And will be held with their parents in tent cities that the military will be building he also said people will be able to apply for asylum only at legal points of entry along the border right now they can do so anywhere and when he asked he was asked if the military will be shooting people he said he hope not but I will tell you this anybody throwing stones rocks like they did to Mexico in the Mexican military Mexican place where they badly hurt police and soldiers of Mexico we will consider that a firearm and the so that would appear to be a rationale for shooting stone throwers in April Trump ordered a couple 1000 National Guard reservists to the Mexican border 15000 active duty soldiers is a much bigger presence why does he say this is needed now well a reporter asked him if this was all political given its timing right before the midterm elections and Trump pushed back on that is a political about a caravan of thousands of people led out others forming pouring up into our country we have no idea who they are all we know is they're pretty tough people when they can blast through the Mexican military and Mexican police to pretty tough people in trouble as has also sort of the their gang members and tough criminals as well as Middle Easterners among the 3000 or so people that the Department of Homeland Security estimates are in this group of migrants but he's offered no evidence to back up those claims the defense secretary authorized this movement of troops to the border what does he have to say about sending this many people well Jim medicine has fallen in step with Trump on this deployment he was asked yesterday at the Pentagon by a reporter if this was a stunt and his response was We don't do stunts in this department how long are the troops likely to stay there well right now the plan is to keep the troops there only until the middle of December it's not clear whether the folks in this caravan could even reach the u.s. Border by then they still have about 900 miles to go and for now it looks like they'll be walking that distance if they indeed even make it that far in. From n.p.r. News this is All Things Considered I'm Ari Shapiro and I'm Mary Louise Kelly the 2800 midterm elections are on pace to shatter spending records our next story is about a race that's drawing some big money it's in New Mexico and it is a race that usually doesn't get a lot of attention in a race for land commissioner N.P.R.'s Nathan Rott reports even in New Mexico the land commissioner is not a well known position but don't let that fool you the person of that role is responsible for a combined area larger than 9 us States 9000000 acres of state Trust Lands The goal is to get revenues from those lands and go on to fund the state's public schools and parks and has almost no oversight Here's Ray Powell who served 2 stints in the position the rank commissioner can't sell the land lease or enter trade away and without anybody else's approval which is unlike any other constitutional office I've ever heard of so if you're a rancher who wants to graze cattle on state lands you go to the commissioner same if you're a multibillion dollar oil and gas company looking to drill or if you're a group that wants more renewable energy we're seeing more money than ever before being spent on the land commission office Brian sander off as a political analyst and pollster in New Mexico and he says you can't watch t.v. For more than 5 minutes without seeing ads like this why are Chevron and big oil and gas companies spending $2000000.00 or 40 bad loans for state land commissioner because they know he's their man in the state land office as a legislator Stephanie Garcia Richard kills an opportunity for rural communities such as to have reliable heating resources the ads are being paid for largely by out of state interests oil and gas companies are lining up behind Patrick Lyons a Republican who's been in the office before environmental groups are supporting Stephanie Garcia Richard the Democrat who has promised to hold oil and gas accountable I believe that I represent the future he represents the past Garcia Richard says she's not out to pull the plug on oil and gas. The state relies heavily on the industry for funds but also I have been quite outspoken in my desire to diversify our economy New Mexico and to really provide bold leadership around buildup of renewable energy on state land lines her opponent says he's also for renewable energy but oil and gas is the state's bread and butter and he points out it's booming right now let's ride this the best we can you know with a 2000000000 dollars surplus you know what Sampras structuring do in school and bridges and highways I mean we can do a lot of introspection that are so important that we have someone that works works well and gas companies and make sure we maximize our revenue same time trying to rely on the fight in some ways mirrors a larger one playing out nationally the Trump administration is pushing its America energy 1st agenda opening up more public lands for oil and gas drilling propping up coal all in an effort to try and boost the economy environmental groups citing climate change are pushing for a rapid shift to renewables like solar and wind to Miss Foster is with Conservation Voters New Mexico the state level is where