now. >> tonight, a newly released nationwide aclu report says african americans are more likely to be arrested for marijuana possession than caucasians. jeff bush takes a look at that report. >> reporter: the aclu says more african americans were arrested compared to whites last year. >> it is more likely that black people are to be arrested for marijuana possession. it is true across the country, true in california, true in san francisco. >> reporter: the sfpd is said to operate in a similar fashion to other police departments and profiles minorities using pot possession as a reason to discriminate. >> blacks are 4.3 times more likely be to be arrested than whites. >> reporter: which is hard to believe when you think about the tolerant view of marijuana use in san francisco and there are marijuana celebrations every year with thousands openly smoking weed. sfpd did not address the years of the study from 2001 to 2010 but said in 2011, the year the current chief took office, there were only 11 misdemeanor arrests for pot position in the city and nearly half of those were white. they say racial profiling is against department policy and marijuana possession charges usually come as a secondary charge for things like outstanding warrants or public intoxication. i'm jeff bush in sacramento, kron 4 news. people say crime from oakland continues to spill into the city of san leandro. but as they are telling phillipe jegal, it is leading to a decline. >> reporter: proactive police work may have prevend future crimes, crimes committed by people not liveing in the city. in the past two weeks, nor stolen cars have been recovered as well as more illegal firearms. two men were stopped on hubbard avenue. they took the men into custody for stolen property. daniel vasquez from oakland was arrested for a traffic stop. those are just a few of the example of proactive police work. police say the crime sup registration unit is oftentimes responding to crimes as they have been happening leading to arrests. on thursday from 6:00 to 7:00 at night, police here at going passing out crime prevention tips to pass along to their neighborhoods saying tackling crime is a community effort and that all eyes and ears are needed to make this a safer place. in san leandro, phillipe jegal, kron 4 news. at a certain point, they did not even know whether the 16-year-old female victim was still alive when they discovered her outside on the grounds of richmond high as as dan kerman tells us, this is only some of the testimony. >> reporter: jurors got to hear the 91 call that alerted police to what was going on outside the homecoming dance. they made no word about sexual assault, only that there was a drunk naked girl. turns out the caller was the sister-in-law of someone near the scene but not at the scene. they also heard from officer todd keiser. he was the first to spot the girl under the picnic table. what he saw, condom wrappers, no undergarments, he believed it was a sexual assault. he said he was also the first to approach her. she did note respond. he goes onto say he shook her and she didn't move. eventually, she moved and it was at that time he knew she was alive. throughout the testimony, there was no mention of the two suspects on trial. however, there was a mention of manuel ortega. officer jeff woodson says he said i didn't rape her. she was a drunk woman. she wanted it. she wanted all of us. ortega is now serving 32 years in state prison for this rape. he is expected to testify during this trial. in martinez, dan kerman, kron 4 news. concern among customers after a pharmacy employee who worked at two east bay target stores tested positive for hepatitis a. she ate the contaminated and now recalled berries from costco. concerned customers should be aware that most symptoms don't show up until two weeks after being exposed. >> people don't know. their hands become contaminated with that. that can contaminate other objects. if people eat something, put it in their mouth. and ingest it, that is how people get hepatitis a. >> according to the world health organization, nationally, most of the people have been hospitalized and the victims range from two years old to 71. here in the bay area, there are three reported cases. a fog the already moving back into the bay area as we look outside at the golden gate (speaking french) so you can express your gratitude... in the moment. chase quickpay. so you can. >> developing out of philadelphia tonight. a 14th survivor has been rescued from the rubble of a building collapsed. this comes after six people were found dead in the rubble. witnesses say the vacant building was being torn down. there is no word on who was in the store. authorities are using dogs to aid in search and rescue. a man hunt for a dangerous suspect is underway. investigators say 26-year-old jamar cleveland is wanted for a violent two-hour crime spree that started at 39th avenue. >> jamar cleveland we believe is responsible for two kidnapsings two carjackings. two shootings. he did not have any type of connection to some of the victims. we do know that she out there. we are treating him as armed and dangerous. >> investigators have asking anyone with information on jamar cleveland to contact the oakland police. new tonight. a house committee improved a measure that would strip military commanders of their authority to reverse convictions of sexual assault charges. tonight, we hear from a bay area woman who was victimized decades ago while in the military. and what changes she hopes will will come from putting military sexual assaults in the spotlight. kron 4's alicia reed has her story. >> reporter: it has been 40 years since her attack and victoria sanders still suffers from post-traumatic stress disorder. she was 19 when she joined the military. four men pushed her into a room and one of them raped her. >> they muscled me into a room. i didn't know the guys. he said well, yeah, maybe she said no. and he was slightly punished. he was restricted to barracks but it was the barracks where i worked so i couldn't get away him and then the daily harassments. it is time for people like me who can get up and say yes, its happened to me to stand up and say enough. out of the 26,000 sexual assaults that are not reported, the unreported sexual assaults, 14,000 of them are men. 12,000 are women. more men are sexually assaulted in the military than women and the men are attacked by other men. i don't believe the military the full of predators. i think there are a few predators that make it their career. i have a granddaughter. i want to fix this problem for her. i don't want to have to think about what if they instill the draft and my granddaughter gets drafted? that would be my worst nightmare. >> reporter: alicia reed, kron 4 news. >> the house is expected to vote on this mash next week. fog is pushing into the bay. the big difference is it is going to clear a lot quicker. temperatures will warm into the 08s tomorrow afternoon. and more friday, into the 80s and 90s . it will be warm saturday as well. we have an area of high pressure near the coastline. there is an area of high pressure down to the south. we are going to see winds out of the north move down the coastline and we are going to see that fog clear as a result and also the warmer temperatures. so fog trackers showing the widespread fog conditions into tomorrow morning. by 8:00, already back to the bay shores. by 11:00, back to the coastline. we are still going to see fog at the coast. we will have enough of a sea breeze winds to keep the fog there through the afternoon tomorrow. but we are not going to see fog anywhere else. temperature wise, tomorrow, it is going to still be cool. coast side, low 60s . 65 in san francisco. 72 in san mateo. east bay, a mix of 60s ,70s , and lo afternoon. 81 in union city. east bay inland valleys. getting into the 80s . 85 in concord. hitting 90s in antioch and pittsburgh. down through the south bay, we will see temperatures in the 80s as well. same thing with the north bay. low 80s both locations. so warming five to 15 degrees out there tomorrow as we head into friday. warming more. now, here is the deal. it is going to get really hot, but we are not going toasty the dry gusty winds coming in and blowing toward the coastlines. the fire danger is going to be a little lower than what it was last weekend. but it is still going the be rather warm. rather dry. but the wind is not as bad. stays hot into saturday, but sunday, a dramatic cool down in store. >> gary is up next. highlights, plus a double overtime thriller out of the nhl playoffs. gary has that and all the sports. he is next.
