The victim has been identified as 65yearold lian xiu wu. She was killed near the intersection of broad street and Plymouth Avenue in the citys taraval district. Two other victims, a 40 yearold man and 51yearold manare expected to survive. Wu was walking out to a bus stopwhen she was shot and killed. Police described her as an innocent victim. Because they do not want the students responsible, allowed back on campus. Yesterday we reported about the group of 9th grade students who were all doing the nazi salute in the school hallway. The superintendent says everyone involved has been disciplined. But we dont know exactly what was done. This comes after we reported last week about graphic racist pictures posted on instagram. A man who describes himself as the best friend of murder suspect antolin garciatorres. Testified in his Death Penalty case. He now saying he and garciatorres went on a snowboarding trip the weekend after lamar disappeared. Daniel fernandez says he met garciatorres in kindergarten. Defense attorneys also questioned fernandez about his and garciatorres use of marijuana. Including their making of hash oil. Safeway records show that garciatorres purchased a turkey baster and a jug of bleach shortly before sierras disapperance. Prosecutors say those were tools he used to break up evidence of a sexual assault. The chase continues across a yard and again, police say this is a gun in mannings hand. Manning then flees behind what appears to be a shed thats where a plain clothes officer not seen in this video shoots and kills him. Police say a hand gun was found at the scene near mannings body, and theyre awaiting dna test they feel will match it to mannings hand. Deputy supt. Arlinda westbrook, New Orleans Police Department weve interviewed all officers so at this point were just waiting for some of the evidence to come back to make a determination on what our next steps will be. But mannings family has cried foul since the shooting, claiming police were excessive. The monthly snowpack measurement came in today at a whopping 183percent of normal. That is the best reading since 2011. Right before california went into a severe drought. The snowpack makes up about a third of the states water supply so the excess could be a good thing. But state Officials Say if another round of storms blasts through and causes the snow to melt. We could see lots of problems. pam the possibility of flooding. Because of the eventual snow melt could have a wide reaching effect. steve in fact, we have already seen some areas get hit because of what is happening in the sierra. Grant lodes has some of the places that have already flooded. Grant. grant we did not have to look hard to find flooding in the sierra. In december, soda springs got hit hard after a warm storm moved through. The snow melted. And coupled with more rain, caused flooding in an area that hadnt been swamped in years. Water went rushing through the streets and some homeowners got trapped and had to be rescued. One home even looked like it was in the middle of a river. We can move up the mountains and go to reno where the Truckee River was roaring in january. Reno saw flooding after the river went four feet above flood stage. They actually deployed bulldozers to try to pluck some of the trees out of the water to minimize the damage. And of course there is the oroville dam. We saw problems along the Feather River after water rushed down the spillway, ripping open a massive hole. Runoff from the sierra flows into the lake behind the dam. So any sort of deluge could be cause for concern. Crews are rushing to repair the spillway. And a report says if they do not get it fixed in a matter of months. There could be some big problems later this year. So while we have more than enough snow and rain to effectively put an end to the drought. It could turnout to be too much of a good thing. In response, legislators have put together a senate bill called the road repair and accountability act of 2017. It is pricey. It calls for a 12 cent increase on gas per gallon at the pump. North carolina has signed into a law a measure thatrolls back the states so called bathroom bill. After a year of backlash some are still criticizing this new compromise plan. Which prevents cities and towns from making their own rules about accommodating gender identity in public restrooms. But its not a full repeal and not everyone is happy. Critics say the plan doesnt go far enough to protect the transgender community. And some conservatives say the current law should have been left in place. Tipped off by a neighbor, police and animal control found one dead rooster and several injured birds at a home on cypress street. They say their old aparment building had defective sprinklers, smoke detectors, and alarms. This deadly fire comes 4 months after the ghostship fire that killed 36 people. Also in oakland. An arrest has been made in the killing of boy near the oakland zoo. It happened on macarthur boulevard. Just a few blocks away. The boy was shot to death just after 10 oclock last night. His name has not been released. Police say the suspect is a man. But are not releasing any other details. steve a 92yearold man did not survive an explosion and fire in his walnut creek apartment. pam as kron fours Philippe Djegal reports. His neighbors are heartbroken about how he may have spent his final moments. Among the charred furniture and other items pulled from the damaged apartment. A propane tank. Diana bubb lives at the walnut creek manor senior apartments and witnessed the contra conta county Fire Protection districts response wednesday night to her neighbors apartment. She says the homes here are equipped with electric appliances and can only guess as to why the 92yearold man would need propane. Diana bubb neighbor thats what i was thinking about if he was using that to try to save money on electricity. The Fire Protection district says the tank was still releasing gas when they found it wednesday night. Died just before noon yesterday, on westbound state highway 84 west of the bridges toll plaza. Culhane was driving a 2003 hyundai when he attempted to pass a bigrig. As he was passing the truck on its left side, his hyundai veered toward the Center Divider wall. Police say he then overcorrected ad veered sharply to the right. Crashing into a metal guardrail. Culhane died on the scene. Police shut down two lanes west of the toll plaza to allow officers to investigate. Those lanes reopened just before the evening commute. pam we have some dramatic video out of the north bay tonight. Of a hiker being rescued at a popular beach. This is at shell beach, which is near jenner in sonoma county. The hiker got stranded on some rocks above the water. And the Sheriffs Department sent in a helicopter to save him. The man had been jumping from rock to rock when he got trapped. And was wearing only a tank top and shorts. He said he was freezing because of the winds and mist from the ocean. The helicopter swooped in and lifted him to safety.
