know that traffic was backed up all the way through livermore, even into parts of pleasanton. it looks like it's going to be worse today. you heard him say it's going to be quite some time. hopefully one lane will be available. commuters will take that as opposed to only 2 lanes. now with 2 lanes already shut down. >> people living along el camino real in burlingame say they're on edge is today's storms moved through exactly a week ago, high winds toppled eucalyptus trees and the saturated soil, damaging homes and vehicles. they're worried the same thing could happen today. caltrans is still determining how many other trees along the road are say unsafe. so far, only one has been removed. several trees are marked with orange paint. caltrans did not confirm for us what they what the orange paint means or how many trees have been determined to be unsafe. >> it makes you really nervous to be quite honest. and i think that with the power of these storms that we've seen come through here. the the trees and and, you know, the instability of them have made people really nervous. so we're just hoping that this storm will not be as bad as the other ones and that everybody stay safe. >> caltrans says taking down any additional trees is a bureaucratic mess because they have to involve a bird strvey and a biologist in the decision on top of coordinating with pg n e and the city of burlingame. >> meanwhile, the oakland zoo closed once again due to the wet weather seems to be the new normal for the zoo is this is the second closing this month. >> due to rain. a major storm earlier this year created a massive sinkhole at the entrance of the zoo forcing it to shut down for several weeks. the zoo says it loses around $30,000 a day. every time a close. this, of course, is the zoo still tries to bounce back from financial losses caused during the pandemic. one thing the zoo says is despite the wet weather, the animals they're all doing just fine. >> don't staff animal keepers that staff working care of so the animals are going write but obviously so. but we would love to see the zoo opened for the people in combat last few weeks. we have some new york babies that were out of, know, even are where they are come out you know, see all the animals at the i honestly love seeing people as well. >> the oakland zoo ceo says serious backups there. the scene has since been cleared at this point. no word on what caused that fire. happening today, a rally in front of oakland city hall to demand the city council and its eviction moratorium. landlords say tenants are taking advantage of the moratorium by skipping out on rent without showing proof they're experiencing a covid-related financial hardship. they want the city to get rid of the moratorium, saying the continuous extensions are putting the burden on small property owners. the rally will be held at 04:00pm today just ahead of the city council meeting. an update now to a story we brought you over the weekend. antioch police have identified the man accused of stabbing a pregnant woman and 2 children over the weekend. police say 37 year-old bartley hall went to an apartment complex on wilbur avenue around 4 o'clock saturday afternoon and staff to 35 year-old pregnant woman and 11 year-old girl and a 14 year-old boy. all 3 were taken to the hospital. 2 of them are listed in critical condition. police say they chased hall, arrested him after he crashed his vehicle in solano county. investigators have not said if hall knew these victims or if this was a random attack. new at noon, a federal judge has blocked parts of a statewide hand gun law. the law would have put strict new requirements on handguns before they can be approved for sale. the judge ruled parts of the law violate the second amendment. he also noted under these requirements, californians are forced to buy older and potentially less safe models of guns. the judge issued a preliminary injunction to stop enforcement of the law in 2 weeks. this delay does give california's department of justice time to appeal. coming up here on kron, 4 news at noon caught on camera. large back. we want to get your check of your forecast. this is a live look at walnut creek. you can see the green hill pills and the wet roadway there. kron 4 meteorologist kyla grogan is here. she's got more details on how much rain we've received over the last couple of days that we're looking at. and we're looking in the last 24 hours. so this is what we've got in the last 24 hours. you can see ben lowman, so the santa cruz mountain area that's we're using a lot of higher totals there. >> over 8 tenths of an inch just over half an inch in redwood city, palo alto. also just over half an inch just under that in canfield, a san francisco 3 tense and oakland just under a quarter inch. so we're still seeing this rain come in. but we are catching a little bit of a break right now. it is a lull in the action. there will be more showers coming our way. and they're also be a lot of wind coming our way. this is that kind of perfectly formed low pressure system, though, that you can see also little bit of snow happening in the sierra at this hour to but notice we've got mostly light greens here. you can see where the heavier showers are kind of moved away from us. still a little bit. the santa cruz mountains, though you can see just to the west of los altos. but again, it's getting a little bit spotty right now, but don't let your guard down because we're really not done yet, folks, even though it's looking pretty good here on the peninsula as well with those light showers. here's where the heavier winds are. right. so just a little bit to the north and east of santa rosa. but the system is a big one. and as i mentioned, it's a very well formed. low pressure systems is still more to come. we're looking out for still about another 3rd of an inch in san francisco. half an inch in the north bay. and we could see this area down here right down into south like mountain view. san jose livermore cause the system is coming from the south. so that's where those higher totals are going to be. this is as we get into tomorrow when it's all said and done. so still quite a ways to go. so the hazards are increasing wind as we get into the afternoon. power outages and downed trees are possible. of course, we've got pulling in our low lying areas. you do use caution if you can avoid driving. that's my best advice for you. when blast through tonight, the rain will start to wrap up as we get really into tomorrow. this is the big concern i've got, though. i have to tell you, it's this wind. these are the future wind gusts. you can see these numbers. there are upwards of, you know, 40 miles per hour. and as we get to tomorrow, that will go away. but between now and then we've got to be careful. and again, this is what we're looking out for those totals. it's going to be a little bit of a rough ride as we get into the rest of today. but then we clear out wednesday later in the day by thursday, we're looking pretty good. some nice sunshine coming our way as well as we get into saturday and sunday. back to you. thank you. kyla a positive update to share this afternoon in san francisco. toddler missing since friday night has been found safe according to sfpd caspian