it's at now to be able to put protections in place and and get these really great candidates elected for example she says if Garcia Richard is elected we can do things like implement a state like New capture rule which would force oil and gas companies to capture emissions of methane a powerful greenhouse gas on state lands the trouble ministration has rolled back those types of regulations nationally Foster's Group and others are also targeting public utility commission races in New Mexico Arizona and Breske in Georgia the goal they say is to shape the country's energy future from the bottom up Nathan Rott n.p.r. News Brazil's new president is promising to bring dramatic changes to his country Jerry capitalized on voters' frustration with corruption violence and economic turmoil he's a far right politician who promises to loosen environmental regulations including in the Amazon rain forest this alarms scientists like says on a pad when she's president of the instant. For ecological research in the state of South Palo and she joins us now welcome It's a pleasure to be here what are some are as plans on environmental policy one of the things that he is considering is to put together the Agriculture Ministry and the environmental ministry this is in a way like a given your chicken to the fox because there's a huge pressure on the rural list side they are very powerful landowners and they want to do forest more usually for cattle and soy there is an international pressure on this so the idea of putting these 2 ministries together is a very scary it's a threat to the environment when you say there's pressure on both an argument pressure to cut down more trees to produce more beef and soybeans or do you mean pressure to preserve the environment and maintain the Amazon rain forest what we see is pressure to De Forest more and have cattle just in terms of practical consequences if balsa Naro does say the Amazon rain forest is now open for logging and mining and agriculture what would the immediate real world impact of that be I think the 1st world would definitely come with a lot of pressure and I'm hoping for that but I don't think he's going to get to that point he has been choosing ministers in a way that are respected today he chose Sachem order to be the minister of justice and he's the symbol of anti corruption so he's been trying to choose good ministers in finance and so forth I don't think he wishes to put down the forest I don't I really don't think that I so if I interpret what you're saying correctly it sounds like you believe that maybe his more extreme campaign promises were just campaign promises and moderate his views now that he's in power I. I hope so until yesterday he was saying that the 2 ministries would be joint but now he's coming back again so I think it's not decided explain for us how much is at stake here if he does loosen restrictions on deforestation if he does open the Amazon rainforest up to logging and mining and agriculture what are the global consequences of that it's a huge threat because the Amazon is really a source of balance of the whole watchers system and brain system we see already with the defer station that occurred many scientists make it responsible for the crisis of Watcher in the rest of Brazil itself so desertification all of the soil being a bro did it could be a loss that I cannot imagine and I cannot bear with because I think the world doesn't deserve it you've been an environmental researcher in Brazil for years can you give us some insight into the kinds of conversations that are happening within the scientific community right now I've been having meetings with many scientists and all the environmentalists in Brazil are really very skeptical and scared scared I think is the best word you know they everything that we have achieved took us 30 years even in the Constitution so I don't know it's in the Constitution so I don't think he's going to have the courage to go against all that there's a great deal of pressure but I don't think that that it's going to get to that exchange Suzanne I've had what is co-founder and president of the Institute for ecological research in the state of South Palo Brazil thanks for joining us from the car Thank you very much and she joined us via Skype. In Los Angeles I'm Carl Rochelle It is Thursday today the 1st of November good as always to have you along everybody you know for all the good economic news that is out there and there is plenty from g.d.p. Growth to jobs to consumer confidence there's been 2 things that have been stuck for the better part of the past decade pay is the 1st we talk about it all the time wages have just recently started to rise and then related worker productivity the most recent report on which we got from the Labor Department this morning output per hour as they measure it or in layman's terms widgets produced per hour worked rose just 1.3 percent in the April to June quarter from a year ago and it has been stuck at near there as I said for the past 10 years that's exceptionally low but why and really what is the matter marketplace is to prevent a short as has gone productivity matters because it basically determines how. Rich we are as a country it is a huge deal because we want to maintain robust economic growth in the long run the only