Let's start with you that is quite a title a former circus performer but you're also writer and a filmmaker how would you best describe yourself. I create things that haven't existed before and I'm particularly fascinated in small communities that moves that go nowhere so a circus is a tiny community that moves which is always with itself I've written about cargo ships that's a small community but moves because with itself I've been about very small islands Pecan Island tiny place in the middle of nowhere so I'm an old traveler the time or ways on the move but I'm never going anywhere always with the same people and I'm always in the same places the place moves with me so how do you see what are the connections between the crew of a cargo ship and a team of circus performers what were what linkages do you see there well this self-contained communities who are. Really dependent upon each other for everything 24 hours a day that misunderstood there are not really known by the communities that are around me not. Part of the reason I left was my exposure to the writings of cult papa and the call for open society I think most of us go through that political maturity so. My remote recent book The House of Islam a global history talks about different strands of Muslim thought about extremism where it comes from terrorism the underlying religious elements to it but also more broadly what's right with the Muslim world now 1700000000 people and growing and elements of what's wrong and what needs to be fixed it's a history there's also a forecast of where. Our attention in the global thought space needs to be in order to improve the lives of 1700000000 people well we're certainly going to be speaking more about your book later I have it sitting next to me right here in the studio and do you know what I've got to say I think we're going to have some fascinating discussions over the next over the next couple of hours I You certainly have very different backgrounds I think that's going to lead to some interesting insights so let's move on though to our one of our lead stories this hour and that's. Streets here look like the relic of an airstrike buildings a blackened and crumbled fields of charred rows of cars lie destroyed the glass and iron shattered and mangled when I arrived on Tuesday hours after the fire hit there was a constant bars overhead of fire fighting planes and corpses of dead animals on the side streets I could smell and taste the fumes It was like the oxygen itself had been burnt out of the air we saw a man sweeping shattered glass from the relic of his car his arm covered with burned bandages when the fire came he grabbed his 3 year old son and shouted to his wife to follow as they ran towards the sea to escape in the fumes and the darkness he lost her what's your name I asked your this tangle last he replied So if you hear anything about my wife Poppy please let me know. The stories of heartbreak are everywhere we watched as the family of 88 year old and younger pull gathered outside her burnt house where forensic teams discovered her remains on the 5th visit so one recognizable and charred was her body her son cos told me he'd called her on Monday when the fire started and told her to keep her window open and put wet towels beneath the door. But with the gale force winds the flames galloped down the mountain within minutes she stood no chance. I lived in Greece as the correspondent during its worst financial crisis in living memory I was back this week in another very dark moment but once again all I've experienced from people is a warm welcome a desire to talk and a generosity of spirit every few minutes locals drive by offering water food and clothes to survivors those who lost everything spoke to me with kindness and courage the international media has invaded Mattie this week lines of the broadcast satellite vans parked beside burnt out cars but there was not an ounce of hostility just a community in deep shock coming together in solidarity. The pain is turning to anger over the lack of an emergency plan and deep questions over how this happened in time Marty will be rebuilt but the scars will remain and the clear water of the dream will always be a reminder of the hundreds who fled into it that night as the wall of fire closed down. And Ed you know I was really struck by his line a town incinerated and lives crushed I mean do you think that as global warming continues or are we going to be seeing the threat of fires is this going to be a permanent prospect for governments to to have to deal with now I think what's essential and what you've just said is for governments to have to deal with what's shocking about the comment made by the Minister is that. He's blaming the victims this is a Gulf whether it's global warming or to have or is the cause of all of this it is governments that need to deal with it not individuals and and their. Our design solutions and this is this isn't something new when I was a child we lived outside London in the suburbs and in a brand new estate huge estate built by a very large developer and within a couple of years of it being built we were flooded by the Thames it was built on a flood plain this is still continuing this is these are big decisions to be made by governments in countries where and how we build. Building and dealing with the threat of sudden forest fires you know is it something that's easily predictable I don't know you know but I you know what do you think about in this case it seems that they were built illegally rules were violated and. No amount of violating the rule of law then justifies people losing lives in the way that they did so I think it's fundamentally wrong of the minister to blame people and use this is a form of admonition but there is something to be said about increased global warming and therefore more fires and grow and we had a grass fire in London of all places in what once did in East London about 2 weeks ago in unheard of so and there are increasing client fires in California in Australia and Canada so I think there is something to be said about this this becoming ever more normal and these are absolutely right as as this increase is. Governments whether you believe in small government a large government people on the left or on the