World Service it comes to you live from our studios in central London in a moment the latest from Tehran as the protests in Iran show no sign of slowing down after 6 days that's our top story today also coming up in today's program the prospect of dialogue between the 2 Koreas grows ever closer as the South Korean president proposes high level talks next week and will be visiting international sporting venues in Russia ahead of this year's football World Cup and in China where they've been looking ahead to the 2022 Winter Olympics Stay with us for those stories lots more coming up this hour we begin though with unrest in Iran. It might surprise you to know that dissent in the Islamic Republic certainly does happen in small ways such as women claiming public spaces civil disobedience against strict dress codes and so on however street unrest and rage is rare especially when it becomes political and the world starts to pay attention to how the authorities deal with it we've been seeing small street unrest for $6.00 days now and in that time more than 20 people have been killed as the authorities attempt to quell the protests taking place in several regional cities and some 450 people have been arrested in the capital capital Tehran the protests began last Thursday in the city of Mashad initially against price rises and corruption and a general dissatisfaction with the economy and its impact on people but they have since spread amid wider anti-government sentiment today Iran's supreme leader Ayatollah Ali Khamenei claimed that the protests were being supported by enemies of the Islamic state seeking to undermine the raging Joy I mean as well you know you can chant which I don't want to have me looking at the events of the past few days all those who are against the Islamic Republic all those who have money they Story in politics those u.n. Weapons those who run security bodies or of them have teamed up to cause trouble for the Islamic establishment Islamic Republic and the Islamic Revolution I have my own words on the events of the past few days and God willing I will talk about them to our beloved people. The words of the supreme leader of Iran in a moment we'll get some analysis on the significance of these process which are small compared with the last major street on rest back in 2009 in which demonstrators were calling for an announcement of the presidential elections then that's going to sense of what's happening at the moment in Tehran a short while ago I spoke to Eric Randolph the deputy Iran bureau chief of the news agency a.f.p. There has been a very heavy police presence in Tehran in previous days so a lot of the city has actually been very calm and Tiran in a big difference from the 2009 protests Iran has not been the focal point and most of the unrest has been out in the provinces that we've had sporadic protests last night in the cup 2 there were quite quickly brought under control but certainly there is a general mood when we've been out talking to Tehran is although a lot of people are put off by the violence that they see in the protests everybody understands the grievances and the frustrations that are driving them what can you tell us if anything about the arrests that have been taking place in Tehran Well there are reports today that 450 people have been arrested in the last 3 days which is a considerable number considering that the protests have not been that large we've got the Revolutionary Guards in the intelligence ministries warning people that they have identified what they call the Stop the breakers and that those people will be dealt with seriously is it clear a toll that the arrests a being made of of people who are actually out on the street protest as all or whether the arrests of other people who the the authorities perceive as being behind the protests where the intelligence ministry have made it clear that they are monitoring things online and in the streets and that they are making arrests of what they call the organizers of the protests we know from or at least we think we know from online reports that people are being. Arrested in the streets as well but it's very difficult to say with any certainty in the context of the constraints which you are under in terms of freedom of movement and people's willingness to to speak to you how popular is the belief do you think that the what the supreme leader is saying is what people believe on the ground but it's foreign countries who are trying to stir trouble certainly amongst the core constituency of the conservatives which they must remember must be remembered is a very sizable group within Iranian society the true believers as it were in the Islamic revolution they salute the take what they are told by the supreme leader and by conservatives in the administration to be true they do believe that these are being orchestrated by their arms and he's in Saudi Arabia and Europe and America you know there is some justification in that since we have heard calls from hawks in America in Washington to encourage precisely these kinds of protests but I'd say most people in your thoughts and on the streets in Iran are very much focused on the economic grievances that underlie these protests everybody here knows somebody who has been affected by the down the the problems in the economy the massive unemployment the young people the high living costs inflation and given that last point that you make about the the widespread pervasive frustration over very little movement in the Qana me one wonders how people might react to President Rouhani referring to the protests is as nothing. He's brought in to try and calm things down that's always been his role and he's tried to fix the economy and to be fair to him he has now is to do some important things when he came into power inflation was running it in saying that. As of 40 percent or