way that we're going to be able to do it is with significant productivity growth lead brands that are teaches economics at Carnegie Mellon Now as you heard we are not becoming more productive as a society as fast as anyone would like there are some short term reasons for that says Nick Bloom an economist at Stanford the most recent quarter the investor I was actually very poor if companies invest in workers they'll become more productive the have the latest training or latest equipment but Bloom says investment has been lacking recently that's actually in itself worrying because it's just a lot of businesses don't see the current Last thing but big picture longer term we don't actually know why we aren't getting more productive as fast as we used to but there are theories the most depressing one is that it's just harder and harder to come up with big new ideas the combustion engine the computer the i Phone The pace of mindblowing breakthroughs has slowed and some of the latest innovations haven't had that much impact on productivity but as Peter Thiel is famous quit we wanted flying cars meant that we got 140 characters finally more optimistically it may be that there are a lot of innovations that are about to make us more productive but they'll take a while for example in the eighty's productivity growth was weak even though computers were popping up all over the place says Lee Branstetter what we now know is going on is that u.s. Firms are figuring out how to use all those computers so it may be that we just need time for the newest technologies Ai nanotech to revolutionize the workforce all over again but it could take a decade or 4 to do that in New York I'm sorry been assured for Marketplace or for good but listen let's take what he said and run with it for a little while here because even with lousy productivity growth the economy overall as I said has been growing and pretty robustly President Trump and his advisors like to say that that growth is going to keep going but they don't have a whole lot of company among more objective economists because in part of one of the side. Effect of a strong economy Marketplace's Amy Scott explains the tight labor market economic growth conundrum here's the dilemma think of g.d.p. As the economy's output to keep it growing at 3 percent a year you have to have either more people or the people who are working have to become a lot more productive Lakshman adjutant is co-founder of the Economic Cycle Research Institute a consulting firm we already heard from Sebree about productivity and with unemployment now at a near 50 year low of 3.7 percent and the labor force barely growing at us and says there just aren't enough people to do the work put another way imagine the economy is a coal mine as miners keep digging the vein gets thinner and thinner economics professor Lawrence White at n.y.u. Says to keep getting more coal you either need more workers more productive workers or you discover that oh you're going to little farther and suddenly there's this 100 full new seam of coal that you hadn't realized even without such a discovery Dean Baker with a nonprofit Center for Economic and Policy Research says we haven't hit the limits of growth yet because there are still people of prime working age on the sidelines Baker says right now the labor force participation rate is about 3 percentage points lower than it was in 2000 but that there corresponds to around 45000000 people so we definitely are some under maybe not 3 percent worth but still room to grow I'm Amy Scott for Marketplace Wall Street day traders start of the month November optimistically you might say we'll have the details when we do the numbers . You can pick pretty much any financial measurement belike campaign fund raising outside political money television ad dollars and as we sit here 5 days out from a midterm election we are blowing through spending records in every direction all told by the time the votes are counted the final tally is expected to top $5000000000.00 But here's the thing even with time running short and billions already spent candidates are still sitting on huge piles of cash and they are facing some hard decisions on how to spend it or maybe not spend it marketplace you can really Adams has that one. Madison County held its 12th Annual trick or trunk festival last night in central Virginia kids and parents were lined up early to collect candy from the cars and booze ringing the high school's parking lot including one booth where live goats were dressed up as characters you could have figured trunk is about the candy but it's also a good p.r. Opportunity for local businesses civic groups and of course only to cook and look at stuff about how to do just trick or treat There you go also there you go you have done well by the way for Enver Riggleman is a Republican in a very tight race for an open House seat in this mostly rural district that includes the city of Charlottesville he's handing out candy from the back of a pick up truck decorated with campaign signs on hay bales this is how I do it when I got a good book for Denver rappers and all these are all these days. So you got to you know you got to be creative Riggleman joking about the custom candy wrappers but his campaign probably could have afforded them lots of candidates