right we all agree that the fundamental root purpose of government is to provide security and safety and there's no dispute or disagreement on that I mean the classical The Barin definition is governments that provide security and safety when governments fail and that is absolutely right that we citizens question that question them in this I think the Greek prime minister last night accepted responsibility fully for it and then took responsibility to try and correct that wrong but it's hard to see how you correct wrong when almost 90 people have died. I mean it is difficult when the when the minister showed up in the town just days when they were still recovering and looking for missing people to to make those comments it really you know really rub salt in the wound didn't well he didn't only discover on that day the planning rules had been broken if they'd been broken they'd been broken for a very long time and why hadn't he done in a thing about that. World Service It's 45 minutes past the hour let's turn now to another environmental disaster that's been in the global headlines this week the latest reports from Laos in Southeast Asia suggest that thousands are still stranded following last week's collapse of a dam in the south of the country hundreds more could have lost their lives to the resulting flash flood hit nearby villages this was an unprecedented disaster in Laos which is home to a booming hydro power industry its communist government has dammed large parts of the country's waterway network generate electricity that's mostly sold to its neighbors like Thailand and China bent flew via is a professor of a major of pretty major program management at Oxford University's Said Business School and he's advised various governments on engineering projects he told me more about the economic thinking adopted by loss this strategy is as they call it to make it allows the battery of Asia by ending up the Mekong River in many different places and using the dams to produce hydroelectric power what really is that would be the issue with this I mean economic growth in Laos has averaged around 8 percent a year for the past decade it's a country that really doesn't have a lot of other resources and a lot of that growth has come through hydro power projects so is there an intrinsic problem with putting so much stock into hydro power it is a tempting idea and it's totally understandable why Laos is doing this and thought it was a good idea when they originally planned this. Graham however it turns out the more we know about hydro power the lists the economic It is a totally even looking at it does there is a business case where the USA would make a profit from running the dams not even including safety issues like what we see now and not even including environmental issues which are substantial just a narrow economics dams to not to be a bad idea and this is what we've done a study of at this site Business School at Oxford University is starting hundreds of dams around the world and finding that the vast majority of dams Actually they look good on paper and this is what has happened in dollars they were presented with business cases that looked really good that you would make a lot of money from these the ems but these business cases optimistic in the sense that they don't take into account the big cost overruns that simply hit dams under construction and when things don't go as planned and the big delays that he then has and the environmental impacts and so on all this is under is the made in the business cases so when the dams are built and reality comes around all these things come back as boomerangs and hit the projects and this is what we see around the world and what we see in Laos too in this case of the damage Laos we've we've heard repeated reports that people who were downstream were not warned and were not told of the flooding that was happening very close to them what more can you tell us why do you think they were so unaware and does this really point to the to the wider attitude that issues with the dam were sort of kept between the operators and the government obviously a scandal if somebody knew that the damned had fissures and would be at risk that people were not told so when as I understand it they were actually only told a few hours before the break and only had short time to get out and many people didn't get out as we've seen from the pictures from the area there is a general problem with them is that they tend to be built in isolation an isolation from the communities where they have built this is it very well known and we're docked. I'm into a problem that is like the people who are building the dams would like to have as little to do with the local communities as possible because they basically see them as problems and for good reasons because these dams are very disruptive to the local communities and local communities have been known to protest against dams or dams are politically very controversial pretty much everywhere around the world and one way to isolate yourself from the politics is to try to sort of sneak the dam in even though these are big creatures This is actually the way it happens in many places and that seems to have spilled over into the way the management is interacting with the local community and then you know in this case giving people a warning to late is it possible to build a good dam is it possible to do it in a better way than it has been done and Laos and elsewhere that's a really good question and I actually recently commissioned a study on just that for something called the Oxford Handbook a major program management I asked the foremost expert in the world face Carter to write a paper specifically or lead using his whole lifetime experience on on working with dams and asking Is it possible to make a good dam and his conclusion being the leading expert in the world in this area did no it's not and that is remarkable really because from what I know allows had $46.00 hydroelectric power plants in place with another $54.00 plants are under construction so what would that do to Laos if it decides to continue going ahead with that many projects those numbers are correct then one issue would be that allows could become economically burdened by this so if you build a lot of