behind the protests and what is going on now. >> the good news is all bart stations are open to commuters. this is the square area above the civic center bart station. this is where protesters usually meet. protestors are here in very small numbers. i do want to go to the video. within the last hour one person has been arrested. that is what sources tell me. one person has been arrested by police. and this is a person that had warrants for their arrest and a person that has been seen at several other regard to protest specifically. he will spend the night in jail. i spoke with people from bart police. they told me zero tolerance for anyone to get out of hand. zero tolerance for anyone who goes on to the platform. >> tonight, anyone who obstructs or interferes with the transit system will be aggressive. this is becoming a weekly event. we do not want that to be a weekly event. we do not want to suppress anyone's first amendment rights. >> back out here, you can see some of the officers, i just received an update saying that there have actually been two people arrested. protesters are upset saying that their rights were violated weeks ago when the cell phone service was turned off at four different part stations. this is the second week in a row that something like this has gone on. on the web site, the group of anonymous says the protests will continue until board announces it will no longer sensor people during a peaceful protest. as of right now all boards stations are open. reporting live in san francisco, j.r. stone, kron 4 news. >> there is the embarcadero board station. >> right now i am live at beale street and market. right now i am at the embarcadero station. you can see down there the embarcadero station. this is where the bartender and muni trains the station. the story has been, about 4:00 p.m. this place was a madhouse. people were literally running down the sidewalks to get down here. i spoke to a couple of people who said they did not want to get stuck and any problems like there have been over the last couple of weeks. a lot of people did not want to get stuck. there was a mad rush to catch a train about an hour ago. now that has calmed down. we sought a few border police officers with great gear hanging from their belts. they said they have not had any problems or seen any problems. some are hoping that it stays that way. for told that at least four arrests have been made. at this point, the police presence is a large one. last time they had around 100 officers out here last week. today, the number is even larger although the entrances to the bart station. a large group just went downstairs. as of right now all bart stations are open. you can hear some of the sirens in the distance. if that changes we will let you know. again, all of the burress stations are open right now. >> just so you know, we just got word into the newsroom at the civic center station is being closed. officials are taking action in light of the pictures that you showed us, protesters beginning to gather. as you said, for people of the arrested. >> it is important to note, i spoke with sources earlier and they said if the civic center and guard station closes, expect the power station to close shortly thereafter. they are trying a different technique although they would not get into details. if you are committing or knows someone commuting, you may want to america and the montgomery station or the embarcadero station. >> again, just to let viewers know, the civic center bars stationed in san francisco has been closed by authorities and so far, four people have been arrested in connection with today's protest against march. oakland's police union says the lives of its officers and citizens is at risk. that is because the city's police radios are once again and not working properly. >> the oakland police department's new radio system went on line more than two months ago. officers in the field say it is riddled with problems. >> the radios are just not working, there are a lot of dead spots around oakland. there are also, when you hear the talk on the radio, it is garbled. those are some of the problems. bottom line, it is just not dependable. >> the oakland police officer association president says a radio is falling far below expectations and it is putting the safety officers and citizens at risk. >> the greatest tool that we have our police radios. we do not have those radios, we are sometimes defenseless. >> city officials from the mayor and police chiefs and down are taking this seriously. they say it is time for the company that sold the city this equipment to fix it. >> the bottom line is, the system we have right now is not dependable. we hope that is resolved as soon as possible before someone loses a life. >> on monday, oakland city officials released a statement that contained mixed messages. on one hand they say safety is a top priority, on the other day say that when the employment of this system they said it would take 90-one of the 20 days to work out the kinks. this is only days 78. it also said that as of friday, most of the issues have been worked out but they will not say specifically which issues have been worked out and which issues are still outstanding. in oakland, dan kerman, kron 4 news. >> one of the biggest communications issues was shortly after the verdict announced in the march shooting trial involving oscar grants. this was the scene of protesters looted stores and broke windows. oakland police had trouble. h >> we want everyone to