Today, mostly cloudy, by late evening, though, the rain arrives. It will be with us right through thursday, heavy rain, strong winds, flooding likely. The showers taper off friday. We get a brief break saturday and sunday but then comes back in monday. Time frame for this one, wednesday night about 9 p. M. All the way through noon on friday. So the entire day on thursday is going to be wet. The heaviest rain is going to call in the north bay hills, 3 to 8 inches there. 3 to 6 inches in the santa cruz valleys. With the ground already saturated, we are looking for flooding, should be widespread in urban areas, and winds will also be gusting pretty bad. Sustained at 40 Miles Per Hour but gusting to 60, 70, maybe even 80 Miles Per Hour depending on the topography of your neighborhood. That would likely bring down tree branches if not entire trees. Pg e is on alert so, keep it tuned to kron 4, well update you thursday into friday. In advance of it today, this is the last dry day you have until you get ready for it, clean out the storm drains and bring in the holiday decorations on the lawns. It will all get blown away, trust me, these winds are going to be strong. Temperatures in the mid50s. Lots of heavy traffic on the san mateo bridge, on 92, crews finally cleared a stall but it only added to the back up. This traffic stretches over to the nimitz freeway. Its backed up through heyward and goes just beyond 238 of the good news is the stall is out of the way but its the sea of the brake lights across the peninsula, 20 minutes to cross the bay. Im watching a new problem in east bay, new injury crash blocking the far left lane so, you are solid coming out of concord, already backed up on to highway 242. Once you get into alamo, danville and san ramone, its smooth all the way into dublin. The bay area prepping for the storms is our big story him its either biggest storm weve ian in years. Pg e is getting ready for damage damage. Reporter im at the Distribution Center in fremont. This is one of the biggest places in Northern California. You can see all the equipment behind me. Thousands of transformers, its even busier today than your typical days because they are scrambling to get into place. This is the last dry day, they know for the next couple of days, immediate couple of days, they will be slammed by the storm as well. They tell me theyre trying to be more proactive than reactive. You can see forklifts coming and going. What theyre doing is, get this, theyre sending their equipment to base camps so other closer Distribution Centers like santa cruz, lots of trees in that area, they expect power lines to go out there as well, which is why theyre getting all of their equipment in place, not just for the bay area. Theyre also sending things to other parts of Northern California as well as Central California bracing for the Power Outages. We know its going to happen because of the winds. There will be a lot of trees coming down, taking ute power lines. They taking out power lines. They say they have extra crews on stand by ready to go, perhaps even some of the people on vacation being told to put off your vacation until the storm is over. But obviously power will go out. It will take some time. They say while they brace for the storm, you need to brace for the storm. Let me walk over here and see if we can talk to the Public Information officer. Monica . What are you doing to make sure to make sure the power is turned on as quickly as possible . We know its going to happen. We know its going to happen and outages are expected. Pg e has a plan to quickly and safely restore power to our customers. One of our primary equipment facilities, equipment will leave and go to all our yards to provide all our crews with the tools they need to be able to restore service. Reporter could you give a ballpark . I know when your lights are out, a minute seems like an hour ahour seems like a day sthere a goal you have in mind . We definitely want to ensure the safety of our employees and customers haas were out there working. This storm is expected to hit pretty hard, but we are prepared. We have equipment here and our crews are ready. They received training year around. We go through Emergency Preparedness exercises to prepare for incidents like this. We do remind you as youre out there, also have a plan in place. Have batteries at home, have that batteryoperated flashlight and radio. Another night of protests around the bay area and some of them turning violent once again after hundreds of protesters took to the streets, blocking freeways in berkley and oakland and demonstrating the decisions of grand juries not to indict two Police Officers who killed black men in new york and missouri. That bart station was closed for a while but reopened and the freeways are clear. But there was looting at emeryville. It happened at a pack and safe safe way. Mike powell live there this morning with more. Reporter Emeryville Police say its a large crowd who gathered around some of them used concrete to smash windows and loot pack and save. Take a look at some of the incredible video we got everynight. Police say about 300 people marched from oakland down san pablo avenue and broke windows. Authorities say they looted a nearby cvs, a few people smashed windows at a nearby 7 eleven and threatened the employees. Emeryville police tell us they did have officers here on the scene late last night but being a small Police Department, they were overmatched and unable to make arrests. There are 300 versus 13. Its not feasible to take anybody into custody. Reporter whats the next step . Were taking all the Surveillance Video we can find and anybody that comes forward, were going to actively try to prosecute anybody that was responsible for the burglaries, the robberies and assault with Deadly Weapon on officers because the officers got pelted with concrete and bottles last night. At one point, the group headed eastbound on 47th street into a residential neighborhood and smashed the windows on several parked cars and you heard that officer