Crews worked to fix major damage after a dump truck hit an overpass. Causing it to crack. But as kron4s Charles Clifford shows us the repairs are still far from over just before 11pm on thursday, the driver of this dump truck was travelling southbound on 101 with his trailer in the up position. When he reached the embarcadero road overpass the trailer slammed into the structure. The driver was taken to the hospital with minor injuries. When the trailer was pulled away from the overpass, crews found a 25 foot crack in the concrete. Through out the day on friday, caltrans engineers and crews examined the damage and found that it was even worse than they first suspected. They now believe that a 4550 section of the overpass is damaged and a steel support girder is also damaged. As a temporary fix, crews wrapped a tarp around the damaged concrete to keep chunks from falling onto the roadway below. All lanes of 101 were reopened just before 6pm but one west bound lane above the overpass will remain closed indefinitely. Caltrans also said on friday that it will take extensive work to repair the damaged girder and concrete. At this point its unclear when that work will begin or how much it will cost. The appreciation is the result of a ruling by justice Thelton Henderson. The lawsuit, some 20 years ago. Charged deplorable conditions in state prisoner medical care. Prisoner deaths averaging one every 6 days. They had doctors in what looked like a broom closet. I saw them standing in line water dripping from ceiling. Standing in half inch of water waiting to be seen. But now big improvements. For example, san quentin has a state of the art health facility. Judge Thelton Henderson is soft spoken. And mild mannered. And many say tough. He has made many rulings considered controversial, with sentences requiring actions beyond the norm. In fact, he believes his rulings should carry lasting meaning. As a judge ive been looking at cases and behind curtains of businesses and people for years. Youre dealing with institutions. Youre trying to change their culture. Youre trying to get them to do something theyve been ordered to do and they resist it. Thats why it takes so long. Among his rulings. Here at Berkeley Law School a center for social justice is set up in his honor and his pic graces the wall. In august, the judge will be packing up for retirement. You may have to bring your shoes inside the house, now that a suspected serial shoe bandit is on the loose in the north bay here he is caught on Home Security video walking up to a home in fairfield in the wee hours of the morning with a feeble attempt to cover his face he walks off camera then returns with a pair of used nikes that he looks at to make sure he has the right pair hes definitely out there looking around trying to find specific porches with shoes on them lt jacobson of the fairfield Police Department well usually if shoes are sitting on the porch ive used them for a while so i dont know why people want my used shoes and the bandit struck not once be twice in fairfield standup so not only is the shoe bandit striking in the city of fairfield i think there may be crime afoot standup 29 56 he also struck in American Canyon not once but twice and the video looks like its the exact same guy 22 miles away the shoe bandit walks up barefoot at 3 in the morning again he tries to conceal his identity wher he grabs a pair of new balance shoes but in this case, he takes a very long look at the shoes. And for whatever reason he decides those are not the pair he wants so he returns them and leaves that wasnt his first time. I believe he got a pair of nike tennis shoes from one residents house here in American Canyon and then he was caught on video at another residents home by their video doorbell video Security System he looks like he check the size of the shoes and if they dont particularly look like his size and puts them back i was able to locate the first victim who asked not to be identified due to fear of losing more shoes nats ambiancepolice in both cities are not looking for the shoe bandit so you guys are going to sneak over to fairfield and try to ah, i think maybe well have to coordinate our efforts with fairfield pd to see if we can take the suspect into custody for stealing peoples shoes what if he runs we will give chase on foot but he steals nikes dont they make you run faster well hopefully he dosent steal any of our shoe that way we can give chase a used shoe bandit i seen my share of strange things in 10 years of law inforcement this definitely ranks up there with the strange ones if you know who this is.