so you brought it back down to 10 the house got growth going again it managed to rebuild ties with the West to some extent that what we're looking at day 6 now of the on rested in your assessment of not just what's happening in Tehran but elsewhere Ed does this protests all these protests and demonstrations look to you as though they're they're fizzling out as a direct response to the increased kind of crackdown by the authorities or do you think that they might still have some some power in them to sustain but again very hard to say because we have such limited information of what's going on out in the provinces what's clear is that if the security services what that want to crack down more funny than they have then they can it's also clear these protests don't have a. Clear leadership within the country that can act as a focal point but regardless of what happens with the protests those underlying economic problems that initially initiated them are not going to go away overnight the very high unemployment rate is the thing that everybody keeps coming back to and that's not something for which you can find a silver bullet that was Eric Randolph of the a.f.p. News Agency speaking to me a short while ago from Terre Ron joining me in the studio now is a scam the city Key who is a research fellow in modern history of the Middle East at the University of Oxford welcome to News Hour let's just pick up that last point that Eric Randolph makes about the economy and how there is no silver bullet. Is it the economy that has been the root cause of these protests you think. I definitely think that it is it has been a key driver. As it was mentioned that the process initially began in the northeastern city of Mashhad a conservative stronghold the initial demands which were there were largely about the state of the economy if you look at sort of the prices of basic food stuffs I mean the price of eggs did double I mean the cost of petrol also went up significantly I mean these are things which as of sort of the working class and the lower middle classes sort of reeled so in has been seen to shrink over the last sort of decade as a result of sort of I guess the economic mistakes that were taken undertaken to see the history of sanctions of the central bank and all the sort of things of the During the manager period it's really is hurting that sector society and I see that sector society has traditionally been. A sort of one that's these are about it has sort of counted on as it were and has sort of perhaps even some of that taken for granted because traditionally they have been sort of seen as part of those hours of base and sort of stronghold and they've actually benefited to a large extent through its sort of sort of welfare network so one of the key sort of slogans of vital Khomeini with the revolution was you know liberating the oppressed and the best fitted so it is something of a shock that it has actually come from that sector of the one of the things that you speak to people in Iran from middle class background I don't know anyone who's actually protesting I don't know these sort of and there is a sort of a division now between the middle class and those which are not to take in the protests and a sort of I saw an ambivalence whether they want to encourage us to go further because they're fearful of the consequences. At the same time they do actually understand you know the grievances which are being aired Well we're seeing some of the consequences quite clearly you know 450 people or so have been arrested in the capital it's very difficult to establish. What's happening in in the regional cities are you surprised at then the the morphing into a political protest from something that was very much rooted in the economy. Well I am actually I think it is very interesting that this actually was to a lot of all sort of the accounts was initiated by conservatives in Russia and then sort of you know they lost control of it and it became a vehicle for expression of support of deep held sort of resentment which haven't been resolved and I think it really does come out of the fact that in the wake of the nucular deal people were genuinely expecting a bit more fast paced change and both in the a couple to clean the economic sphere they were really banking on that and because of because obviously the election of Donald Trump and the fact that he has in effect really violated I was a the nucular agreements by not allowing Iran to be reintegrated into the international economy and therefore because of Rouhani sort of attempt to bring down inflation a result of the past I mean I'm a little ministration he hasn't been able to generate the jobs which he needs I mean he was basically vowing that he was going to create a 1000000 jobs a year and obviously if you don't have if you don't have foreign investment coming in and you're cutting the development budget that's not going to happen let's talk about Donald Trump and the tweeting that he's been doing as as well as and messages from the State Department supporting the people of Iran and against the government and the and the clerics What do you make what's your reading of of what's going on here in the likely impact inside Iran I do think that it doesn't really. Cut much sort of as it were simply because the tribe ministration not too long ago one I mean 2 things he did really the alienate Iranians he called the Persian Gulf the Arabian Gulf and that you know Twitter page absolutely exploded and similarly actually letters he could you know Iran a terrorist nation so traditionally the American administration has the single issue between you know this. States and the people and that's usually been they go to sort of game and you did actually see like a genuine attempt to change the u.s. Policy under Obama but then the nuclear deal came out of that so I don't think any of