clear out of the station. it is unlawful assembly. police officers here are in riot gear with helmets. i am part of the grid that is being persuaded to leave. the officers are not directing me to leave the station. the station is close, trains are going through, there are not stopping. i have to exit the station right now. the police are forcing everyone to leave the civic center station. >> can you continue to speak as as you exit the station? >> yes. >> what is happening in terms of the protesters? >> there have been four people arrested. this started yelling and chanting. there were told that could not do that. they continued to do that and they were arrested after that. it is now very quiet. >> we should let viewers know, you're looking at video of one of the four people that have been tell you right now is what part police are doing is starting to close some of the doors at powell street in anticipation of what may or may not happen. there are about 24 officers here right now. and are also some people from court here to help out. right now everything is still going smoothly at powell street. >> are there protestors in your area? >> right now, there are not any protesters. some officers are monitoring the radios in closings was going on at the civic center but they have not made it this far yet. >> the house street station you say is in the process of being closed? >> yes. they are in the process of closing some of the gains. " close and as necessary. they are closing some of the gis, but not all of the case. >> the civic center board station has been shut down, you're looking at video of one person who has been arrested. as we just heard from stanley roberts of the powell street station, officials there are also beginning to shut down some of the gates in anticipation of potential problems. you're looking at a live picture outside of the civic center art station. right now that station is closed and trains are going through. as we heard from reporters, a number of people tried to leave early today in anticipation of this protest. we are continuing to monitor the situation there and we will bring you updates as they are warranted. >> now, let's move on to another story, mountain view police say they have cracked a cold case a murder investigation that dates back to 2004. rob fladeboe records, three men are in custody in connection with the case including a father and son. >> as a part of the santa clara county of violent gangs task force, they have solved the 2004 cold case killing of alessandro fernandez. the 17 year-old who went by the name of alex was shot and killed as he rode his bicycle on the evening of september 24, 2004. after being interviewed, the task force announced the arrest of 23 year- old anthony figueroa as well as his father, 43 year-old arthur figueroa. accused of perjury for lying to a grand jury in connection with the case. the suspected shooter, 28 year-old deal on a duarte was arrested last week. here is the police chief on the case. >> there is no one defining moment perce in the case began, months and months of a good hard work we want the community to know and our victims' families to know that we will not give up on these cases. we're going to find a way to solve them. >> the police suspect the shooting is the result of an ongoing turf war. >> a man convicted in the thanksgiving shooting rampage has been sentenced he shot and killed three of his in-laws back into of six outside of the families oakland apartment just after the deadly shooting spree. he claimed he was acting in self-defense. his brother was also convicted. >> 87 and los gatos and cupertino. inland spots, more of those 90s popping up. along the east bay, mid-70s and low 80s. along the peninsula, 83 for san mateo, 75 for pacifica and 74 for downtown san francisco. >> we are taking you back live to the civic center and guard station area. the streets are relatively calm. about 20 minutes ago and artificial decided to close the civic center and guard station because of an ongoing protests. for people under arrest and so far but there has been no demonstration at this point. officials are also setting down some of the gates. in anticipation of any problems. we will continue to follow the story and bring in more after the break. stay tuned. >> we will stay here and keep an eye on things to let you know anything happens. everything here at the embarcadero station seems to be going very well.. >> we have many reporters in the area monitoring the situation related to the board protests that was scheduled to begin at 5:00 p.m.. on the phone with us now is paul rhodes, a spokesperson from unique. muni commuters are also being affected. bring us up-to-date on what muni is doing. >> when art closes the stations, and we have to bypass the stations as well. that is where we're at. right now the civic center and portions of the palm are affected. quebec >> you have to close those in conjunction with are question marks >> yes. park owns stations. on the close the stations, we have to bypass because they did not let passengers in or out. >> what are the options for those new passengers to rely on getting on at those locations? >> i am on the borden board. i do not have the police details, unfortunately. they know that there is a need to keep the trains it creates a safety hazard during rush hour. if one train stops, trains get back up through the transition and it becomes too dangerous for passengers. it seems like the bart police are drawing the line. they are not