there, hes very unhappy this morning but adamant they willfy andfy those two and identify those who took part. Thats our big story today and continuing our Team Coverage of the preparations, kron 4s Charles Clippard has the areas that are likely to see the most trouble in this storm. Reporter in San Francisco, big storms almost always seem to knock down trees and flood streets. In north beach, heavy rain can sometimes loosen up rocks on Telegraph Hill, they then fall on buildings and vehicles below. In south bay, theres frequent flooding along some of the low lying areas and in the bay, big storms can trigger mud slides. Water tends to pool on some of the lower roadways and underpasses and this is video from martinez back in 2011 when heavy rain filled up alhambra creek. But the north bay always seems to get hardest. Flooding is also common here along highway 101 and here near marin city. Thats going to be a doozy. Were going to see pictures like that all over the bay area. Lets talk about the forecast and what we can expect with this system. Our satellite perspect showing rain that has been impacting the pacific northwest. Its all part of the same system but we finally have the front sagging low enough its going to affect the bay area already. Were seeing the rain already in the far Northern California. Lets talk about the timing. Switching to futurecast, we have the clock set for 9 00. In advance of that cold front, were going to see the winds pick up first, so youll notice the wind really beginning to blow, and thats when the storm is getting close. By 9 p. M. Tonight, the rain again impacting up in the area of santa rosa. By five in the morning, north bay being hit pretty hard, so our Early Morning risers will deal with that. By 9 in the morning, right at the peak of the commute as a lot of folks are arriving at work hopefully, well have the hardest rain falling across the north bay and getting ready to enter africa. San francisco. By noon time, its sitting over the heart of the bay. By noon, were going to keep with that forecast through three in the afternoon just as kids are getting out of school. And as a lot of folks are heading home for the evening commute, widespread rain all around the bay, so look for the damaging effect of that. Namely, were looking at flooding. Look at how much rain is going to come down. Anywhere from 2 to possibly 4 inches for our bay side communities and our east bay and south bay valleys. This is going be a decent rain maker and all that rain will turn into deep water for a lot of people. If you saw flooding during last week during the storms, expect it once again this week. Gusty winds, sustained at 40, gusting to 60, 70, maybe even 80 Miles Per Hour at the peaks of some our bay area hilltops. Downed trees almost a guarantee and that will bring down power lines, so as you saw in will trans live report, where hes live at the pg e station where they have all the transformers standing by getting ready to replace the ones that blow, theyre going to be very busy for the next 4 to 48. Right now next 24 to 48 hours. Right now, threemile visibility in votto and napa. Were in the mid50s, nice and mild. Well warm up to just the mid 60s by this afternoon and the extended forecast, youll notice there is a break on saturday and a little bit of sunday but the rain returns again next monday. If you have to driver in the rain, its going to be slow. Right now, your commute into San Francisco, its packed. We have another crash on the bay bridge. This is the second crash within the past hour. This is westbound 80 before treasure island. Bridge crews are on scene to get it out of the way but its justz adding to the slowdown. Youre only moving well if youre car pooling. Cash, fast track, backed up on to 880. Its spilled over to 580. We had a stall on the san mateo bridge westbound west of the toll plaza. Thats out of the way but its a tough ride from the nimitz freeway starting back in san leandro, up to 92 in heyward. We are tracking a new problem, this is the rich mond san of a fell rafael bridge. Still stop and go for the ride into the north bay heading out towards highway 101 and also a trouble spot for the east bay. Crews are wrapping up a crash in walnut creek, so if you have to use 242 or 680, traffic is slow. It will loosen up by the time you work your way into alamo. An update on an officer involved shooting in san leandro. Police say the woman shot by officers has died. Officers opened up fire on the 27yearold woman friday night during a stolen car chase. Police say the woman initially pulled over and then shot off. An officer suffered minor injuries and was treated and released. Coming up, in 2010, i showed you a ctransit bus drivers ignoring stop signs. So has anything changed . Ill investigate in the next edition of people behaving badly. Watch this ac transit bus driver as he drives his 24ton bus to a stop sign. In 2010, i staked out an intersection in san leandro to see how many ac transit bus drivers were ignoring stop signs next to the bay fair bart station. To my surprise, not many were stopping. So i published my findings, which became a training video for ac transit drivers. They learned that someone may be watching. So now i checked into the exact same intersection to see if the training video paid off. To my surprise, i was watching bus drivers coming to a complete stop. Then something dawned on me. Maybe the drivers were on to me and knew i was there. So i came up with a brilliant idea. I changed to see if i get the same results and bingo, the drivers started rolling through the stop sign. A change of Parking Spaces gave me different results. Busses were now running the stop sign and in some cases, it was a slow crawl, but still not stopping. Something else i noticed. This unmarked shuttle kept rolling through and kept right at the stop signs. See this Alameda County shuttle . It was doing it as well. What i keep hearing from bus drivers is they are not permitted to get lunch if they arrive too late at the end of their route, so to them, every second