these in a 180 degree turn with with Trump constant vilifying and threatening Iran and threatening to renege on the nuclear do in its entirety so I don't think many Iranians do take a very says and they don't really at all for one second believe him to be sincere in his you know support for the democratic aspirations just very briefly 1020 seconds do you think that these protests are going to fizzle out all can they gain momentum still from what I've seen and as your previous speaker actually mentioned these aren't river I don't think it's used really much of its resources to cry it has really held back and been restrained if you look at conservative commentators they've actually said that is very important about how these protests demonstrators are actually treated in the I mean that's one that's the main issues I do actually think that it has decreased but we have to really see I think is it be foolish to really gainsay and say what will happen in the future has come this is the key from Oxford University thank you. In London the North Korean leader Kim Jong Il an extended what some saw as a form of an olive branch in yesterday's New Year address saying he was prepared to send a delegation of athletes to next month's Winter Olympics in the South Korean town of Chang and now South Korea seems to have grasped it with a South Korean unification minister proposing to hold high level talks with North Korea at the joint border next week the B.B.C.'s here Kim is in Seoul one of the South Koreans been saying about these talks unification minister told me propose that the 2 Koreas meet next Tuesday at the truce village of Penland at the d.m.z. And if it happens it be the 1st high level into Korean talks since December of 2015 and this comes just a day after North Korean leader Kim Jong un made his New Year's speech he said that Pyongyang is really him to take part in the Winter Olympics next month he also said that his ruling to send a delegation to South Korea for an interview and meeting any indication yet on what the talks will center around will it be much more beyond the Olympics do we know well mainly it will be about the North's participation in the Olympics specific logistics like how North Korean athletes should be coming here their specific route if the North will be sending a cheer squad if there will be a joint declaration However the ministry did the minister also did say that they could also talk about their issues regarding into Korean ties. And when you talk about these talks potentially being very high level who are we talking about who would be present well basically this could be a vice ministerial. Level talks and it could be even higher up the Unification Ministry was saying that they just said quote unquote high level to leave open several options opportunities what indication do we have that Seoul has proffered the possibility of these talks on their own or whether they've consulted with Washington well that very question was asked at the press conference today and on that the minister said that South Korea has been in close consultations with the u.s. Regarding the latest proposal and as of now we haven't heard anything yet from North Korea it's unclear if the talks will take place after all because last year South Korea proposed to hold talks 2 different talks want to military and the other on reunions of families separated by the Korean War But North Korea apparently rejected a several days later it launched a ballistic missile with intercontinental range so if what you're saying suggests that the response from Seoul has been possibly too hasty if the talks in fact may not even go ahead well it's unclear at the moment however since the inauguration of a liberal president there have been high hopes that talks could resume however it's just that the North's recent activities or their activities in the past have been very unexpected and volatile that's why the possibility of this meeting actually happening is uncertain at the moment that's the B.B.C.'s hearing Kim speaking to me from Seoul. Law he's very young he's only 22 you got 15000000 followers on You Tube nearly 4000000 followers on Twitter and he just makes these sort of quite crazy funny you know blogs about his life he's not really a prankster but he kind of does stunts that sort of thing you know and he says he went into this farce it's a notorious suicide sport unfortunately at the base of Mount Fiji and he says he went in because he thought it was haunted and he thought he would do some kind of holding to Logan unfortunately very soon they found the body and they that they didn't it they they showed it quite graphically and he made a joke about standing next to a dead guy he says now in the moment of shock and horror that this it happens and obviously it was very very poorly received and people have criticized as you said the tone in the decency of doing so so a lot of backlash to somebody who is obviously very very popular the apology had about manifest itself he's since apologizing deleted the video which by the way he says he made no money out of the apology has also gone down badly because the tone of it was sort of you know I'm a good guy I do lots of good things and I got it wrong this time and people are saying when you're apologizing Actually you should be humble This is not the Times tell people how great you are but you've got this one thing wrong this is the time to concentrate on the wrong doing and how you're going to put things right so actually the backlash to the apology has been almost as big as the backlash to the original video and has he sort of disappeared and got on the ground and not responded to any of this criticism I mean he's been quite quite He's very prolific he makes a video almost every day that he up late on his channel in the hasn't been another one today there's a highlights we do.