are headed into the final stretch with a record amount of cash on hand Republican strategist Chris Jankauskas says they're going to need it while the week before the election you want to be at your maximum spend level to reach the voters who may just be tuning in at the last minute as if they could to. Now Tim Duggan's a local pastor says he's being bombarded nonstop billboards signs phone calls and forget t.v. Just feels like you know every commercial break or every pause or it's that more than buying sponges for Mr Clean a lot of those t.v. Ads are for Democratic congressional candidate Leslie Coburn who's challenging. I cared deeply about the land and I care deep. Better Government to this district Coburn is trying to flip a district that last elected a Republican by a wide margin she's raised and spent more than $2000000.00 twice as much as Riggleman and with the race so close both candidates have to make some tough spending decisions Molly Allen is a Democratic consultant and fundraiser they don't want to be left with any money on the table because if they end up losing they've got money in the bank you know what else could they have spent it on to in order to turn out the vote she says at the same time candidates don't want to take on debt and win by a big margin or worse take on debt and lose it's all a gamble that the campaign manager at the consultants and the candidate all have to make together and understand the risk they're taking Riggleman things his team has done the right math for the final week right now I think we're within about $50000.00 of being sort of hitting the nail on the head but sort of leaves a lot of room for error Republican strategist John Koski has seen many campaigns missed the mark over the years and says some candidates especially a few g.o.p. Incumbents are underspending this cycle you're going to see some surprise upsets they're probably not spending enough money right now but they don't know it and they won't know until around 9 o'clock on election night there is a lot we won't know until 9 o'clock on election night in Washington I'm Kimberly Adams for Mark. Google's c.e.o. Soon to have a child was a bit back on his heels at a conference in New York this afternoon reacting to a question about today's employee walkout from the company's offices all over the world employees protesting Google's policies and practices and sexual harassment at Google he set a very very high bar and b. Clearly didn't live up to our expectations and which is why we felt it was important to express our support for the employees today and you know the 1st step you take in these things is to acknowledge and you know apologize for past actions the pain they cost you know we sincerely did that to the company. Secondly you know words alone aren't enough and you know you have to follow the factions it has been a tense year in that regard of the advertising and search company Kate Congar covers technology for The New York Times who got her in San Francisco Kay welcome to the program thanks so much for having me so the proximate cause of this walkout was the article in The Times last week about the 90000000 dollars I should package that Google executive got even after credible sexual harassment investigations but it's not it's not the company's 1st brush with this kind of thing right you know it's not you know there have been issues with gender based harassment at Google for a long time employees have brought up issues around pay disparity and equality in the workplace and this was just I think more of the final straw than the impetus for the protests what is it that employees want what do they want the company to do about it the employees of put together a list of 5 demands and among them on an end to forced arbitration for sexual harassment and assault as well as the appointment of an employee representative on the board of directors they're also asking for increased transparency about compensation there's a great line in your piece from I believe it's the woman who organized the walkout the protest she said Google which is supposed to have this great reputation for employee relations and culture is not even meeting basics of fairness and equity it seems fairly damning Yeah it's clear stable to the woman that you're quoting has worked at Google I think for 11 years so she has a really long history of the company and it's seen as go on for a long time their executives have made some comments internally and made apologies to the employees but I think the feeling is that it's too late and I think employees want to see more than an apology they want to see actions being taken away by government and talk about tech sort of writ large there has been an increasing trend of employee activism at companies like Microsoft and Amazon and Facebook and Google Now the latest It's kind of interesting that this is all coming to a head at a very interesting moment in politics in our society. I agree and I think for tech workers there's been sort of this awakening in the past year in through out tech really there's this idea coming to light where people are wondering what responsibility they have for the products that they're creating I think you know for a long time tech was just really focused on building new features and making fun products and now