counts. Now, since they have done that or they had the flood, there is work on the creek. Back in 2,005, they were prepared and they are doing it again. So, when i walked outside, the mud was like chocolate milk. And working its way up the street and coming around the creek in the back and coming around there. Getting it from both end. And we started picking up furniture and rolling up carpet and getting ready for it to flood. It came from a quarter of an inch of coming in the house. What do you do now to prepare. Sandbags today. If i listen to the weather and it happens. Getting already for the flood again. We are talking about the san elmo creek. And here is one. From a drop cam of the valley fire department. This is the creek. And they have the cameras around and monitor what the situation is. They are available all over the areaen a the north bay and if you are worried about the flood waters coming up. Get out and get the sandbags now. And get out here now, mark. A lot of the residents and Business Owners arent waiting for water to come up. They are getting prepared right now. We will get over to robin. You are recovering from two crashes. One before the tunnel and after the tunnel. Look at the back up. It is a good day to carpool. They are moving on the far left and everyone is stuck in the back up here and through the maze. And backed up onto the Childrens Hospital and still out of panol and will take you over an hour. 66 minutes to downtown San Francisco. Both crashes out of the way and heavy traffic still left over there. Switch it over to the traffic map. This is the san rafael bridge and out towards richmond parkway. It is less than 10 minutes to cross the by and heading out to 101. Now, watching a new problem. 101 north at middle field and it is not a hot spot but doesnt take much to add to a clearing there. Everybody getting it at that point. At all though the main cold front will push off to the south. We are dealing with light to moderate rein. 3 00 when the kids are getting out of school. Look at six when the folks are heading home from work. Light to moderate rain. We have to push the clock all the way to midnight before we see it break up. We will keep the showers in the mix for the first half of friday. Be ready for it. Here is what we are seeing right now. Fog in spots and temperatures in the mid50s right now. Should warm up to the 60s. Later on this afternoon. Mid60s at best. We will keep the clouds out there. And heavier and heavier and the wind will pick up too. This is the gusty event. From 50 to 75 miles an hour. Depending on where you are. Thursday into friday. We have the system that will give us flooding. The whole nine. Be ready for it. And then it looks like rain kicks in again into next week. All of this rain will turn into snow in the sierra. This is a quick look at the forecast. We have rain and snow falling at 3300 feet. That is the rain snow line. We will get decent accumulation. There a blizzard warning in affect. If you are headed here to the area in purple, western slopes from the sierra, from tonight until one in the afternoon on friday. We could see 10 to 20inches above a thousand feet with two or 3 feet of snow. Dangerous whiteout conditions. It will be blowing the snow sideways on you. And be careful if you are headed into the hills on thursday or friday. When you get up there, you might enjoy nice skiing. This is the snow bomb ski report. Squaw valley and no new snow. So the weather going forward, we will see mostly cloudy day today. Remain dry and then it will fall in the north bay. Heavy through thursday and windy conditions as well. Expect Power Outages. We look ahead. Showers will taper off on friday and then sunday night into monday, we have rain returning. It looks like a wet start. That is an overview. And we will talk about the storm system. Wednesday evening through friday evening. And when the rain will fall. Quite a bit in the hills and the north bay. Expect three to 8inches with the north bay and for the Santa Cruz Mountains. And the valleys can see one to 4inches. And aftermath of the storm system, look for that and for Power Outages with the wind gusts that are blowing debris around taking downpour lines. Nine to noon, we will get it hard in the north bay. Then from noon to four. And entire bay area to be inundated with light area. And that is cutting right through the center part of the bay. At 4 00. It will move over and san jose starts to deal with it. It is right during the heart of the commute. They are dealing with that. And everybody else is dealing with light to mood moderate rain. And widespread. How many other adjustives can we come up with. It is all and well into the overnight hours. Midnight. Still looking at widespread rain even though it breaks up here and there. Friday morning. It could be a wet commute as well. And three to seven in the Santa Cruz Mountains. Two to four elsewhere. And it will be an issue as you are driving around tomorrow. You know this. And south bay will be under the gun with the heaviest rain and that will last until 7 00. The entire commute will be down to the south bay. And it is down in the area. In terms of what will get out of it. Most of it is really hitting the north bay hard. And it is two to 3 inches for the bay side and 4 inches of rain for the east bay and the south bay valleys. Flooding is a big concern. Cant stress it enough. And you saw flooding last week. Prepare for more of it this time around. It is more widespread and be on the look out for flash flooding. We got all the hills there are saturated and rain will run off and collect in the napa river. We will see a pretty good spike in terms of the rivers level. Gusty winds. We will see them up from 50, 60. 75 miles an hour in the hills. And we are going to lose power. And pg e. Ready for that. Make sure you have the flash lights ready for that. It is hazy and we are seeing delays at sfo and 113 minute delayfor arriving flights. I will bet you. San jose will get in on the delays and cancellations are the nasty weather rolling through.