allowing the protesters onto the platform. some are pushing them out into the free area. >> our understanding is that four people have been arrested. do you have information beyond that? asks >> i have been watching a live caesarea's a few more than four people have been arrested. instead of impacting innocent people, we want to be able to discuss the policy in a respectful manner. >> are you pleased with hobart officials are handling this situation? >> i am. we're getting experience with pushing people out of the station. we have to keep the trains moving. at this point i think it is being handled appropriately. reports i have gotten, it seems like protestors are being respectful as well as police officers. >> many protesters have decided board's decision in anticipation of an earlier of protest to shutdowns of phone service. is that part of the potential plan should things get out of hand? >> that is correct. trains are running on time. we are driving your moving to the civic center in position without stopping at the power station. that has not happened here and embarcadero station. >> ready kumar, let's go back to charles clifford >> with information. idaho just moments ago, barred protesters as per coming down markedly. hawks the police from san francisco or behind them. i would guess there are 100-150 coming down the street, right down market street. traffic is closed in the eastbound direction. traffic is moving on the other side. there are some san francisco police officers coming by with,. everything so far seems to be going very well. things are very calm. police officers seem to be keeping them industry. there does not seem to be anyone who is trying to come off of market street on to the sidewalk. everyone seems to be doing very well and staying calm, saying in the street. they're going past the embarcadero parts they sixth there are probably about two of the protesters that does one by a the bart's station and embarcadero. there of officers on motorcycles. they have a foot patrols. in a motorcycle units in front of the protesters. they're closing of traffic. no one is able to cross a market street. here are a few more advanced. let's go ahead and see if we can zoom in has as they head down market street. none of them appear to be going down in the platform. they appear to be staying on market street. there are stationed stairwells for the down from where i am. everyone appears to be staying in market street >> of boards of about two of the people. they did not seem to be chanting in unison or causing disruptions from your vantage point? station. there is no indication that any of them are trying to go into the station. there is a good contingency of officers on both sides. they are moving their way of market street chanting and carrying signs. they seem to be very simple. they are blocking traffic in the westbound lanes. the eastbound lanes are moving just fine. the buses aren't coming through here. one other thing, to remind you, the embarcadero station is opened. if you need to come here, you can come to the embarcadero station. there are a couple of our police officers coming up the stairway right there. let's take a look back. there is the procession going up market street. there are a lot of police officers. i might even say there are as many police officers as there are protesters moving the market street. they do not seem to be causing any problems other than chanting and carrying signs. no one seems to be trying to go into the board stations. they're staying in the street. these officers have, open, all stations at this point are open. i do want to show you some video. this was closed for about an hour or so. >> this is the reason why it was close. you can see some of the protesters were down on the platform protesting. police told me before this started that it's too many protesters got out of hand or safety issues, they would start making arrests. at least four people were arrested and taken into custody. at that point, it was closed. a lot of people went to other stations and have been marching ever since. the good news here is that the civic center station is back open for people who are trying to get home. we have spoken with so many people who are frustrated. they say that they can see both sides of things. >> we certainly understands. grant lotus is here in the studio to give us a better idea of the logistics. >> as we heard, it started at the civic center at about 5:00 p.m.. that is the civic center along market street. here is perspective on how this evolves. you have the civic center are stationed also affecting muni. as he walked east on market, we have the power street station that was shut down as well. both of these are now open, at least enable it to excess capacity. protesters continued down market to the people were not forced to shut down montgomery or embarcadero. there remained open. we heard about the activity at this very building where the gates were shut down to prevent protesters from entering the ferry building like they did one week ago. if you have been watching kron 4 you have see live pictures of those protesters walking back down market street west along market street. that is how this unfolded. we are going to continue to keep tabs on this. we have live pictures and reporters in the field. we will u-turn and moved back up market street. in the process of this protest we have been seen that a number of partitions were closed throughout the day however they are now back open at least partially in