in the last year or so we've seen a lot of the consequences of that sort of uninhibited growth and employees are really trying to step back and say you know what responsibility do I bear for what one wonders if the executives are having the same conversation and wonder Ok Kate Congress she covers technology for The New York Times we've got her in San Francisco get in the car I'm sure pretty soon to get on about your head to the Google walk Ok thanks a lot I appreciate that thank you. The This is Marketplace on car result we talked yesterday about pricing power and how companies are just now 10 years after the financial crisis starting to get it back you know has always had pricing power a whole lot of pricing power Apple that's who Apple rolled out a bunch of new year in Brooklyn the other day i Pad Pro mac book Air MacMini a whole bunch more $1.00 thing they all have in common prices like 20 percent higher than the generation of devices they are replacing MARKETPLACE's Janet Babin looks at Apple's strategy of price really as product Apple customers are famously loyal to the company's versions of smart phones laptops and tablets u.b.s. Analyst Timothy a Curie says that's one reason why Apple can keep raising prices the replacement product for an i Phone It is an i Phone and the only question is whether there are tangible reasons why Apple products are getting more expensive according to the company Apple keeps adding more advanced features in its lineup like more powerful chips plus people are keeping their devices longer so in a sense Apple is replacing volume with price and while Apple has a range of prices for its devices pricing strategy consultant Rafi Mohamed says the company is really good at pushing people to its highest end products I'm an economist and I'm fairly thrifty person and even I bought the excess Macs that's one of Apple's new or i Phones and it starts at $1100.00 So how expensive can Apple actually go analyst Mike Olson at Piper Jaffrey says there is a limit we did a survey of $1500.00 i Phone owners who said they did not upgrade to the i Phone 10 and 31 percent of them said the reason they did not upgrade was it was too expensive Olson says that's proof that not everyone is willing to pay more for an i Phone just because it's an i Phone in New York I'm Janet Babin for Marketplace so as I said we had talked about inflation and rising consumer prices on the program yesterday I. No not yesterday morning on Twitter and asked people what their price increase breaking point was here is some of what you all had to say if the price of my favorite 20 dollar wine becomes 22 I am definitely not buying an extra bottle of wine my husband I gave up cable t.v. Over 3 decades ago too expensive my kids and I love movies and we go to dinner with my son comes home from boarding school that's about twice and I have to enter in a movie cost more than $130.00 for the 3 of us would mourn our subscription channels for entertainment when food you pack from one from 10 dollars to $40.00 I stop buying it right away if the price on dating apps goes up I suppose I'll be out and I have to try to meet people over some discretionary overpriced coffee I would probably limit what I would spend on fresh fruit from out of my area strawberries from California blueberries from South America Amazon Prime I'd have to get the axe as well if the price of automobiles goes up 10 to 15 percent I would definitely put off a purchase wait a couple of years and just drive what I've got to kind of interesting right but along with those answers were people saying that there are those things that no matter how high the price climbs they still got to have it should be to get items like appliances it doesn't really feel like you have a choice so even if the price goes up $20.00 or 30 percent you can't buy them 2 things I'll never give up though are organic half and half are my coffee and good fresh North Atlantic salmon alcohol for the house theater tickets streaming services and what not milk whole cream milk there's no price too high to pay for good stuff like that my local delivery of the newspaper it went at about 30 percent which was a huge hike and that we're paying it extra special for I'm going to buy at least one pumpkin spice latte this year no matter what it costs. All right so number one got it out number 2 just for the record pumpkin spice latte is are like 4 and a half bucks for the small one this year that's like $0.25 more than you paid last year I'm just saying you heard from David Romer in Denver Nesta from Chicago he didn't want to use his last name Michael Bennett in Boise Idaho Chi a price that is in Short Pump Virginia Ellen Murphy in Kansas City Sudeep to Cheder g. In San Francisco Kelly Reynolds in which Doc hands us Chelsea Lepley in the Moines Iowa and Laura Judson in South Carolina we're going to do a little reporting over time with those folks find out whether they have to break off with any of their special consumer discretionary products will let you know they had to say. There are according to the mobile industry group g s am a more than $3000000000.00 mobile Internet users on the planet now yes a new i Phone as we just heard is more than a $1000.00 but there are smart phones out there you can have for less than a $100.00 which means a lot of