agencies on the phone. what you hear in right now? >> caller: we are hearing the same thing issue, pictures coming in from santa cruz. we continue to monitor this. >> mark: what information out of crescent city? >> caller: i haven't heard any reports yet. that is possible there has been seven full waves. it seems to be limited. and very low impact so far. >> mark: we are hearing about bigger impact surround the senate's cruz area this morning when have you heard about that? >> caller: it looks like we are seeing pictures of those common. some boats have been tipped over, it looks like the water is coming in but it is twirling around. they have those places evacuated to a point. we always have people on the watch. that is one of the issues you run into. >> darya: 1 report said it was so loose bolt that was tossed. we see at least one on its side. i wonder if it is the loose balls and it alwayboat. >> caller: you will see action all up and down as the water comes in. >> mark: the real damage is from the floating docks. we have sky for headed down there now. some pitchers coming up momentarily we have surges in half a day. >> caller: last time i talk to you the water had gotten out. literally within a course of five minutes, it came back towards the coast. to see the water come down 200 ft. and come back up in five minutes' time. the locals have never seen this before. we are here with about a hundred people, standing along highway 1. everyoneinthe ocean, is doing things it doesn't normally do. as i talk to now the water's going down again. it is going back out. we're watching this thing that normally takes 12 hours with the tide going in and out it is happening in 5 minute. .s. a lof people staring at the cn and wondering what's happening next. >> darya: well that's kind of what it looks like is a pattern happening they usually takes a long time and it's happening in five minutes. the harbor master said they saw water surge of 8 in.. it looks like we have lost jeff bush. this pattern when you see the water pull back out of the blue. >> mark: all lot of wave action here in pacifica pier. let's check in with dan. >> darya: what's going on there again? >> caller: we have seen some searches, we have a very large wave coming over the channel. berceuse facing. we had so much water sucked out that we could see the bottom of the harbor, and the water came back in. one boat came loose from its moorings, it is floating offshore, another vessel is pulling in. >> darya: so you are seeing, is that the pattern of the waves what is causing this? >> caller: it's not a wave action the water was being sucked out, and sent back in. it is a different concept. some waves were coming in a few moments ago but this is outside the channel. it is to rows of rocks headed out into the water, then going out into the open bay. the boat is sitting in the open bay being tossed around. >> mark: we have our chopper headed there we will bring you live pictures in a moment. we watch these waves generated. 23 ft. surge heights of the wave coming onshore in japan with the tsunami. james fletcher has more. >> james: a lot of spin the maps back, a one show you why japan is heavy with the earthquakes. bear with me as a slowly makes its way around. what we have this japan sitting on top of four different tectonic plates. pacific plate, philippine sea plate. they all interact here. the two simply with the pacific plate here, and the cost the plate. it drug itself under the plate. but it is not always a smooth process. the pacific plate driving under catching every dawn and, all a sudden the pop, and the wave action as waters thrust of the surface. from above to in looks like a balch. thosbalchbomb. >> mark: incredible video of the tsunami. this coastal town of japan closest to the earthquake. we have video pictures coming in the waves. 23 ft. storm surge coming onshore. this is the airport. this is the people on the roof. all the runways were under water. one-quarter mile inland from the coast, several hundred bodies coming onshore here north east of the airport. we had huge tsunami waves come on shore after this earthquake. this is the destruction of this not be coming on shore. lifting up cars, freighters and hearing things inland. the death toll in the hundreds. hundreds more are missing. our refineries on fire right now that they're trying to put out. the government ordered thousands of residents near a nuclear power plant in onahama city to evacuate because the plant's system was unable to cool the reactor. the reactor was not leaking radiation but its core remained hot even after a shutdown. the plant is 170 miles northeast of tokyo. >> darya: just watch the way from all over and demolish the buildings here. taking with that power poles, cars, people, ships, boats and everything else. by the time it washes out it brings back splintered buildings, it looks like the trash heap. it seems to happen in slow-motion. it looks like mud, almost a mudslide in but it's rushing water that came after the quake. now we see are waves. i think people saw what happened in japan a more worried when they heard the word tsunami warning in the bay area. >> mark: when you see the video you understand a precaution is being taken. mainly voluntary but a few mandatory evacuations. let's go to rabin said the cruise.rob is center crews. >> darya: definitely having problems with his audio. they are handling bluelouis boats. the coast guard is assisting with getting the votes rounded up. >> mark: we have seen a big backup of traffic on highway 92 along skyline, let's get more. >> reporter: i'm here at highway 92 where there are literally hundreds of half moon bay residents that toppled over on the side of the road. they evacuated from their homes, i will step out of the way show you the scene. many folks getting up very early this morning to get out of their homes and come to higher ground. as a pan over here to the side of their route, you can see chp officers that are standing on the side of the road at 92 telling folks they need to keep moving. they cannot pull from the highway. a lot of people were trying to do that this morning. instead people are parked along skyline, as i move the camera you can see the idea of how many people there are. the line of cars just goes on and on. many residents say they got up very early this morning, when family members were calling and taxing them telling them they needed to get out of the area. many people had no time to grab any belongings. their family god in their car and came here they have been waiting in their cars listening to their radios tried to figure out what's going on. all of these folks standing along the side of the road hundreds of them here at highway 92. >> darya: right now we want to go back to rob who is half live in santa cruz. >> reporter: i'm here at the yacht from watching the water swirled in a out of the harbor. no waste per say the few moments ago i saw a large 34 boat upside-down floating across my field of view. johnson of the appears to have broken loose. all matters of debris just floating all over as the water surgeon and out. another boat in my field of view is upside down, some people with long poles are trying to push them away from their boats. >> mark: continuing coverage, it's tough to say where the hardest hit area would be. it appears santa cruz and a harbour is one of the hardest-hit places. >> darya: we wanna go to this san a cruise off receive emergency service. what's going on out there with the boats? >> caller: we are assessing what's going on there. you can see on the tv screen, the first wave came and, and started pushing all the boats along the yacht harbor. we are trying to assess the have not had any damage reported to us as of now. we continue to watching the situation for two hours. >> darya: so are you prepared to give it all clear? >> caller:10 to evolve over 10- 12 hours. it is too premature to call this clear. i don't anticipate a lot of change, but nonetheless just a case the volume more speed changes i would rather have everyone here, were already set up in watching it. it makes sense to stay here. >> darya: i wondered you hear what's going on at santa cruz? >> caller: wheeler watching what's happening around the state. we will provide what the othewhenever they need. >> darya >> mark: rain now santa cruz harbour seems to be the hardest hit. half moon bay had some evacuation's to a high school. let's watch the video from gabe's late.. people are there a by all accounts no injuries, we of seeing some evidence of what happened this strange pull back of the water. and then it came back in again. that surge created some of the boats coming loose from the moorings. some of the market drifting around now loose. they are being damaged by hitting other boats that are tied up. i have seen if you run into some votes. >> mark: we had a storm surge of 11 ft. cruise, one of the places right now dealing with some of the stronger searchers. we continue to see that tsunami warning in effect for the california coast. the actual estimated arrival is a day & francis' goal o8:00 a.me could still continue to see surges. right now not significant. a map is showing you the energy of the tsunami. the dark red shows you where we could potentially see 10 ft. waves. quiet was one of those spots affected. --whol hawaii was one of those spots--use of the pacific fall, a slide retender japan. george? >> george: starting off with a look at your ride on highway 152. traffic has been jammed up this morning. leaving watsonville headed east as madras sorry residents has taken to their cars and a voluntary evacuation. the same for highway 92. we talked about this a lot this morning. traffic jam out of half moon bay in especially handy along skyway boulevard. the chp has been trying to get porta-potti is dispatched to deal with hundreds of cars the pulled over at that interchange. many of them had been there since the very early morning hours. tracking public transit this morning as precautions has been taken many headlines 18 and 23 reverted off the how far the drive which you say? >> caller: 6 and 8 ft.. i see the channel people that should be full of water i could now see the bottom. >> mark: so it's possible we could see another search? >> floating ones hit them. >> reporter: i see your helicopter a window, i was the one on the roof. you have a good bird's-eye view right now. >> mark: how many times have you seen it happen? >> reporter: at least three times. i came here is 7:30 a.m. i saw the first search. i got the phone: 5:30 a.m. we had to cancel the class as this morning or we would have had the kids on the boat. it would've been quite an experience for them. thankfully we canceled that class. >> darya: we are looking at it over password traffic is moving slowly. there is people wind up looking at the boats. >> reporter: we have become a lucky lou destination. >> darya: those boats, you don't want a get on if there's going to be another surgeon it comes loose again. >> reporter: the idea is to stay away from the harbor, stay out of the water. on looking at the channel, i see an icebox floating by. >> mark: have you seen anything like this before? >> reporter: know i have not. we had the surge five or six years ago that caused minor damage but nothing like this. >> darya: go through what you saw floating free. >> reporter: i just thought i suggest kilobyte, right now as the merged boat, i believe that's the port side. >> darya: i don't know if my has tricked me, when you say it dropped down and came back up, i swear i saw both up on the dock. but the water drop it and placed it up. >> reporter: that will happen. you have water going up and down, that's going to cause tension on those ropes that hold the post to the dock. you can imagine the force of the water in the boat. those boats will come loose. >> mark: it appears that water is certain back in is that what you notice? >> reporter: it is coming in much slower than before but it is yes. >> darya: so each time has a bit less dramatic? >> reporter: i think the last one we saw, the third search was the most dramatic. >> darya: so what are you saying as far as any vessels that have come to help. what's the response been. >> reporter: the harbor patrol is a out in force, looking to secure vessels. they have got their first bouoat. i think the response by government agency has been very good. >> darya: i wanna be very clear on anybody the lower harbour. you go under the bridge and it's the upper harbour were the water is more shallow. >> darya: you have people looking at the spectacle. >> reporter: all along the both sides of the harbor, hundreds of people watching this scene played out. everybody who has a boat, or has about near the channel are manning the boats with these polls. >> mark: the real danger of being out on the boats. we have seen the docks going up and down. >> reporter: if you happen to be at the wrong place. it's not going fast. i guess the larger the object the greater the impact. the biggest search is on the damage was done earlier. right now it's a question of rounding up this material and get it secure. >> darya: as we look on the right-hand side, it is amazing to even imagine what they experienced in japan. giant ships and boats and buildings, and cars being washed away. this is just a tiny affect, all the way across the pacific. >> mark: james watching him bring you the latest video. >> james: take a look at this video this is the coastal town on the eastern edge of japan. imagine yourself on the hill looking down. i don't know if you can make that a note. that is that wall