some instances. stanley roberts is alive. >> we are just passing the was filled shopping center. i am with the protesters know. of our flank on both sides by citizens as quickly as officers in full riot gear. that is why they're not going down into the stations. they're not letting them go inside of the subways. right now they're walking by and shouting. >> is there any indication, do you have a sense that they are going to begin this summer destructive action? >> right now there are more officers than protesters. right now they seem to be pretty well organized with police on both sides making sure they did not go anywhere. >> the air near the west field shopping center. that is where stanley roberts is. let's check in with the chair stone of the civic center board station. we were told that all board stations and now muni are open. that is a tenuous situation. >> it really is. certain entrances to the stations are open. certain entrances are still closed down. the trains are running all of these stations. this civic center station is closed for summer in the neighborhood of one hour. powell's trip was also closed earlier. so many different computers can actually get over to the ace and banks. it is good news to so many people who worked and lived in this letter. >> marchers are in the area of the west field shopping center. no disruptions at this point. >> and san francisco the president and ceo of the forty- niners is recommending to postpone any future preseason games. he says he does not have an exact time frame for how long games will be postponed. he did address saturday's violence and said to believe there will not be tolerated. he also went on to say that if they have to they will choose not to sell a ticket to someone acting inappropriately. >> san francisco police chief said that saturday's game was on like any other in recent history. for example, police made 12 criminal arrests. on average the only make 1-2. in addition there were 70 injections and 90 calls for medical attention. on average they usually only make seven- tenths medical calls. >> at the oakland raiders' training camp officials say there will be a shift in focus for officers providing security at the coliseum for this year's raiders games. that will be preventing drunkenness and honorably still getting fans from entering the stadium. they say they will also be on the lookout for drunken fans exiting the stadium as well. >> continuing coverage, the father of one of the men shot after saturday's game say his friend was coming to the aid of a friend was being attacked by four men wearing raiders gear. his father says this was his son's second time attending a 49 a game and he plans to make his last. >> in san francisco, football fans react to eliminating the forty-niners and graters preseason games. many say it is a bad idea and that more security is the answer. others say the violence that has erupted from a rivalry games in football and baseball is too much. >> in mountain view, police say they have practical case murder investigation dating back to 2004 as a part of the santa clara county violent gangs task force does it have made three arrests. they say geobotany to award a was the shooter. also arrested a witness, avi figueroa and arthur figueroa, his father. they are accused of lying to the grand jury. they're accused in the september 24th, 2004 murder of alex fernandez as he rode his bicycle along reingstorff avenue. >> in oakland, more problems with those police radios. a spokesperson with the police officers' union said police officers are complaining of the dead spots just like there were before. they say sometimes the communication is so garbled they cannot understand each other. city officials say that they expected it to take 90-120 days to work out the kinks and this is only days 78. they say most of the issues were resolved as of last friday but it was a specifically which ones were result and which downtown san francisco. at this point the civic center and guard station is closed but these people have gone up and down the street. powell street i am being told is open. the stock of the streets backing up traffic. you can see some of the officers on all sides of them. just before we came out here, to more people were arrested. we know least six people have been arrested at this point. at least half a dozen looking to try to find out >> this is live television as you are seeing it. people are running in the distance. these are people who have been marching all day. at certain points, the civic center and guard station was closed, the power station was closed, the civic center station is closed as we speak. we're talking about a group somewhere in the neighborhood of 80-90 people. the numbers look a bit smaller than what they were last monday. already we have seen a half-dozen arrests. >> are looking at video from inside the station earlier today as protestors were milling about. is the process of breaking up or moving to another location? >> it is hard to say. there were a couple of times where you felt like things are breaking up but that was hardly the case. you had a different groups in different areas and finally those groups met up to protest. the video you are looking at from downstairs on the platform, one of the bart police officers told me before the start that if it went to the platform, they were being very particular on what was going on because they said it was a safety issue. >> we will have more news at 8:00 p.m. as this story continues to unfold.