big businesses like each them as a business and if they all failed to produce or the majority of them failed to produce a profit then that would broaden the country the national economy of the country so I see that as a big problem. But for now it's often said that the highest honor for any athlete is to represent their country it would be interesting to learn what the German footballer Mesut Ozil would think about that idea he was once a key member of Germany's World Cup winning side in 2014 Mesut Ozil announced this week he would no longer play for Germany accusing the German Football Association of racism and disrespect because of his Turkish ancestry The German born player has faced a barrage of criticism at home for having his photo taken with the Turkish president aired of one in May He and another teammate of Turkish descent who also post of Mr Atwan were jeers by German fans in warm up games before the World Cup in Russia Mesut Ozil also took a lot of blame for Germany's poor performance at the most recent World Cup when they were knocked out in the 1st round Well in a long statement Mr Ozil again defended his meeting with the Turkish president we've Oist up a part of that statement although the German media have portrayed something different the truth is that not meeting with the president would have been disrespecting the roots of my ancestors who I know would be proud of where I am today for me it didn't matter who worst Presidents it mattes at that it was the president whether it had been the Turkish or German president my actions would have been no different a lot of people talk about my performances many applause and many criticize if a newspaper pundit finds fault in a game I play in then I accept this I'm not a perfect footballer and this often motivates me to work and train harder but what I can't accept are chairman media outlets repeatedly painting my dual heritage and a simple picture for a bad work up on behalf of an entire squad. My origins or my my heritage everything bad is always related back to the Turkish when we had a fight with our friends or with my friends they basically Judge me that I'm just getting aggressive because I'm Turkish or I'm stupid because I'm totally I don't want to understand it or I'm truth stubborn because I'm Turkish and not because I am who am I have never got the peeling especially the society that I am German. Let's get our guests thoughts on this and he's saying what do you think do you think Mesut Ozil has anything to apologize for is he just a victim of unfair double standards I beg to differ I think the clue is in the last sentence of the last person on the package that I've never felt German and this is about feelings emotions it's sentimental it's not necessarily all about clear cut logical approach to this. The president that he met was then facing elections in Germany and Turkey were in a very difficult relationship at that period of time there are high racial tensions in Germany Germans to this day find it difficult to be nationalistic for all the right reasons because of their contribution to 2 world wars in the last century and in that context what you've got is a turkey that's very nationalistic a Turkish president that's very boisterous internally and externally so for a football player to be not just taking a photo but taking a photo at that time and by the way he had taken photos of 6 other occasions with a gun previously and those hadn't caused the situation that they had done recently and I speak as someone who's met President at a gun at least 3 different occasions and I've seen him up close and personal is very eccentric very toxic very energized and he wouldn't have taken that photo just by accident he was fully aware of what was going on and significance of the timing of it but the real issues here are are the politics the timing but also I mean Mrs It is now what they called 3rd generation Turkish I mean at what stage do you stop being Turkish and start becoming German or German Turkish I mean this is I think something noble about the United States of America that you know someone like President Obama was elected yes there were ups in the us there were downs but on balance now the world misses him and you see that across the globe and I think with someone like a football player it probably would have been wiser not to take that photo at that time and probably better not to make this into a huge issue about Germany yes there are issues around integration and belonging and aspiration and yes there are their attendances around racism from time to time but to blow it into this sort of situation I think undermines you know players from ethnic minority backgrounds for the English team and the winners the French team and they seem to have been celebrated by and large. Di What are your thoughts on what what Ed has just said do you do you think Mesut Ozil has anything to apologize for is he a victim of bad timing I think he has nothing to apologize for whatsoever I think it's a great irony that Ed is talking about to meeting a highly highly contentious political leader when the World Cup itself is taking place in Russia I mean let's talk about highly contentious political leaders facing elections I mean it's absolutely absurd to then blame Mesut Ozil also I disagree with Ed saying when you see it when when is he going to stop being Turkish and stop being German I don't think it is you or you don't have to stop being Turkish to be German and surely that's a point that that that that stark choice that he's been given is wrong and I think it's like it's in Britain where I would never say to someone you can to stop being Asian and start being British you're Asian British That's not a built in conflict and I think as as and actually never has been and I think throughout our century but we're talking about a country Turkey which has issues around its own minorities be the Christians be they Jewish be the Kurdish and if it can't tolerate its own minorities it's wrong of Turkey then to expect its its so-called Turks in Germany to become Turkish in Germany and not to serve the Germans Ok Well we'll have to wrap up that discussion there I'm sure we'll be able to get into this into the next hour you're listening to Weekend with steely hadn't distinguished us.