people and a lot of emerging economies are getting access to the Internet going from 0 to fully online in a hurry thanks to cheap smartphones Rabi Agarwal is the managing editor of foreign policy he's got a new book out as well on how those smartphones are changing India and its economy is called India connected Welcome to the program thank you very much I think maybe what we ought to do 1st is is just have a primer I suppose on. The Indian economy and Indian society right it's largely rural it's a little old fashioned in many ways Right that's absolutely right and you know this is a country that despite everything you hear about in the news of it being a big rising economy which it is it's still overwhelmingly poor I mean the average . Indian is making one 4th when the average Chinese is making and 125th what the average American is making So everything that's going on in the west around the world when it reaches India it intensifies and yet it is now being introduced to the Internet via these devices we hold in our hands as opposed to the way a lot of other countries did which was dial up modems and then d.s.l. Broadband we sort of got used to it and now it is being plunked down in the middle of the Internet via smartphone you know the year 2000 only 2 percent of Indians had access to P.C.'s and telephone and lines and therefore the Internet this one device is getting hundreds of millions of people online in a way that was is just unprecedented in the world what's it like when you get out of Delhi or Mumbai and out into the countryside and you pull your i Phone you know 8 or 10 or whatever it is your pocket and show the people what's it like that really is for them almost like a magical mystical thing they've never used any technology like this and along comes a device that they can speak to and it speaks back to them and it shows them videos it is also their 1st camera it is also their 1st m p 3 player and Walkman it is a 1st of everything the 1st alarm clock and on the one hand that's good but it's also overwhelming you may not know how to use this device you could be more susceptible to being addicted to it you could be more susceptible to promote graffiti to fake news to rumor mongering and there's a whole bunch of things that it is unleashing in India that are quite dangerous Well look we've got to be honest right we are now seeing certainly in the United States in the past couple of years the way mobile technology is contributing to the spread of misinformation about many many things I imagine in India the potential for harm. Is even greater It really is for people who discovered the internet in the late 1990 s. Eastern receive chain mails on email remember emails saying hey if you don't forward this to 10 people you'll be outed Archaean of and you know we fell for it you do it a few times and then you love it and then you build your own sense of what to do and what not to do in India people didn't go through that people can be more gullible to it because they're not used to looking at the Internet as something that you don't necessarily trust Well one of magic is that over time the benefits of smartphone technology in a country of 1.3 soon to be 1400000000 people. Most of which is rural and poor one imagines those benefits will even out over time but in the short term who's winning is it the foreign companies is it the upper classes in India who is getting the benefit I would say net net this is a good thing for now I think for the Indian middle class and the lower middle class they are being able to communicate with each other they are being able to look for jobs in ways that wasn't possible before they are more efficient they can use maps I mean this is something that growing up in India it was hard to project forward and imagine that this would happen that a device would be in everyone's hand of any sort this is revolutionary and that is a good thing. It was on this day in $894.00 that the 1st issue of Billboard magazine was published over the course of more than a century the magazine has evolved into one of the most trusted sources on popular music the top 100 list of albums and songs and of course the Billboard Hot 100 the billboard advertising company as it was originally known got its start in the late 19th century producing flyers and papers and in around Cincinnati Ohio the company was in business for more than half a century before finding the identity that would make them a household name in 1906 when they began to publish a magazine it included a new feature called chart line and intelligence that looked at the most played songs on 1930 s. Radio and assembled them into a consecutive ranking. This edition skyrocketed to billboard to national recognition at a time when depression era America began turning to radio rather than films to guide their musical taste after the initial appearance of chart line billboard splitted their hit parade into 3 streams the popular jukebox chart hillbilly records later called the country in Western charge and the Harlem hit parade later known as the r. And b. Chart the 1st Billboard Hot $100.00 appeared on August 4th 1958 as a cumulative rating which combined all the other charts into a single one it's a method that is used today with a song atop the Billboard Hot 100 can be anything from Jay z.
